Los numerosos estudios sobre la sociedad rural rioplatense en el período colonial y pos independiente van mostrando, poco a poco, las características de la población, la composición familiar y la disponibilidad de mano de obra, tanto en las áreas de viejo asentamiento como en las más dinámicas de la frontera interior, de manera que puede continuarse la tarea con nuevas aproximaciones, comparando los resultados con los ya obtenidos. Esta será la perspectiva del presente trabajo, en el que se describirá la estructura poblacional de Chascomús entre 1815 y 1838, aunque sumando una relación que se aprecia ausente en los trabajos sobre el tema, como es la ocupación y acceso a la propiedad legal de la tierra. La investigación tiene como objetivo principal analizar la experiencia de la Asociación Instituto de Desarrollo Comunitario de Cuenca, en la práctica del desarrollo local en los territorios rurales de esta provincia. La necesidad de estimular a la población para que ésta forme parte de su propio desarrollo, pone de manifiesto la existencia de determinadas instituciones externas que a través de procesos como la facilitación, movilizan y crean capacidades en las personas y las empujan hacia la participación. Este es el caso del IDC de Cuenca que nace en 1985 como entidad privada —declarada de utilidad pública y sin ánimo de lucro—, con la voluntad de sus fundadores de trabajar en el desarrollo local de las zonas deprimidas de Cuenca. La labor desarrollada en estos más de 25 años tiene como centro la promoción de la persona como ser individual y como parte de su comunidad. Para la elaboración de la Tesis, se ha utilizado la metodología del caso de estudio centrado en el análisis de la experiencia del IDC respecto de las cuatro investigaciones realizadas centradas en el proceso de facilitación, las herramientas de formación e información, y la dinamización del tejido asociativo como resultado del proceso. La labor del IDC en la provincia de Cuenca se ha desarrollado a través de la ejecución de proyectos. Éstos se han llevado a cabo por medio de procesos de facilitación donde la creación de grupos de trabajo ha permitido mejorar la estructuración social de las zonas rurales. Los grupos de trabajo son creados y apoyados por el IDC a través de la utilización de las herramientas de información y formación, que deben estar adaptadas a las necesidades de los individuos y en este caso cuentan con una metodología de aplicación propia. La creación de diferentes entidades —asociaciones, cooperativas, clubes, etc.—, ha sido uno de los resultados del trabajo desarrollado por el IDC a través de los procesos de facilitación que han mejorado la estructuración de la sociedad rural. Pese a la complejidad tanto de los procesos de desarrollo como de la evaluación final de dichos procesos, la creación de grupos capaces de alcanzar determinados objetivos propuestos en su comunidad potenciando sus propios recursos, son el ejemplo de la dinamización social que se lleva produciendo en la provincia de Cuenca desde hace más de 25 años. The research's main objective is to analyze the experience of the Asociación Instituto de Desarrollo Comunitario de Cuenca, in the practice of local development in rural areas of this province. The need to encourage more people to take part of their own development, reveals the existence of certain external institutions which through processes such as facilitation, mobilize and create capacities in people to foster their participation. This is the case of the IDC of Cuenca that was born in 1985 as a private entity —declared of public utility and as non profit entity— with the intention, as stated by its founders, of working in the local development of the disadvantaged areas of Cuenca. The work carried out in these more than 25 years focused on promoting the person as an individual and as part of their community. In this research, the methodology of the case study has been used in the analysis of the experience of the IDC in four investigations carried out regarding the process of facilitation, training and information tools, and the improvement of social involvement as a result of the development process. The work of the IDC in the province of Cuenca has been developed through the implementation of projects. They have been carried out through processes of facilitation, where the creation of working groups has improved the social structuring of rural areas. The working groups are created and supported by the IDC through the use of tools of information and training, which must be adapted to the individual needs in each case, and even count with their own implementation methodology. The creation of different entities —associations, cooperatives, clubs, etc.— has been one of the results of the work carried out by the IDC through processes of facilitation which have improved the structure of rural society. Despite the complexity of development processes and the final assessment of these processes, the creation of groups able to reach certain objectives proposed in their community promoting its own resources, is an example of the social involvement that has been taking place in the province of Cuenca for more than 25 years.

This study aims at assessing the socio-economic and environmental effects of different societal and human development scenarios and climate change in the water-scarce southern and eastern Mediterranean. The study develops a two-stage modelling methodology that includes an econometric analysis for the southern and eastern Mediterranean region as a whole and a detailed, integrated socioecological assessment focusing on Jordan, Syria and Morocco. The results show that water resources will be under increasing stress in future years. In spite of country differences, a future path of sustainable development is possible in the region. Water withdrawals could decrease, preserving renewable water resources and reversing the negative effects on agricultural production and rural society. This, however, requires a combination across the region of technical, managerial, economic, social and institutional changes that together foster a substantive structural change. A balanced implementation of water supply-enhancing and demand-management measures along with improved governance are key to attaining a cost-effective sustainable future in which economic growth, a population increase and trade expansion are compatible with the conservation of water resources.

This paper assesses the relationship between state and society in interwar rural England, focusing on the hitherto neglected role of the Rural Community Councils (RCCs). The rise of statutory social provision in the early twentieth century created new challenges and opportunities for voluntaryism, and the rural community movement was in part a response. The paper examines the early development of the movement, arguing that a crucial role was played by a close-knit group of academics and local government officials. While largely eschewing party politics, they shared a commitment to citizenship, democracy and the promotion of rural culture; many of them had been close associates of Sir Horace Plunkett. The RCCs engaged in a wide range of activities, including advisory work, adult education, local history, village hall provision, support for rural industries and an ambivalent engagement with parish councils. The paper concludes with an assessment of the achievements of the rural community movement, arguing that it was constrained by its financial dependence on voluntary contributions.

Over the past 20 years the nature of rural valuation practice has required most rural valuers to undertake studies in both agriculture (farm management) and valuation, especially if carrying out valuation work for financial institutions. The additional farm financial and management information obtained by rural valuers exceeds that level of information required to value commercial, retail and industrial by the capitalisation of net rent/profit valuation method and is very similar to the level of information required for the valuation of commercial and retail property by the Discounted Cash Flow valuation method. On this basis the valuers specialising in rural valuation practice have the necessary skills and information to value rural properties by an income valuation method, which can focus on the long term environmental and economic sustainability of the property being valued. This paper will review the results of an extensive survey carried out by rural property valuers in Australia, in relation to the impact of farm management on rural property values and sustainable rural land use. A particular focus of the research relates to the increased awareness of the problems of rural land degradation in Australia and the subsequent impact such problems have on the productivity of rural land. These problems of sustainable land use have resulted in the need to develop an approach to rural valuation practice that allows the valuer to factor the past management practices on the subject rural property into the actual valuation figure. An analysis of the past farm management and the inclusion of this data into the valuation methodology provides a much more reliable indication of farm sustainable economic value than the existing direct comparison valuation methodology.

Although number of rural property valuations also require the valuer to carry out a full analysis of the economic performance of the farming operations, as well as the long term environmental viability of the farm, this information is rarely used to assess the value of the property, nor is it even used for a secondary valuation method. Over the past 20 years the nature of rural valuation practice has required most rural valuers to undertake studies in both agriculture (farm management) and valuation, especially if carrying out valuation work for financial institutions. Although the direct comparison method of valuation has been sufficient in the past to value rural properties the future use of the method as the main valuation method is limited and valuers need to adopt an income valuation method as at least a secondary valuation method to overcome the problems associated with the use of direct comparison as the only rural property valuation method, especially in view of the impact that farm technical, financial and environmental .management can have on rural property values. This paper will review the results of an extensive survey carried out by rural property valuers and agribusiness managers in NSW, in relation to the impact of farm management on rural property values and rural property valuation practice.

The importance of agriculture in many countries has tended to reduce as their economies move from a resource base to a manufacturing industry base. Although the level of agricultural production in first world countries has increased over the past two decades, this increase has generally been at a less significant rate compared to other sectors of the economies. Despite this increase in secondary and high technology industries, developed countries have continued to encourage and support their agricultural industries. This support has been through both tariffs and price support. Following pressure from developing economies, particularly through the World Trade Organisation (WTO), GATT Uruguay round and the Cairns Group developed countries are now in various stages of winding back or de-coupling agricultural support within their economies. A major concern of farmers in protected agricultural markets is the impact of a free market trade in agricultural commodities on farm incomes, profitability and land values. This paper will analyse both the capital and income performance of the NSW rural land market over the period 1990-1999. This analysis will be based on several rural land use classifications and will compare the total return from rural properties based on the farm income generated by both the average farmer and those farmers considered to be in the top 20% of the various land use areas. The analysis will provide a comprehensive overview of rural production in a free trade economy.

Rural land has not always been considered as a major long-term investment with both institutional investors and absentee owners in countries such as U.K. and Australia. Although rural land is included in both single asset and mixed asset portfolios in the U.S, it is not at the same levels as either commercial or industrial property. Rural land occupies over 50% of the total area of Australia, and comprises over 115,000 economic farm properties (excludes rural residential, hobby farms and rural lifestyle blocks. However, less than 1.6% of the total economic farm numbers are actually owned by corporate or institutional investors. This low level of corporate involvement in the Australian rural property market has limited both the investment performance research and inclusion of this rural land type in both property and mixed asset investment portfolios. In the U.S. rural land is also the most extensive real estate type based on total area occupied. The United States Department of Agriculture statistics (1998) show that in 1997 there were 2.06 million farms in the U.S., covering 968 million acres, with a total value of $912 billion and generating an annual income of $202 billion. The level of corporate ownership of farms in the U.S. is also higher than the level of corporate farm ownership in Australia. This high level of institutional ownership in rural land in U.S has provided the opportunity for the rural property asset class to be analysed in relation to it’s investment performance and possible role in a mixed asset or mixed property investment portfolio.
