How do we engage with the pressing challenges of xenophobia, radicalism and security in the age of the "war on terror"? The widely felt sense of insecurity in the West is shared by Muslims both within and outside Western societies. Growing Islamic militancy and resulting increased security measures by Western powers have contributed to a pervasive sense among Muslims of being under attack (both physically and culturally). Islam and Political Violence brings together the current debate on the uneasy and potentially mutually destructive relationship between the Muslim world and the West and argues we are on a dangerous trajectory, strengthening dichotomous notions of the divide between the West and the Muslim world.

Secure management of Australia’s commercial critical infrastructure presents ongoing challenges to owners and the government. Although it is currently managed through high-level information sharing via collaboration, but does this suit the commercial sector. One of the issues facing Australia is that the majority of critical infrastructure resides under the control of the business sector and certain aspects such of the critical infrastructure such as Supply Chain Management (SCM) systems are distributed entities and not a single entity. The paper focuses upon the security issues associated with SCM systems and critical infrastructure protection.

Summary: "In the wake of the September 11 and subsequent terrorist attacks, the academic and media commentaries on Islam the religion and Islam the basis for political ideology haves received an unprecedented high level of exposure and attention. The acts of political violence by extremist groups and the omnipresent war on terror have added fresh uncertainties to an already complex global order. Just as terrorism and counter-terrorism are locked in a mutually re-enforcing symbiosis, the sense of insecurity felt by Muslims and non-Muslims alike is mutually dependent and has the potential to escalate. This general assessment holds true for Muslims living in the Muslim world and beyond. The pervasive sense of being under attack physically and culturally by the United States and its allies has contributed to a growing unease among Muslims and re-enforced deep-seated mistrust of the ʻWestʼ. Public articulation of such misgivings has in turn, lent credence to Western observers who posit an inherent antipathy between the West and the Muslim world. The subsequent policies that have emerged in this context of fear and mutual distrust have contributed to the vicious cycle of insecurity. The present volume is anchored in the current debates on the uneasy and potentially mutually destructive relationship between the Muslim world and certain West countries. It brings together leading international scholars in this interdisciplinary field to deal with such inter-related questions as the nature of Islamism, the impact of the ʻwar on terrorʼ on the spread of militancy, the growing sense of being under siege by Muslim Diasporas and the many unintended ramifications of a security-minded world order. This volume deliberately focuses on these issues both at a broad theoretical level but more importantly in the form of a number of prominent case studies including Indonesia, Algeria and Turkey."--Publisher description.

The article argues that the theoretical framework presented by the Copenhagen School is currently unsuited to empirical studies outside the West owing to two factors. First, the presence of the ‘Westphalian straitjacket’ has prevented explicit interrogation of the normative concepts underlying the framework: there is a presumption that European understandings of society and the state are universal. Second, the centrality of the speech-act for securitization to the exclusion of other forms of expression, such as physical action, results in the theoretical framework producing a Westernized description of a given situation. The extent to which these factors limit the utility of the concepts of securitization and societal security in a non-Western setting is illustrated through the case of the overthrow of the government in Kyrgyzstan in March 2005. This example forms an empirical critique to highlight how theoretical shortcomings result in a simplified and Westernized description of the situation that does not take into account the specific local socio-political context. The article concludes that if the Copenhagen School’s theoretical framework is to be considered suitable for universal application, future theoretical developments must explicitly address the issues discussed to enable progress in escaping International Relations’ Westphalian straitjacket.

The Copenhagen School's notion of securitization is widely recognised as an important theoretical innovation in the conceptualisation of security, not least for its potential for including a range of actors and spatial scales beyond the state. However, its empirical utility remains more open to question due to a lack of reflexivity regarding local socio-cultural contexts, narrow focus on speech and inherently retrospective nature. Drawing on fieldwork conducted by the author in Kyrgyzstan between September 2005 and June 2006, this paper will examine the implications of these limitations for conducting empirical research on "security" logistically and methodologically. Centrally, the question of how “security” can be researched in the field will be discussed. Consideration will be given to the researcher’s role in talking “security” and how “security” can effectively be located and explicated through the creation of ethnomethodological “thick description”. Issues of contingency, multiple voices and power loci, and inter-cultural translation will be addressed. The paper will conclude with a consideration of how local knowledge can be used to inform our research and help find ways to bridge the divide between the field and theory.

O objetivo desta pesquisa foi analisar o Programa de Gestão Social em Territórios Pacificados – Territórios da Paz à luz da construção teórica da Gestão Social na academia. Com base na literatura sobre Gestão Social, buscou-se identificar as diferentes vertentes que orientam a sua discussão. Somado a isto, foram discutidos ao longo do referencial teórico questões que favorecem o entendimento do contexto no qual está inserido o Programa Territórios da Paz, tais como as favelas, política de segurança pública e o projeto de pacificação em curso na cidade do Rio de Janeiro. Tendo em vista o discurso adotado pelo Programa Territórios da Paz, optou-se por analisa-lo a partir de algumas categorias de avaliação de processos participativos deliberativos, quais sejam: Processos de Discussão, Inclusão, Pluralismo e Bem Comum. Os dados foram coletados, em um primeiro momento, por meio de pesquisa bibliográfica. Em seguida, foram realizadas entrevistas junto aos gestores sociais responsáveis pela condução do programa estudado nos diferentes territórios. Em suma, os resultados apontam para a existência de espaços para discussão, contudo sem capacidade deliberativa. Em alguns momentos, as características do que foi denominado um Programa de Gestão Social se aproximam das características da Gestão Estratégica, cujo arcabouço conceitual e instrumental se apoia sobre mecanismos de tomada de decisão baseados na hierarquia e conhecimento técnico.
