The research work reported in this thesis is concerned with the development and application of an urban scale sampling methodology for measuring and assessing background levels of heavy metal soil contamination in large and varied urban areas. The policy context of the work is broadly the environmental health problems posed by contaminated land and their implications for urban development planning. Within this wider policy context, the emphasis in the research has been placed on issues, related to the determination and application of 'guidelines' for assessing the significance of contaminated land for environmental planning. In concentrating on background levels of land contamination, the research responds to the need for additional techniques which address both the problems of measuring soil contamination at the urban scale and which are also capable of providing detailed information for use in the assessment of contaminated sites. Therefore, a key component of the work has been the development of a land-use based sampling framework for generating spatially comprehensive data on heavy metals in soil. The utility of the information output of the sampling method is demonstrated in two alternative ways. Firstly, it has been used to map the existing pattern of typical levels of heavy metals in urban soils. Secondly, it can be used to generate both generalised data in the form of 'reference levels' from which the overall significance of .background contamination may be assessed and detailed data, termed 'normal limit levels' for use in the assessment of site specific investigation data. The fieldwork was conducted in the West Midlands Metropolitan County and surface soil has been sampled and analysed for a measure of plant-available' and 'total' lead cadmium, copper and zinc. The research contrasts with much of the previous work on contaminated land which has generally concentrated on either the detailed investigation of individual sites suspected of being contaminated or the appraisal of land contamination resulting from specific point sources.

This article investigates the relationship between zoning by-laws, as put forward in governmental land-use plans and the viability of urban residential neighbourhood economies. The Dutch planning tradition has long been characterized by strict separation of functions and top-down planning. We argue that profound changes in social and economic structures make land-use planning practices less suitable for the current policy formula of "mixed urban milieus". Although the residential neighbourhood might not be the location of large firms, it definitely attracts small ones, and facilitates starting businesses whose presence (and potential growth) can be beneficial to the city as a whole. We present a typology of spatial patterns of neighbourhood economies based on land-use plans and describe whether these are related to the distinctive economic development of the neighbourhood over the period 1999-2007. © 2013 Taylor & Francis.

South Florida has been subject to considerable changes during the last 100 years. This study provides a detailed survey of the presence, concentration levels, and spatial distribution of organic and inorganic contaminants in sediment samples collected within the coastal environments of southwest Florida. It evaluates the potential contributions and effects of the urban and agricultural development to the pollution loading of the estuarine sediments. And it also provides information regarding chronology of contamination at impacted sites. Copper was found to be the most critical contaminant among the trace metals. 12% of the samples exceeded the Threshold Effects Level (TEL). None of organic contaminants measured exceeded the Probable Effects Level (PEL) criteria. Total PAHs concentrations exceeded the TEL criteria in 6% of the samples. The evaluation for the chronology of contamination showed a significant increase with time of every contaminant analyzed. Fluorescence spectroscopy proves to be a good method for fast screening PAHs.

Industrial land development has become a key feature of urbanization in Greater Jakarta, one of the largest metropolitan areas in Southeast Asia. Following Suharto’s marketoriented policy measures in the late 1980s, private developers have dominated the land development projects in Greater Jakarta. The article investigates the extent to which these private industrial centers have effectively reduced the domination of Jakarta in shaping the entire metropolitan structure. The analysis indicates that major suburban industrial centers have captured most of the manufacturing employment that has dispersed from Jakarta. The industrial centers have now increasingly specialized and diversified. It is likely that a polycentric metropolitan structure will emerge in the future.
