Este trabalho tem por objetivo analisar a experiência política dos Conselhos Governo-Comunidade durante o governo Saturnino Braga à frente da prefeitura da cidade do Rio de Janeiro, entre os anos de 1986 e 1988. Criados no interior das trinta Regiões Administrativas espalhadas pelo território do município, os CGCs, como também ficaram conhecidos na época, tinham a função de fazer a interlocução entre as reivindicações e demandas das comunidades cariocas com o poder público municipal. O projeto dos CGCs procurou atender a uma antiga reivindicação do movimento comunitário: o desejo de participar ativamente nos processos decisórios de intervenção da prefeitura nos bairros e favelas cariocas. Constituídos por membros das associações de moradores de bairros, associações de favelas, associações comerciais e de indústrias, além de contar com a participação dos agentes públicos da prefeitura, os CGCs, através da descentralização política e administrativa, permitiram que as comunidades cariocas pudessem indicar e fiscalizar as obras que a prefeitura realizaria em suas localidades. Ao estabelecer a participação comunitária no processo de intervenção nos bairros e favelas cariocas como base de sua política, o governo Saturnino Braga, por meio dos conselhos, objetivou o fortalecimento do poder local em detrimento das práticas clientelísticas na cidade do Rio de Janeiro, principalmente ao não permitir a troca de obras por votos para deputados e vereadores. Com críticas ao populismo, os CGCs foram uma aposta da prefeitura do Rio e do governo Saturnino Braga para uma nova forma de se fazer política na cidade.

Catch evolution, fish yield and specific composition of commercial catches as well as biomass reduction of the main species exploited were analysed and the stock assessments of horse and chub mackerels in the Sofala and Boa-Paz Banks were examined for the period 1986 to the first half of 1989.

This fisheries report summarises developments of the year 1986 in the region of the North West Water Authority. It provides catch statistics, rod and line and commercial catches for salmon and sea trout, fish culture and hatchery operations, restocking with trout and freshwater fish, upstream fish movement recorded at Authority fish counters, counts of salmon and sea trout spawning redds, fish mortalities, licences issued, and prosecutions.

The importance of the process of Neolithization for the genetic make-up of European populations has been hotly debated, with shifting hypotheses from a demic diffusion (DD) to a cultural diffusion (CD) model. In this regard, ancient DNA data from the Balkan Peninsula, which is an important source of information to assess the process of Neolithization in Europe, is however missing. In the present study we show genetic information on ancient populations of the South-East of Europe. We assessed mtDNA from ten sites from the current territory of Romania, spanning a time-period from the Early Neolithic to the Late Bronze Age. mtDNA data from Early Neolithic farmers of the Starcevo Cris culture in Romania (Carcea, Gura Baciului and Negrilesti sites), confirm their genetic relationship with those of the LBK culture (Linienbandkeramik Kultur) in Central Europe, and they show little genetic continuity with modern European populations. On the other hand, populations of the Middle-Late Neolithic (Boian, Zau and Gumelnita cultures), supposedly a second wave of Neolithic migration from Anatolia, had a much stronger effect on the genetic heritage of the European populations. In contrast, we find a smaller contribution of Late Bronze Age migrations to the genetic composition of Europeans. Based on these findings, we propose that permeation of mtDNA lineages from a second wave of Middle-Late Neolithic migration from North-West Anatolia into the Balkan Peninsula and Central Europe represent an important contribution to the genetic shift between Early and Late Neolithic populations in Europe, and consequently to the genetic make-up of modern European populations.
