Iowa Communications Network Fiscal Year 2009 Annual Report

On behalf of the Iowa Telecommunications and Technology Commission (ITTC) overseeing the Iowa Communications Network, I am pleased to submit the Fiscal Year 2009 Annual Report. Throughout the report you will find stories and examples that demonstrate the many ways in which ICN video, voice, Internet, and data services have touched the lives of Iowans across our state. The ITTC strongly supports the IJOBS initiative and has enthusiastically accepted its responsibilities as stated in SF376 bill passed during the 2009 legislative session. Through the collaboration of the Iowa Utilities Board, Iowa Department of Economic Development and ITTC, a talented governing board is bringing together the interests of many public and private stakeholders to strengthen our telecommunications infrastructure and make broadband access a reality for every Iowan.

Report of Savings by Using Video Conferencing Through Iowa Communications Network to the Iowa General Assembly, Fiscal Year 2009

Introduction and summary Iowa Code § 8D.10 requires certain state agencies prepare an annual report to the General Assembly certifying the identified savings associated with that state agency’s use of the Iowa Communications Network (ICN). This report covers estimated cost savings related to video conferencing via ICN for the Iowa Department of Transportation (DOT). In FY 2009, the DOT did not conduct any sessions utilizing ICN’s video conferencing system. Therefore, no cost savings were calculated for this report. Iowa Department on Aging Office of the State Long-Term Care Ombudsman Annual Report 2009, (Federal Fiscal Year October 1, 2008 through September 30, 2009), January 2010.

The State Long-Term Care Ombudsman program operates as a unit within the Iowa Department on Aging. Duties of all long-term care ombudsmen are mandated by the Older Americans Act. This office serves people living in nursing facilities, skilled nursing facilities, residential care facilities, nursing facilities in hospitals, elder group homes and assisted living programs. In order to carry out all of the mandates of the Older Americans Act this office recommends to increase the number of staff and create a volunteer ombudsman program. NOTE: The second file includes a correction to the report on page 8.

The report highlights the services the IUB provided to Iowans, along with results achieved to ensure reliability, and to improve and expand utility service infrastructure in Iowa. This information is provided in accordance with the State of Iowa Accountable Government Act, Iowa Code chapter 8E. The two basic business functions of the IUB are utility regulation and compliance, and resource management. This report covers performance information for both of these areas.

Use of ICN’s Internet and data services have continued to increase exponentially, which reflects the capacity needed for greater access to high-speed Internet (Broadband). Users are incorporating more web-based applications, which uses larger amounts of bandwidth; such as transmitting hospital MRIs, video streaming, and web-based systems.

In order to carry out all of the mandates of the Older Americans Act this office recommends to increase the number of local long-term care ombudsman, develop a volunteer long-term care ombudsman program, clarify the definition of assisted living in Iowa, expand the long-term care ombudsman program into home and community based services, and reinstate the Iowa Office of Substitute Decision Maker.
