Este trabalho investigou e analisou a implantação e as conseqüências da parceria público-privada no município de Ipeúna, Estado de São Paulo, quanto à compra de ‘sistema de ensino’. Partindo do pressuposto que, a política do governo estadual de Mário Covas, ratificada nacionalmente pelo Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério (Fundef), induziu a municipalização do ensino fundamental e em decorrência houve a ampliação de parcerias público-privadas. Considerou-se neste trabalho o levantamento de dados demográficos, financeiros e educacionais, realização de entrevistas semi-estruturadas, consultas aos sites governamentais. No estudo de caso verificou-se que houve alterações na política educacional municipal, alterou-se o ‘lócus’ decisório quanto à seleção e organização dos conteúdos curriculares e quanto à formação de professores, transferindo-os para o ‘sistema de ensino’.

This essay is intended for an analysis of the principal's duties in São Paulo State school, considering the conceptions of Administration specialists, Education professionals and the legal directives pertinent to the State government. It was interesting the procedures of rereading and analyzing of the literature of the area; the survey and analysis of legal documents which, direct or indirectly, concern the principal's duty and the accomplishment, transcription and analysis of half elaborated interviews with administrators and teachers. At the end of this research, it was found some contradictions in the conception of School Administration like it is diffused in different contexts, which anyway reflects the conceptions of the respondents.

The growth area of cities has resulted in a phenomenon of conurbation (or expressing tendency). This correspond to a combine of two or more urban cores, there are formations of conurbations. In this way, there are the formations of urban concentrations and can achieve the step metropolitan or not metropolitan. Besides, this kind of expansion generates many social and environmental problems related about habitation, rubbish, drain, and others. Piracicaba, a city in expansion, recently, shows evidences of conurbation not metropolitan around itself. Like this, the paulista government, at June, 26 of 2012, institutionalized the Urban Concentration of Piracicaba, a regional unity, intending the administration along with 22 cities. However, for this fact, must be taken into account functional integration among urban centers, because the number of municipalities are presented to compose a urban concentration of level not metropolitan. It has checked along this research, according with proposition about 22 cities. Thus, the objective of this research is identify and analyze the functional integration among participating municipalities through the commuting, in other words, the spatial displacement of people, important factor to be taken into account when defining urban concentration. Considering the displacement routine people, the commuting, also aimed identify the flow of public transport intercity travel among the cities of Piracicaba Regional Unity. Then, analyze the criteria used for establish the Piracicaba Regional Unity, if it was considered technical character or if it was prioritized the political character. To conduct this research, it was done the literature review related to the theme and data collection related lines of intercity transportation and often travel with ARTESP and companies responsible for it service

Nos dias de hoje, com o grande interesse da população sobre esportes e lazer, a Educação Física vem se propagando e se desenvolvendo de diversas formas, entre elas a Escolar e a Acadêmica. Em função disso, surgiu o interesse de descobrir como são as aulas de Educação Física no Ensino Médio. Para tanto, procuramos averiguar, a partir da visão dos professores, quais são os principais pontos negativos da Proposta Curricular do Estado de São Paulo de Educação Física rede Pública Estadual de Ensino. Tendo por base os professores da rede Estadual de Ensino demos início a esta investigação. Para tanto, foi aplicado um questionário, contendo 6 questões, em 9 professores da “rede”. Após as análises, os resultados mostraram que grande partes dos entrevistados apóiam a iniciativa do Governo Estadual em criar a Propostas Curricular. Tais professores dizem também que o ensino melhorou, porém é necessário que melhore e que tanto o profissional de Educação Física como a disciplina escolar devem ser mais valorizadas.

The increasing amount of information about public management conveyed by government electronic portals in the internet has attracted the attention of scientific research, which has resulted in reviews of the contribution of such channels of public communication for the expansion of citizenship. It is the duty of the government to inform citizens effectively as well as using effective language to deal with different ways of relating with each public. Based on data collected in the official social media of state government during search for Scientific Initiation PIBIC/CNPq entitled “Digital Democracy and Social Networks: Analysis of Use of Internet by the Government of State of Sao Paulo” and official strategic manuals of the first industry this work of course completion has analyzed practices and recommendations of the area to contribute to the development of strategies of public communication

O presente artigo tem como objetivo apresentar e discutir os resultados de parte de uma pesquisa empírica levada a cabo em 2008 com alunos de espanhol de um dos Centros de Estudos de Línguas mantido pelo governo estadual de São Paulo. Tínhamos como meta conhecer e mensurar, até onde fosse possível, o nível de motivação dos alunos em sala de aula, assim como as suas principais causas. Uma vez que tais Centros são, no momento, os responsáveis em São Paulo pela aplicação da lei que torna obrigatória a oferta de língua espanhola nas escolas de nível médio do país (no que se refere à escola pública estadual), consideramos pertinente divulgar tais resultados, de forma que as discussões suscitadas por eles possam contribuir para um ensino de línguas mais motivador e, portanto, mais eficiente. A pesquisa, de cunho quantitativo e qualitativo, contou com 161 alunos informantes. Os principais resultados apontaram que i) os estudantes em geral encontram-se motivados durante as aulas de espanhol; ii) a figura do professor, o esforço depreendido, o conteúdo, a autonomia de escolha do idioma estudado e o prazer que têm em aprender a LE foram as principais causas de motivação apresentadas; iii) a falta de conhecimento sobre aspectos culturais da língua alvo foi apontada como uma das principais causas de desmotivação; iv) as atividades descritas como mais motivadoras foram, pela ordem, jogos e brincadeiras, vídeos/filmes e músicas; v) as atividades consideradas menos motivadoras foram seminário, prova oral/chamada oral e redação.

A partir de 2012, o Governo Estadual do Rio de Janeiro através da Secretaria de Estado de Saúde passou a adotar o modelo de gestão com base em Organizações Sociais de Saúde (OSS), a fim de melhorar os serviços prestados pelas Unidades de Saúde sob sua responsabilidade, ou seja, ampliar a cobertura de atendimento, melhorar o desempenho e reduzir custos. Desde junho de 2014, 80% das Unidades Estaduais de Saúde já eram gerenciadas por Organizações Sociais. O modelo de OSS foi criado com o intuito de publicizar serviços de relevância pública, até então prestados pelo Estado, mas que passaram a ser considerados não exclusivos do mesmo, a fim de alcançar maior eficiência. Nesse contexto, a presente pesquisa tem o objetivo de analisar o desempenho dos serviços prestados através das OSS contratualizadas pelo Estado do Rio de Janeiro (ERJ). Para tanto foi realizada uma contextualização sobre o processo de implementação e acompanhamento dos contratos de gestão na Secretaria de Estado de Saúde do Rio de Janeiro, bem como uma pesquisa documental com o levantamento dos indicadores quantitativos e qualitativos pactuados e os recursos de custeio utilizados, resultando na elaboração de ficha técnica de todos os contratos de gestão. As análises tiveram como foco a evolução dos indicadores quantitativos dos contratos de gestão no ano de 2012 até o 1º semestre de 2015, bem como o desempenho medido pela correlação de resultados de produtividade obtidos com base em indicadores quantitativos. Os resultados encontrados mostram que 80 % dos contratos de gestão de Hospitais Emergência, 75 % dos Hospitais Especializados e 92 % das Unidades de Pronto Atendimento atingem ou superam o grau de desempenho esperado pela SES quanto ao cumprimento do indicador Produção Hospitalar no ano de 2015, com ampliação da oferta de serviços especializados através das OS. Já para o cumprimento do indicador Produção Serviços Auxiliares de Diagnose e Terapia os resultados são 60 % para Hospitais Emergência e 25 % para Hospitais Especializados. Uma das conclusões possíveis e que cabe à SES/RJ, aprimorar sua função regulatória com a efetiva utilização da serie histórica de informações para a construção de indicadores compatíveis com o perfil das suas Unidades. Como sugestão para futuros estudos, aponta-se a possibilidade de realizar a mensuração da eficiência dos contratos de gestão do ERJ através da técnica envoltória de dados que correlaciona um número maior de indicadores qualitativos para verificação da eficiência.

This thesis aims to understand the extent to which state capacities of state governments explain the effectiveness of the implementation of Programa Bolsa Família (PBF) in the Northeast, adopting the implementation of the theory as the main theoretical lens and more specifically the concept of state capacity. Methodologically is a study of public policy evaluation, and categorized as a process of evaluation study or implementation. Given the specificity of the object is classified as a multi case study research covering the states of Sergipe, Rio Grande do Norte and Bahia. In addition to using secondary data, the study used semi-structured interviews with members of Intersectoral Committees responsible for the actions of PBF and the Cadastro Único at the state level, composed of representatives of the areas of the state government of Social Welfare, Education and Health. the main findings related to technical and administrative capacities and policies were found: infrastructure with weakness in human resources, technological and financial resources; intra-governmental coordination with boundaries between PBF and Unified Social Assistance System , and the actions of conditionality of health and Health Unic System Basic Attention; intergovernmental coordination carried out mostly by the distance limitations of displacement and incipient regional decentralization of actions; based monitoring in the municipalities of lower performance and from the parameters placed by the federal government and political capacities; representative political system is hardly accessed by instances of program management; minor social participation and low articulation with related issues advice to PBF; audit control by any outside agencies. The thesis concludes that depending on the capabilities found implementing weaknesses are not unique to the program's actions, but from the very institutional capacity of the systems in which it operates that are the Unified Social Assistance System, the Health Unic System and the Educational System. In other words limitations of their own state capacities of the state governments and the municipal governments of each territory, such as quantitative insufficiency and qualification of human resources, financial and institutional resources, lack instance promoting decentralization (Intergovernmental and intra-governmental) as well the weakness or absence of a network of local social services are also factors that explain the program management performance and state capabilities of arrangements formed by states and municipalities in the PBF, only to partially deal with the complexity of joints involving Implementation of the program with regard to inter and intra-governmental action.

The objective of this thesis is to understand how a certain social condition becomes relevant enough to be regarded as an issue worthy of government action and how certain proposed initiatives prevail while others are discarded. More specifically, the goal is to discuss public policy for education and check whether the analytical models employed are significant enough to explain how the literacy issue became part of the policy agenda of the government of the State of Ceará in Brazil, and how the Literacy Program at the Right Age (PAIC) developed over time. From the empirical perspective about public policy for education in Brazil, this is a relevant case when one takes into account that, historically, the literacy policies are focused on teenagers and adults, implying a lack of specific initiatives towards children at the proper age of learning to read and write. In order to understand what drove this issue to the top of the state government agenda, this thesis is primarily based on the literature about public policy analysis, with focus on the agenda setting process and development of proposals. A hybrid approach is used, combining analytical tools from Kingdon’s Multiple Streams Model (1995), the Advocacy Coalition Framework by Sabatier and Jenkins Smith (1993) and the historical new institutionalism lens. The research method is qualitative and based on the single case study method. The data set was assembled from institutional PAIC-related documents, tachygraphy notes from sessions at Ceará’s State House of Representatives, press clippings, academic studies and interviews with key participants from several organizations. The conclusion of this thesis is that, given the complexity of the case in point, the combination of the three analytical methods is adequate and necessary to understanding the multiple drivers for this issue to have entered Ceará’s state government agenda and the design of the PAIC itself. Particularly relevant are the ideas and the policy entrepreneurs, the processes of problem recognition for the composition of a wide coalition and for the specification of alternatives, and the path dependence of the education policy in Ceará. This study adds, as a result, to a better understanding of the stages that make up the agenda setting in public policy, in particular in the field of education.

Avalia a contribuição da produção científica do Programa de Pós-Graduação em Medicina Tropical da Universidade Federal de Pernambuco (2004 a 2012) às necessidades sociais em Saúde Tropical do estado de Pernambuco. Para isto, utiliza como referência o Plano Estadual de Saúde (2012-2015) desenvolvido pelo Governo Estadual de Pernambuco. Sobre o aspecto metodológico, este estudo se caracteriza como descritivo, e utilizou-se dos fundamentos da Cientometria para medir se as publicações dos pesquisadores permanentes do Programa de Pós-Graduação em Medicina Tropical da UFPE estavam alinhadas às problemáticas descritas no Plano Estadual de Saúde. As etapas metodológicas foram: a) levantamento de dados da formação e da produção científica dos pesquisadores na Plataforma Lattes do CNPq; b) identificação temática da produção científica realizada pelos pesquisadores envolvidos e mapeamento das doenças tropicais citadas no Plano Estadual de Saúde; e c) construção e aplicação de entrevistas realizadas junto aos pesquisadores por meio de questionário. Como principais resultados, percebe-se que as motivações de pesquisa são: a) adequação da produção às linhas de pesquisa estabelecidas pelo Programa, e b) a oportunidade de proporcionar benefícios para a sociedade, constatando assim, que as motivações para a realização das pesquisas são sociais, tendo pouca influência do segmento privado. Sobre o alinhamento dos temas produzidos com as necessidades sociais em Saúde Tropical do estado de Pernambuco, verifica-se que o programa vem ampliando o escopo do conceito de doença tropical para doenças infecciosas, e por isto, o HIV aparece no topo dos temas mais representativos.
