Does the European Union have a reverse gear? Policy dismantling in a hyperconsensual polity

The financial crisis has triggered demands to halt and even reverse the expansion of European Union (EU) policies. But have these and previous demands actually resulted in policy dismantling? The existing literature has charted the rise of dismantling discourses such as subsidiarity and better regulation, but has not examined the net effect on the acquis. For the first time, this contribution addresses this gap in the literature through an empirical study of policy change between 1992 and 2014. It is guided by a coding framework which captures the direction of policy change. It reveals that, despite its disposition towards consensualism, the EU has become a new locus of policy dismantling. However, not all policies targeted have been cut; many have stayed the same and some have even expanded. It concludes by identifying new directions for research on a topic that has continually fallen into the analytical blind spot of EU scholars.

Fishing gear selectivity for Lates niloticus L., Oreochromis niloticus L. and Rastrineobola argentea P. in Lakes Victoria, Kyoga and Nabugabo

Catch effort data on which fisheries management regulations are sometimes based are not available for most lakes in Uganda. However, failure to regulate fishing gears and methods has been a major cause of collapse of fisheries in the country. Fisheries have been damaged by destructive and non-selective fishing gears and methods such as trawling and beach seining, by use of gill nets of mesh size which crop immature fish and by introduction of mechanised fishing. Selectivity of gears used to crop Lates niloticus L.(Nile perch), Oreochromis niloticus L. (Nile tilapia) and Rastrineobola argentea Pellegrin (Mukene) which are currently the most important commercial species in Uganda were examined in order to recommend the most suitable types, sizes and methods that should be used in exploiting these fisheries. Gill nets of less than 127 mm mainly cropped immature Nile tilapia and Nile perch. To protect these fisheries, the minimum mesh size of gill nets should be set at 127 mm. Seine nets of 5 mm caught high proportions in immature Mukene while those of 10 mm caught mainly mature Mukene. When operated inshore, both sizes caught immature Nile perch and Nile tilapia as by-catch. To protect the Mukene fishery and avoid catching immature bye-catch, a minimum mesh size of the Mukene net should be 10 mm operated as Lampara type net offshore, but since most fishermen have been using 5 mm seine nets for over five years the minimum size should not be allowed to drop below 5 mm pending further thorough investigations. Beach seining and trawling are destructive to fisheries and should be prohibited until data that may justify their use is available.

The census of a fishing industry is called a frame survey. This is a rather comprehensive term, because there are many aspects of a fishery which one might wish to know. This is illustrated by the report on the partial census executed by the ADP/FS on the southern landings of L.Kyoga during December 1988, which deals with many socio-economic aspects of fishermen's households.

Diseño de un sistema para la administración del recurso humano como herramienta esencial para mejorar el funcionamiento de la empresa clutch y repuestos libertad.

La investigación surgió ante la necesidad que presentaba la empresa Clutch y Repuestos Libertad, al no contar con una base técnica que le permitiera administrar al recurso humano de forma adecuada, es decir con procedimiento sistematizado El fin primordial de la investigación consistió en diseñar un sistema que sirva como una herramienta para que la empresa pueda administrar a su recurso humano y así mejorar el funcionamiento de la misma. Además, otro de los propósitos que se fijaron fue la determinación de las funciones de una unidad de recursos humanos, de tal forma que permitan a la empresa obtener, mantener y desarrollar a su personal idóneo. Por otra parte, también se trazó el objetivo de establecer los pasos que conforman los procesos de reclutamiento, selección, contratación e inducción para que Clutch y Repuestos Libertad obtenga a las personas que considere idóneas al puesto. Para llevar a cabo la investigación se utilizó el método deductivo, ya que nos permitió obtener la opinión y el conocimiento de cada uno de los empleados de Clutch y Repuestos Libertad, en cuanto a las deficiencias que existían y la forma en que se realizaba la administración de recursos humanos, de manera que esto nos permitió determinar las posibles soluciones. Para obtener dicha información fue necesario elaborar un instrumento que nos permitiera detectar los vacíos actuales y de esta manera proceder a presentar posibles soluciones al área de recursos humanos. Entre los resultados obtenidos destacan: realizar las funciones de recursos humanos con un fundamento técnico, a fin de garantizar la efectividad en los resultados por parte de todo el personal. Es decir, siguiendo el respectivo procedimiento y utilizando el formulario de apoyo para cada función. La existencia de un encargado de velar por el cumplimiento y los procedimientos necesario para llevar a cabo todas las funciones de administración de recursos humanos, la definición de los puestos y líneas de autoridad, la elaboración de los manuales de descripción de puestos, de inducción y evaluación del desempeño. Obtención del personal idóneo para cada puesto de trabajo y al mismo tiempo se alcanzarán en menor tiempo los objetivos del puesto y de la empresa. Contar con documentación de respaldo sobre todas las funciones de recursos humanos. Además la empresa reconoció el valor que tiene el área de recursos humanos dentro de su funcionamiento.
