Conservation of natural resources through sustainable ecosystem management and development is the key to our secured future. The management of ecosystem involves inventorying and monitoring, and applying integrated technologies, methodologies and interdisciplinary approaches for its conservation. Hence, now it is even more critical than ever before for the humans to be environmentally literate. To realise this vision, both ecological and environmental education must become a fundamental part of the education system at all levels of education. Currently, it is even more critical than ever before for the humankind as a whole to have a clear understanding of environmental concerns and to follow sustainable development practices. The degradation of our environment is linked to continuing problems of pollution, loss of forest, solid waste disposal, and issues related to economic productivity and national as well as ecological security. Environmental management has gained momentum in the recent years with the initiatives focussing on managing environmental hazards and preventing possible disasters. Environmental issues make better sense, when one can understand them in the context of one’s own cognitive sphere. Environmental education focusing on real-world contexts and issues often begins close to home, encouraging learners to understand and forge connections with their immediate surroundings. The awareness, knowledge, and skills needed for these local connections and understandings provide a base for moving out into larger systems, broader issues, and a more sophisticated comprehension of causes, connections, and consequences. Environmental Education Programme at CES in collaboration with Karnataka Environment Research Foundation (KERF) referred as ‘Know your Ecosystem’ focuses on the importance of investigating the ecosystems within the context of human influences, incorporating an examination of ecology, economics, culture, political structure, and social equity as well as natural processes and systems. The ultimate goal of environment education is to develop an environmentally literate public. It needs to address the connection between our conception and practice of education and our relationship as human cultures to life-sustaining ecological systems. For each environmental issue there are many perspectives and much uncertainty. Environmental education cultivates the ability to recognise uncertainty, envision alternative scenarios, and adapt to changing conditions and information. These knowledge, skills, and mindset translate into a citizenry who is better equipped to address its common problems and take advantage of opportunities, whether environmental concerns are involved or not.

Environmental Management has become one of the most used terms in recent times. But, what exactly does the term mean and entail? Environmental management helps to investigate and manage the environment within the context of human influences, incorporating an examination of economics, culture, political structure, and social equity, as well as natural processes and systems. This book discusses in detail the various issues relating to environmental management, including the fundamentals; the various environmental policies, legislations and international treaties; the concept of environmental impact assessment; environmental auditing; life cycle assessment; various environmental management system standards; issues and techniques, and environmental design and economics has become one of the most used terms in recent times. Aquatic agricultural systems (AAS) are systems in which the annual production dynamics of freshwater and/or coastal ecosystems contribute significantly to total household income. Improving the livelihood security and wellbeing of the estimated 250 million poor people dependent on AAS in Bangladesh, Cambodia, the Philippines, the Solomon Islands and Zambia is the goal of the Worldfish Center-led Consortium Research Program (CRP), “Harnessing the development potential of aquatic agricultural systems for development.” One component expected to contribute to sustainably achieving this goal is enhancing the gender and wider social equity of the social, economic and political systems within which the AAS function. The CRP’s focus on social equity, and particularly gender equity, responds to the limited progress to date in enhancing the inclusiveness of development outcomes through interventions that offer improved availability of resources and technologies without addressing the wider social constraints that marginalized populations face in making use of them. The CRP aims to both offer improved availability and address the wider social constraints in order to determine whether a multi-level approach that engages with individuals, households and communities, as well as the wider social, economic and political contexts in which they function, is more successful in extending development’s benefits to women and other excluded groups. Designing the research in development initiatives to test this hypothesis requires a solid understanding of each CRP country’s social, cultural and economic contexts and of the variations across them. This paper provides an initial input into developing this knowledge, based on a review of literature on agriculture, aquaculture and gender relations within the five focal countries. Before delving into the findings of the literature review, the paper first justifies the expectation that successfully achieving lasting wellbeing improvements for poor women and men dependent on AAS rests in part on advances in gender equity, and in light of this justification, presents the AAS CRP’s conceptual framew

Contribution of co-operatives has been demonstrated since the 1970s as the main development line in agricultural production in Cuba. In contrast, there has been a late recognition of urban co-operatives, even if the need of transformations based on the realization of property in different territorial scenarios had been identified. The article analyses the reform processes launched since the first decade of the 21st century focusing on the nature of the initiatives fostering formation and promotion of nonagricultural co-operatives including follow up of their performance. The potential and limitations of the recent experiences are examined in order to reflect on the organizational processes and transformations from the point of view of their members. To conclude, some questions are posed about whether these co-operatives are capable of avoiding the impact of earlier employment circumstances and of developing strategies aimed at reinforcing voluntary membership and autonomy on which they are founded.

Policy choices in response to crisis may carry consequences both for distributive outcomes and for the future policy capacity of the state itself. In this paper, we use conceptual heuristics to interpret policy practice. We examine the underlying policy paradigms shaping Irish government decisions in the aftermath of the European financial and economic crisis. We distinguish between two such paradigms- market-conforming and social equity - and apply them to three reform themes: reconfiguration of public budgets, the public service pay bargain, and the organizational profile of state competences. Our findings entail lessons for understanding the malleability of policy choice, and how state policy choices in response to crisis are framed and implemented.

This article discusses the 1997 Flemish reform in the domestic water sector (Belgium). It abolished a previously existing social correction of the wastewater charge. Instead, a tax exemption for some disadvantaged categories was introduced. Moreover, water consumers receive 15 m3 of drinking-water per person per year for free. This policy change was assumed to contribute better to social equity. However, the reform led to changes in the drinking water tariffs by the water companies. Furthermore, a study conducted by Van Humbeeck (1998) shows that the distributive impact of the new water regulation is negative. As a matter of fact, the water reform increased the regressivity of the total wastewater and drinking water expenses. The Flemish example shows that ex ante evaluation of any reform of public services is a prerequisite for more social justice in the provision of basic goods to underprivileged citizens.

The asymmetric and heterogeneous phenomenon of the globalization offers opportunities to some societies, but also impacts adversely others. This paper evaluates for the Andean countries on an empirical basis the outcome of their insertion in the global economy during the last two decades. To this end, four topical axes are examined: growth; international trade; financial flows and foreign direct investment; and social equity. It concludes with a –non-exhaustive– list of development policies that should be adopted (or furthered) by the Andean countries in order to improve the quality of their international insertion.

Over the last two decades, Jordan has suffered a chronic water crisis, and is the tenth most water-scarce nation on Earth. Such water stress has been well illustrated in the case of Greater Amman, the capital, which has grown dramatically from a population of around 2000 in the 1920s, to 2.17 million today. One of the distinctive characteristics of the water supply regime of Greater Amman is that since 1987 it has been based on a system of rationing, with households receiving water once a week for various durations. Amman is highly polarized socio-economically, and by means of household surveys, both quantitative and qualitative, conducted in high- and low-income divisions of the city, a detailed empirical evaluation of the storage and use of water, the strategies used by households to manage water and overall satisfaction with water supply issues is provided in this paper, looking specifically at issues of social equity. The analysis demonstrates the social and economic costs of water rationing and consequent management to be high, as well as emphasizing that issues of water quality are of central importance to all consumers regardless of their socio-economic status within the city.

Since the 1990s, international water sector reforms have centred heavily on economic and market approaches. In regard to water resources management, tradable water rights have been promoted, often supported by the neoliberal model adopted in Chile. Chile's 1981 Water Code was reformed to comprise a system of water rights that could be freely traded with few restrictions. International financial institutions have embraced the Chilean model, claiming that it results in more efficient water use, and potentially fosters social and environmental benefits. However, in Chile the Water Code is deeply contested. It has been criticised for being too permissive and has produced a number of problems in practice. Moreover, attempts to modify it have become the focus of a lengthy polemic debate. This paper employs a political ecology perspective to explore the socio-environmental outcomes of water management in Chile, drawing on a case study of agriculture in the semi-arid Norte Chico. The case illustrates how large-scale farmers exert greater control over water, while peasant farmers have increasingly less access. I argue that these outcomes are facilitated by the mode of water management implemented within the framework of the Water Code. Through this preliminary examination of social equity and the environmental aspects of water resources management in Chile, I suggest that the omission of these issues from the international debates on water rights markets is a cause for concern.

This paper discusses the challenge of managing cultural diversity in secondary schools, focusing on key structural, ideological, cultural, attitudinal and identity factors affecting the educational experiences and outcomes of Australian students from Arabic-speaking background (ASB). Recent research indicates that there are complex processes at play that hinder the ability of non English-speaking background (NESB) students to access constructive and meaningful education, and that such processes need further systematic investigation. It has also been argued that Australian schools are failing the test of social equity and that the dominant approach to curriculum and pedagogy does not meet the needs of the growing numbers of students from divergent cultural and socio-economic backgrounds. This paper focuses on identifying the social, cultural and attitudinal factors that affect the educational achievements of ASB students within a broad multidimensional approach to multicultural education. By linking thorough empirical research and innovative theory with practical, tested plans of action, this study proposes an in-principled approach to multicultural education that is extendable to a variety of schooling contexts while retaining its core focus on effecting positive learning outcomes. The key objectives of the larger study upon which this paper is based are to (a) address the disadvantages and barriers faced by NESB young people, particularly ASB young people, in achieving positive educational outcomes; (2) increase their chances for better life opportunities and self fulfilment; and (3) develop a good practice model for diversity management in Victorian schools. This latter objective will complement Victorian Government policies on cultural diversity and multicultural education.

In modern times, not many primary industries have consistently recorded high yearly growth over a period of two decades. Aquaculture has sustained a global growth, continues to grow, and is expected to increasingly fill the shortfall in aquatic food products resulting from static or declining capture fisheries and population increase well into the year 2025. Its further growth and development will have to occur under a different socio-economic milieu in the new millennium. The basic paradigm changes will be from an increased production at almost any cost, to a sustainable increase in production with minimal environmental perturbations. Despite such paradigm changes, aquaculture will increasingly contribute to food security, poverty alleviation and social equity. The contribution of aquaculture to world food supply of aquatic products has been increasing over the past 10 years, in comparison to capture fisheries, growing from 15 to 28 percent of total production between 1988 and 1997. As the bulk of aquaculture is rural and subsistence, it plays a major role as a provider of direct and indirect employment to the rural poor and, thereby, to poverty alleviation. In many developing countries, aquaculture provides opportunities for diversification on agriculture farms and productive use to otherwise idle land during certain seasons. The main cause for the upsurge in the sector has been the transformation of aquaculture from an “art” form to a “science”. This brought many advantages, ranging from less dependence on wild stock to the development of techniques that optimized yields, such as polyculture, or enabled the achievement of high yields with low inputs. Two major developments also enabled the sector to maintain growth momentum, appropriate institutional frameworks and concerted research and development. Regions or continents have many commonalities. These include the predominance of finfish among the cultivated species, and the predominance of species that feed lower in the food chain, although shrimp, which does not naturally feed high in the trophic level but is mostly reared on artificial feed, has become a significant culture commodity. Notable differences, however, include the fact that all regions, except Africa and the countries of the former USSR, have recorded a significant increase in per capita production between 1984 and 1997. While Asia continues to dominate world aquaculture in overall tonnage, as well as in every major commodity, South America has registered a very high (72.8 percent) average annual growth between 1984 and 1997. The global and regional trends over the last 20 years in the sector from a number of perspectives, such as production trends, contribution of aquaculture to aquatic food consumption etc., are evaluated. Based on these different trends and in the light of changing socio-economic conditions globally, and in particular, in developing nations, the potential changes in the sector in the new millennium are highlighted. Finally, projections are made for the next 20 years, where opportunities, constraints and strategies for achieving the targets are presented and discussed.
