We employed in situ pulsed laser deposition (PLD) and angle-resolved photoemission spectroscopy (ARPES) to investigate the mechanism of the metal-insulator transition (MIT) in NdNiO3 (NNO) thin films, grown on NdGaO3(110) and LaAlO3(100) substrates. In the metallic phase, we observe three-dimensional hole and electron Fermi surface (FS) pockets formed from strongly renormalized bands with well-defined quasiparticles. Upon cooling across the MIT in NNO/NGO sample, the quasiparticles lose coherence via a spectral weight transfer from near the Fermi level to localized states forming at higher binding energies. In the case of NNO/LAO, the bands are apparently shifted upward with an additional holelike pocket forming at the corner of the Brillouin zone. We find that the renormalization effects are strongly anisotropic and are stronger in NNO/NGO than NNO/LAO. Our study reveals that substrate-induced strain tunes the crystal field splitting, which changes the FS properties, nesting conditions, and spin-fluctuation strength, and thereby controls the MIT via the formation of an electronic order parameter with QAF similar to (1/4,1/4,1/4 +/- delta).

The Feed the Future Aquaculture project is a five year transformative investment in aquaculture focused on 20 southern districts in Barisal, Khulna and Dhaka divisions, Bangladesh. This report describes the achievements of FtF-Aquaculture project activities implemented during FY12. Some of the targets for production and associated income have not been achieved yet as a large share of the fish will be harvested after closing of the reporting period. However, on the basis of growth monitoring, indications are that production is on track to achieve the targets.

The Feed the Future Aquaculture project is a five year transformative investment in aquaculture focused on 20 southern districts in Barisal, Khulna and Dhaka divisions, Bangladesh, which started in October 2011. This report describes the achievements of FtF-Aquaculture project activities implemented during the 6th quarter (January to March 2013) along with cumulative progress on FtF indicators. Due to the seasonality of fish and shrimp production, which is out of sync with the project year, final harvesting of aquaculture production was completed in this quarter. The achievements summarized below relate to progress of project activities. Progress against the FtF indicators that were not reported on previously are now included in this report.

The Aquaculture for Income and Nutrition (AIN) project implemented by World Fish and funded by USAID, aims at increasing aquaculture production in 20 districts of Southern Bangladesh (Greater Khulna, Greater Barisal, Greater Jessore and Greater Faridpur) to reduce poverty and enhance nutritional status. As part of its initial scoping activities World Fish commissioned this value chain assessment on the market chains of carp fish seed (spawn, fry and fingerlings) in the southern region of Bangladesh. The purpose of this study is to obtain a clearer understanding of the volumes of fish produced and consumed in Southern Bangladesh and their origin (by system and location), their destination (by type of market, type of consumer and location), and to gain a clearer understanding of potential market based solutions to farmer’s problems, which the project could implement.

The WorldFish Center is implementing the FtF Aquaculture Project in 20 southern districts in Bangladesh. The project is implemented under USAID’s Feed the Future initiative in collaboration with the Government of Bangladesh. The project contributes to achieving the ‘Feed the Future’ goals through four objectives: (i) dissemination of improved quality fish and shrimp seed, (ii) improving the nutrition and income status of farm households, (iii) increasing investment, employment and fish production through commercial aquaculture and (iv) policy and regulatory reform and institutional capacity building to support sustainable aquaculture growth. The project commissioned this study to gather insights into the value chains of shrimp, prawn and tilapia in the project region and the feasibility of promoting culture of brackish water sea-bass in the region. The findings and recommendations are expected to provide the foundation for the project to design its interventions for achieving its goals.

This book is a research output on fishing gears used in the beels from Sunamgan Haor areas under the initiative of the Community Based Resource Management Project (CBRMP) of LGED and WorldFish. It presents a collection of gears recorded in the CBRMP project area during monitoring conducted by WorldFish from 2008 to 2012. The book contains a total of 63 gears found in Sunamganj haor area.

This book is a modest attempt at identifying Sunamganj haor fish species, especially in areas falling under the Sunamganj Community Based Resource Management Project (CBRMP). It contains a total of 126 fish species from 39 families found in the Sunamganj haor area. CBRMP has promoted community based fisheries management approaches that, along with their livelihoods focus, are helping to preserve and enhance natural fish stocks in the hoar basin. WorldFish support to LGED involves a number of areas including monitoring the impacts of CBRMP on fish catch, bio-diversity and livelihoods.

Disease occurred in wild fish species investigated in different water bodies like canals, ditches, beel, haor, flood plain in 17 districts of Dhaka division. Haemorrhagic lesions were observed on the body surface of affected fishes. Incidence of the disease in the investigated water bodies ranged from 0 to 100%. In total 19 fish species were found to be affected and prevalence of infection ranged from 0.0 to 100.0%. Channa punctatus and Puntius ticto were severely affected in all locations. Percentage of infection in these fishes ranged from 0.0 to 100.0. The highest infection was observed in Netrokona, Kishoreganj, and Mymensingh districts. Bacterial genera isolated from the lesions of these affected fishes were Aeromonas, Pseudomonas, Flavobacterium, Micrococcus, and Staphylococcus. Among these isolates Aeromonas was the dominant. Abundance of Aeromonas in the lesions among the investigated bacteria ranged from 75 to 90%. Five identified Aero monas lrydrophila were examined for their pathogenicity and were able to infect the experimental fish, silver barb (Puntius gonionotus). The pathogen Aeromonas hydrophila was thus considered to have an association with the outbreak of ulcer type of disease in the investigated fish species.

A total of 45 ponds used for fish polyculture were investigated in three zones of Bangladesh to identify the differences among the zones in respect to aqua-ecology, culture practices, fish productivity and health management. Four hundred and fifty fish from three zones were clinically examined by naked eye and histopathology. Out of total number of fish examined, 45 fish from Dhaka zones were examined for parasites and bacteria in addition to histopathology. Faded and haemorrhagic gill, skin, fin, scale loss and lesions were observed during fish examination. Aeromonas spp. Pseudomonas spp. and Streptococcus spp. were isolated respectively from 56%, 46% and 39% affected fish. Among the five water quality parameters analyzed, the highest average hardness and alkalinity respectively were recorded in Rajshahi (156 ppm and 142 ppm) followed by Dhaka (146 ppm and 132 ppm) and Chittagong (81 ppm and 90 ppm). The highest average pH was recorded in Mymensingh (7.52) followed by Rajshahi (7.13) and Chittagong (7.05). Water holding capacity of soil in Rajshahi zone was poor compared to other zones and farmers were found to be reluctant to fish farming.

Alors que la question de la responsabilité juridique des entreprises multinationales (EMNs) est sujette à de nombreuses controverses sur la sphère internationale, les victimes collatérales et directes des activités des EMNs sont engagées dans une tout autre bataille. En effet, de quels recours disposent les victimes de pollution environnementale causée par les activités d’une entreprise minière, ou les employés victimes de violations des droits fondamentaux du travail au sein d’une chaîne de production par les sous-traitants d’une très respectable EMN? Telles sont les interrogations animant la présente étude qui se focalise essentiellement sur la mise en oeuvre du droit à la réparation consacrée par le troisième pilier des Principes directeurs adoptés par l’ONU en 2011. Retraçant les fondements du droit à la réparation en droit international, elle met en évidence l’impossibilité de poursuivre les EMNs devant les instances internationales du fait de l’irresponsabilité juridique internationale découlant du statut actuel des EMNS. En l’absence de législation extraterritoriale et d’harmonisation juridique au niveau régional, l’analyse aborde ainsi en profondeur les opportunités et les limites de la mise en oeuvre du droit à réparation devant les instances judiciaires nationales les plus courues du moment par les victimes qui cherchent à obtenir des réparations pour les violations des droits humains par les EMNs. Si les obstacles rencontrés par les victimes devant le prétoire américain n’ont eu de cesse de se multiplier ces dernières années, l’émergence d’un principe de diligence raisonnable sous-tendant l’idée d’une responsabilité civile des EMNS devant le juge européen et canadien peut offrir une base adéquate pour asseoir l’encadrement d’un droit à réparation par les acteurs transnationaux à l’échelle locale. Les Principes directeurs privilégiant également l’implication des EMNs dans la mise en oeuvre du droit à réparation, la recherche se clôt avec l’étude du cas pratique de la réponse apportée par les EMNs aux victimes bangladaises de la tragédie du Rana Plaza survenue en 2013 à Dacca. L’analyse permet ainsi de conclure que de ce combat aux allures de David contre Goliath opposant les EMNs à leurs victimes, il est impératif que les mécanismes judiciaires nationaux soient renforcés et que l’encadrement juridique de la responsabilité internationale des EMNs sorte enfin des sentiers battus afin de remédier à l’asymétrie causée par la poursuite des intérêts économiques sur la protection effective des droits humains.

La presente investigación tiene como objetivo analizar en qué medida la estrategia de liderazgo regional de la India ha sido impulsada a través de los programas y proyectos de cooperación sur-sur ofrecidos por este país en el periodo de 2003-2012. De igual forma se pretende indagar sobre el papel histórico que ha jugado la India en el establecimiento y posterior evolución de esta nueva forma de cooperación que ha sido vista por la mayoría de los académicos como un complemento de la cooperación norte-sur, y que responde a una serie de intereses particulares. En este caso en particular, la cooperación sur-sur ha sido utilizada por India como una herramienta para incrementar sus capacidades de poder que le permitan consolidarse como líder regional.
