Fuel poverty can be defined as “the inability to afford adequate warmth in the home" and it is the result of the combination of three items: low household income, housing lack of energy efficiency and high energy bills. Although it affects a growing number of households within the European Union only some countries have an official definition for it. In 2013, the European Parliament claimed the Commission and Estate Members to develop different policies in order to fight household energy vulnerability. The importance of tackling fuel poverty is based on the critical consequences it has for human health living below certain temperatures. In Spain some advances have been made in this field but main existing studies remain at the statistical level and do not deepen the understanding of the problem from the perspective of dwelling indoor habitability conditions. What is more, this concept is yet to be officially defined. This paper presents the evaluation of fuel poverty in a building block of social housing located in the centre of Zaragoza and how this issue determined the strategies implemented in the energy retrofitting intervention project. At a first step, fuel poverty was appraised through the exploration of indoor thermal conditions. The adaptive thermal comfort (UNE-EN 15251:2008) method was used to establish the appropriate indoor temperatures and consequently to determine what can be called 'comfort gap'. Results were collated and verified with energy bills collection and a survey work that gathered data from neighbours. All this permitted pointing out those households more in need. Results from the social analysis combined with the evaluation of the building thermal performance determined the intervention. The renovation project was aimed at the implementation of passive strategies that improve households thermal comfort in order to alleviate households fuel poverty situation. This research is part of the project NewSolutions4OldHousing (LIFE10 ENV/ES/439) cofounded by the European Commission under the LIFE+ Programme.

La catedral de León, debido al estado de ruina que presentaba a mediados del siglo XIX, se vio sometida a partir de entonces a una serie de intervenciones de conservación, restauración y reconstrucción que la transforma-ron significativamente. A pesar de encontrarnos con gran cantidad de documentación escrita sobre este monumento y de existir varios estudios sobre los arquitectos restauradores que intervinieron en este a finales del siglo XIX, resulta sorprendente que todavía existan períodos de este lapso de tiempo en el que su análisis y profundización haya sido menor. Este es el caso del período de Juan Bautista Lázaro como arquitecto director de las obras de la catedral leonesa, existiendo únicamente sobre toda su obra un estudio general que fue realizado por el director de este trabajo de investigación, por lo que nos llevó a considerar que era oportuno profundizar sobre la figura y obra de uno de los arquitectos más importante de la restauración en España de este período, no solo por su obra en sí, sino también por sus pos-turas significativas respecto a la intervención en el patrimonio arquitectónico: su respeto por los añadidos históricos, su preferencia por no aislar los monumentos, sus interés por los sistemas constructivos y su deseo de recuperar los oficios tradicionales que estaban completamente perdidos en la España decimonónica. El objetivo principal de la tesis es, por tanto, el análisis descriptivo y arquitectónico de los proyectos e intervenciones que Lázaro desarrolló y ejecutó para la catedral de Santa María de Regla de León, para deducir los principios e ideas que guiaron su quehacer en este templo, y poder, tras estudiar sus diversas publicaciones escritas y los proyectos e intervenciones de restauración acometidas en otros edificios de carácter monumental, llegar a establecer sus criterios de intervención en el patrimonio histórico y artístico. De acuerdo con esto, la tesis se estructura en tres partes: una primera parte en la que se contempla el pensamiento arquitectónico de Lázaro en su intervención en el patrimonio histórico; una segunda, en la que se abordan directamente los proyectos e intervenciones de Lázaro en la pulchra leonina, previa aproximación del citado arquitecto al proceso de restauración que se acometía en dicho templo; y una tercera, en la que se realiza el estudio de las principales intervenciones de restauración que ejecutó en otros edificios del patrimonio arquitectónico español. El presente trabajo de investigación se ha servido de la documentación escrita, gráfica, planimétrica y fotográfica que sobre los temas tratados existe desperdigada en diversos archivos dependientes de distintos organismos oficiales civiles y eclesiásticos. Además, el hecho de haber podido acceder a los trabajos de conservación y restauración que en estos momentos se están llevando a cabo en las zonas en las que intervino Lázaro (vidrieras, rejas, puertas, fábricas, cubiertas, etc.), y el poder intercambiar opiniones y criterios con la persona que actualmente es responsable de las obras de la catedral de León, ha facilitado y complementado el desarrollo de la presente tesis al haber podido contrastar y tomar datos directamente en el monumento objeto de estudio. También se ha llevado a cabo la consulta de las distintas revistas de arquitectura publicadas en aquellos años y de los múltiples libros que versaban sobre los edificios objeto de este trabajo o que guardaban relación con ellos. Asimismo hemos logrado conocer el testimonio de algunos de los herederos de Lázaro y de varios de los descendientes de los operarios que trabajaron bajo sus órdenes. Como conclusiones generales, la tesis define por primera vez los criterios generales que guiaron su quehacer profesional en el patrimonio. Además, en este trabajo se analizan pormenorizadamente los proyectos y actuaciones de Lázaro en la catedral de León, abordándose también en profundidad el trabajo del mencionado arquitecto en el ámbito de la restauración arquitectónica. Para lograr este objetivo, esta tesis no se ha limitado únicamente a analizar la información existente en los proyectos y en los in-formes de supervisión de los mismos, como tradicionalmente se había hecho, sino que también se ha tratado de verificar si los datos contenidos en los diferentes documentos de un mismo proyecto y en los borradores de los mismos tenían relación y coherencia entre sí. Además, se ha procurado realizar el análisis comparativo de la realidad construida con el contenido de los proyectos, liquidaciones y documentos de la fase de ejecución de las obras. Este análisis comparativo no había sido realizado hasta la fecha, siendo este, por tanto, una de las aportaciones del trabajo. Por último, la tesis abre tres vías de investigación futuras (que ya se han tratado y avanzado en parte, pero que escapan a los límites de este trabajo). Estas se refieren al estudio de la evolución de la representación gráfica de los planos de la catedral leonesa catalogados en este trabajo, de la actividad pública de Lázaro y su preocupación por la defensa del patrimonio como diputado en las Cortes, arquitecto municipal de Ávila y arquitecto diocesano de Ávila y Toledo, y de cómo sus actuaciones de restauración en el patrimonio arquitectónico influyeron en los proyectos de obra nueva que construyó. ABSTRACT Due to the state of ruin in mid-nineteenth century, the Cathedral of Santa Maria de Regla of León was subjected to a series of interventions on conservation, restoration and reconstruction that transformed it significantly. There have been several studies on the architects who took part in the restoration during the mentioned century and despite abundant documentation and research on this monument, it is surprising to note the lack of deep analysis in some of the periods. In particular, the interventions accomplished by Juan Bautista Lázaro, as chief architect of the works of the Cathedral of León, have not been documented and analysed in adequate depth, despite the outstanding recognition of his work nationally and internationally. Furthermore, up to date, only the director of this research had conducted a general research of all his architectural work. For these reasons, we felt it was appropriate to elaborate on the life and work of one of the most important architects of the restoration in Spain during that period, not only for his work itself, but also for his significant contribution to the debate on architectural interventions on heritage. He is notable for his respect to historical additions, his preference for not isolating the monuments, his interest in building systems and his continuous desire to re-cover the traditional crafts that were completely lost in the nineteenth century in Spain. The main aim of this thesis is therefore the descriptive and architectural analysis of Lázaro’s projects and interventions developed and executed for the Cathedral of León. The thesis identifies the principles and ideas that guided his work in this temple and establish the criteria for intervention in the historical and artistic heritage architecture he applied after studying its various print publications, projects and restoration works undertaken in other buildings. Accordingly, the thesis is structured in three parts: the first part where it deals Lázaro’s architectural thinking in his interventions on heritage constructions; the second one, in which analyses the projects and interventions carried out by Lazaro in the “pulchra leonina”, but this analysis is preceded by the description of Lázaro’s relationship with the Cathedral of León before taking charge of its restoration in 1892; and the third and final section, in which the study of major restoration interventions implemented by Lázaro in other buildings of Spanish architectural heritage is made. This research has used available documentation (in written or graphic form, plans or photographs) scattered in a diverse range of archives de-pendent on various civil and ecclesiastical institutions. Moreover, we could access the conservation and restoration works, currently being carried out in areas where Lázaro intervened (stained glass windows, forged iron en-closures, gates, doors, masonry, covers, etc.). It has been possible to ex-change views and opinions with the person currently in charge of the referred restoration works which has facilitated and complemented the development of this thesis. It further, it has allowed contrasting and obtaining data directly from the monument under study. Consultation of various architectural journals published in those years has also been taken into account, as well as a diversity of books and articles which concerned the buildings assessed in this work, or related to them. Also, although not with the results expected, it has been obtained the testimony of some of Lázaro’s descendants as well as descendants of the workers who operated under him. As a general conclusion, the thesis defines the general criteria that guided his professional work in the heritage for the first time. Furthermore, Juan Bautista Lázaro’s projects and interventions in the Cathedral of León are analysed in detail. Also, it has been studying in detail the Lazaro’s work in the architectural heritage. To achieve this goal, the thesis has studied not only the information from the official projects and technical reports of them, but also it has been tried to verify if the information contained in the different documents of the same project and in the drafts were related and consistent with each other. In addition, it has been attempted to per-form a comparative analysis of the execution of Lázaro’s projects and the entire projected content. This comparative study had not been done to date and this will be, therefore, one of the main contributions of this re-search. Finally, this thesis opens up three lines of investigation (that have already been discussed and partially advanced, but which fall beyond the scope of this research). These refer to the study of the evolution of the graphical representation of the plans of Leon Cathedral catalogued in this thesis, public activity of Lazaro and his concern for the defence of heritage as deputy in Parliament, municipal architect of Avila, and as diocesan architect Ávila and Toledo, and even more how its restoration actions in architectural heritage influenced his projects of new construction.

Action selection and organization are very complex processes that need to exploit contextual information and the retrieval of previously memorized information, as well as the integration of these different types of data. On the basis of anatomical connection with premotor and parietal areas involved in action goal coding, and on the data about the literature it seems appropriate to suppose that one of the most candidate involved in the selection of neuronal pools for the selection and organization of intentional actions is the prefrontal cortex. We recorded single ventrolateral prefrontal (VLPF) neurons activity while monkeys performed simple and complex manipulative actions aimed at distinct final goals, by employing a modified and more strictly controlled version of the grasp-to-eat(a food pellet)/grasp-to-place(an object) paradigm used in previous studies on parietal (Fogassi et al., 2005) and premotor neurons (Bonini et al., 2010). With this task we have been able both to evaluate the processing and integration of distinct (visual and auditory) contextual sequentially presented information in order to select the forthcoming action to perform and to examine the possible presence of goal-related activity in this portion of cortex. Moreover, we performed an observation task to clarify the possible contribution of VLPF neurons to the understanding of others’ goal-directed actions. Simple Visuo Motor Task (sVMT). We found four main types of neurons: unimodal sensory-driven, motor-related, unimodal sensory-and-motor, and multisensory neurons. We found a substantial number of VLPF neurons showing both a motor-related discharge and a visual presentation response (sensory-and-motor neurons), with remarkable visuo-motor congruence for the preferred target. Interestingly the discharge of multisensory neurons reflected a behavioural decision independently from the sensory modality of the stimulus allowing the monkey to make it: some encoded a decision to act/refraining from acting (the majority), while others specified one among the four behavioural alternatives. Complex Visuo Motor Task (cVMT). The cVMT was similar to the sVMT, but included a further grasping motor act (grasping a lid in order to remove it, before grasping the target) and was run in two modalities: randomized and in blocks. Substantially, motor-related and sensory-and-motor neurons tested in the cVMTrandomized were activated already during the first grasping motor act, but the selectivity for one of the two graspable targets emerged only during the execution of the second grasping. In contrast, when the cVMT was run in block, almost all these neurons not only discharged during the first grasping motor act, but also displayed the same target selectivity showed in correspondence of the hand contact with the target. Observation Task (OT). A great part of the neurons active during the OT showed a firing rate modulation in correspondence with the action performed by the experimenter. Among them, we found neurons significantly activated during the observation of the experimenter’s action (action observation-related neurons) and neurons responding not only to the action observation, but also to the presented cue stimuli (sensory-and-action observation-related neurons. Among the neurons of the first set, almost the half displayed a target selectivity, with a not clear difference between the two presented targets; Concerning to the second neuronal set, sensory-and-action related neurons, we found a low target selectivity and a not strictly congruence between the selectivity exhibited in the visual response and in the action observation.

Purpose – This paper aims to consider how climate change performance is measured and accounted for within the performance framework for local authority areas in England adopted in 2008. It critically evaluates the design of two mitigation and one adaptation indicators that are most relevant to climate change. Further, the potential for these performance indicators to contribute to climate change mitigation and adaptation is discussed. Design/methodology/approach – The authors begin by examining the importance of the performance framework and the related Local Area Agreements (LAAs), which were negotiated for all local areas in England between central government and Local Strategic Partnerships (LSPs). This development is located within the broader literature relating to new public management. The potential for this framework to assist in delivering the UK's climate change policy objectives is researched in a two-stage process. First, government publications and all 150 LAAs were analysed to identify the level of priority given to the climate change indicators. Second, interviews were conducted in spring 2009 with civil servants and local authority officials from the English West Midlands who were engaged in negotiating the climate change content of the LAAs. Findings – Nationally, the authors find that 97 per cent of LAAs included at least one climate change indicator as a priority. The indicators themselves, however, are perceived to be problematic – in terms of appropriateness, accuracy and timeliness. In addition, concerns were identified about the level of local control over the drivers of climate change performance and, therefore, a question is raised as to how LSPs can be held accountable for this. On a more positive note, for those concerned about climate change, the authors do find evidence that the inclusion of these indicators within the performance framework has helped to move climate change up the agenda for local authorities and their partners. However, actions by the UK's new coalition government to abolish the national performance framework and substantially reduce public expenditure potentially threaten this advance. Originality/value – This paper offers an insight into a new development for measuring climate change performance at a local level, which is relatively under-researched. It also contributes to knowledge of accountability within a local government setting and provides a reference point for further research into the potential role of local actions to address the issue of climate change.

Climate change produces significant social and economic impacts in most parts of the world, thus global action is needed to address climate change. In this chapter, the different possibilities of mitigation are explored from different points of view, and analyse the possibilities of adaptation to climate change. First, substantial reduction of GHG emission is needed, on the other hand adaptation action must deal with the inevitable impacts. According to the assessment of the chapter, it is essential that coordinated actions be taken at an EU level. In our argumentation, a macroeconomic model is used for the cost- benefit analysis of GHG gas emissions reduction. The GHG emission structure is analysed on European and global level. Even in the case of a successful mitigation strategy there rest the long-term effects of climate change which will need a coherent adaptation strategy to be dealt with. Although certain adaptation measures already have been taken, these initiatives are still very modest, and insufficient to deal with the economic effects of climate change properly.

In this paper I assess the different options for climate change mitigation policies and analyse the possibilities of adaptation methods. I will focus on three aspects: cost-efficiency, innovation and flexibility.

INTRODUCTION: The National Institute for Health and Clinical Excellence/National Patient Safety Agency (NICE/NPSA) guidelines for medicines reconciliation (MR) on admission to hospital in adult inpatients were introduced in 2007, but they excluded children less than 16 years of age. METHOD: We conducted a survey of 98 paediatric pharmacists (each from a different hospital) to find out what the current practice of MR in children is in the UK. KEY FINDINGS: Responses showed that 67% (43/64) of pharmacists surveyed carried out MR in all children at admission and only a third 34% (22/64) had policies for MR in children. Of the respondents who did not carry out MR in all children, 80% (4/5) responded that they did so in selected children. Pharmacists considered themselves the most appropriate profession for carrying out MR. When asked whether the NICE guidance should be expanded to include children, 98% (54/55) of the respondents answered 'yes'. CONCLUSION: In conclusion, the findings suggest that MR is being conducted inconsistently in children and most paediatric pharmacists would like national guidance to be expanded to include children.

Fisheries support livelihoods but are threatened by climate variability and change which intensified since the 1970s. This study used quantitative and qualitative methods to determine the extent to which fishers around Lake Wamala in Uganda were copying with perceived changes in climate variables and the impacts on their livelihoods, to generate knowledge to enable the fishers increase resilience and sustain their livelihoods. Fishers were aware of changes in climate manifested by unpredictable seasons, floods and droughts. Fishing was the main livelihood activity. The African catfish had replaced Nile tilapia as the dominant fish species. There was damage and loss of gear, boats, landing sites and lives, and changes in fish catches and sizes, income and fish consumption during the perceived floods and droughts. The fishers adapted to the changes through increasing time on fishing grounds and changing target species and fishing gears but innovative ones diversified to high value crops and livestock which increased their income beyond what was earned from fishing thus acting as an incentive for some of them to quit fishing. Diversification to non-fishery activities as a form of adaptation was enhanced by membership to social groups, weekly fishing days, fishing experience and age of fishers but its benefits were not equally shared among men and women. Mitigation measures included planting trees, mulching gardens and protecting wetlands. Adaptation and mitigation measures were constrained by limited credit, awareness and land. The required interventions included improving access to credit, irrigation facilities and appropriate planting materials and raising awareness. The study showed that the fishers were aware of changes in climatic variables and the impacts on their livelihoods. There were also adaptation and mitigation measures practiced by the fishers which if promoted and their constraints addressed, could increase resilience of fishers to climatic change and sustain their livelihoods.

Security defects are common in large software systems because of their size and complexity. Although efficient development processes, testing, and maintenance policies are applied to software systems, there are still a large number of vulnerabilities that can remain, despite these measures. Some vulnerabilities stay in a system from one release to the next one because they cannot be easily reproduced through testing. These vulnerabilities endanger the security of the systems. We propose vulnerability classification and prediction frameworks based on vulnerability reproducibility. The frameworks are effective to identify the types and locations of vulnerabilities in the earlier stage, and improve the security of software in the next versions (referred to as releases). We expand an existing concept of software bug classification to vulnerability classification (easily reproducible and hard to reproduce) to develop a classification framework for differentiating between these vulnerabilities based on code fixes and textual reports. We then investigate the potential correlations between the vulnerability categories and the classical software metrics and some other runtime environmental factors of reproducibility to develop a vulnerability prediction framework. The classification and prediction frameworks help developers adopt corresponding mitigation or elimination actions and develop appropriate test cases. Also, the vulnerability prediction framework is of great help for security experts focus their effort on the top-ranked vulnerability-prone files. As a result, the frameworks decrease the number of attacks that exploit security vulnerabilities in the next versions of the software. To build the classification and prediction frameworks, different machine learning techniques (C4.5 Decision Tree, Random Forest, Logistic Regression, and Naive Bayes) are employed. The effectiveness of the proposed frameworks is assessed based on collected software security defects of Mozilla Firefox.

Las Mipymes son un componente fundamental para el desarrollo económico y social de cualquier país, en especial de un país como Colombia en donde representan el 99,9% de las empresas actualmente constituidas, concentrando el 81% de los empleados a nivel nacional (Fedesarrollo, 2013). Aunque juegan un papel protagónico en la economía colombiana, las Mipymes aún deben recorrer un camino extenso para poder explotar todo el potencial con el que cuentan, puesto que presentan un alto índice de mortandad empresarial en los primeros años de funcionamiento, esto evidenciado en los resultados del estudio GEM (Global Entrepreneurship Monitor, 2009) en donde se encontró que sólo el 12,61% de los negocios lograron superar los 42 meses de permanencia en el mercado (El País, 2010) principalmente a causa de la ausencia de una planeación estratégica de largo plazo que les permita a los negocios emprendedores del país alcanzar la competitividad. Si bien es cierto que crear empresa es relativamente sencillo, son múltiples los retos tanto internos como externos que deben enfrentar las organizaciones para poder alcanzar una etapa de madurez empresarial, sobre todo en los primeros años de funcionamiento que son los más críticos y decisivos para el futuro de cualquier empresa, es por esto que se hace indispensable emplear estrategias que les permitan ser sostenibles a largo plazo, en un entorno altamente competitivo por empresas tanto nacionales como internacionales, siendo este uno de los propósitos fundamentales al que deberían apostar los empresarios colombianos para crear un impacto positivo en la sociedad y aportar a la competitividad nacional. Bakery Service Foods, es una empresa dedicada a la comercialización y distribución de insumos de panadería con sede en el barrio Carvajal en la ciudad de Bogotá. Desde su constitución, el 29 de diciembre de 2008, la empresa ha buscado posicionarse en un mercado en donde tanto empresas grandes como Grasco, Grupo Team, Sigra, Duquesa, Conaceites, Alvarado, Aceites Finos; así como microempresas sin infraestructura ni solidez económica, componen un entorno altamente competitivo y hacinado que representa un desafío para una pequeña empresa familiar que no cuenta con un músculo financiero significativo. Por otra parte, Bakery Service Foods a traviesa por un período de alta incertidumbre debido a que el proveedor que representa el 85% de las ventas de los productos a los cuales representan, FANAGRA S.A, atraviesa por una completa reestructuración debido a la venta de dicha empresa a una multinacional suiza. Esta situación representa un alto riesgo para la compañía y exige que se emprendan acciones oportunas que les permitan reducir la alta dependencia en un único proveedor. Teniendo en cuenta que una de las ambiciones desde la fundación de la compañía ha sido incursionar y ser una empresa competitiva en el mercado de Food Service, que perdure en el tiempo, ¿Qué tan viable es diversificar el portafolio de la empresa Bakery Service Foods (BSF) en el mercado Food Service? Con este proyecto se busca diseñar una propuesta de diversificación de portafolio para la empresa Bakery Service Foods (BSF) analizando el mercado Food Service, por medio del modelo de Ventaja Competitiva de Michael Porter; lo anterior, con el propósito de que la empresa se consolide en este mercado como un aliado estratégico para sus clientes y representados, y con un modelo de negocio sostenible a largo plazo. Finalmente, se espera que a través de la propuesta de mejora para Bakery Service Foods, se afiancen los conocimientos administrativos obtenidos durante el pregrado en Administración de Empresas, aplicando satisfactoriamente las herramientas, metodologías y bases conceptuales adquiridas, para enriquecer el proceso de aprendizaje profesional y aportar valor a una empresa colombiana desde el mercado de Food Service.

Poor air quality has a huge detrimental effect, both economic and on the quality of life, in Australia. Transit oriented design (TOD), which aims to minimise urban sprawl and lower dependency on vehicles, leads to an increasing number of buildings close to transport corridors. This project aims at providing guidelines that are appropriate to include within City Plan to inform future planning along road corridors, and provide recommendations on when mitigation measures should be utilised.
