Based on contingent claims analysis, CCA, this paper tries to estimate the systemic risk build-up in the European Economic and Monetary Union, EMU countries using a market based measure distance-to-default, DtD. It analyzes the individual and aggregated series for a comprehensive set of banks in each eurozone country over the period 2004-Q4 to 2013-Q2. Given the structural differences in financial sector and banking regulations at national level, the indices provide a useful indicator for monitoring country specific banking vulnerability and stress. We find that average DtD indicators are intuitive, forward-looking and timely risk indicators. The underlying trend, fluctuations and correlations among indices help us analyze the interdependence while cross-sectional differences in DtD prior to crisis suggest banking sector fragility in peripheral EMU countries.

We investigate the importance of the labour mobility of inventors, as well as the scale, extent and density of their collaborative research networks, for regional innovation outcomes. To do so, we apply a knowledge production function framework at the regional level and include inventors’ networks and their labour mobility as regressors. Our empirical approach takes full account of spatial interactions by estimating a spatial lag model together, where necessary, with a spatial error model. In addition, standard errors are calculated using spatial heteroskedasticity and autocorrelation consistent estimators to ensure their robustness in the presence of spatial error autocorrelation and heteroskedasticity of unknown form. Our results point to the existence of a robust positive correlation between intraregional labour mobility and regional innovation, whilst the relationship with networks is less clear. However, networking across regions positively correlates with a region’s innovation intensity.

The article provides an overview of the Catalan law at the European context. How the Catalan institutions can tackle on the Spanish Government policies and decisions in front of the European Union. And how the European Union Law and policies are implemented in a decentralized country such Spain where Autonomous Communities have their own Governments and Parliaments. There is also examined how this Spanish territorial decentralized structure affects the implementation of such EU norms and its control. Finally, there is exposed how Catalan institutions manage to participate in front of the European Union institutions. Which are the instruments that can guarantee this participation and which are the EU responses to them.

This study examines health care utilization of immigrants relative to the native-born populations aged 50 years and older in eleven European countries. Methods. We analyzed data from the Survey of Health Aging and Retirement in Europe (SHARE) from 2004 for a sample of 27,444 individuals in 11 European countries. Negative Binomial regression was conducted to examine the difference in number of doctor visits, visits to General Practitioners (GPs), and hospital stays between immigrants and the native-born individuals. Results: We find evidence those immigrants above age 50 use health services on average more than the native-born populations with the same characteristics. Our models show immigrants have between 6% and 27% more expected visits to the doctor, GP or hospital stays when compared to native-born populations in a number of European countries. Discussion: Elderly immigrant populations might be using health services more intensively due to cultural reasons.

We empirically investigate the determinants of EMU sovereign bond yield spreads with respect to the German bund. Using panel data techniques, we examine the role of a wide set of potential drivers. To our knowledge, this paper presents one of the most exhaustive compilations of the variables used in the literature to study the behaviour of sovereign yield spreads and, in particular, to gauge the effect on these spreads of changes in market sentiment and risk aversion. We use a sample of both central and peripheral countries from January 1999 to December 2012 and assess whether there were significant changes after the outbreak of the euro area debt crisis. Our results suggest that the rise in sovereign risk in central countries can only be partially explained by the evolution of local macroeconomic variables in those countries.

In Europe, the safety evaluation of cosmetics is based on the safety evaluation of each individual ingredient. Article 3 of the Cosmetics Regulation specifies that a cosmetic product made available on the market is to be safe for human health when used normally or under reasonably foreseeable conditions. For substances that cause some concern with respect to human health (e.g. colorants, preservatives, UV-filters), safety is evaluated at the Commission level by a scientific committee, presently called the Scientific Committee on Consumer Safety (SCCS). According to the Cosmetics Regulations, in the EU, the marketing of cosmetics products and their ingredients that have been tested on animals for most of their human health effects, including acute toxicity, is prohibited. Nevertheless, any study dating from before this prohibition took effect is accepted for the safety assessment of cosmetics ingredients. The in vitro methods reported in the dossiers summited to the SCCS are here evaluated from the published reports issued by the scientific committee of the Directorate General of Health and Consumers (DG SANCO); responsible for the safety of cosmetics ingredients. The number of studies submitted to the SCCS that do not involve animals is still low and in general the safety of cosmetics ingredients is based on in vivo studies performed before the prohibition.

[spa] El pasado 18 de mayo de 2007, tuvo lugar en Londres el último de los encuentros bienales del Proceso de Bolonia, en el que se reunieron los ministros responsables de la educación superior de los países participantes. En el consiguiente London Communiqué se resumieron las valoraciones de los ministros sobre el estado en el que dicho proceso se halla. Así, se pasó revista a los avances consolidados, a aquellas deficiencias que aún no han recibido la atención necesaria, y a las medidas y estrategias urgentes para su definitiva conclusión. El presente texto da noticia de todas estas cuestiones y, con motivo de ofrecer al lector referencias adicionales sobre el contexto general, incluye una breve síntesis de otros documentos directamente relacionados con los temas más destacados en Londres 2007: los programas de doctorado y la figura del doctorando.

This paper measures the connectedness in EMU sovereign market volatility between April 1999 and January 2014, in order to monitor stress transmission and to identify episodes of intensive spillovers from one country to the others. To this end, we first perform a static and dynamic analysis to measure the total volatility connectedness in the entire period (the system-wide approach) using a framework recently proposed by Diebold and Yılmaz (2014). Second, we make use of a dynamic analysis to evaluate the net directional connectedness for each country and apply panel model techniques to investigate its determinants. Finally, to gain further insights, we examine the timevarying behaviour of net pair-wise directional connectedness at different stages of the recent sovereign debt crisis.

We analyse volatility spillovers in EMU sovereign bond markets. First, we examine the unconditional patterns during the full sample (April 1999-January 2014) using a measure recently proposed by Diebold and Yılmaz (2012). Second, we make use of a dynamic analysis to evaluate net directional volatility spillovers for each of the eleven countries under study, and to determine whether core and peripheral markets present differences. Finally, we apply a panel analysis to empirically investigate the determinants of net directional spillovers of this kind.

Durante el último medio siglo se ha producido un movimiento constante de aproximación entre las economías que hoy forman la Unión Europea. Tan sólo algunas escasas y pasajeras vacilaciones han enturbiado un proceso que ha sido intenso y persistente. El fenómeno en sí mismo ha constituido la mejor confirmación de la teoría del crecimiento neoclásica, según la cual, cuando un conjunto de economías con rasgos estructurales relativamente similares inicia un proceso de integración, es de esperar un movimiento de convergencia entre sus niveles de renta per cápita. Sin embargo, la experiencia de este pasado inmediato contrasta con momentos más remotos en el tiempo, en los cuales el incremento de intercambios entre las economías europeas no se tradujo en absoluto en una aproximación mutua. A lo largo del medio siglo anterior a la Primera Guerra Mundial, a pesar de la intensa profundización en sus relaciones, las economías europeas adolecieron de una marcada incapacidad para converger entre sí. La economía española, en concreto, mantuvo inalterada su distancia relativa con respecto a los países más desarrollados de Europa y fue incapaz de adelantarse mínimamente en la carrera del crecimiento.

El present treball, Crisi de l’euro, identitat europea i la sostenibilitat de laUE com a projecte transnacional. Narratives mediàtiques de la crisi dedeute europeu (anys 2010-2011) a la premsa de referència de diferentspaïsos de la UE, és una proposta de recerca doctoral. La recerca que esproposa pretèn reflexionar sobre fins a quin punt es dónen les condicionsper a l’existència d’una esfera pública europea en la premsa de referènciageneralista, a partir de l’estudi de les cobertures informatives sobre la criside deute sobirà a la zona Euro efectuades per diaris del Regne Unit,França, Espanya, Alemanya i Itàlia. Amb aquest objectiu, es dissenya una recerca empírica centrada en determinar el grau de convergència discursiva i la visibilitat i els valors atorgats a institucions europees i estatals, i a col·lectius identitaris mitjançant l’estudi d’agendes mediàtiques, frames, idees polítiques i fonts informatives.

El presente trabajo analiza el proceso de la Convención de la Unión Europea en relación con las llamadas “regiones especiales”, concepto que usan los autores para referirse a aquellas regiones “caracterizadas por una singularidad a nivel institucional, del sistema de partidos, lingüística o cultural, o en el nivel de conciencia colectiva (y la prueba demoscópica de todo ello), o en su preeminencia en el proceso europeo (como su presencia en foros y asociaciones, y su capacidad de propuesta y liderazgo)”. El objeto de este análisis es el estudio del desarrollo de esta noción y su significado en el proceso constitutivo de la Convención, así como su influencia, lo cual nos lleva de la Europa de las Regiones a la Europa con la Regiones.

Tras su inclusión en la Estrategia Europea de Seguridad de la UE del 2003 y en el Tratado constitucional del 2004, se puede considerar que se ha producido la “oficialización” de la política de prevención y gestión de conflictos (PPGC) de la UE en tanto que objetivo principal de la política de seguridad de la Unión. Uno de los campos de actuación de la PPGC ha sido África Subsahariana y, en concreto, el conflicto de los Grandes Lagos que orbita alrededor de la República Democrática del Congo (RDC). Un conflicto en el que a lo largo de más de una década la Unión ha aplicado diversos tipos de instrumentos (civiles y militares) encuadrados dentro de la PPGC. Tras la celebración en diciembre de 2006 de la segunda vuelta de las elecciones presidenciales en dicho país africano (las cuales podrían significar el fin definitivo del conflicto), éste parece un buen momento para analizar la tipología de instrumentos aplicados por la Unión en lo que denominaríamos el “toolbox” de la PPGC, así como para realizar un primer balance sobre los mismos.
