This booklet is a compilation of notes taken during motor grader operators workshops held at some 20 different locations throughout Iowa during the last two years. It is also the advice of 16 experienced motor grader operators and maintenance foremen (from 14 different counties around Iowa), who serve as instructors and assistant instructors at the "MoGo" workshops. The instructors have all said that they learn as much from the operators who attend the workshops as they impart. Motor grader operators from throughout Iowa have shown us new, innovative and better ways of maintaining gravel roads. This booklet is an attempt to pass on some of these "tips" that we have gathered from Iowa operators. It will need to be revised, corrected, and added to based on the advice we get from you, the operators who do the work here in Iowa.

BACKGROUND: Chronic kidney disease (CKD) accelerates vascular stiffening related to age. Arterial stiffness may be evaluated measuring the carotid-femoral pulse wave velocity (PWV) or more simply, as recommended by KDOQI, monitoring pulse pressure (PP). Both correlate to survival and incidence of cardiovascular disease. PWV can also be estimated on the brachial artery using a Mobil-O-Graph; a non-operator dependent automatic device. The aim was to analyse whether, in a dialysis population, PWV obtained by Mobil-O-Graph (MogPWV) is more sensitive for vascular aging than PP. METHODS: A cohort of 143 patients from 4 dialysis units has been followed measuring MogPWV and PP every 3 to 6 months and compared to a control group with the same risk factors but an eGFR > 30 ml/min. RESULTS: MogPWV contrarily to PP did discriminate the dialysis population from the control group. The mean difference translated in age between the two populations was 8.4 years. The increase in MogPWV, as a function of age, was more rapid in the dialysis group. 13.3% of the dialysis patients but only 3.0% of the control group were outliers for MogPWV. The mortality rate (16 out of 143) was similar in outliers and inliers (7.4 and 8.0%/year). Stratifying patients according to MogPWV, a significant difference in survival was seen. A high parathormone (PTH) and to be dialysed for a hypertensive nephropathy were associated to a higher baseline MogPWV. CONCLUSIONS: Assessing PWV on the brachial artery using a Mobil-O-Graph is a valid and simple alternative, which, in the dialysis population, is more sensitive for vascular aging than PP. As demonstrated in previous studies PWV correlates to mortality. Among specific CKD risk factors only PTH is associated with a higher baseline PWV. Langattomat lähiverkot ovat viime vuosikymmeninä saavuttaneet suuren suosion. Tässä työssä käsitellään käyttäjien todentamisjärjestelmän suunnittelua ja kehitystä langattomaan monioperaattoriverkkoon. Langattomassa monioperaattoriverkossa käyttäjillä on mahdollisuus käyttää eri operaattoreiden palveluita. Aluksi käsitellään olemassa olevia todentamismenetelmiä ja -järjestelmiä. minkä jälkeen kuvaillaan todentamisjärjestelmä langattomille monioperaattoriverkoille. Todentamisjärjestelmän ratkaisuvaihtoehtoja esitellään kaksi, niin sanotut moni- istunto - ja yksittäisistuntomalli. Moni-istuntomalli on normaali lähestymistapa käyttäjien todentamiseen tietokonejärjestelmissä. Siinä käyttäjän pitää tunnistautua ja todentaa itsensä jokaiselle verkon palvelulle erikseen. Yksittäisistuntomallissa pyritään parempaan luotettavuuteen ja käytettävyyteen. Siinä käyttäjä todentaa itsensä vain kerran ja voi sen jälkeen päästä useisiin palveluihin. Työn loppuosassa kuvaillaan suunnitellun järjestelmän toteutusta. Lisäksi ehdotetaan vaihtoehtoisia toteutustapoja, analysoidaan järjestelmän heikkouksia ja kerrotaan jatkokehitysmahdoillisuuksista.

A new method for decision making that uses the ordered weighted averaging (OWA) operator in the aggregation of the information is presented. It is used a concept that it is known in the literature as the index of maximum and minimum level (IMAM). This index is based on distance measures and other techniques that are useful for decision making. By using the OWA operator in the IMAM, we form a new aggregation operator that we call the ordered weighted averaging index of maximum and minimum level (OWAIMAM) operator. The main advantage is that it provides a parameterized family of aggregation operators between the minimum and the maximum and a wide range of special cases. Then, the decision maker may take decisions according to his degree of optimism and considering ideals in the decision process. A further extension of this approach is presented by using hybrid averages and Choquet integrals. We also develop an application of the new approach in a multi-person decision-making problem regarding the selection of strategies.

We present the induced generalized ordered weighted averaging (IGOWA) operator. It is a new aggregation operator that generalizes the OWA operator by using the main characteristics of two well known aggregation operators: the generalized OWA and the induced OWA operator. Then, this operator uses generalized means and order inducing variables in the reordering process. With this formulation, we get a wide range of aggregation operators that include all the particular cases of the IOWA and the GOWA operator, and a lot of other cases such as the induced ordered weighted geometric (IOWG) operator and the induced ordered weighted quadratic averaging (IOWQA) operator. We further generalize the IGOWA operator by using quasi-arithmetic means. The result is the Quasi-IOWA operator. Finally, we also develop a numerical example of the new approach in a financial decision making problem.

@450 wireless broadband service is Digita’s mobile wireless broadband network service. In @450 network Digita acts as the network operator offering network capacity to service operators. For Digita it is important to know what kind of services its network is capable of and what are the network’s service parameters. The knowledge of the network parameters and the behaviour can be used in advance in the development of new service products. Before a new service product can be offered to service operators a lot of work has to be done. The basic testing is necessary to get an understanding of the basic functionality. The requirement specification has to be done and a new product has to be created. The new product has to be tested. The test results have to be analysed in order to find out if the new product is suitable for real use and with which limitations. The content of this Thesis is the development of wireless technologies, @450 service and network, FLASH-OFDM technology, FLASH-OFDM performance testing and the development of a new service product.

L'introdution et les résultats principaux sont présentés au chapitre 1. Au chapitre 2, on rappelle quelques faits biens connus concernant les fonctions propres du laplacien sur le disque et sur les fonctions de Bessel. Au chapitre 3, on prouve des résultats concernant la croissance de la norme ponctuelle des fonctions propres. On montre notamment que, si m=n ! 0, alors pour tout point donné (r; ) du disque, la valeur de F (r; ) décroit exponentiellement lorsque ! 1. Au chapitre 4, on montre plusieurs résultats sur la croissance de la norme L1. Le probl ème avec conditions frontières de Neumann est discuté au chapitre 5 et on présente quelques résultats numériques au chapitre 6. Une brève discussion et un sommaire de notre travail se trouve au chapitre 7.

Les façons d'aborder l'étude du spectre du laplacien sont multiples. Ce mémoire se concentre sur les partitions spectrales optimales de domaines planaires. Plus précisément, lorsque nous imposons des conditions aux limites de Dirichlet, nous cherchons à trouver la ou les partitions qui réalisent l'infimum (sur l'ensemble des partitions à un certain nombre de composantes) du maximum de la première valeur propre du laplacien sur tous ses sous-domaines. Dans les dernières années, cette question a été activement étudiée par B. Helffer, T. Hoffmann-Ostenhof, S. Terracini et leurs collaborateurs, qui ont obtenu plusieurs résultats analytiques et numériques importants. Dans ce mémoire, nous proposons un problème analogue, mais pour des conditions aux limites de Neumann cette fois. Dans ce contexte, nous nous intéressons aux partitions spectrales maximales plutôt que minimales. Nous cherchons alors à vérifier le maximum sur toutes les $k$-partitions possibles du minimum de la première valeur propre non nulle de chacune des composantes. Cette question s'avère plus difficile que sa semblable dans la mesure où plusieurs propriétés des valeurs propres de Dirichlet, telles que la monotonicité par rapport au domaine, ne tiennent plus. Néanmoins, quelques résultats sont obtenus pour des 2-partitions de domaines symétriques et des partitions spécifiques sont trouvées analytiquement pour des domaines rectangulaires. En outre, des propriétés générales des partitions spectrales optimales et des problèmes ouverts sont abordés.

Biometrics has become important in security applications. In comparison with many other biometric features, iris recognition has very high recognition accuracy because it depends on iris which is located in a place that still stable throughout human life and the probability to find two identical iris's is close to zero. The identification system consists of several stages including segmentation stage which is the most serious and critical one. The current segmentation methods still have limitation in localizing the iris due to circular shape consideration of the pupil. In this research, Daugman method is done to investigate the segmentation techniques. Eyelid detection is another step that has been included in this study as a part of segmentation stage to localize the iris accurately and remove unwanted area that might be included. The obtained iris region is encoded using haar wavelets to construct the iris code, which contains the most discriminating feature in the iris pattern. Hamming distance is used for comparison of iris templates in the recognition stage. The dataset which is used for the study is UBIRIS database. A comparative study of different edge detector operator is performed. It is observed that canny operator is best suited to extract most of the edges to generate the iris code for comparison. Recognition rate of 89% and rejection rate of 95% is achieved

This article surveys the classical orthogonal polynomial systems of the Hahn class, which are solutions of second-order differential, difference or q-difference equations. Orthogonal families satisfy three-term recurrence equations. Example applications of an algorithm to determine whether a three-term recurrence equation has solutions in the Hahn class - implemented in the computer algebra system Maple - are given. Modifications of these families, in particular associated orthogonal systems, satisfy fourth-order operator equations. A factorization of these equations leads to a solution basis.

Ausgangspunkt der Dissertation ist ein von V. Maz'ya entwickeltes Verfahren, eine gegebene Funktion f : Rn ! R durch eine Linearkombination fh radialer glatter exponentiell fallender Basisfunktionen zu approximieren, die im Gegensatz zu den Splines lediglich eine näherungsweise Zerlegung der Eins bilden und somit ein für h ! 0 nicht konvergentes Verfahren definieren. Dieses Verfahren wurde unter dem Namen Approximate Approximations bekannt. Es zeigt sich jedoch, dass diese fehlende Konvergenz für die Praxis nicht relevant ist, da der Fehler zwischen f und der Approximation fh über gewisse Parameter unterhalb der Maschinengenauigkeit heutiger Rechner eingestellt werden kann. Darüber hinaus besitzt das Verfahren große Vorteile bei der numerischen Lösung von Cauchy-Problemen der Form Lu = f mit einem geeigneten linearen partiellen Differentialoperator L im Rn. Approximiert man die rechte Seite f durch fh, so lassen sich in vielen Fällen explizite Formeln für die entsprechenden approximativen Volumenpotentiale uh angeben, die nur noch eine eindimensionale Integration (z.B. die Errorfunktion) enthalten. Zur numerischen Lösung von Randwertproblemen ist das von Maz'ya entwickelte Verfahren bisher noch nicht genutzt worden, mit Ausnahme heuristischer bzw. experimenteller Betrachtungen zur sogenannten Randpunktmethode. Hier setzt die Dissertation ein. Auf der Grundlage radialer Basisfunktionen wird ein neues Approximationsverfahren entwickelt, welches die Vorzüge der von Maz'ya für Cauchy-Probleme entwickelten Methode auf die numerische Lösung von Randwertproblemen überträgt. Dabei werden stellvertretend das innere Dirichlet-Problem für die Laplace-Gleichung und für die Stokes-Gleichungen im R2 behandelt, wobei für jeden der einzelnen Approximationsschritte Konvergenzuntersuchungen durchgeführt und Fehlerabschätzungen angegeben werden.

We investigate for very general cases the multiplet and fine structure splitting of muonelectron atoms arising from the coupling of the electron and muon angular momenta, including the effect of the Breit operator plus the electron state-dependent screening. Although many conditions have to be fulfilled simultaneously to observe these effeets, it should be possible to measure them in the 6h- 5g muonic transition in the Sn region.
