Citizens request the installation of roadway lighting in their communities based on several motivations, including the experience or perception that lighting improves traffic safety and reduces crime, while also providing a tangible benefit of taxpayer dollars at work. Roadway authority staff fully appreciate these citizen concerns; however, roadway lighting is expensive to install, supply energy to, and maintain in perpetuity. The installation of roadway lighting is only one of a number of strategies agencies have to address nighttime crash concerns. This research assists local agencies in deciding when, where, and how much rural intersection lighting to provide.

For several years, the Iowa Department of Transportation has constructed bypasses along rural highways. Most bypasses were constructed on the state’s Commercial Industrial Network (CIN). Now that work on the CIN has been completed and the system is open to traffic, it is possible to study the impacts of bypasses. In the past, construction of highway bypasses has led community residents and business people to raise concerns about the loss of business activity. For policy development purposes, it is essential to understand the impacts that a bypass might have on safety, the community, and economics. By researching these impacts, policies can be produced to help to alleviate any negative impacts and create a better system that is ultimately more cost-effective. This study found that the use of trade area analysis does not provide proof that a bypass can positively or negatively impact the economy of a rural community. The analysis did show that, even though the population of a community may be stable for several years and per capita income is increasing, sales leakage still occurs. The literature, site visits, and data make it is apparent that a bypass can positively affect a community. Some conditions that would need to exist in order to maximize a positive impact include the installation of signage along the bypass directing travelers to businesses and services in the community, community or regional plans that include the bypass in future land development scenarios, and businesses adjusting their business plans to attract bypass users. In addition, how proactive a community is in adapting to the bypass will determine the kinds of effects felt in the community. Results of statistical safety analysis indicate that, at least when crashes are separated by severity, bypasses with at-grade accesses appear to perform more poorly than either the bypasses with fully separated accesses or with a mix of at-grade and fully separated accesses. However, the benefit in terms of improved safety of bypasses with fully separated accesses relative to bypasses with a mixed type of accesses is not statistically conclusive.

Visualization is a relatively recent tool available to engineers for enhancing transportation project design through improved communication, decision making, and stakeholder feedback. Current visualization techniques include image composites, video composites, 2D drawings, drive-through or fly-through animations, 3D rendering models, virtual reality, and 4D CAD. These methods are used mainly to communicate within the design and construction team and between the team and external stakeholders. Use of visualization improves understanding of design intent and project concepts and facilitates effective decision making. However, visualization tools are typically used for presentation only in large-scale urban projects. Visualization is not widely accepted due to a lack of demonstrated engineering benefits for typical agency projects, such as small- and medium-sized projects, rural projects, and projects where external stakeholder communication is not a major issue. Furthermore, there is a perceived high cost of investment of both financial and human capital in adopting visualization tools. The most advanced visualization technique of virtual reality has only been used in academic research settings, and 4D CAD has been used on a very limited basis for highly complicated specialty projects. However, there are a number of less intensive visualization methods available which may provide some benefit to many agency projects. In this paper, we present the results of a feasibility study examining the use of visualization and simulation applications for improving highway planning, design, construction, and safety and mobility.

To support the analysis of driver behavior at rural freeway work zone lane closure merge points, Center for Transportation Research and Education staff collected traffic data at merge areas using video image processing technology. The collection of data and the calculation of the capacity of lane closures are reported in a companion report, "Traffic Management Strategies for Merge Areas in Rural Interstate Work Zones". These data are used in the work reported in this document and are used to calibrate a microscopic simulation model of a typical, Iowa rural freeway lane closure. The model developed is a high fidelity computer simulation with an animation interface. It simulates traffic operations at a work zone lane closure. This model enables traffic engineers to visually demonstrate the forecasted delay that is likely to result when freeway reconstruction makes it necessary to close freeway lanes. Further, the model is also sensitive to variations in driver behavior and is used to test the impact of slow moving vehicles and other driver behaviors. This report consists of two parts. The first part describes the development of the work zone simulation model. The simulation analysis is calibrated and verified through data collected at a work zone in Interstate Highway 80 in Scott County, Iowa. The second part is a user's manual for the simulation model, which is provided to assist users with its set up and operation. No prior computer programming skills are required to use the simulation model.

El fenomen del progressiu envelliment de la població, a causa sobretot de l’allargament de l'esperança de vida i la baixa natalitat, fa que algunes de les principals preocupacions de les famílies, de les entitats cíviques i de les autoritats públiques estiguin relacionades amb les condicions de vida de la gent gran. Aquesta preocupació es justifica, a més, per la necessitat de reconèixer la molta i bona feina feta per una generació que ha viscut temps difícils i ha lluitat per salvaguardar la nostra cultura i per millorar les condicions econòmiques i socials del país. La investigació que presentem s'adreça a fer front als aspectes esmentats en una zona rural de l’AIt Empordà amb pocs recursos propers, on el model urbá d'atenció no encaixa i on no hi ha Instruments de coordinació. El projecte va néixer de la mateixa comunitat, a través del Consell Pastoral Interparroquial de les parròquies de Garriguella, Rabós d'Empordà i Vilamaniscle i deis ajuntaments dels esmentats municipis

In this work the exposure of wells and surface water to pesticides, commonly used for tobacco cropping, was assessed. Water consumption wells and surface water flows were sampled at different times. After a preconcentration step with solid phase extraction (SPE), the selected pesticides were determined by gas chromatography with electron capture detection (GC-ECD) or high performance liquid chromatography with diode array detection (HPLC-DAD). No pesticides were detected in the well water samples and surface water flow in the winter season. However, in the spring and summer higher concentrations of chlorpyrifos and imidacloprid were found in the water source samples. Atrazine, simazine and clomazone were also found. The occurrence of pesticides in collected water samples was related with the application to tobacco.

The deficient environmental preservation on agricultural properties has reflected in great soil losses for erosion and the high rate of sedimentation. Therefore, this work brings the application of software to demonstrate that planters can get benefits by the conservationist practices. The benefits will be obtained from the environment aspect (erosion and sedimentation control), as well as economical aspect (financial incentives). A proposal has been created by the Technical Chamber of Rural Water Use and Conservation (CT-Rural) to estimate the reduction in raw water use charge for the rural water users of the PCJ Watershed - this reduction is being possible since January 2007, at the PCJ Committee. The software develops a simple relationship, so that if the rural conservationist action goes more efficient, such as if the conserved rural area goes larger, then the reduction value will bring better benefits for the rural water users. Within the purposes of this study, there is the idealization of mechanisms that may support specific management matters related to the water users of federal rivers from the rural sector of PCJ Watershed.

In São Paulo State, mainly in rural areas, the utilization of wooden poles is observed for different purposes. In this context, wood in contact with the ground presents faster deterioration, which is generally associated to environmental factors and, especially to the presence of fungi and insects. With the use of mathematical models, the useful life of wooden structures can be predicted by obtaining "climatic indexes" to indicate, comparatively among the areas studied, which have more or less tendency to fungi and insects attacks. In this work, by using climatological data of several cities at São Paulo State, a simplified mathematical model was obtained to measure the aggressiveness of the wood in contact with the soil.

Addressing rural development discussions in Brazil: context and issues of debate. The work analyzes the main theoretical trends and subjects that integrate the recent Brazilian debate about rural development. We agued that the agenda of the rural development in Brazil, on which actively participate scholars, organizations and institutions, have been formulated by the State and the public politics implemented since the beginning of the 1990. Among the factors that had influenced the emergency of the debate about rural development is distinguished the increasing social and political legitimating of family farming and the agrarian reform, the reorientation of the state policies, the increasing sharply political and ideological quarrels with the agribusiness wing and the matters about sustainability. It is also argued that the analytical and interpretative references that have being used by the scholars are still diffuse and varied, but has been capable to influence the policy makers.

Différents organismes internationaux se sont penchés sur l’école rurale des pays en émergence. La plupart de ces travaux de recherche montrent que ces écoles n’offrent pas une éducation adaptée au milieu dans lesquelles elles sont situées, du fait essentiellement qu’on y a implanté la structure administrative et pédagogique des écoles urbaines sans tenir compte des caractéristiques de la population infantile des zones rurales. Afin de tenter de remédier aux difficultés identifiées, ces organismes ont proposé diverses solutions ou préconisé des politiques adaptées à ce contexte particulier. Le but de cette recherche est d’étudier comment ces recommandations convergent-elles avec les politiques éducatives et dans le quotidien des écoles en milieu rural de deux pays de l’Amérique centrale, le Costa Rica et le Nicaragua. À cette fin, comme cadre d'analyse, nous avons établi six catégories : condition socio-économique, plan d'études et pédagogie, relation école et communauté, enseignants, technologie et finalement, gestion et gouvernance. Pour ce faire, nous analysons les recommandations globales formulées par diverses organisations internationales et d’autres organismes des pays développés à propos de l'éducation rurale. Nous comparons ensuite ces informations avec les décisions politiques prises ces dernières vingt années, dans les deux pays sélectionnés afin de favoriser le développement éducatif des zones rurales. Pour finir, nous observons sur le terrain le quotidien de quelques écoles rurales des deux pays retenus. En partant de l’hypothèse qu’il existe suffisamment d’information et de recommandations permettant l’élaboration des politiques éducatives appropriées pour améliorer les conditions des écoles rurales, le travail présente une analyse multiniveaux (recommandations globales, politiques nationales et pratiques scolaires) en établissant la convergence ou la divergence dans chacune des catégories. Les principaux résultats de la recherche démontrent qu'il existe une convergence entre les pratiques scolaires et les politiques éducatives émises par les pays étudiés, avec quelques exceptions. Quant à la convergence entre les recommandations globales et les politiques émises par ces pays, on ne peut pas parler de convergence de façon générale. La recherche propose l'élaboration de profil de politiques nationales pour chaque pays, en fonction de la manière par laquelle ils abordent la problématique de l'éducation rurale : soit par l’assignation des ressources pour étendre les services éducatifs normalisés pour tous les enfants, ou en produisant des politiques focalisées, créant des programmes spécifiques, faisant remarquer la différence du monde rural.

The basic objective of the present study has been to observe the process and pattern of employment diversification among the rural women workers in Ernakulam district. The evidences are that the women workers in the rural areas of the state are being increasingly diversified into the tertiary sector. The clear cut evidence for the fact that in Kerala non-agricultural employment of rural women is increasing with more and more of them getting diversified into the tertiary sector. The women get more self esteem and recognition in terms of the work being done by them. In the urban areas of the state as a poverty eradicating measure the Kerala government has already introduced a new scheme under the banner of Kudumbasree. Another fact noticed in the study that the sectoral shift of women workers has posed a grave problem to the agricultural sector. The reluctance of workers to do manual jobs on land and the prevalence of high wages among the agricultural labours has left many a cultivable area fallow or has induced farmers to shift to less labour –intensive crops. The situation is expected to worsen in future as even the high wages fail to attract the young generation to this sector. To conclude the study has fulfilled all its objectives, viz; highlighting the rural employment structure in Kerala, examining the process, pattern, determinants and consequences of diversification among rural women workers in the sample villages. Being the first of its kind at the micro level in the state it contributes to the available literature in the area enriching the database that is crucially lacking for devising projects at the village and block-level. There exists ample scope for future research of similar nature in an urban background where the secondary data-sources are hinding towards a reversal of trends from non-agriculture to agriculture.

The study is intended to estimate the existing rate of participation of women beneficiaries in the development programmes of different organisations in Kerala. It would enable one to understand whether participation is at the satisfactory level or not. Given the rate of participation, the major thrust of the analysis is on the impact of governmental and non-governmental organisations on the rate of participation. This is undertaken under the assumption that NGOs, due to their proximity to people and their needs, ensure better participation rates. Besides the organisational differences, the other major determinants of women participation such as their socio-economic characteristics, psychological make up, the nature of the programme etc. are also highlighted. 0 Since the ascribed status of women in society is inferior, the role of organisers, development personnel and local leaders is also pointed out. Thus the basic objective of the study is women participation and its determinants in the development programmes

India’s rural women are involved in various types of work and contribute considerably to the economy. However much of their work is not systematically accounted in the official statistics. India’s governmental and non-governmental data collection agencies admit that there is an under-estimation of tribal women’s contribution as rural workers. This study describes in detail a research project that focuses on the indicators for socioeconomic development in the least developed rural villages by examining the impact of floriculture on the lives of impoverished tribal women who inhabit the harsh drylands of western India.

This paper analyses the determinants for rural Ecuadorian households to participate in community works, to exchange labour, and to use paid labour. The results show that participation in community work is more common among indigenous peoples who are more committed with community and live in areas with relatively high population densities. Exchange labour agreements are more common among indigenous households settled in areas where industrial agriculture has not penetrated yet. Instead, paid labour is used by small and educated households which have access to credit.

ZUSAMMENFASSUNG Von der „Chaosgruppe“ zur lernenden Organisation. Fallstudien zur Induzierung und Verbreitung von Innovation in ländlichen Kleinorganisationen im Buruli (Zentral-Uganda). Die oft fehlende Nachhaltigkeit landwirtschaftlicher Projekte in Afrika allgemein und in Buruli (Zentral-Uganda) insbesondere gab den Anstoß zu der Forschung, die der vorliegenden Dissertation zugrunde liegt. Ein häufiger Grund für das Scheitern von Projekten ist, dass die lokale Bevölkerung die landwirtschaftliche Innovation als Risiko für die Ernährungssicherheit der Familie betrachtet. Die vorliegende Arbeit ist daher ein Beitrag zur Suche nach einem Weg zur Nachhaltigkeit, der dieser Tatsache Rechnung trägt. Als Forschungsmethode wurden die Gruppendiskussion und die Beobachtung mit den beiden Varianten „teilnehmender Beobachter“ und „beobachtender Teilnehmer“ gemäß Lamnek(1995b) angewendet. Es stellte sich heraus, dass die ablehnende Haltung der Zielbevölkerung landwirtschaftlicher Innovation gegenüber durch finanzielle Anreize, Seminare oder die Überzeugungskunst von Mitarbeitern der Entwicklungsorganisationen kaum behoben werden kann, sondern nur durch den Einbezug der Menschen in einen von ihnen selbst gesteuerten Risikomanagementprozess. Die Prozessberatung von Schein (2000) und die nichtdirektive Beratung von Rogers (2010) haben sich im Rahmen unserer Untersuchung für die Motivierung der Bevölkerung für eine risikobewusste Entwicklungsinitiative von großem Nutzen erwiesen ebenso wie für die Beschreibung dieses Prozesses in der vorliegenden Studie. Die untersuchten Gruppen wurden durch diesen innovativen Ansatz der Entwicklungsberatung in die Lage versetzt, das Risiko von Innovation zu analysieren, zu bewerten und zu minimieren, ihre Zukunft selbst in die Hand zu nehmen und in einem sozialen, ökonomischen und physischen Umfeld zu gestalten sowie auf Veränderungen im Laufe der Umsetzung angemessen zu reagieren. Der Erwerb dieser Fähigkeit setzte eine Umwandlung einfacher Bauerngruppen ohne erkennbare Strukturen in strukturierte und organisierte Gruppen voraus, die einer lernenden Organisation im ländlichen Raum entsprechen. Diese Transformation bedarf als erstes eines Zugangs zur Information und einer zielorientierten Kommunikation. Die Umwandlung der Arbeitsgruppe zu einer lernenden Bauernorganisation förderte die Nachhaltigkeit des Gemüseanbauprojekts und das Risikomanagement und wurde so zu einem konkreten, von der Umwelt wahrgenommenen Beispiel für die Zweckmäßigkeit des oben beschriebenen Forschungsansatzes. Die Herausbildung einer lernenden Organisation ist dabei nicht Mittel zum Zweck, sondern ist selbst das zu erreichende Ziel. Die Beobachtung, Begleitung und Analyse dieses Umwandlungsprozesses erfordert einen multidisziplinären Ansatz. In diesem Fall flossen agrarwissenschaftliche, soziologische, linguistische und anthropologische Perspektiven in die partnerschaftlich ausgerichtete Forschung ein. Von der Entwicklungspolitik erfordert dieser Ansatz einen neuen Weg, der auf der Partnerschaft mit den Betroffenen und auf einer Entemotionalisierung des Entwicklungsvorhabens basiert und eine gegenseitige Wertschätzung zwischen den Akteuren voraussetzt. In diesem Prozess entwickelt sich im Laufe der Zeit die „lernende“ Bauernorganisation auch zu einer „lehrenden“ Organisation und wird dadurch eine Quelle der Inspiration für die Gesamtgesellschaft. Die Nachhaltigkeit von ländlichen Entwicklungsprojekten wird damit maßgeblich verbessert.
