The purpose of this paper is to show how project management governance is addressed through the use of a specific meta-method. Governance is defined here on two criteria: accountability and performance. Accountability is promoted through transparency and performance is promoted by responsive and responsible decision-making. According to a systemic perspective, transparency and decision-making involve having information, tacit or explicit knowledge, as well as understanding of the context, the different parameters and variables, their interaction and conditions of change. Although this method of methods was built according a heuristic process involving 25 years of various researches and consulting activities, it seems appropriate to draw its foundations. I clarify first my epistemological position and the notion of project and project management, as Art and Science. This lead me to define a "Be" / "Have" posture to this regards. Then, the main theoretical roots of MAP Method are exposed: Boisot' s Social Learning Cycle, Praxeology and Theory of Convention. Then we introduced the main characteristics of the method and the 17 methods and tools constituting MAP "tool box", thus with regard to the project management governance perspective. Finally, I discuss the integration of two managerial modes (operational and project modes) and the consequence in term of governance in a specific socio-techno-economic project/context ecosystem.

As indicated in a previous Teaching Science article, effective planning for curricula integration requires using standards from two (or more) subject areas (e.g., science and English, science and art or science and mathematics), which also becomes the assessment foci for teaching and learning. Curricula integration of standards into an activity necessitates pedagogical knowledge for developing students’ learning in both subject areas. For science education, the skills and tools for curricula integration include the use of other key learning areas (KLAs). A balance between teacher and student-centred science education programs that draw on democratic processes (e.g., Beane, 1997) can be used to make real-world links to target students’ individual needs. This article presents practical ways to commence thinking about curricula integration towards using Australian curriculum standards.

The MACHAL, the acronym for “Mitnadvei Hutz LaAretz” ("Volunteers from Abroad"), consisted of about 3500 men and women from over 40 countries from a variety of social and religious backgrounds who volunteered to fight for the establishment of Israel. This collection is unique in that it deals specifically with the experience of MACHAL and Aliyah Bet volunteers from Canada and the United States and others living in the United States. The collections consists of files on 500 volunteers, over 2000 original and reproduction photographs, numerous audio-visual material, books, manuscripts, and memoirs.

The human urge to represent the three-dimensional world using two-dimensional pictorial representations dates back at least to Paleolithic times. Artists from ancient to modern times have struggled to understand how a few contours or color patches on a flat surface can induce mental representations of a three-dimensional scene. This article summarizes some of the recent breakthroughs in scientifically understanding how the brain sees that shed light on these struggles. These breakthroughs illustrate how various artists have intuitively understand paradoxical properties about how the brain sees, and have used that understanding to create great art. These paradoxical properties arise from how the brain forms the units of conscious visual perception; namely, representations of three-dimensional boundaries and surfaces. Boundaries and surfaces are computed in parallel cortical processing streams that obey computationally complementary properties. These streams interact at multiple levels to overcome their complementary weaknesses and to transform their complementary properties into consistent percepts. The article describes how properties of complementary consistency have guided the creation of many great works of art.

#14ART: Arte e Desenvolvimento Humano propõe-se discutir novos territórios para uma maior sustentabilidade, assim como debater futuras evoluções criativas. O evento procurará entrepor-se em zonas de contato entre domínios tradicionalmente separadas - a arte e a ciência, pesquisa acadêmica e práticas criativas independentes, politicas sustentáveis e engajamento social, para o século XXI. Pretende-se que a discussão se centre, sobretudo, sobre como explorar o potencial transformativo da arte na pós-média. Hoje, de acordo com vários pensadores - Rosalind Krauss, a Lev Manovich, Peter Weibel – estamos numa fase pós- média; não existe um só meio, nos nossos dias, que domine o discurso da pratica artística contemporânea no campo dos média, bem pelo contrário os média encontram-se, hoje, engajados no pensamento critico do discurso da contemporaneidade. Através dos eventos anteriores deste Encontro Internacional, ficou claro que a arte hoje - com as condições proporcionadas pelo discurso do pós-média - oferece um potencial muito mais inteligente e interessante elocução para as artes. No entanto, as qualidade simbólicas e estéticas, bem como o pensamento critico e os aspectos investigativos e de confronto teórico da “pré-média arte”, também se apresentam ser tão importantes para a “pós-media arte”, obrigando o discurso artístico a manter um fio condutor entre o físico (a obra) e o mental (conceito) - realidades e utopias.

En la Policía Nacional de Colombia, al pasar de los años, se han vislumbrado dificultades de adecuación entre las autoridades de policía y las autoridades militares, que se manifiestan en duplicidad de funciones y organismos. La desarticulación entre las actuaciones policiales y militares ha hecho que esta institución históricamente haya venido adoptando un doble carácter militar y civil, dadas las condiciones de un conflicto permanente en el país. La policia nacional de colombia en su estructura funcional en su interior demuestra una sobredimensión en sus funciones, ya sea por el conflicto interno o la serie de reformas que el estado ha hecho a esta institución, en el cual se opta por un carácter nacional y no ciudadano, haciendo que en algunos casos este sobre empoderamiento genere algunas dificultades a la hora de cumplir sus funciones fundamentales segun su filosofia.

El interés principal de este estudio de caso es analizar y caracterizar el fenómeno del Crimen Organizado (CO) en México y Colombia, y su manifestación a través de estructuras criminales como carteles de droga (en el caso mexicano), y BACRIM, FARC y grupos insurgentes (en el caso colombiano), para luego analizar y evaluar cuáles han sido las tendencias de convergencia y divergencia en el marco de cooperación de estos países en torno al tráfico de droga en un periodo comprendido entre el 2003 al 2010.

Laws of war have been carefully defined by individual nations’ own codes of law as well as by supranational bodies. Yet the international scene has seen an increasing movement away from traditionally declared war toward multinational peacekeeping missions geared at containing local conflicts when perceived as potential threats to their respective regions’ political stability. While individual nations’ laws governing warfare presuppose national sovereignty, the multinational nature of peacekeeping scenarios can blur the lines of command structures, soldiers’ national loyalties, occupational jurisdiction, and raise profound questions as to which countries’ moral sense/governmental system is to be the one upheld. Historically increasingly complex international relations have driven increasingly detailed internationally drafted guidelines for countries’ interactions while at war, yet there are operational, legislative, and moral issues arising in multinational peacekeeping situations which these laws do not address at all. The author analyzes three unique peacekeeping operations in light of these legislative voids and suggests systematic points to consider to the end of protecting the peacekeepers, the national interests of the countries involved, operational matters, and clearly delineating both the objective and logical boundaries of a given multinational peacekeeping mission.

Hauptstädte (Capital Cities) spielen eine wichtige Rolle für die kulturelle, soziale und politische Identität eines Landes. Sie gelten als Schaltzentralen und ihre Macht drückt sich nicht nur in ihrem repräsentativen Stadtbild aus, sondern auch in der Art und Weise, wie sich diese Städte in nationalen und internationalen Netzwerken positionieren.
