This study on marine protected areas (MPAs) in Mexico relies on a variety of data sources as well as the authors’ longstanding field experience, particularly in the Yucatan Peninsula, to analyze the design, establishment and operation of protected areas. It discusses two case studies of MPAs in detail and summarizes the findings from four others, focusing primarily on the role played by local communities in managing coastal and marine resources. The study also draws on the perspective of key informants, namely, Mexican experts on coastal and ocean management issues, including government officials, decisionmakers, researchers, members of non governmental organizations (NGOs), and consultants. The mission of the National Oceanic and Atmospheric Administration (NOAA) is to understand and predict changes in the Earth’s environment and conserve and manage coastal and marine resources to meet our nation’s economic, social and environmental needs (NOAA, 2004). In meeting its marine stewardship responsibilities, NOAA seeks to ensure the sustainable use of resources and balance competing uses of coastal and marine ecosystems, recognizing both their human and natural components (NOAA, 2004). Authorities for executing these responsibilities come from over 90 separate pieces of Federal legislation, each with unique requirements and responsibilities. Few of these laws explicitly mandate an ecosystem approach to management (EAM) or supporting science. However, resource managers, the science community, and increasingly, the public, are recognizing that significantly greater connectedness among the scientific disciplines is needed to support management and stewardship responsibilities (Browman and Stergiou, 2004; 2005). Neither NOAA nor any other science agency can meet the increasing demand for ecosystem science products addressing each of its mandates individually. Even if it was possible, doing so would not provide the integration necessary to solve the increasingly complex array of management issues. This focus on the integration of science and management responsibilities into an ecosystem view is one of the centerpieces of the U.S. Commission on Ocean Policy’s report (USCOP, 2004), and the Administration’s response to that report in the U.S. Ocean Action Plan (CEQ, 2004). Without knowledge of basic seafloor characteristics, the ability to address any number of critical marine and/or coastal management issues is diminished. For example, management and conservation of essential fish habitat (EFH), a requirement mandated by federally guided fishery management plans (FMPs), requires among other things a description of habitats for federally managed species. Although the list of attributes important to habitat are numerous, the ability to efficiently and effectively describe many, and especially at the scales required, does not exist with the tools currently available. However, several characteristics of seafloor morphology are readily obtainable at multiple scales and can serve as useful descriptors of habitat. Recent advancements in acoustic technology, such as multibeam echosounding (MBES), can provide remote indication of surficial sediment properties such as texture, hardness, or roughness, and further permit highly detailed renderings of seafloor morphology. With acoustic-based surveys providing a relatively efficient method for data acquisition, there exists a need for efficient and reproducible automated segmentation routines to process the data. Using MBES data collected by the Olympic Coast National Marine Sanctuary (OCNMS), and through a contracted seafloor survey, we expanded on the techniques of Cutter et al. (2003) to describe an objective repeatable process that uses parameterized local Fourier histogram (LFH) texture features to automate segmentation of surficial sediments from acoustic imagery using a maximum likelihood decision rule. Sonar signatures and classification performance were evaluated using video imagery obtained from a towed camera sled. Segmented raster images were converted to polygon features and attributed using a hierarchical deep-water marine benthic classification scheme (Greene et al. 1999) for use in a geographical information system (GIS). O presente trabalho teve como objeto o desenvolvimento de uma proposta para avaliação da implantação da Central de Regulação Médica de Urgências (CRMU) vinculada ao Serviço de Atenção Móvel às Urgências da região do Médio Paraíba (SAMU 192 - MP). Para tal, propõe-se a criação de um modelo teóricológico que sirva como referência para elaboração de instrumentos e seleção de indicadores para avaliação da estrutura, processos e resultados da CRMU-MP, visando à melhor efetividade e eficiência desse serviço. O trabalho descreve as fases do processo de implantação e do funcionamento do SAMU-192 na região do Médio Paraíba. Aborda a sua importância para o sistema de saúde, visando minimizar quadros de demandas desnecessárias de urgência, com a diminuição dos fluxos informais de pacientes para grandes urgências hospitalares e préhospitalares da região, relatando os vários motivos relacionados à sobrecarga desses serviços na região: ineficiência da atenção básica; pronto-socorros préhospitalares e hospitalares de pequeno e médio porte sem retaguarda mínima de recursos diagnósticos e terapêuticos; fatores culturais; maior oferta das redes de alta complexidade; problemas relacionados à gestão. Questões sobre a estrutura da rede de urgências são mencionadas, evidenciando-se as deficiências do SUS: áreas físicas inadequadas e insuficientes, informalidade na contratação de recursos humanos além do despreparo dos profissionais que atuam nessa área. No cenário descrito, as ações de regulação despontam como ferramenta de defesa do cidadão, buscando garantir acesso ao meio mais adequado a suas necessidades. O desenho proposto (modelo teórico-lógico) descreve e identifica as etapas para avaliação do serviço (estrutura, processo e resultados), e também demonstra os diversos problemas encontrados na rede de atenção às urgências do Médio Paraíba. O trabalho faz uma revisão da literatura sobre os principais conceitos da regulação e da regulação médica de urgências; discorre sobre os aspectos da Política de Urgência e Emergência a partir de 2002, a inserção da região do Médio Paraíba e de sua rede de atenção às urgências neste contexto. Aborda os diversos conceitos da avaliação, com foco nos modelos teórico-lógicos e cita as estratégias metodológicas, empregando o modelo teórico-lógico como proposta para avaliar a implantação da CRMU. A última etapa trata da elaboração do modelo teórico-lógico, bem como de suas matrizes de avaliação e de seu elenco de indicadores.

The fisheries of the Farasan Islands (Saudi Arabia, Red Sea) are described. The fishery resources are exploited by artisanal, investor and industrial sectors. The artisanal fishery consists mostly of line fishing around coral reefs and about half the fishing effort occurs within the proposed marine protected area (MPA). Activities by investor and industrial fisheries sector include line fishing, gill netting, fish trapping and demersal fish trawling. The relevant resource management issues that need to be addressed as part of a planning study for the establishment of a MPA are also presented. The major issues are: (1) the decline in the catch of the artisanal fishery; (2) by catch and habitat degradation; (3) sustainability in the collection of giant clams and pearl shells; and (4) the lack of information such as the importance of MPA to fisheries, stock assessment and catch and effort data. A significant role in the future management of the fisheries has been identified for the traditional representatives of the artisanal sector.

This paper discusses the status, direction and management issues in the marine protected areas (MPAs) of the Bohol (Mindanao) Sea, Philippines. The MPAs in the study area have increased through the years. Many of them were established and managed by the local government units (LGUs) in collaboration with national government agencies (NGAs), academic institutions, people’s and non-governmental organizations (NGOs). Several management issues and problems were cited by the MPA managers such as insuffi cient funds and facilities, lack of support from NGAs/NGOs and lack of education among the people. Nevertheless, lessons for sustainability can be learned from the experience of some wellmanaged MPAs in the Bohol Sea. These include strong support from the political leadership, community participation and networking among the concerned sectors. Although the best practices are being followed in a number of MPAs in the Bohol Sea, success is still fragmented. The MPAs are currently managed independently although there are ongoing initiatives to network their efforts. However, it can be observed that, as a management tool, MPAs are gaining popularity and support, not only among the fisherfolk but also among local communities and LGUs in the Bohol Sea area.

This paper provides an overview of Hawaii's marine fisheries from 1948 to the present. After three decades of decline following a brief period of growth at the conclusion to World War lI, Hawaii's commercial fisheries began a decade of sustained development in the 1980's. At the same time, fisheries management issues became more significant as different segments of the fishery came into more direct competition. This paper provides new estimates of commercial landings for the 1977-90 period, and summarizes limited information on recreational and subsistence fisheries in the 1980's. It also provides some historical context which may be useful in evaluating fishery development and management options.

The widespread implementation of Extended Fisheries Jurisdiction (EFJ) has confronted coastal states with several resource management problems. One of these consists of the economic relations, if any, that the coastal state should establish with distant-water fishing nations (DWFN's) seeking access to the coastal state's 200-mile zone. Several of the other papers presented here deal with specific aspects of the issue. This paper, on the other hand, will concern itself with the question of the analytical framework to be used by economists in studying this issue. It will offer some suggestions with respect to possible components of the framework. In doing so, the paper will restrict itself to the coastal state's perspective of EFJ and the management issues arising therefrom. It goes without saying, of course, that an enlightened coastal state will attempt to acquaint itself with the DWFN view of the world.

This is the River Ehen and Tributaries SSSI consultation Protocol for the Environment Agency with English Nature, produced in 1998. The Protocol is intended to provide for consistency of approach, to clarify responsibilities and help to streamline the statutory consultation and consenting procedures in which both organisations are involved. It provides guiding principles on the approach to management issues. Based on the operations likely to damage the special interest (OLDSI) which forms part of the SSSI notification, the protocol identified acceptable management activities which contribute to the special interest of the site and those which may adversely affect that interest. OLDSI includes activities such: land drainage consents, discharge consents, herbicides approvals, fish-stocking consents, fishing licences, abstraction and impoundment licences, consents to construct/test pump boreholes, integrated pollution Control Licences and Waste Management Licences, capital projects, flood defence maintenance works, water resources, fisheries, pollution control, ecology surveys and Recreation works.

The National Oceanic and Atmospheric Administration (NOAA), in cooperation with the New Jersey Marine Sciences Consortium (NJMSC), hosted a workshop at Rutgers University on 19-21 September 2005 to explore ways to link the U.S. Integrated Ocean Observing System (IOOS) to the emerging infrastructure of the National Water Quality Monitoring Network (NWQMN). Participating partners included the Mid-Atlantic Coastal Ocean Observing Regional Association, U.S. Geological Survey, Rutgers University Coastal Ocean Observing Laboratory, and the New Jersey Sea Grant College. The workshop was designed to highlight the importance of ecological and human health linkages in the movement of materials, nutrients, organisms and contaminants along the Delaware Bay watershed-estuary-coastal waters gradient (hereinafter, the “Delaware Bay Ecosystem [DBE]”), and to address specific water quality issues in the mid-Atlantic region, especially the area comprising the Delaware River drainage and near-shore waters. Attendees included federal, state and municipal officials, coastal managers, members of academic and research institutions, and industry representatives. The primary goal of the effort was to identify key management issues and related scientific questions that could be addressed by a comprehensive IOOS-NWQMN infrastructure (US Commission on Ocean Policy 2004; U.S. Ocean Action Plan 2004). At a minimum, cooperative efforts among the three federal agencies (NOAA, USGS and EPA) involved in water quality monitoring were required. Further and recommended by the U.S. Commission on Ocean Policy, outreach to states, regional organizations, and tribes was necessary to develop an efficient system of data gathering, quality assurance and quality control protocols, product development, and information dissemination.

The US Fish and Wildlife Service Cape Romain National Wildlife Refuge (CRNWR) and the Center for Coastal Environmental Health and Biomolecular Research (CCEHBR) at Charleston are interested in assessing the status of our coastal resources in light of increased coastal development and recreational use. Through an Interagency Agreement (FWS #1448-40181-00-H-001), an ecological characterization was undertaken to describe the status of and potential impacts to resources at CRNWR. This report describes historic fisheries-independent or non-commercial data relevant to CRNWR that can be used to evaluate the role of the Refuge as habitat for nearshore and offshore fish species. The purpose of this document is two-fold, first to give resource managers an understanding of fisheries data that have been collected over the years and, second, to illustrate how these data can be applied to address specific management issues. This report provides an overview of historic fisheries data collected along the southeast coast, as well as basic summaries of that data relevant to CRNWR, indicating how these data can be used to address specific questions of interest to Refuge managers and biologists.

This synthesis presents a science overview of the major forest management Issues involved in the recovery of anadromous salmonids affected by timber harvest in the Pacific Northwest and Alaska. The issues involve the components of ecosystem-based watershed management and how best to implement them, including how to: Design buffer zones to protect fish habitat while enabling economic timber production; Implement effective Best Management Practices (BMPs) to prevent nonpoint-source pollution; Develop watershed-level procedures across property boundaries to prevent cumulative impacts; Develop restoration procedures to contribute to recovery of ecosystem processes; and Enlist support of private landowners in watershed planning, protection, and restoration. Buffer zones, BMPs, cumulative impact prevention, and restoration are essential elements of what must be a comprehensive approach to habitat protection and restoration applied at the watershed level within a larger context of resource concerns in the river basin, species status under the Endangered Species Act (ESA), and regional environmental and economic issues (Fig. ES. 1). This synthesis 1) reviews salmonid habitat requirements and potential effects of logging; 2) describes the technical foundation of forest practices and restoration; 3) analyzes current federal and non-federal forest practices; and 4) recommends required elements of comprehensive watershed management for recovery of anadromous salmonids.

A review is presented of the various marine resources and their potential, concerning fishing, aquaculture, transportation, pollution, hydrocarbons and solid minerals, renewable energy and ocean thermal energy conversion. Administrative problems confronting their rational management in Sri Lanka are examined, considering coastal area management and development, management issues, and alternatives.
