The goal of this article is to speculate on the influences of new working methods in the health-disease workers process, from the sociodramatic theoretical referential described by Jacob Levy Moreno. Based on it, we analyzed some topics that can produce adverse effects to the health at the working environment and we concluded pointing out the importance of the sociodramatic method in the organizational context as a way of promoting the workers’ health.

Cagliari (1989) calls this kind of discursive reference as prosodic markers in literary writing. In this project, the corpus for the analysis comes from the work of Guimarães Rosa: Manuelzão e Miguilim. The main goal of the present project is to develop studies on the subject, since there is virtually nothing done about the prosodic writing markers. Develop working methods is an important objective, in order to show how the prosodic markers can be studied. This type of study is not only important to linguistics: phonetics, textual analysis and discourse, but also to literary studies. Different ages of literary expressions used differently such resources as shown by the work of Cagliari (1989). The methodology of this project starts collecting data to compose the corpus with examples categorized as prosodic markers. Then, according to prosodic theories, these expressions are classified in types. The contexts in which they appear are important elements and they will be highlighted. The narrative of the plot is also an important context. Dialogues are good source of prosodic markers. In the work of Guimarães Rosa: Manuelzão e Miguilim, it was observed that the author likes to reveal the feelings of the characters in the novel through stated words in their speech. There are prosodic markers showing feeling like: intimidating, serene, gentle, cheerful, worried, angry, with irony, etc. The authors also refer to the fact that the character pronounced his speech with different voice qualities such as loud, hoarse, whispering, etc. This project studies the association between some prosodic elements of speech and their occurrence in literary texts as prosodic writing markers, as defined in the project. The objective of this study was to identify the facilitators and restrictive factors promoted by the organizational culture on the implementation of a continuous improvement program in a company. The influence of organizational culture on tools used to improve processes and results demonstrate critical factors for international competitiveness, reflecting a company's strategy. Depending on how new working methods are implemented, organizational changes to reduce variation and waste, such as lean production, can affect the employee experience in the workplace and their learning conditions. Changes and formalization of the work process can be coercive, characterized by forced compliance, introduction of rules, and focus on technical and financial methods; or may be favorable, encouraging employee involvement in problem solving and stressing learning and innovation. The basis of the analysis lies with two models for assessing organizational culture - Denison Model and Competing Values Framework. The methodology used was: conducting interviews, a questionnaire, literature review and documentary analysis of a large company equipment industry. Results suggest that organizational culture plays an important role in the adoption of Lean practices. It can contribute to its effectiveness and job satisfaction, but it is not decisive feature of their success. The conclusion is that the organizational culture becomes a driving factor when aligned to the proposed practices and when taken into consideration for planning, acting as a limitation when it does not promote development and a participative environment

the modern joint protection (JP) concept for people with rheumatoid arthritis (RA) is an active coping strategy to improve daily tasks and role performance by changing working methods and using assistive devices. Effective group JP education includes psycho-educational interventions. The Pictorial Representation of Illness and Self Measure (PRISM) is an interactive hands-on-tool, assessing (a) the individual's perceived burden of illness and (b) relevant individual resources. Both issues are important for intrinsic motivation to take action and change behaviour. This study compared individual conventional JP education (C-JP) with PRISM-based JP education (PRISM-JP).

Airbus designs and industrializes aircrafts using Concurrent Engineering techniques since decades. The introduction of new PLM methods, procedures and tools, and the need to reduce time-to-market, led Airbus Military to pursue new working methods. Traditional Engineering works sequentially. Concurrent Engineering basically overlaps tasks between teams. Collaborative Engineering promotes teamwork to develop product, processes and resources from the conceptual phase to the start of the serial production. The CALIPSO-neo pilot project was launched to support the industrialization process of a medium size aerostructure. The aim is to implement the industrial Digital Mock-Up (iDMU) concept and its exploitation to create shop floor documentation. In a framework of a collaborative engineering strategy, the project is part of the efforts to deploy Digital Manufacturing as a key technology for the industrialization of aircraft assembly lines. This paper presents the context, the conceptual approach and the methodology adopted.

La tesis estudia en detalle la Hunstanton Secondary School y su trascendencia. Así, se trata de analizar el conjunto de procesos que hace que esta obra sea entendida como el manifiesto construido del Nuevo Brutalismo en Inglaterra. La Escuela en Hunstanton fue la primera obra proyectada y construida por los Smithson y, si se considera que el legado que dejaron Alison y Peter fue más de carácter teórico que constructivo, ésta se ha convertido en un edificio relevante dentro de su trayectoria profesional. Además, el rigor con el que fue realizado el proyecto y la ratificación de las ideas que subyacían tras él, a pesar del extenso intervalo temporal que caracterizó su proceso constructivo, hacen que esta obra se convierta en una síntesis de la filosofía arquitectónica gestada en Inglaterra tras la guerra. Por otro lado, hay que contemplar que la sencillez del lenguaje constructivo empleado, viene dada por la compleja reiteración de los sistemas proyectuales tipo que formulan para este proyecto y el establecimiento de una gramática casi matemática. La sistematización de su vocabulario hace que, tras el análisis de su arquitectura, se encuentren nuevos parámetros capaces de documentar este momento de la historia de la arquitectura en Inglaterra. La envolvente del edificio constituye al tiempo fachada y estructura. Esta característica ha pasado inadvertida cuando, en numerosas ocasiones y durante seis décadas, se han venido publicando las fotografías de la obra terminada y los dibujos que los Smithson habían realizado en la fase de proyecto. Como consecuencia, ha proliferado el conocimiento de la arquitectura de la escuela a un nivel más superficial, mostrando el resultado formal de la misma y con ello, simplemente se ha dejado intuir la gran influencia que Mies Van der Rohe provocó en los Smithson en los primeros años de desarrollo de su labor como arquitectos. El objetivo principal de esta tesis es, por tanto, facilitar el entendimiento del espacio que propusieron los Smithson a partir del análisis pormenorizado de los distintos sistemas constructivos empleados y del equipo personal que se vio implicado en su construcción. Para ello, es necesario abordar el estudio de los materiales y mecanismos proyectuales que hicieron posible que este conjunto de espacios –interiores y exteriores- resultase definido a través de la relación entre dos variables: una evidente austeridad en la utilización de los materiales y la combinación de los distintos sistemas intervinientes a partir del recurso de la repetición. La Escuela de Hunstanton, a pesar de las inoportunas intervenciones realizadas para adaptar el centro a unas necesidades derivadas de su número de alumnos actual (el doble que en su inicio), continúa proclamando su integridad espacial. Partiendo de la hipótesis de que la arquitectura de la Secondary School en Hunstanton, representa el manifiesto construido del Nuevo Brutalismo en Inglaterra, se concluye que el resultado de su construcción fue consecuencia de numerosas influencias que, en relación con los Smithson, estuvieron presentes durante los años en que se gestó. Algo que va más allá de la conclusión de aquellos debates arquitectónicos que se habían emprendido, por escrito, en las distintas revistas locales de arquitectura. Los mecanismos compositivos empleados, también habían tenido mucho que ver con lo que los historiadores del arte habían venido aportando a la historia de la arquitectura hasta ese momento. Desde los años 40, éstos últimos habían emprendido una nueva manera de contar la historia en la que quedaba fuertemente involucrada su capacidad crítica, provocando interferencias en la mentalidad de los arquitectos de nueva generación y otorgándoles un bagaje cultural subliminalmente determinado y subjetivo. Por supuesto, en el resultado arquitectónico final, también tuvieron mucho que ver los recursos materiales de que se disponía en aquel momento. Así como la optimización de los mismos a través de la adopción de nuevas metodologías de trabajo como puede ser la organización multidisciplinar. La inclusión del ingeniero Ronald Jenkins en el equipo de trabajo de los Smithson supuso una gran oportunidad. Este ingeniero, propuso poner en práctica la entonces innovadora Teoría Plástica en la metodología de cálculo estructural y, con ello consiguió enriquecer el resultado espacial, posibilitando la percepción de una arquitectura ligera –a pesar de sus grandes dimensiones- y vinculada al paisaje donde se inserta. Pero todos estos condicionantes fueron pasados a su vez por el filtro del deseo de una regeneración social, que buscaba el modelo de la sociedad americana. El Buen Vivir que propugnaban los americanos, viajaba a Europa de la mano de la publicidad. Y, al igual que la componente publicitaria tuvo algo que ver en el proceso creativo de la arquitectura de la escuela, también lo tuvo el conocimiento del arte pop y sus recursos compositivos. ABSTRACT The thesis examines in detail the project of Hunstanton Secondary School and the architectural language’s significance used in it. Thus, it is reinterpreting the set of processes that makes this work to be understood as the “built manifesto” of the English New Brutalism. Hunstanton School’s project was the first work designed and built by the Smithsons and, considering their legacy -more theoretical than constructed-, make of this building an important work within their career. In addition, the rigor with which it was carried out the project and the ratification of the ideas lying behind him, make this work becomes a synthesis of the architectural philosophy gestated in England after the war, despite the extensive time interval that characterized its construction process. On the other hand, it must be considered the simplicity of the constructive language used in this project. It is given by the complex projective repetition of the type systems and by the establishment of a quasi-mathematical grammar. The systematization of its vocabulary makes, after a deep analysis of its architecture, to recognize new parameters able to document this moment in the history of English architecture. The building envelope is, at the same time, facade and structure. This feature has been overlooked when many photographs of the finished work and its drawings -made by the Smithsons during the design phase- has been exposed over six decades. As a result, it has proliferated the knowledge of Hunstanton Secondary Modern School’s architecture as a more superficial level, just by showing the formal outcome of its project and thus simply been left the sensation of the great influence that Mies Van der Rohe provocated in the Smithson thinking during their first years of developing his work as architects. Therefore, the main objective of this thesis is to facilitate an understanding of the Smithsons’ proposed space. This is made possible through the detailed analysis of the different systems used in it and, by understanding the knowledge of the team involved in its construction. To prove this, it is necessary to pay attention to the study of the materials and to different project mechanisms that make possible to this group of spaces -inner and outer- be defined through the game played by two variables: an apparent austerity in the use of materials and the combination of the various participant systems through the resource of repetition. Despite the untimely interventions made in order to adapt the center to the new needs (the large increase in the number of students), Hunstanton School’s building continues proclaiming its spatial integrity. Assuming that Hunstanton Secondary School’s architecture represents the manifesto of New Brutalism in England, it is concluded that the result of its construction was the result of numerous influences that, in connection with the Smithsons, were present during the years in which its project was conceived. This meaning goes beyond the conclusions made from the architectural debate that was published in many of local architectural magazines. The compositional mechanisms employed, are also linked to what art historians had contributed to the history of architecture until then. Since the 40s, historians had undertaken a new way to tell History. This new mode strongly implied its critical capacity. All this, was causing interferences in the mentality of the architects of the new generation and, giving them a subliminally determined and very subjective cultural background. Of course, the final architectural result had much to do with the material resources available at that time and, with its optimization through the adoption of new working methods as the multidisciplinary organization. The inclusion of engineer Ronald Jenkins in the team of the Smithsons was a great opportunity. He proposed to implement the new Plastic Theory in the structural calculation and thereby he got enrich the spatial results achieved, by enabling the perception of a lightweight construction, despite its large size and, linked to the landscape where it is inserted. But all these conditions were passed through the filter of social regeneration’s desire, following the American society’s model. This American model travelled to Europe in the hands of advertising. And, in the same way that publicity had something to do with the creative process of this architecture, also had a lot to do the knowledge of pop art and its compositional resources.

Complejidad y contradicción en la arquitectura ha resultado ser una de las referencias capitales más aludidas, citadas y reproducidas de la literatura arquitectónica de los tiempos recientes. No en vano, en la introducción de la propia obra, Vincent Scully afirmó que «probablemente es el texto más importante sobre arquitectura desde ‘Vers une Architecture’, escrito por Le Corbusier en 1923». Sin embargo, sus fuentes parece que están inexploradas o, al menos, no examinadas. Por ello, Road to 1966 se plantea como un trabajo de investigación con tres objetivos de partida fundamentales: (1) el interés en estudiar el debate arquitectónico candente, creado con las fricciones surgidas entre los protagonistas de unos años que cambiaron el estado de lo que se consideraba una obra legítima en arquitectura; (2) se pretende ampliar la cronología del desarrollo intelectual de un texto, el de Venturi, que marcó la segunda mitad del siglo xx, de manera retroactiva hasta los años de la II Guerra Mundial, cuando parece que empezaban a ser coherentes y reconocibles unas nuevas posiciones desde las que aproximarse a las cuestiones de la práctica, la teoría y la historia de la arquitectura; (3) poder ofrecer una nueva interpretación de dicho texto de Venturi, entendido no como el origen primigenio de parte de las grandes transformaciones de la arquitectura reciente (de los últimos cincuenta años), sino como el resultado necesario de esa cronología intelectual previa. La arquitectura norteamericana de estos años de posguerra ha resultado ser crucial en su posterior desarrollo, y, especialmente, en relación al libro de Venturi. De hecho, Scully en la introducción de la edición original de Complejidad y contradicción, señalaba que «el principal argumento del libro está expuesto a finales de los cincuenta». Que la arquitectura del siglo xx tiene en la Norteamérica de los años sesenta -cuando se consolida la figura de Venturi- uno de sus capítulos más decisivos, frecuentemente asumido como el paso siguiente a la importada modernidad heroica europea, hoy parece no ser discutido por casi nadie. Ahora bien: ¿qué ocurre con los años intermedios? ¿Qué acontece entre el final de la II Guerra Mundial y esos años sesenta? La posible carencia de una postura dominante y clara quizás haya sumido esta etapa en un cierto olvido o descuido por parte de historiadores y críticos. Así, este trabajo se estructura alrededor del papel que ocupa el texto venturiano, sin ser éste su único protagonista. Tomado más bien como excusa, la tesis va profundizando de manera deductiva en el conjunto de circunstancias que pudieron llevar a su autor hacia las conclusiones que desarrolló, detectando los ambientes biográficos y formativos, pensamientos compartidos e influencias epistemológicas y profesionales mutuas, que justificarían una novedosa interpretación de dicho texto como el corolario necesario de un panorama de crisis y cambios - éste sí protagonista en este trabajo-, al contrario de cómo habitualmente se ha venido entendiendo dicha obra. La investigación se centra predominantemente en el rastreo de las fuentes citadas por el propio Venturi en su libro, así como de los textos de mayor difusión (generalmente revistas profesionales no exclusivamente académicas, además de libros, catálogos de exposiciones, actas de simposios…), y no tanto en las obras construidas o proyectadas; sí, quizás, en los términos en los que dichas obras fueron publicadas, comentadas o reseñadas. Así, se ha adoptado una aproximación concebida sub specie bibliotecae, donde se han aplicado unos métodos de trabajo caracterizados por su componente cronológica, y, después, analítico-comparativa: dicho de otro modo, un método historiográfico-periodístico capaz de relacionar las historias o cursos de ciertas ideas o nociones, dentro de un contexto general más amplio en sus derivadas arquitectónicas, estéticas, socio-generacionales, culturales, filosóficas, científicas, políticas, literarias… Con ello, se pretende establecer una relectura del primer libro de Venturi y sus años de gestación desde unas nuevas concepciones, más modernas que postmodern(ist)as, proponiendo una posible evolución en la arquitectura más reciente cuyas raíces, a fin de cuentas, tendrían su origen en la Norteamérica de 1946 a 1966. ABSTRACT Complexity and Contradiction in Architecture has proved to be one of the capital, alluded references cited and reproduced in the architectural literature of the recent times. Not surprisingly, in the Introduction to the book, Vincent Scully wrote that "yet it is probably the most important writing on the making of architecture since Le Corbusier´s ‘Vers une Architecture’, of 1923". However, its sources seem to be unexplored or at least not examined. Therefore, Road to 1966 is presented as a research with three fundamental starting objectives: (1) first, the interest in studying the burning architectural debate, created within the arising frictions among the protagonists of the years that changed the status of what was considered a legitimate work in architecture; (2) second, it seeks to extend the chronology of the intellectual background of the book written by Venturi, which marked the second half of the twentieth century, in a retroactive manner to the years of the World War II, when it seems that some new positions from which to approach the issues of practice, theory and history of architecture began to be consistent and recognizable; (3) lastly, to offer a new interpretation of Venturi’s text, now understood not as the primal source of the great transformations of the recent architecture (of the last fifty years), but as the necessary result of that background intellectual chronology. The American architecture of these post-war years has proved to be crucial in its later stages, and especially in relation to the book of Robert Venturi. In fact, Scully in the Introduction to the first edition of Complexity and Contradiction, noted that "the major argument of this book was laid out in the late fifties". The fact that the architecture of the twentieth century –when the leading figure of Venturi was consolidated- has in the North America of the sixties one of its most decisive chapters, (often assumed as the next step to the imported European heroic modernism) today seems to be discussed by almost anyone. Now, what about the intervening years? What happens between the end of the World War II and the sixties? The potential lack of a clear dominant position of this stage may have plunged it into oblivion or oversight by historians and critics. Thus, this research is structured around the role that occupies Venturi’s work, whereas this is not its only subject. Rather taken as an excuse, the thesis deepens deductively in the set of circumstances that could lead its author to the conclusions he developed in 1966, detecting biographical and academic environments, shared thoughts and epistemological and mutual professional influences, that would justify a new interpretation of this book as a necessary corollary of an outlook of crisis and change (this major and center subject in this dissertation), contrary to what has been commonly understood upon this work. The research focuses predominantly on tracing the sources cited by Venturi himself in his book, as well as other texts of wider dissemination and outreach (usually professional journals not exclusively academic, as well as books, catalogs of exhibitions, symposia proceedings...), and not so much in the buildings or unbuilt projects; but also, perhaps, it is focused in the terms in which these works were published, commented or reviewed. Hence an approach conceived sub specie bibliotecae has been adopted, with working methods characterized by their chronological component, and then the analytical-comparative one: in other words, a historiographicaljournalistic method able to relate stories or courses of certain ideas or notions, within a broader general context in its architectural, aesthetic, sociological-generational, cultural, philosophical, scientific, political, literary... sides. This approach intends to establish a re-reading of Venturi’s first book and its years of gestation, from some new understandings, more modern than postmodern(ist), proposing a possible evolution of the latest architecture whose roots, after all, would have their origin in the North America of 1946-1966.

La tesis “CAN LIS, La huella de la arquitectura de Jørn Utzon a través de su obra Can Lis” analiza en profundidad la vivienda que Jørn Utzon realizó para sí mismo en la entonces calle de la Media Luna, Porto Petro, Mallorca, entre los años 1970-74. La investigación plantea el análisis de esta obra maestra de la arquitectura, sus causas e intenciones, su proceso proyectual, su proceso constructivo, sus relaciones e influencias y sus significados últimos. Este estudio es fruto de una labor de investigación que comenzó hace más de 10 años. Enfrentarse a una obra cuya imagen es tan conocida es una tarea menos sencilla de lo que pudiera parecer. La descripción del proceso de trabajo de Jørn Utzon en Can Lis, y de su método en general, contiene un considerable número de mitificaciones que han sido comúnmente sostenidas por diversos estudiosos de prestigio, que han abordado esta obra sin un estudio razonable de la documentación existente, ni una investigación de los archivos, ni una comprobación de los hechos o una consulta de los testigos intervinientes. Por ello, cuestiones fundamentales habían quedado en el terreno de la conjetura y permanecía deformada la visión general de los procesos de Jørn Utzon en Mallorca. La tesis se ha estructurado en dos grandes apartados que permitan la comprensión de los elementos fundamentales para su gestación: por un lado, el proceso proyectual y constructivo con sus circunstancias y condicionantes y, por otro, el conjunto de hechos y conceptos que han influido de manera directa y significativa en su concreción. Esta investigación contiene una cantidad considerable de materiales y hechos inéditos, fruto de su desarrollo, así como documentación y dibujos nunca publicados anteriormente. Es por tanto, el estudio más completo realizado sobre Can Lis hasta la fecha. En la primera parte de la tesis “CAN LIS” se aborda todo el proceso proyectual de Can Lis desde los primeros croquis, con las condiciones y motivaciones iniciales, los proyectos sucesivos, el proyecto básico y el proyecto de ejecución, hasta el proceso de construcción, su desarrollo y circunstancias, así como las modificaciones posteriores introducidas. Estos elementos se estructuran en tres apartados 1) Las condiciones y condicionantes iniciales. 2) El proceso proyectual. 3) El proceso constructivo. En la segunda parte de la tesis “La huella de la arquitectura de Jørn Utzon a través de su obra Can Lis” se han analizado de manera particular algunos hechos arquitectónicos y vitales previos que fueron especialmente determinantes en la concepción de Can Lis y la serie de influencias directas que son imprescindibles para la comprensión de las condiciones en que se desarrolló y de las ideas que alumbra. Estudios previos de toda la trayectoria de Utzon y todo el corpus de influencias ayudaron a determinar cuáles de ellos son fundamentales para la comprensión del proceso. Estos elementos se pueden considerar directamente precursores de ideas desarrolladas específicamente en Can Lis: 4) La experimentación en Australia: la naturaleza, la dimensión humana y la técnica. Las conclusiones de este estudio determinan una serie de certezas sobre los procesos de Jørn Utzon en Can Lis, y en su obra global, durante las diversas fases creativas que desmitifican muchos acercamientos precedentes: la visión universal de la arquitectura en su acercamiento al proyecto, el entretejido método proyectual de Utzon, la precisa búsqueda del desarrollo constructivo junto a la ejemplaridad en el rigor, la vitalidad y la espiritualidad con que Utzon aborda la arquitectura, la trascendencia de la forma de habitar de las personas y el valor que para Utzon tiene la arquitectura como medio para revelar el orden universal que nos rodea. ABSTRACT “CAN LIS. The footprint of Jørn Utzon´s architecture through his work Can Lis” carries out a thorough analysis of the house Jørn built for himself between 1970 and 1974 on the street formerly called Calle de la Media Luna, in Porto Petro on the island of Mallorca. The research focuses on the causes that brought about this masterpiece, its purposes, design and building processes, its relations with and influences on other buildings and its ultimate meanings. This study is the result of a research that started over 10 years ago. Approaching a piece of work whose image is so well-known is harder than one might think. Many aspects of Jørn Utzon´s working method in Can Lis particularly but also generally have been described inaccurately and mythicized by several renowned scholars, who hadn´t really studied the existing documents or archives nor confirmed their hypotheses or consulted witnesses of the creation of Can Lis. This is why many key issues have been uncertain all this time and the general idea about Utzon´s working process in Mallorca has been distorted. This dissertation has been structured into two main sections with the aim of helping understand all the facts that led to the creation of the building: the first part describes the design and building processes, as well as the circumstances and constraints under which they were carried out. The second part presents the events and ideas that directly and indirectly influenced the final work. This thesis contains a large amount of unpublished material and information, documents and drawings from the creation process as the inevitable result of a long lasting tenacious research. It probably is the most comprehensive study on Can Lis so far. The first section, “CAN LIS”, addresses the design process of Can Lis from the very first sketches all the way through the subsequent plans, including basic and execution plans and the building process up to the changes that were later carried out on the building. The project´s initial conditions and Utzon´s first motivations and the evolution and circumstances of the building process are also described in this section, which has been divided into three parts: 1. The initial conditions and constraints. 2. The design process. 3. The building process. The second section, “The footprint of Jørn Utzon´s architecture through his work Can Lis”, focuses on some events in Utzon´s life and some of his architectural experiences prior to the creation of Can Lis that were decisive to it. Also the direct influences on the process which are key to understanding the conditions under which the creation was carried out as well as the ideas Can Lis sheds a light on are illustrated in this section. A thorough study of the whole process Utzon went through and of all the influences he was subjected to helped determine what is crucial to comprehending Can Lis. These events or experiences can be considered as the direct precursors to the ideas that crystallised in this master piece: 4. Experiments carried out in Australia: nature, human and technical dimensions. The Bayview house. 5. Utzon´s discovery of Islamic architecture: spatial sequences, matter and light as a learning experience. 6. Sacred landscape, man and architecture: Utzon´s quest in Greece. The findings of this research determine some aspects of Utzon´s working methods at every stage of the creation process both in Can Lis and in general, thus shedding light on previous mistaken ideas about Utzon´s way of working. A universal understanding of architecture, an intertwined design method, a tenacious search for the exact construction solutions, an exemplary rigour, vitality and spirituality in the design approach, the transcendence of our way of living and architecture´s potential to reveal the Universal order that surrounds are all aspects that do define Utzon as an architect.

This paper examines the EU-Neighbourhood East Parliamentary Assembly (EuroNest PA), an inter-parliamentary forum consisting of representatives from the European Parliament (EP) and from all Eastern Partnership (EaP) countries except Belarus, aiming at political and economic association between the EU and the EaP. More specifically, it analyzes the extent to which the EP tries and manages to socialize the national parliaments of the EaP countries. After introducing the theoretical framework, the paper outlines the structure and working methods of the EuroNest PA, clarifies the absence of Belarus in the framework, and examines the results of the first three plenary sessions. The paper concludes that, although the establishment of the EuroNest PA as such provides a framework to advance the EP’s goals of transmitting its norms and values to the EU’s Eastern neighbouring countries, in practice socialization has taken place only to a limited extent thus far.

This CEPS Policy Brief is based on a larger study for the EEAS and European Commission, written by the same authors in the run-up of the Milan ASEM summit of 16-17 October 2014. The main idea of the study is to assess whether ASEM works and how, by verifying the factual evidence in detail. After all, ASEM has no institutions, no budget and no treaty, whilst dialogues and a loose improvement over time in Asia-Europe relations refer to process much more than genuine ‘results’. The stocktaking covers all ASEM activities since the 2006 Helsinki summit. Summit and foreign ministers’ declarations and ASEM calendar of activities (and interviews) are used to trace ASEM activities in the three ASEM pillars (political, economic, and peoples-to-peoples/cultural). All the ‘regular’ ASEM meetings at ministerial and other levels (many of which are only known to relatively few) have been mapped. Also the ASEM working methods, based on the 2000 AECF framework and many subsequent initiatives, have been scrutinised, including whether they are actually implemented or not or partially. Such methods refer to how to work together in areas of cooperation (beyond the typical ASEM dialogue), organisation, coordination and ASEM visibility. The main conclusion is that ASEM works reasonably well, once one accepts the ASEM of today, although some inefficiencies still characterise the ‘system’. There is a host of secondary conclusions on the three pillars, the foreign ministers, the strong government-to-government nature of ASEM and the working methods. We recommend that today’s ASEM needs no reform and that not having ASEM would entail political and diplomatic costs. We emphasise that ASEM is well placed to stimulate exchange of information between the mega-FTAs such as TPP, RCEP and TTIP. However, the ASEM of tomorrow might be different, given the great changes in geo-political and economic conditions since ASEM began in the mid-1990s. Moreover, the size of ASEM has become such that classical ways of operating with (after Milano) 53 countries (including the EU and ASEAN) cannot possibly be effective all the time. We suggest that, in the run-up to the 20th ASEM birthday (2016), EU and Asian independent think-tanks get together to write an ‘options report’ reconsidering options for a new ASEM, as the basis for a profound and wide debate how to get more value-added out of ASEM.
