Climate change is an important environmental problem and one whose economic implications are many and varied. This paper starts with the presumption that mitigation of greenhouse gases is a necessary policy that has to be designed in a cost effective way. It is well known that market instruments are the best option for cost effectiveness. But the discussion regarding which of the various market instruments should be used, how they may interact and what combinations of policies should be implemented is still open and very lively. In this paper we propose a combination of instruments: the marketable emission permits already in place in Europe for major economic sectors and a CO(2) tax for economic sectors not included in the emissions permit scheme. The study uses an applied general equilibrium model for the Spanish economy to compute the results obtained with the new mix of instruments proposed. As the combination of the market for emission permits and the CO(2) tax admits different possibilities that depend on how the mitigation is distributed among the economic sectors, we concentrate on four possibilities: cost-effective, equalitarian, proportional to emissions, and proportional to output distributions. Other alternatives to the CO(2) tax are also analysed (tax on energy, on oil and on electricity). Our findings suggest that careful, well designed policies are needed as any deviation imposes significant additional costs that increase more than proportionally to the level of emissions reduction targeted by the EU.

This report describes FORTH software written for several instruments used in the NASA-sponsored project to design and build Marine Optical Buoy System (MOBS) and in the NOAA-sponsored project "EOS MODIS Execution: Oceanographic Profiling, Data Acquisition and Management for the Marine Optical Buoy System·'. In the NOAA project MLML and NOAA personnel will participate in quarterly cruises at the MOBS Hawaiian site to validate performance of SeaWiFS and will participate in several extended "process" cruises to provide wide geographic surface truthing investigations similar to those lead by Dennis Clark (NOAA) following the "launch of CZCS in 1979. In the NASA project we are designing and building MOBS, a high resolution spectroradiometer that will operate autonomously in a buoy moored west of Lanai in the Hawaiian Islands. That instrument, the "Marine Optical System" (MOS), will transmit by cellular phone in near real time observations of upwelled radiance and downwelled irradiance from three depths. The maintenance of adequate dissolved oxygen level is very important in the economy of any aquaculture system. An easy to construct aerating device was created using 0.5 hp water-pump, shower rose, Styrofoam, and rubber hose. The aerator works by drawing water from below and discharging it into the atmosphere as a spray. The spray is aerated as it splashes into the water surface. The aerating device has an average spray of 1.2 unit and doubles the dissolved oxygen content of 37.8 m super(3) tank in one hour

This manual has been produced by members of the national acoustics group (NAG) and represents the first in a series of outputs designed to promote co-ordination and consistency in Agency hydroacoustic surveys. It is designed as a field guide for Agency staff operating the SIMRAD EY500 portable scientific echosounder. It should be simplistic enough for the newcomer to EY500 to be able to set up and run a mobile hydroacoustic survey with some knowledge of the supporting theory. It should act as guidance for standardisation of survey procedures providing a concise list of settings and recommendations that can be used as a quick reference guide in the field. This manual condenses 5 years of practical experience of surveying fish populations using Simrad hardware and software for surveying large rivers and still waters throughout England and Wales. This document should be used as a companion to the manufacturers instruction manual and not act as a substitute for it.

O objetivo deste estudo é discutir a associação entre padrão de consumo de álcool e dimensões de risco à exposição ao HIV, desdobradas em conhecimento sobre HIV e práticas sexuais entre universitários. Trata-se de uma pesquisa transversal com abordagem quantitativa, realizada com 416 universitários de 14 cursos distintos. Os dados foram coletados através de dois instrumentos e tratados através de estatística descritiva com o software SPSS 21.0. A pesquisa foi autorizada pelo Comitê de Ética em Pesquisa da Universidade do Estado do Rio de Janeiro, sob n 003.3.2012. A população de estudo é predominantemente do sexo masculino (59,6%), com faixa etária entre 19 a 22 anos (54,3%), de cor branca (57,5%), sem companheiros (69,2%) ou filhos (92,3%) e com maior percentual de católicos (31,3%) e daqueles que não possuem religião (33,7%). Destaca-se, ainda, que são possuidores de computador ou eletrônicos portáteis (98,8%) com fácil acesso à internet (96,8%). Os principais achados apontam que a maioria faz uso de álcool (60%), com a proporção de 7 homens para cada 3 mulheres. Relacionado ao AUDIT, foi identificado predomínio das zonas I (abstinência ou baixo risco-73,8%) e II (uso nocivo-20,4%). Sobre as relações sexuais, a maioria afirmou ter experiência sexual (69,5%), com idade da primeira relação entre 16 e 18 anos (54%), no entanto, mais homens (54,3%) afirmaram manter relações sexuais após o consumo de álcool do que mulheres (45,7%). Apesar do conhecimento sobre HIV/aids e álcool ser considerado como fator protetor pela literatura vigente, constatou-se que não há associação deste conhecimento com a prática sexual mais segura. Independente do padrão de consumo de bebidas alcoólicas, os universitários apresentam o mesmo tipo de prática sexual, muitas vezes se expondo à infecção ao HIV e outras doenças sexualmente transmissíveis. Dentre os dados analisados, um dos motivos de exposição ao HIV/Aids são as relações sexuais após a ingestão de bebida alcoólicas e o não uso de preservativos nestas situações. O consumo exagerado de bebidas alcoólicas está ligado ao sexo masculino e este grupo apresenta práticas sexuais de maior risco. Sugere-se que novos estudos possam analisar a relação de causa e efeito para verificar quais fatores podem influenciar de fato a exposição ao HIV de estudantes usuários de álcool. Estas informações são relevantes para conhecermos a atual demanda desse grupo e focar nas reais necessidades que são imperiosas para a prevenção dos futuros danos nocivos à saúde individual e coletiva. Torna-se necessário compreender qual é a demanda dos jovens em se expor a diversos riscos à saúde adotando práticas não seguras e, principalmente, o que de fato modula estas condutas.
