This paper examines the impact of declines in adult mortality on growth in an overlapping generations model. With public education and imperfect annuity markets, a decline in mortality affects growth through three channels. First, it raises the saving rate and thereby increases the rate of physical capital accumulation. Second, it reduces accidental bequests, lowers investment, and thereby lowers the rate of physical capital accumulation. Third, it may lead the median voter to increase the tax rate for public education initially but lower the tax rate in a later stage. Starting from a high mortality rate as found in many Third World populations, the net effect of a decline in mortality is to raise the growth rate. However, starting from a low mortality rate such as is found in most industrial populations, the net effect of a further decline in mortality is to reduce the growth rate. The purpose of this study was to determine the cognitive effects of applying physical recreational activities to two groups of pre-school students, related to mathematics to one of the groups and recreational games to the other.  A total of 27 subjects (13 girls and 14 boys) of 5 and a half and 6 and half years of age participated in the study.  The instrument used was a questionnaire including basic math concepts such as geometry, basic operations with concrete elements, and how to read the clock, based on the topics established by the Costa Rican Ministry of Public Education.  Once the instrument was developed, a plan of physical recreational activities related to math was prepared and applied to the experimental group (pre-school B) for one and a half months, while the other group played recreational games.  Data was analyzed using descriptive and inferential statistics.  Positive and significant effects were found in the physical recreational activity program regarding student performance in 10 of the 12 items that were applied to assess mastery of basic math concepts.  In conclusion, using physical education as another instrument to teach other disciplines represents an excellent alternative for pre-school teachers that try to satisfy the learning needs of children that will soon be attending school.  Using movement as part of guided and planned activities plays an indispensable role in children’s lives; therefore, learning academic subjects should be adapted to their needs to explore and know their environment.

In the United States, public school enrollment is typically organized by neighborhood boundaries. This dissertation examines whether the federally funded HOPE VI program influenced performance in neighborhood public schools. In effect since 1992, HOPE VI has sought to revitalize distressed public housing using the New Urbanism model of mixed income communities. There are 165 such HOPE VI projects nationwide. Despite nearly two decades of the program’s implementation, the literature on its connection to public school performance is thin. My dissertation aims to narrow this research gap. There are three principal research questions: (1) Following HOPE VI, was there a change in socioeconomic status (SES) in the neighborhood public school? The hypothesis is that low SES (measured as the proportion of students qualifying for the Free and Reduced Lunch Program) would reduce. (2) Following HOPE VI, did the performance of neighborhood public schools change? The hypothesis is that the school performance, measured by the proportion of 5th grade students proficient in state wide math and reading tests, would increase. (3) What factors relate to the performance of public schools in HOPE VI communities? The focus is on non-school, neighborhood factors that influence the public school performance. For answering the first two questions, I used t-tests and regression models to test the hypotheses. The analysis shows that there is no statistically significant change in SES following HOPE VI. However, there are statistically significant increases in performance for reading and math proficiency. The results are interesting in indicating that HOPE VI neighborhood improvement may have some relationship with improving school performance. To answer the third question, I conducted a case study analysis of two HOPE VI neighborhood public schools, one which improved significantly (in Philadelphia) and one which declined the most (in Washington DC). The analysis revealed three insights into neighborhood factors for improved school performance: (i) a strong local community organization; (ii) local community’s commitment (including the middle income families) to send children to the public school; and (iii) ties between housing and education officials to implement the federal housing program. In essence, the study reveals how housing policy is de facto education policy.

The South Carolina General Assembly created the South Carolina Community Block Grant for Education Pilot Program by Proviso 1.94 in the 2014-15 General Appropriation Act. The intent of the proviso is to encourage public school districts and district entrepreneurial public educators to undertake state-of-the-art initiatives to improve student learning and to share the results with the state’s public education community. Although community partnerships were the focus of the grant, school districts were the lead agencies on the grant were directed by proviso to provide reports, summaries and items for the evaluation component of the grant. Through this proviso, one million dollars was allocated for the block grants with direct allocations to school districts. One hundred percent of the funds were allocated to school districts. No grant award was to exceed $250,000 annually unless the grants committee found that exceptional circumstances warranted exceeding this amount.

This paper presents the results of the research project “El proceso de formación inicial del Proyecto de Educación Rural (PER)” (creation of the Rural Education Project, PER by its Spanish acronym), conducted between 1984 and 1987 in the Regional Offices of the Ministry of Public Education in San Carlos, Coto and Limón. The Rural Education Project (PER) was implemented by the Center of Research and Teaching in Education (CIDE) of the Universidad Nacional (UNA) aiming at training teachers of single-teacher schools located in rural areas. The objective of our research was to collect the contributions of PER bearing in mind the training processes required today, and considering the success of PER, which was based on the leadership of teachers to promote community progress in rural areas from the classroom, an input to be considered in the new learning processes of Rural Education

Probability and Statistics were included in the Basic General Education curricula by the Ministry of Public Education (Costa Rica), since 1995. To analyze the teaching reality in these fields, a research was conducted in two educational regions of the country: Heredia and Pérez Zeledón. The survey included university training and updating processes of teachers teaching Statistics and Probability in the schools. The research demonstrated the limited university training in these fields, the dissatisfaction of teachers about it, and the poor support of training institutions to their professional exercise.

Education management in the schools of indigenous rural areas faces a number of difficulties to implement and comply with the guidelines and requirements of the laws related to budgetary management of resources allocated to Education or Administrative Boards. In addition to being located in scattered rural areas, far from the municipal heads and regional offices of the Ministry of Public Education, one of the main obstacles is that all regulations, laws and guidelines are written in Spanish, and there is people, in this indigenous rural communities, who do not speak, write, read or understand this language. This puts them at an enormous disadvantage, which has a direct impact on the indigenous children’s right to education.
