The recovery of benthic communities inside the western Gulf of Maine fishing closure area was evaluated by comparing invertebrate assemblages at sites inside and outside of the closure four to six years after the closure was established. The major restriction imposed by the closure was a year-round prohibition of bottom gillnets and otter trawls. A total of 163 seafloor sites (~half inside and half outside the closure) within a 515-km2 study area were sampled with some combination of Shipek grab, Wildco box corer, or underwater video. Bottom types ranged from mud (silt and clay) to boulders, and the effects of the closure on univariate measures (total density, biomass, taxonomic richness) of benthos varied widely among sediment types. For sites with predominantly mud sediments, there were mixed effects on inside and outside infauna and no effect on epifauna. For sites with mainly sand sediments, there were higher density, biomass, and taxonomic richness for infauna inside the closure, but no significant effects on epifauna. For sites dominated by gravel (which included boulders in some areas), there were no effects on infauna but strong effects on epifaunal density and taxonomic richness. For fishing gear, the data indicated that infauna recovered in sand from the impacts of otter trawls operated inside the closure but that they did not recover in mud, and that epifauna recovered on gravel bottoms from the impact of gillnets used inside the closure. The magnitudes of impact and recovery, however, cannot be inferred directly from our data because of a confounding factor of different fishing intensities outside the closure for a direct comparison of preclosure and postclosure data. The overall negative impact of trawls is likely underestimated by our data, whereas the negative impact of gillnets is likely overestimated.

O presente trabalho apresenta como objetivo analisar, por meio de uma visão comparativa de história, as transformações políticas ocorridas no Rio de Janeiro e em Buenos Aires, a partir de 1808, que modificaram por completo o antigo mundo ibérico, trazendo consigo o processo de emancipação política para as regiões em estudo. Por conseguinte, tais mudanças possibilitaram ainda a elaboração de projetos constitucionais para legitimar tais processos, que culminaram em 1824, com a Constituição Outorgada no Rio de Janeiro, sede do Império do Brasil, e com o Projeto Constitucional de Buenos Aires, que foi a base da constituição argentina anos depois. Na realização desse estudo, priorizaram-se como fontes os projetos constitucionais de 1813 até 1824, além de leis e decretos, que englobam o mesmo período, e de periódicos, tendo como destaque a Gazeta de Buenos Aires. No caso das fontes para o processo constitucional estabelecido no Rio de Janeiro, a ênfase foi dada aos debates da Assembleia de 1823, e seu projeto constitucional, a Constituição de 1824, além de periódicos, como Revérbero Constitucional Fluminense e o Sentinella da Liberdade na Guarita de Pernambuco. Frente às questões político-sociais procurou-se estudar a trajetória política e de vida de dois fundamentais personagens na construção da política nacional das regiões em questão. Mariano Moreno e Antonio Carlos R. Andrada Machado Silva e Araújo que se apresentaram como principais agentes para a discussão constitucional. Por fim, buscou-se compreender que as questões que permitiram a elaboração de uma monarquia constitucional e de uma república para as sociedades em tela, apesar de destoarem frente aos respectivos projetos, mantiveram o status quo em suas sociedades.

The northern bluefin tuna (Thunnus thynnus) is a highly mobile apex predator in the Gulf of Maine. Despite current stock assessments that indicate historically high abundance of its main prey, Atlantic herring (Clupea harengus), commercial fishermen have observed declines in the somatic condition of northern bluefin tuna during the last decade. We examined this claim by reviewing detailed logbooks of northern bluefin tuna condition from a local fishermen’s cooperative and applying multinomial regression, a robust tool for exploring how a categorical variable may be related to other variables of interest. The data set contained >3082 observations of condition (fat and oil content and fish shape) from fish landed between 1991 and 2004. Energy from stored lipids is used for migration and reproduction; therefore a reduction in energy acquisition on bluefin tuna feeding grounds could diminish allocations to growth and gamete production and have detrimental consequences for rebuilding the western Atlantic population. A decline in northern bluefin tuna somatic condition could indicate substantial changes in the bottom-up transfer of energy in the Gulf of Maine, shifts in their reproductive or migratory patterns, impacts of fishing pressure, or synergistic effects from multiple causes.

The population structure and abundance of the American lobster (Homarus americanus) stock in the Gulf of Maine are defined by data derived from a fishery-independent trawl survey program conducted by the National Marine Fisheries Service (NMFS). Few sampling stations in the survey area are located inshore, in particular along coastal Maine. According to statistics, however, more than two thirds of the lobster landings come from inshore waters within three miles off the coast of Maine. In order to include an inshore survey program, complementary to the NMFS survey, the Maine Department of Marine Resources (DMR) initialized an inshore survey program in 2000. The survey was modeled on the NMFS survey program, making these two survey programs comparable. Using data from both survey programs, we evaluated the population structure of the American lobster in the Gulf of Maine. Our findings indicate that lobsters in the Gulf of Maine tend to have a size-dependent inshore-off-shore distribution; smaller lobsters are more likely to stay inshore and larger lobsters are more likely to stay offshore. The DMR inshore and NMFS survey programs focused on different areas in the Gulf of Maine and likely targeted different segments of the stock. We suggest that data from both survey programs be used to assess the lobster stock and to describe the dynamics of the stock in the Gulf of Maine.

The sea cucumber fishery in waters off Maine is developing and has recently experienced great increases in landings, corresponding to expanding export markets. Between 1994 and 1996, reported landings ranged from one to three million pounds (Fig. 1). In 1999, reported landings were over eight million pounds and rose to over nine million in 2000 (Feindel1). Like other developing fisheries, we have little information about the biology and ecology of the sea cucumber off Maine, limited data on the fishery, and little knowledge about the key life history processes that characterize its population dynamics. Therefore, we have a limited understanding of the current status of the resource and the impacts the fishery may have on the stock.

[EUS] Atrox konplexuko espezieen barruan, Bothrops leucurus (Wagler, 1824) Bahia estatuko oihan atlantikoko sugegorri espezie arruntena da. Polimorfikoa da eta ezaugarri geografikoekin, ontogenikoekin eta sexuarekin erlazionatutako kolore aldakortasuna aurkezten du. Jadanik hainbat ikerketa burutu dira kontinenteko populazioei buruz, baina, oraindik ez da lanik egin BTS badiako populazio uhartetarrekin. Lan honen xedea Bothrops aff. leucurus populazio uhartetarraren deskribapena burutzea izan da, orbanen ereduetan, folidosian eta gorputz tamainan oinarriturik. Lagin tamaina erlatiboki txikia izanik (n=20), Student t testeko emaitzak type II erroreen menpe daude eta kontinenteko eta uharteko populazioen arteko ezberdintasunak estatistikoki ikertu izan ez diren arren, gure datuak garrantzia dute. Izan ere, ikerketa sakonagoetan oinarri bezala erabili ahal izango dira. Biometriari dagokionez, gure populazio uhartetarrean batazbesteko MKL txikiagoa ikusi dugu eta balioen tarteak murritzagoak dira. Ez da sexuen arteko ezberdintasun esangarririk topatu gorputzeko neurrientzat. Folidosian (ezkata zenbateka) lortutako datuak, beste autoreek Bothrops leucurus-entzat deskribatutako parametroekin bat datozen arren, gure laginak ezkata tarte mugatuagoak ageri ditu. Orban ereduak ale guztietan behatu eta irudikatu ostean, oro har bi eredu ezberdindu eta deskribatzea posible izan da. The thorny skate (Amblyraja radiata) is a large species of skate that is endemic to the waters of the western north Atlantic in the Gulf of Maine. Because the biomass of thorny skates has recently declined below threshold levels mandated by the Sustainable Fisheries Act, commercial harvests from this region are prohibited. We have undertaken a comprehensive study to gain insight into the life history of this skate. The present study describes and characterizes the reproductive cycle of female and male thorny skates, based on monthly samples taken off the coast of New Hampshire, from May 2001 to May 2003. Gonadosomatic index (GSI), shell gland weight, follicle size, and egg case formation, were assessed for 48 female skates. In general, these reproductive parameters remained relatively constant throughout most of the year. However, transient but significant increases in shell gland weight and GSI were obser ved during certain months. Within the cohort of specimens sampled monthly throughout the year, a subset of females always had large preovulatory follicles present in their ovaries. With the exception of June and September specimens, egg cases undergoing various stages of development were observed in the uteri of specimens captured during all other months of the year. For males (n=48), histological stages III through VI (SIII−SVI) of spermatogenesis, GSI, and hepatosomatic index (HSI) were examined. Although there appeared to be monthly fluctuations in spermatogenesis, GSI, and HSI, no significant differences were found. The production and maintenance of mature spermatocysts (SVI) within the testes was observed throughout the year. These findings collectively indicate that the thorny skate is reproductively active year round.

The objective of this study was to investigate the spatial patterns in green sea urchin (Strongylocentrotus droebachiensis) density off the coast of Maine, using data from a fishery-independent survey program, to estimate the exploitable biomass of this species. The dependence of sea urchin variables on the environment, the lack of stationarity, and the presence of discontinuities in the study area made intrinsic geostatistics inappropriate for the study; therefore, we used triangulated irregular networks (TINs) to characterize the large-scale patterns in sea urchin density. The resulting density surfaces were modified to include only areas of the appropriate substrate type and depth zone, and were used to calculate total biomass. Exploitable biomass was estimated by using two different sea urchin density threshold values, which made different assumptions about the fishing industry. We observed considerable spatial variability on both small and large scales, including large-scale patterns in sea urchin density related to depth and fishing pressure. We conclude that the TIN method provides a reasonable spatial approach for generating biomass estimates for a fishery unsuited to geostatistics, but we suggest further studies into uncertainty estimation and the selection of threshold density values.

The northwest Atlantic population of thorny skates (Amblyraja radiata) inhabits an area that ranges from Greenland and Hudson Bay, Canada, to South Carolina. Despite such a wide range, very little is known about most aspects of the biology of this species. Recent stock assessment studies in the northeast United States indicate that the biomass of the thorny skate is below the threshold levels mandated by the Sustainable Fisheries Act. In order to gain insight into the life history of this skate, we estimated age and growth for thorny skates, using vertebral band counts from 224 individuals ranging in size from 29 to 105 cm total length (TL). Age bias plots and the coefficient of variation indicated that our aging method represents a nonbiased and precise approach for the age assessment of A. radiata. Marginal increments were significantly different between months (Kruskal-Wallis P<0.001); a distinct trend of increasing monthly increment growth began in August. Age-at-length data were used to determine the von Bertalanffy growth parameters for this population: L∞ = 127 cm (TL) and k= 0.11 for males; L∞ = 120 cm (TL) and k= 0.13 for females. The oldest age estimates obtained for the thorny skate were 16 years for both males and females, which corresponded to total lengths of 103 cm and 105 cm, respectively.

The history of whaling in the Gulf of Maine was reviewed primarily to estimate removals of humpback whales, Megaptera novaeangliae, especially during the 19th century. In the decades from 1800 to 1860, whaling effort consisted of a few localized, small-scale, shore-based enterprises on the coast of Maine and Cape Cod, Mass. Provincetown and Nantucket schooners occasionally conducted short cruises for humpback whales in New England waters. With the development of bomb-lance technology at mid century, the ease of killing humpback whales and fin whales, Balaenoptera physalus, increased. As a result, by the 1870’s there was considerable local interest in hunting rorquals (baleen whales in the family Balaenopteridae, which include the humpback and fin whales) in the Gulf of Maine. A few schooners were specially outfitted to take rorquals in the late 1870’s and 1880’s although their combined annual take was probably no more than a few tens of whales. Also in about 1880, fishing steamers began to be used to hunt whales in the Gulf of Maine. This steamer fishery grew to include about five vessels regularly engaged in whaling by the mid 1880’s but dwindled to only one vessel by the end of the decade. Fin whales constituted at least half of the catch, which exceeded 100 animals in some years. In the late 1880’s and thereafter, few whales were taken by whaling vessels in the Gulf of Maine.

Nesse trabalho apresentamos a função e determinamos a natureza das convenções e hipóteses para os fundamentos científicos segundo a corrente convencionalista que surgiu na França na virada do século XIX para o XX, composta por Henri Poincaré, Pierre Duhem e Édouard Le Roy. Além disso, analisamos a relação que as convenções e hipóteses podem estabelecer com teses metafísicas através dos critérios utilizados pelos cientistas para determinar a preferência por certas teorias. Para isso, promovemos uma interpretação imanente das obras publicadas entre 1891 e 1905. Como resultado, revelamos que os autores, apesar de serem classificados como pertencentes a uma mesma corrente, não possuem apenas posições comuns, mas também divergências. Poincaré e Le Roy concordam que as convenções geométricas são escolhidas de acordo com o critério de conveniência. Contudo, eles discordam sobre o valor que a conveniência agrega ao conhecimento científico. Em relação aos fenômenos naturais, os três autores concordam que a realidade não pode ser descrita univocamente por um mesmo conjunto de convenções e hipóteses. Porém, Poincaré e Duhem acreditam que há critérios que tornam umas teorias mais satisfatórias que outras. Analisamos os critérios experimentais, racionais e axiológicos que justificam a satisfação dos cientistas com certas teorias e apontamos como estes critérios se relacionam com a metafísica. Concluímos que os convencionalistas, mesmo que cautelosamente e de modo implícito, buscaram se aproximar da metafísica com o intuito de justificar a própria atividade científica.

A presente pesquisa mostra a teoria de Pierre George, geógrafo francês que viveu e analisou o século XX. O autor produziu uma leitura crítica da realidade, a partir de um contexto com várias transformações espaciais, guerras, expansão da industrialização, desenvolvimento das políticas do meio ambiente, questões sociais, entre outros pontos. Pierre George analisa o meio ambiente relacionando com o sistema econômico e os fatores políticos, indicando a função importante do espaço o conceito geográfico central. A partir das décadas de 1960 e 1970, há no capitalismo o novo sistema verde, que promete cuidar da degradação ambiental, mas estrategicamente pretende continuar o modelo de desenvolvimento. Esta realidade será incorporada por várias cidades em países desenvolvidos e em países subdesenvolvidos, que usarão o meio ambiente como uma mercadoria. Nesta pesquisa veremos o exemplo de Cabo Frio, Rj, uma cidade turística desde a década de 1950, que utiliza o meio ambiente como uma mercadoria, explorando a praia, os espaços verdes e a lagoa. Então a cidade será um exemplo excelente para confirmar a análise de George
