El pasado Mundial de Fútbol Categoría Sub-20 fue una gran oportunidad que tuvo Colombia para seguir mostrándose a nivel internacional y para mejorar su imagen negativa de ser un país violento. Debido al éxito de este evento, y que estuvo a la altura de los de su tipo, ya que también superó en record de asistencia a los que se habían realizado anteriormente (FIFA.COM, 2011), y sumado a las declaraciones del presidente de la FIFA: "Colombia está preparada para la gran Copa Mundial de FIFA, pero de momento deberá esperar hasta el año 2026, porque las sedes de los años 2014 (Brasil), 2018 (Rusia) y 2022 (Qatar) ya están asignadas" (Semana, 2011); este trabajo pretende analizar con base en los principales indicadores (infraestructuras, movilidad, vías, ciudades, seguridad), si Bogotá podría ser sede principal del mundial de fútbol del 2026. Para lograr el objetivo se tomaron como referencia los diferentes mundiales anteriormente realizados. Se hizo un análisis comparativo entre Johannesburgo (sede principal del Mundial realizado en Suráfrica en el 2010) y Bogotá, en 5 factores que permiten visualizar las fortalezas y debilidades de la capital colombiana para poder ser sede principal de un Mundial. Se presentan conclusiones.

Con la llegada al poder del Primer Ministro del Reino Unido Tony Blair en 1997, se implementaron una serie de cambios en la política de migración, orientados a atraer migrantes laborales. En éste trabajo de investigación se analizó la nueva política de migración de RU y el impacto de ésta sobre la fuerza laboral nacional. Usando los preceptos del paradigma liberal de las Relaciones Internacionales, se realizó un balance sobre las consecuencias positivas y negativas que tuvo la implementación de una política de migración orientada a recibir inmigrantes a larga escala, sobre la población trabajadora del país británico en ámbitos sociales, culturales, demográficos y económicos. A manera de conclusión el balance arroja resultados que indican que éste giro en la política migratoria no implicó beneficios significativos para la población nativa, especialmente en temas económicos y sociales.

En este estudio se evalúan los efectos estáticos de una reciente propuesta de reforma a la actual estructura arancelaria aplicada por Colombia. La propuesta, realizada por el gobierno, estaba dirigida a racionalizar dicha estructura y a propiciar un mejoramiento de la productividad de la industria, pero fue desechada en vista de la oposición del sector privado a la misma. La evaluación se hace mediante un modelo de equilibrio general computable multipaís. Sus resultados indican que la no implementación de la propuesta implica renunciar a las ganancias de bienestar esperables de una combinación de ésta y de la implementación de los acuerdos que hacen parte de la agenda comercial del país.

Las causas y los efectos de la asociación sindical han sido ampliamente estudiados por la literatura económica; no obstante en el caso colombiano existe un claro sesgo hacia el estudio de los efectos sobre el salario. Este documento presenta un estudio de los determinantes estructurales de la tasa de densidad sindical para Colombia incluyendo algunos aspectos particulares como los efectos regionales y sectoriales utilizando la Gran Encuesta Integrada de Hogares 2007. Se encuentra que la densidad sindical está determinada por factores semejantes a los de otros mercados de trabajo con patrones similares de negociación sindical, como los reportados por Johnson (2005). Finalmente, dadas sus cifras de asesinato de sindicalistas, consideramos que los determinantes de la afiliación sindical para el caso Colombiano son más complejos que los de otros países latinoamericanos

La corrupción sigue siendo uno de los principales problemas del Estado de Derecho en el siglo XXI. Su incidencia reduce la eficacia de la inversión, aumenta el valor de los bienes y servicios, reduce la competitividad de las empresas, vulnera la confianza de los ciudadanos en el ordenamiento jurídico y sobre todo condena a la miseria a quienes deben ser destinatarios de las políticas públicas.Sin embrago, la lucha que han realizado muchos gobiernos y funcionarios judiciales contra este fenómeno ha modificado sus formas de aparición, pues es cada vez menos frecuente la apropiación directa de los caudales públicos o la entrega de sobornos a los funcionarios, prefiriéndose métodos mucho más sutiles como los sobrecostos, la subcontratación masiva o la constitución de complicadas sociedades, en las cuales tienen participación los funcionarios públicos o sus familias.Este libro constituye un esfuerzo por el estudio jurídico y criminológico de la corrupción y los delitos contra la administración pública en Europa y Latinoamérica y reúne la selección de los temas penales más relevantes de la tesis doctoral del profesor Carlos Guillermo Castro Cuenca, denominada Aproximación a la Corrupción en la contratación pública y defendida en la universidad de Salamanca en febrero de 2008, con lo cual obtuvo la calificación de sobresaliente por unanimidad.

How do resource booms affect human capital accumulation? We exploit time and spatial variation generated by the commodity boom across local governments in Peru to measure the effect of natural resources on human capital formation. We explore the effect of both mining production and tax revenues on test scores, finding a substantial and statistically significant effect for the latter. Transfers to local governments from mining tax revenues are linked to an increase in math test scores of around 0.23 standard deviations. We find that the hiring of permanent teachers as well as the increases in parental employment and improvements in health outcomes of adults and children are plausible mechanisms for such large effect on learning. These findings suggest that redistributive policies could facilitate the accumulation of human capital in resource abundant developing countries as a way to avoid the natural resources curse.

The present paper investigates pesticide application types adopted by smallholder potato producers in the Department of Boyacá , Colombia. In this region, environmental, health and adverse economic effects due to pesticide mis- or over-use respectively have been observed. Firstly, pesticide application types were identified based on input-effectiveness. Secondly, their determinants of adoption were investigated. Finally suggestions were given to develop intervention options for transition towards a more sustainable pesticide use. Three application types were identified for fungicide and insecticide. The types differed in terms of input (intensity of pesticide application), effect (damage control), frequency of application, average quantity applied per application, chemical class, and productivity. Then, the determinants of different pesticide application types were investigated with a multinomial logistic regression approach and applying the integrative agent centred (IAC) framework. The area of the plot, attendance at training sessions and educational and income levels were among the most relevant determinants. The analysis suggested that better pesticide use could be fostered to reduce pesticide-related risks in the region. Intervention options were outlined, which may help in targeting this issue. They aim not only at educating farmers, but to change their social and institutional context, by involving other agents of the agricultural system (i.e. pesticide producers), facilitating new institutional settings (i.e. cooperatives) and targeting social dynamics (i.e. conformity to social norms).

The occurrence of mid-latitude windstorms is related to strong socio-economic effects. For detailed and reliable regional impact studies, large datasets of high-resolution wind fields are required. In this study, a statistical downscaling approach in combination with dynamical downscaling is introduced to derive storm related gust speeds on a high-resolution grid over Europe. Multiple linear regression models are trained using reanalysis data and wind gusts from regional climate model simulations for a sample of 100 top ranking windstorm events. The method is computationally inexpensive and reproduces individual windstorm footprints adequately. Compared to observations, the results for Germany are at least as good as pure dynamical downscaling. This new tool can be easily applied to large ensembles of general circulation model simulations and thus contribute to a better understanding of the regional impact of windstorms based on decadal and climate change projections.

European labour markets are increasingly divided between insiders in full-time permanent employment and outsiders in precarious work or unemployment. Using quantitative as well as qualitative methods, this thesis investigates the determinants and consequences of labour market policies that target these outsiders in three separate papers. The first paper looks at Active Labour Market Policies (ALMPs) that target the unemployed. It shows that left and right-wing parties choose different types of ALMPs depending on the policy and the welfare regime in which the party is located. These findings reconcile the conflicting theoretical expectations from the Power Resource approach and the insider-outsider theory. The second paper considers the regulation and protection of the temporary work sector. It solves the puzzle of temporary re-regulation in France, which contrasts with most other European countries that have deregulated temporary work. Permanent workers are adversely affected by the expansion of temporary work in France because of general skills and low wage coordination. The interests of temporary and permanent workers for re-regulation therefore overlap in France and left governments have an incentive to re-regulate the sector. The third paper then investigates what determines inequality between median and bottom income workers. It shows that non-inclusive economic coordination increases inequality in the absence of compensating institutions such as minimum wage regulation. The deregulation of temporary work as well as spending on employment incentives and rehabilitation also has adverse effects on inequality. Thus, policies that target outsiders have important economic effects on the rest of the workforce. Three broader contributions can be identified. First, welfare state policies may not always be in the interests of labour, so left parties may not always promote them. Second, the interests of insiders and outsiders are not necessarily at odds. Third, economic coordination may not be conducive to egalitarianism where it is not inclusive.

This paper aims to consider whether there is a link between youth happiness levels and adult life satisfaction. Our results are unequivocal that such a link exists both because demographic and socio-economic conditions are persistent over a lifetime and also because there is a persistence in personality effects. To test this link, we estimate a model of happiness for a sample of young people. This model provides us with a range of variables measuring socio-economic effects and personality effects amongst young people. These variables are then included in the adult life satisfaction model. The model is estimated using data from the British Household Panel Survey for 1994–2008. In addition to childhood happiness levels influencing adult life satisfaction significantly, we also find that the youthful personality trait for happiness has a larger effect on adult life satisfaction than demographic and socio-economic conditions.

Background: Health care literature supports the development of accessible interventions that integrate behavioral economics, wearable devices, principles of evidence-based behavior change, and community support. However, there are limited real-world examples of large scale, population-based, member-driven reward platforms. Subsequently, a paucity of outcome data exists and health economic effects remain largely theoretical. To complicate matters, an emerging area of research is defining the role of Superusers, the small percentage of unusually engaged digital health participants who may influence other members. Objective: The objective of this preliminary study is to analyze descriptive data from GOODcoins, a self-guided, free-to-consumer engagement and rewards platform incentivizing walking, running and cycling. Registered members accessed the GOODcoins platform through PCs, tablets or mobile devices, and had the opportunity to sync wearables to track activity. Following registration, members were encouraged to join gamified group challenges and compare their progress with that of others. As members met challenge targets, they were rewarded with GOODcoins, which could be redeemed for planet- or people-friendly products. Methods: Outcome data were obtained from the GOODcoins custom SQL database. The reporting period was December 1, 2014 to May 1, 2015. Descriptive self-report data were analyzed using MySQL and MS Excel. Results: The study period includes data from 1298 users who were connected to an exercise tracking device. Females consisted of 52.6% (n=683) of the study population, 33.7% (n=438) were between the ages of 20-29, and 24.8% (n=322) were between the ages of 30-39. 77.5% (n=1006) of connected and active members met daily-recommended physical activity guidelines of 30 minutes, with a total daily average activity of 107 minutes (95% CI 90, 124). Of all connected and active users, 96.1% (n=1248) listed walking as their primary activity. For members who exchanged GOODcoins, the mean balance was 4,000 (95% CI 3850, 4150) at time of redemption, and 50.4% (n=61) of exchanges were for fitness or outdoor products, while 4.1% (n=5) were for food-related items. Participants were most likely to complete challenges when rewards were between 201-300 GOODcoins. Conclusions: The purpose of this study is to form a baseline for future research. Overall, results indicate that challenges and incentives may be effective for connected and active members, and may play a role in achieving daily-recommended activity guidelines. Registrants were typically younger, walking was the primary activity, and rewards were mainly exchanged for fitness or outdoor products. Remaining to be determined is whether members were already physically active at time of registration and are representative of healthy adherers, or were previously inactive and were incentivized to change their behavior. As challenges are gamified, there is an opportunity to investigate the role of superusers and healthy adherers, impacts on behavioral norms, and how cooperative games and incentives can be leveraged across stratified populations. Study limitations and future research agendas are discussed.

This thesis consists of three chapters that have as unifying subject the frame-work of common agency with informed principals. The first two chapters analyze the economic effects of privately informed lobbying applied to tariff protection (Chapter 1) and to customs unions agreements (Chapter 2). The third chapter investigates the choice of retailing strutures when principals (the producers) are privately informed about their production costs. Chapter 1 analyzes how lobbying affects economic policy when the interest groups have private information. I assume that the competitiveness of producers are lobbies private information in a Grossman and Helpman (1994) lobby game. This allows us to analyze the e¤ects of information transmission within their model. I show that the information transmission generates two informational asymmetry problems in the political game. One refers to the cost of signaling the lobby's competitiveness to the policy maker and the other to the cost of screening the rival lobby's competitiveness from the policy maker. As an important consequence information transmission may improve welfare through the reduction of harmful lobbying activity. Chapter 2 uses the framework of chapter 1 to study a customs union agreement when governments are subject to the pressure of special interest groups that have better information about the competitiveness of the industries they represent. I focus on the agreement's effect on the structure of political influence. When join a customs union, the structure of political pressure changes and with privately informed lobbies, a new effect emerges: the governments can use the information they learn from the lobby of one country to extract rents from the lobbies of the other country. I call this the "information transmission effect". This effect enhances the governments'bargaining power in a customs union and makes lobbies demand less protection. Thus, I find that information transmission increases the welfare of the agreement and decreases tari¤s towards non-members. I also investigate the incentives for the creation of a customs union and find that information transmission makes such agreement more likely to be politically sustainable. Chapter 3 investigates the choice of retailing structure when the manufacturers are privately informed about their production costs. Two retailing structures are analyzed, one where each manufacturer chooses her own retailer (exclusive dealing) and another where the manufacturers choose the same retailer (common agency). It is shown that common agency mitigates downstream competition but gives the retailer bargaining power to extract informational rents from the manufacturers, while in exclusive dealing there is no downstream coordination but also there are no incentives problem in the contract between manufacture and retailer. A pre- liminary characterization of the choice of the retailing structure for the case of substitute goods shows that when the uncertainty about the cost increases relatively to the size of the market, exclusive dealing tends to be the chosen retailing structure. On the other hand, when the market is big relatively to the costs, common agency emerges as the retailing structure. Este trabalho realiza um teste empírico associando capital bancário e oferta de crédito livre no mercado brasileiro de 2003 a 2012. Em uma primeira etapa, propõem-se a estimativa do capital alvo, ativamente gerenciado pelos bancos de acordo com seu risco, características idiossincráticas e expectativas; e o cálculo do capital excedente a partir deste capital alvo. Na segunda etapa, investiga-se se este capital excedente e outros indicadores de capital associam-se com o crescimento do crédito livre. Os resultados indicam relação positiva, mas economicamente modesta (contrariando a premissa da alavancagem constante), entre o crescimento do crédito livre e o capital excedente. A relação é mais forte na segunda parte do período de análise, de setembro de 2008 a dezembro de 2012. O crescimento do crédito livre e os indicadores contábeis (Patrimônio Líquido sobre Ativo Total e índice de Basileia) apresentam relação positiva neste segundo período, também com efeitos econômicos modestos. Nos bancos públicos, não se encontrou relação significante entre o capital excedente – assim como entre os outros indicadores de capital – e o crescimento do crédito livre.

The increase in the number of natural disasters, as well as their social and economic effects, in recent years, has raised a larger collection, by the media, population and control organs, in the members of the Civil Defense system on the reduction of their effects on society, given that the same has been increasingly overwhelming. To this end, the research analyzes the screen because of the Civil Defense system, historically, have focused their actions, programs and public policies on disaster management, i.e. in the response and recovery at the expense of disaster risk management, i.e. on prevention, preparedness and mitigation of the same, given that the same cannot be avoided, but its effects Yes decreased.This arrangement is studied from the literature review, interviews and field visits. Thus, it was found that the resposabilização ratio and Reduction of risk of disasters that the higher the enforcement and accountability greater and consistent are the number of actions, programmes and public policies aimed at prevention, preparedness and mitigation, i.e. for disaster risk reduction management.
