Management of fisheries resources requires information on the fish stocks; the magnitude, distribution and trends of fishing effort and the trends of fish catches. Catch Assessment Surveys (CAS) in Lake Victoria are one of the ways through which the partner states sharing the lake are generating the key information required. In the Uganda part of the lake, CAS activities are carried out at 54 fish landing sites in the 11 riparian districts. The National Fisheries Resources Research Institute (NaFIRRI), the Department of Fisheries Resources (DFR), and the Districts of Busia, Bugiri, Mayuge, Jinja, Mukono, Wakiso, Kampala, Mpigi, Masaka, Kalangala and Rakai jointly conduct the surveys, The CAS enumerators are recruited from the fishing communities and work under direct supervision of sub-county fisheries officers. Small pelagic fish species have ultimately become important on most of the Great Lakes of Africa, especially after the depletion of the larger, initially preferred fish species. In Lake Victoria, the small pelagic cyprinid Rastrineobola argentea is now the only abundant native species supporting a fast growing light fishery. In Pilkington Bay, off Lingira Island the artisanal light fishery is well established and in the last two years this bay has witnessed a sharp increase in the fishing effort. This has been followed by a modification of fishing method and a reduction in the mesh size of nets used. R. argentea now caught from this bay consist of mainly juveniles and this could result into localized recruitment overfishing. Drawing examples from what is happening to the fishery in Pilkington Bay, it is necessary to carry out research on the stocks, gear and suitable fishing crafts before light fishing spreads to most parts of the lake.

The National Fisheries Resources Research Institute (NAFIRRI), the Department of Fisheries Resources (DFR) and the districts in and around Lake Victoria jointly conduct Catch Assessment Surveys (CAS) with a major objective of providing information on the magnitude of fish catches in the lake. Fisheries contribute as high as 12% to Uganda's GDP. Catch assessment surveys are some of the avenues used to collect information for monitoring fish population dynamics as well as the magnitude, distribution and trends of fishing effort and fish catches. They are necessary for making sound decisions for the management of Lake Victoria fisheries. This information provides the Catch Per Unit of Effort (CPUE). The CPUE is used together with frame survey data to estimate total fish catches.

The Moreton Bay prawn trawl fishery is one of Queensland’s oldest commercial fisheries, but is currently economically unsustainable. The fishery is characterized by a mix of large and small vessels, with the small vessels facing different licensing and boat replacement restrictions to the large. Industry have proposed the removal of the current two-for-one boat replacement policy that affects the smaller vessels to encourage investment and replacement by larger vessels, although there is concern by managers about the impact of this on total fishing effort and sustainability of the stocks, despite the existence of a total cap in vessel capacity units. We estimate the impact of removing the boat replacement policy for the smaller vessels on fleet performance and total fishing effort, and find that removing the boat replacement policy is unlikely to result in a substantial increase in fishing effort due to the existence of a vessel unitization scheme.

The WorldFish Center has been collaborating with its partners (AWF and WWF) in the Maringa-Lopori-Wamba (MLW) and the Lac Tele-Lac Ntomba (LTL) Landscapes to develop participatory monitoring systems for aquatic ecosystems. This requires rigorous data collection regarding fishing effort and catch, and the establishment of community partnerships; enabling WorldFish Center researchers to understand and counteract the institutional legacies of previous NGO interventions. In the MLW, fisherfolk livelihoods are severely limited due to their extreme isolation from markets and government services. However, fisherfolk have some experience dealing with natural resource conservation or extraction entities as well as humanitarian agencies. Their history has left them slightly skeptical but reasonably willing to collaborate with incoming NGOs. Around Lac Ntomba, fisherfolk have had more extensive interactions with conservation and humanitarian NGOs, but despite their proximity to the Congo River, they appear to have very limited access to distant markets. As past benefits from NGO activities have been captured by local village elites many fishers are highly skeptical and even antagonistic toward NGOs in general, and see little benefits from collaborating with each other or NGOs. Similarly to the MLW and Lac Ntomba, Lac Maï-Ndombe fisherfolk were disillusioned by past NGO activities. However, in this area levels of fish catch are greater than in the other watersheds, and many fishers make regular trips to major markets in Kinshasa, Kikwit and Tchikapa. Consequently, while there are significant divisions to be addressed in Lac Maï-Ndombe, fisherfolk in general are more interested in exploring options for improving livelihoods. In order to overcome these hurdles, the WorldFish Center has introduced an integrated research-extension approach in its interactions with these communities. The teams conducted demonstrations of technological innovations that could significantly improve on present post-harvest fish processing practices, in particular: a solar fish drying tent and a fish smoking barrel.

The WorldFish Center was contracted by the World Wide Fund for Nature (WWF) to lead a preliminary assessment of the Lac Maï-Ndombe fishery, one of three water bodies for which such an assessment will be completed in the Lac Tele-Lac Tumba Landscape of the CARPE program. Between Aug.29-Sept.5, 2007, a joint WorldFish Center-WWF team traveled to Lac Maï-Ndombe in Bandundu Province, and conducted an analysis of the conditions surrounding the fishery and fisherfolk livelihoods in a total of 19 villages and camps. Included in this assessment were preliminary analyses of market-chain networks and stakeholders’ receptivity to NGO capacity-building to improve commercialization of fish catches and/or to introduce local fisheries management regimes. While perceptions of declining fish stocks prevail, the absence of changes in reported fish sizes bring into doubt any urgent need for fishery management interventions. However, lacking scientific fish population structure data the team would not recommend any NGO interventions to increase fishing effort. Lac Maï-Ndombe fisherfolk have highly diversified levels of dependence on fishing, and while there is evidence that some stakeholder groups are flourishing, the majority of the fishery appears to be characterized by a livelihood insecurity and a lack of capital. This limits fishers’ abilities to negotiate with transporters and with Kinshasa-based market brokers, and in combination with a heavy burden of rent-seeking behavior by civil servants, this condition forces over half of the fishers to sell their fish and buy all manufactured products through local intermediaries at disadvantageous prices.

Min/max autocorrelation factor analysis (MAFA) and dynamic factor analysis (DFA) are complementary techniques for analysing short (> 15-25 y), non-stationary, multivariate data sets. We illustrate the two techniques using catch rate (cpue) time-series (1982-2001) for 17 species caught during trawl surveys off Mauritania, with the NAO index, an upwelling index, sea surface temperature, and an index of fishing effort as explanatory variables. Both techniques gave coherent results, the most important common trend being a decrease in cpue during the latter half of the time-series, and the next important being an increase during the first half. A DFA model with SST and UPW as explanatory variables and two common trends gave good fits to most of the cpue time-series. (c) 2004 International Council for the Exploration of the Sea. Recreational shore angling in the Atlantic Ocean between Moledo and Aveiro (Portugal) was examined using roving creel surveys (March/September 2001). Cooperation was high (90% of 2310 anglers approached). At least 39 species of fish were caught at a rate of approximately 0.5 fish angler h(-1). An estimated 7319 kg of Dicentrarchus labrax (L.), with 45.6% below the minimum legal size, and 2040 kg of sea breams (genus Diplodus), correspond to 5.75% and 1.19% of the commercial landings in the same geographical area, respectively. The results shed light on a number of issues relevant to integrated coastal management, including temporal and spatial distribution of fishing effort, species caught, sizes of fish, catch rates, and factors influencing catches and angler satisfaction. Whilst the results suggest that the catches of sea breams and sea bass by day-time recreational shore angling in northern Portugal are small compared with commercial fishing, other recreational activities, such as boat fishing and spear-fishing, must be assessed.

Recreational shore fishing along 250 km of the south and south-west coast of Portugal was studied based on roving creel and aerial surveys. Surveys were conducted between August 2006 and July 2007, following a stratified random-sampling design and provided information on catch and effort, harvest and discards, angler demographics and fishing habits. Overall, 192 roving creel surveys, 24 aerial surveys and 1321 interviews were conducted. Based on the aerial surveys, a mean +/- s.e. total fishing effort of 705 236 +/- 32 765 angler h year(-1) was estimated, corresponding to 166 430 +/- 9792 fishing trips year(-1). Average time spent per fishing trip was 4.7 h. A total of 48 species, belonging to 22 families, were recorded in roving creel surveys. The most important species was Diplodus sargus, accounting for 44% of the total catches by number and 48% by mass. Estimated mean +/- s.e. total annual recreational shore fishing catch was 160.2 +/- 12.6 t year(-1) (788 049 +/- 54 079 fishes year(-1)), of which 147.4 +/- 11.9 t year(-1) (589 132 +/- 42 360 fishes year(-1)) was retained. Although overall shore-based recreational catches only corresponded to 0.8% of the commercial landings (only common species considered), D. sargus catches by recreational shore anglers were considerable, corresponding to 65% of the commercial landings. The implications of these results for integrated fisheries management and conservation are discussed, and future research proposed.

At the beginning of my thesis project, considering that some stocks are in overfishing status due to both high fishing effort and high level of juveniles in the catch, my main purpose was to understand how to contribute to improving the state of the fishery resources of the Mediterranean Sea. To mitigate the overfishing, the General Fisheries Commission for the Mediterranean (GFCM) adopted several Fishery Restricted Areas, which are geographically defined areas where some specific fishing activities are temporarily or permanently banned or restricted in order to reduce the exploitation patterns and conservation of specific stocks as well as of habitats and deep-sea ecosystems, including the Essential Fish Habitats (EFH) and the Vulnerable Marine Ecosystems (VME). Considering that GFCM established 3 Fisheries Restricted Areas (FRAs) in the Strait of Sicily (SoS) in 2016 aimed at protecting the nursery areas of the deep-water rose shrimp (DPS, Parapenaeus longirostris – Lucas, 1846) and the European hake (HKE, Merluccius merluccius – Linnaeus, 1758) to reduce the exploitation pattern of undersized species, in my thesis project I devoted myself to evaluate the effect of the FRAs on the status stock and the fishery performance using a spatial bio-economic model.

This PhD thesis aimed to assess the status of common sole, one of the main commercial stocks in the Adriatic Sea, using a mix of conventional and innovative techniques to provide more reliable estimates of stock status compared to past advice. First, a meta-analysis was carried out using data-poor assessment model to analyze the whole catch assemblage of rapido fishery. The outcomes were used to estimate rebuilding time and forecast catches under different harvest control rule scenarios, with a reduction of 20% of fishing effort being suggested as a way to allow most of the species to recover to sustainable levels. Secondly, an ensemble of data-rich assessment models was developed to better incorporate uncertainty by using alternative hypotheses of main parameters. This was the first time an ensemble of models has been used in the Mediterranean to provide management advice. Consistent with data-poor analysis results, the ensemble outcomes indicated that the common sole stock was showing a recovering trend probably due to the effective management actions underway in the area rather than the moderate effort reduction according to the actual management plan. Moreover, back-calculation measurements were used to fit and compare monophasic and biphasic growth curves through the use of non-linear mixed effects models. The analyses revealed that the fitting of the biphasic curve was superior, confirming the theory that growth in size would decrease as a consequence of reproductive effort. A stock assessment simulation showed how the use of the monophasic pattern would result in a critical overestimation of biomass that could lead to a greater risk of overfishing. As a final step, a simulation-testing procedure was applied to determine the best performing reference points using stock-specific characteristic. The procedure could be routinely adopted to increase transparency in reference points calculation enhancing the credibility of scientific advice.

The effectiveness of R&D subsidies can vary substantially depending on their characteristics. Specifically, the amount and intensity of such subsidies are crucial issues in the design of public schemes supporting private R&D. Public agencies determine the intensities of R&D subsidies for firms in line with their eligibility criteria, although assessing the effects of R&D projects accurately is far from straightforward. The main aim of this paper is to examine whether there is an optimal intensity for R&D subsidies through an analysis of their impact on private R&D effort. We examine the decisions of a public agency to grant subsidies taking into account not only the characteristics of the firms but also, as few previous studies have done to date, those of the R&D projects. In determining the optimal subsidy we use both parametric and nonparametric techniques. The results show a non-linear relationship between the percentage of subsidy received and the firms’ R&D effort. These results have implications for technology policy, particularly for the design of R&D subsidies that ensure enhanced effectiveness.
