This article tells about the relationship between resource politics and security in international relations. Using the Mekong River Basin as its case study, the article examines the place of resource and development issues in attempts to develop regional institutions. The question of whether a resource development regime with apparently low productivity in terms of technical output, but high levels of resilience and longevity, should be considered a failure or not, is considered. This question is examined within the broader context of Southeast Asian politics during the First, Second, and Third Indochina conflicts as well as the post-cold war era. The article argues that survival and a capacity to change to meet the challenges of extreme broader events are clear evidence of regime success. From this standpoint, the article explores ways in which the Mekong resource regime is linked to more general concerns for political security and stability and may in fact reflect political concerns for subregional neighborhood maintenance.

This article undertakes a text analysis of the promotional materials generated by two educational brokers, the British Council’s Education Counselling Service (ECS) and Australia’s International Development Programme (IDP-Education Australia).By focusing on the micropractices of branding, the constructions of the "international student" and "international education" are examined to uncover the relations between international education and globalisation.The conclusion reached here is that the dominant marketing messages used to brand and sell education are unevenly weighted in favour of the economic imperative.International education remains fixed in modernist spatiotemporal contexts that ignore the challenges presented by globalisation.Developing new notions of international education will require a more critical engagement with the geopolitics of knowledge and with issues of subjectivity, difference, and power.Ultimately, a more sustained and comprehensive engagement with the noneconomic dimensions of globalisation will be necessary to achieve new visions of international education.

As a major European donor, German government development assistance faces a series of challenges. Recent political changes have raised expectations for demonstrable health outcomes as a result of German development assistance; there has been a deepened commitment to collaboration with other bilateral and multilateral donors; and partner countries are increasingly open to new approaches to development. German development assistance also reflects a new ethos of partnership and the shift to programmatic and sector based development approaches. At the same time, its particular organizational structure and administrative framework highlight the extent of structural and systems reforms required of donors by changing development relationships, and the tensions created in responding to these. This paper examines organizational changes within the German Agency for Technical Cooperation (Deutsche Gesellschaft fur Technische Zusammenarbeit) (GTZ), aimed at increasing its Regional, Sectoral, Managerial and Process competence as they affect health and related sectors. These include the decentralization of GTZ, the trend to integration of projects, the increasing focus on policy and health systems reform, increased inter-sectoral collaboration, changes in recruitment and training, new perspectives in planning and evaluation and the introduction of a quality management programme. The expectation that technological returns from defense expenditure through acquisition, international cooperation and domestic research would further national development underappreciates the different technological dynamic of the armed services. This paper outlines the technological dynamic the stems from fighting in the air, at sea and on land, exemplifying consequences for the case of acquisition.

This text focuses on the major drivers of Brazilian agricultural cooperation in Africa as conceived and pursued from 2004 to 2014, with emphasis on the impacts of political and economic international changes that took place in that period, and particularly the impacts of the 2008 economic crisis, in framing Brazil's foreign policy and development assistance initiatives. It addresses current international forces and developments at the systemic level, but also analyses recent economic domestic developments, in particular those directly related to Brazilian agriculture and those related to the policy framework of its evolving internationalization. Special attention is paid to the dual dimensions of Brazilian agricultural policy and to its projection in agricultural cooperation as pursed in Africa.

This article addresses three questions: why there was a surge in regional cooperation projects in Latin America in the last decade; how to characterize the current multi-faceted scenario; and how to make this complexity work. After a review of six theoretical perspectives, an original conceptual approach is proposed: "modular regionalism." This credibly answers the three questions and offers policy recommendations.

The work presented herein follows an ongoing research that aims to analyze methodological practices to be applied in Design Education. A reflection about methodological strategies in Design Education and the function of drawing in Design represents the beginning of this study. Then, we developed an interdisciplinary pedagogical experience with the Graphic Design 1st grade students from our institution (IPCA). In the current academic year, 2013/2014, we continue to evolve this project, introducing changes in the initial proposal. Major alterations focused on the aspects that could be strengthened in terms of interdisciplinarity. In this article, the authors describe those changes and discuss the outcomes of the novel proposal. As we have already reported, this investigation follows a reflection about working methods to be adopted in Design Education. This is in accordance with other previously published works that purpose the enlargement of Design into new knowledge fields such as Experience or Service Design, changing not only the role of the graphic designer, but also the skills required to be a professional designer (Alain Findelli, 2001), (Brian Lawson, 2006), (Ciampa-Brewer, 2010). Furthermore, concepts such as cooperation or multidisciplinary design, amongst others, have been frequently debated as design teaching strategies (Heller and Talarico, 2011, pp. 82-85). These educational approaches also have an impact on our research. The analysis of all these authors’ contributions together with a reflection on our teaching practice allowed us to propose an improved interdisciplinary intervention.

Resumo: A intervenção em crianças disléxicas nem sempre é fácil uma vez que, à partida, serão crianças desmotivadas por insucessos repetidos, complexos de inferioridade, timidez, baixa autoconfiança e auto-estima, com pouca capacidade de atenção e concentração. A família, a escola e a sociedade em geral têm um papel decisivo, não deverão exigir nem impor metas complicadas, adaptando sempre uma postura de compreensão da criança. A criança disléxica aprende num ritmo diferente, como tal, precisa que a escola adeqúe as suas práticas educativas tendo em conta as suas características e especificidades. Pretende-se com este trabalho aprofundar conhecimentos sobre a temática da dislexia e sua aplicação, dentro da sala de aula, na disciplina Educação Visual e Tecnológica, numa turma do 2º Ciclo do Ensino Básico que inclui uma aluna considerada disléxica. Começámos por caracterizar a turma, a aluna e os contextos envolventes em que as mesmas se inserem, seguidamente fez-se uma intervenção estruturada, a longo e curto prazo, numa dinâmica de planificação, acção e reflexão, numa perspectiva de educação inclusiva, com práticas educativas cooperativas e diferenciadas. Ao longo das sessões de trabalho, a turma teve a oportunidade de se manifestar nas assembleias de turma, na negociação das actividades, de trabalhar em pares, em grande e pequeno grupo, criando desta forma um clima de inter-ajuda e de cooperação na sala de aula, funcionando com as duas professoras da disciplina, partilhando momentos de aprendizagem e socialização de saberes. A aluna considerada disléxica passou a interagir na turma com os colegas, de forma positiva, e estes com ela. As suas dificuldades foram superadas com a ajuda dos colegas, partilhando os seus saberes, dúvidas e experiências. Foi uma experiência positiva para o grupo, para a aluna e para as professoras da turma. Abstract: The intervention in dyslexic children is not always easy from the start, a priori, children will be discouraged by repeated failures, inferiority complexes, shyness, low selfconfidence and self- esteem, with little attention span and concentration. The family, school and society in general have a decisive role, should not require or impose complicated goals, always adapting an attitude of understanding of the child. The dyslexic children learn at a different pace, as such, requires the school to adjust its educational practices in view of their characteristics and specificities. The aim of this work to deepen knowledge on the subject of dyslexia and its application in the classroom, Visual and Technological Education as the subject, in a class of the 2nd Cycle of Basic Education that includes a student considered dyslexic. We have began by characterizing the class, the student and the surrounding contexts in which they are involved, then became a structured intervention in the long and short term, in order of creating a dynamic planning, action and reflection, with a inclusive education perspective, with cooperative practical education and differentiated. During the work seasons, the class had the opportunity to express themselves in class meetings, the negotiation activities, working in pairs, in large and small groups, thus creating a climate of mutual help and cooperation in the classroom, working with two teachers of the subject, sharing moments of learning and socialization of knowledge. The student consider as dyslexic has started to interact in the class with the colleagues in a positive way, and they with her. Their difficulties were overcome with the help of colleagues, sharing their knowledge, doubts and experiences. It was a positive experience for the group, to the student and the teachers of the class.

RESUMO: O presente estudo teve como objectivo investigar os principais impedimentos que ocorrem nos estabelecimentos de ensino relativamente à aplicabilidade dos Programas Nacionais de Educação Física (PNEF). Considerando as particularidades do grupo disciplinar, as instalações da escola ou o meio cultural envolvente, pretende-se perceber as razões para que no panorama nacional, a grande maioria das escolas resista a esse processo de mudança, não criando condições para o desenvolvimento de iguais oportunidades na disciplina de educação física no currículo de todos os alunos. Este estudo ambiciona ser um contributo para que a educação física (EF) dê um passo no desenvolvimento qualitativo da realidade educativa, ao destacar os pontos comuns e mais importantes reunidos nas escolas de referência que aplicam os PNEF. A metodologia desenvolvida apresenta duas fases na análise de dados, sendo que a primeira extrai os pontos em comum e personalizados do grupo de professores entrevistados pertencentes ao grupo A, constituído pelos autores dos PNEF e por uma especialista na área de desenvolvimento curricular. A segunda fase, segue a lógica anterior para o grupo B, grupo que reúne professores em contacto directo no dia-a-dia das escolas. A consciência e o conhecimento dos problemas apresentados nas escolas que não seguem os programas, torna-se importante pois possibilita a procura de soluções para esses mesmos problemas. Desta forma será possível desenvolver as inovações escolares, proporcionando aos alunos a oportunidade de crescer no seio das inúmeras qualidades que a disciplina de educação física pode oferecer e desenvolver. Um crescimento baseado na autonomia, na cooperação e no desenvolvimento de hábitos de vida saudável enquanto futuros cidadãos. ABSTRACT: This study aimed to investigate the main issues that prevent the physical education programs to be applied on the Portuguese schools. Considering the disciplinary group particularities, the school facilities or the environment, we intend to understand the reasons that may explain why the majority of the Portuguese schools resist to this change process, not creating conditions for the development of equal opportunities on the physical education of every student. This study intend to be a contribute for the physical education development on the educational reality, highlighting the common factors of the reference schools that apply the physical education programs. The method integrates two phases of development: the first one extracts the common and custom factors between the Group A professors, consisting of physical education programs authors and one expert in the field of curriculum development. The second phase follows the previous logic for the Group B, a group that meets professors with direct contact of schools day-to-day. The consciousness and knowledge about the existing problems in schools that don‟t apply physical education programs it‟s important, because it enables the search for solutions. This will allow innovations development, giving students the opportunity to grow within the many qualities that the discipline of physical education can provide and develop. Growth based on autonomy, cooperation and development of healthy lifestyle habits as future citizens.

Despite a massive expansion of education in Portugal, since the 1970’s, educational attainment of the adult population in the country remains low. The numbers of working-age people in some form of continuing education are among the lowest, according to the OECD and EU-27 statistics. Technological Schools(TS), initially created in the 1990’s, under the umbrella of the Ministry of Economy in partnership with industry and industrial associations, aimed to prepare qualified staff for industries and services in the country, particularly in the engineering sector, through the provision of post secondary non-university programmes of studies, the CET (Technological Specialization Courses). Successful CET students are awarded a DET(Diploma of Technological Specialization), which corresponds to Vocational Qualification level IV of the EU, according to the latest alteration (2005) of the Education Systems Act (introduced in 1986). In this, CET’s are also clearly defined as one of the routes for access to Higher Education (HE), in Portugal. The PRILHE (Promoting Reflective and Independent Learning in Higher Education) multinational project, funded by the European Socrates Grundtvig Programme, aimed to identify the learning processes which enable adult students in higher education to become autonomous reflective learners and search best practices to support these learning processes. During this research, both quantitative and qualitative methods were used to determine how students organise their studies and develop their learning skills. The Portuguese partner in the project’ consortium used a two case studies approach, one with students of Higher Education Institutions and other with students of TS. This paper only applies to students of TS, as these have a predominant bias towards engineering. Results show that student motivation and professional teaching support contribute equally to the development of an autonomous and reflective approach to learning in adult students; this is essential for success in a knowledge economy, where lifelong learning is the key to continuous employment.
