HIGHLIGHTS FOR FY 2005 1. Assisted with a study to assess hurricane impacts to Gulf sturgeon critical foraging habitat. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Apalachicola River, Florida. 4. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 5. Assisted with benthic invertebrate survey at Gulf sturgeon marine foraging grounds. 6. Implemented Gulf Striped Bass Restoration Plan by coordinating the 22nd Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 7. Over 87,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in the Apalachicola River. Post-stocking evaluations were conducted at 45 sites in the fall and spring and 8 thermal refuges in the summer. 8. Completed fishery surveys on 4 ponds on Eglin AFB totaling 53 acres, and completed a report with recommendations for future recreational fishery needs. 9. Completed final report for aquatic monitoring at Eglin AFB from 1999 to 2004. 10. Completed a field collection of the endangered Okaloosa darter to be incorporated into a status review to be completed in FY06. 11. Provided technical assistance to the Region 4 National Wildlife Refuge (NWR) program on changes to the fishery conservation targets for the region. Also provided technical assistance to four NWRs (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR) relative to hurricanes and recreational fishing. 12. A draft mussel sampling protocol was tested in wadeable streams in Northwest Florida and southwest Georgia, and an associated field guide, poster, and Freshwater Mussel Survey Protocol and Identification workshop were completed in FY05. 13. Implemented recovery plan and candidate conservation actions for 14 listed and candidate freshwater mussels in the Northeast Gulf Watersheds. 14. Initiated or completed multiple stream restoration and watershed management projects. A total of 7.5 stream miles were restored for stream fishes, and 11 miles of coastline were enhanced for sea turtle lighting. A total of 630 acres of wetlands and 2,401 acres of understory habitat were restored. 15. Conducted a watershed assessment to develop a threats analysis for prioritizing restoration, protection, and enhancement to natural resources of Spring Creek, Georgia and Canoe Creek, Florida. 16. Continued the formation of an Unpaved Road Interagency Team of Federal, State, and local agencies in Northwest Florida to promote stream protection and restoration from unpaved road sediment runoff. Began the development of a technical committee agreement. 17. Conducted Alabama Unpaved Road Inventory within the Northeast Gulf Ecosystem. Data collection will be completed during FY06. 18. Finalized the development of two North Florida hydrophysiographic regional curves for use by the Florida Department of Transportation (DOT) and others involved with stream restoration and protection. Initiated the development of the Alabama Coastal Plain Riparian Reference Reach and Regional Curves for use by the Alabama Department of Environmental Management (ADEM). 19. Provided technical assistance in collecting data, analysis, and thesis formulation with Troy University, Alabama, to identify the influence of large woody debris in southeastern coastal plain streams. 20. Completed pre- and post-restoration fish community monitoring at several restoration projects including Big Escambia Creek, Magnolia Creek, and Oyster Lake, Florida. 21. Established a watershed partnership for the Chipola River in Alabama and Florida and expanded development and participation in the Spring Creek Watershed Partnership, Georgia. 22. Continued to identify barriers which inhibit the movement of aquatic species within the Northeast Gulf Ecoregion. 23. Completed a report on road crossing structures in Okaloosa darter streams to guide the closure/repair/maintenance of roads to contribute to recovery of the endangered species. In cooperation with Three Rivers RC&D Council, fish passage sites identified in the report were prioritized for restoration. 24. Monitored Aquatic Nuisance Species in the Apalachicola River and tested the sterility of exotic grass carp. 25. Multiple outreach projects were completed to detail aquatic resources conservation needs and opportunities. Participated in National Fishing Week event, several festivals, and school outreach.

Completed the first of a 2-year Gulf sturgeon population estimate on the Apalachicola River, Florida. 3. Conducted Gulf sturgeon presence-absence surveys in three other Florida river systems. 4. Documented Gulf sturgeon marine habitat use in the near shore waters of the Gulf of Mexico. 5. Identified environmental threats to Gulf sturgeon spawning habitat in the Choctawhatchee River, Florida. 6. Initiated a study to document Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 21st Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 8. Over 86,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in Lake Seminole and the Apalachicola River. Post-stocking evaluations were conducted at 31 sites. 9. Aquatic insect biomonitoring and identification of over 39,000 individual aquatic macroinvertebrates was completed and provided to Eglin Air Force Base. 13. Ten years of fishery data from Okefenokee and Banks Lake National Wildlife Refuges was analyzed with recommendations incorporated into the refuge Comprehensive Conservation Plan. 14. A draft mussel sampling protocol was tested in wadeable streams in northwest Florida and southwest Georgia. 15. Implemented recovery plan and candidate conservation actions for 14 listed and candidate freshwater mussels in the Northeast Gulf Watersheds. 16. Worked with partners in developing the Spring Creek Watershed Partnership in the Flint River basin, Georgia. 17. Multiple stream restoration and watershed management projects were initiated or completed. A total of 6.8 stream miles were restored for stream fishes, along with 56.4 miles of coastline were enhanced for sea turtle lighting. A total of 135 acres of wetlands and 58 acres of understory habitat were restored. 18. Multiple outreach projects were completed to detail aquatic resources conservation needs and opportunities. Participated in National Fishing Week event, BASS ProShops event, several festivals, and school outreach.

Climate change has rapidly emerged as a significant threat to coastal areas around the world. While uncertainty regarding distribution, intensity, and timescale inhibits our ability to accurately forecast potential impacts, it is widely accepted that changes in global climate will result in a variety of significant environmental, social, and economic impacts. Coastal areas are particularly vulnerable to the effects of climate change and the implications of sea-level rise, and coastal communities must develop the capacity to adapt to climate change in order to protect people, property, and the environment along our nation’s coasts. The U.S. coastal zone is highly complex and variable, consisting of several regions that are characterized by unique geographic, economic, social and environmental factors. The degree of risk and vulnerability associated with climate change can vary greatly depending on the exposure and sensitivity of coastal resources within a given area. The ability of coastal communities to effectively adapt to climate change will depend greatly on their ability to develop and implement feasible strategies that address unique local and regional factors. A wide variety of resources are available to assist coastal states in developing their approach to climate change adaptation. However, given the complex and variable nature of the U.S. coastline, it is unlikely that a single set of guidelines can adequately address the full range of adaptation needs at the local and regional levels. This panel seeks to address some of the unique local and regional issues facing coastal communities throughout the U.S. including anticipated physical, social, economic and environmental impacts, existing resources and guidelines for climate change adaptation, current approaches to climate change adaptation planning, and challenges and opportunities for developing adaptation strategies. Management of coastal development in Hawaii is based on the location of the certified shoreline, which is representative of the upper limit of marine inundation within the last several years. Though the certified shoreline location is significantly more variable than long-term erosion indicators, its migration will still follow the coastline's general trend. The long-term migration of Hawaii’s coasts will be significantly controlled by rising sea level. However, land use decisions adjacent to the shoreline and the shape and nature of the nearshore environment are also important controls to coastal migration. Though each of the islands has experienced local sea-level rise over the course of the last century, there are still locations across the islands of Kauai, Oahu, and Maui, which show long- term accretion or anomalously high erosion rates relative to their regions. As a result, engineering rules of thumb such as the Brunn rule do not always predict coastal migration and beach profile equilibrium in Hawaii. With coastlines facing all points of the compass rose, anthropogenic alteration of the coasts, complex coastal environments such as coral reefs, and the limited capacity to predict coastal change, Hawaii will require a more robust suite of proactive coastal management policies to weather future changes to its coastline. Continuing to use the current certified shoreline, adopting more stringent coastal setback rules similar to Kauai County, adding realistic sea-level rise components for all types of coastal planning, and developing regional beach management plans are some of the recommended adaptation strategies for Hawaii. Coastal communities throughout the United States have dealt with the devastating effects of storms for centuries, however today’s threats are greater due to three factors. First, the population along the coastline has grown, and is projected to increase.i Additionally, past land use management decisions in the coastal zone have rarely led to the greatest protection from threats. Finally, climate change is predicted to affect coastal areas by accelerating current sea level rise rates and possibly increasing storm intensity.ii These factors compounded together mean that coastal communities are facing a very dangerous situation that threatens economies and human life. Regulatory action to protect California’s coastal water quality from degradation by copper from recreational boats’ antifouling paints interacts with efforts to prevent transport of invasive, hull-fouling species. A copper regulatory program is in place for a major yacht basin in northern San Diego Bay and in process for other major, California boat basins. “Companion” fouling control strategies are used with copper-based antifouling paints, as some invasive species have developed resistance to the copper biocide. Such strategies are critical for boats with less toxic or nontoxic hull coatings. Boat traffic along over 3,000 miles of coastline in California and Baja California increases invasive species transport risks. For example, 80% of boats in Baja California marinas are from the United States, especially California. Policy makers, boating businesses and boat owners need information on costs and supply-side capacity for effective fouling control measures to co-manage water quality and invasive species concerns. Unremitting waves and occasional storms bring dynamic forces to bear on the coast. Sediment flux results in various patterns of erosion and accretion, with an overwhelming majority (80 to 90 percent) of coastline in the eastern U.S. exhibiting net erosion in recent decades. Climate change threatens to increase the intensity of storms and raise sea level 18 to 59 centimeters over the next century. Following a lengthy tradition of economic models for natural resource management, this paper provides a dynamic optimization model for managing coastal erosion and explores the types of data necessary to employ the model for normative policy analysis. The model conceptualizes benefits of beach and dune sediments as service flows accruing to nearby residential property owners, local businesses, recreational beach users, and perhaps others. Benefits can also include improvements in habitat for beach- and dune-dependent plant and animal species. The costs of maintaining beach sediment in the presence of coastal erosion include expenditures on dredging, pumping, and placing sand on the beach to maintain width and height. Other costs can include negative impacts on the nearshore environment. Employing these constructs, an optimal control model is specified that provides a framework for identifying the conditions under which beach replenishment enhances economic welfare and an optimal schedule for replenishment can be derived under a constant sea level and erosion rate (short term) as well as an increasing sea level and erosion rate (long term). Under some simplifying assumptions, the conceptual framework can examine the time horizon of management responses under sea level rise, identifying the timing of shift to passive management (shoreline retreat) and exploring factors that influence this potential shift. To understand harbor seal social and mating strategies, I examined site fidelity, seasonal abundance and distribution, herd integrity, and underwater behavior of individual harbor seals in southern Monterey Bay. Individual harbor seals (n = 444) were identified by natural markings and represented greater than 80% of an estimated 520 seals within this community. Year to year fidelity of individual harbor seals to southern Monterey Bay coastline was 84% (n = 388), and long-term associations (>2 yrs) among individuals were common (>40%). Consistent with these long-term associations, harbor seals were highly social underwater throughout the year. Underwater social behavior included three primary types: (1) visual and acoustic displays, such as vocalizing, surface splashing, and bubble-blowing; (2) playful or agonistic social behavior such as rolling, mounting, attending, and biting; and (3) signal gestures such as head-thrusting, fore-flipper scratch~ng, and growling. Frequency of these types of behavior was related to seal age, gender, season, and resource availability. Underwater behavior had a variety of functions, including promotion of learning and social development, reduction of aggression and preservation of social bonds by maintaining social hierarchy, and facilitation of mate selection during breeding season. Social behavior among adult males was significantly correlated with vocalization characteristics (r = 0.99, X2 = 37.7, p = 0.00087), indicating that seals may assess their competition based on underwater vocalization displays and adopt individual strategies for attracting females during breeding season based on social status. Individual mating strategies may include defending underwater territories, using scramble tactics, and developing social alliances. (PDF contains 105 pages)

Brown shrimp (Farfantepenaeus aztecus) are abundant along the Louisiana coast, a coastline that is heavily influenced by one of the world’s largest rivers, the Mississippi River. Stable carbon, nitrogen, and sulfur (CNS) isotopes of shrimp and their proventriculus (stomach) contents were assayed to trace riverine support of estuarine-dependent brown shrimp. Extensive inshore and of fshore collections were made in the Louisiana coastal zone during 1999–2006 to document shrimp movement patterns across the bay and shelf region. Results showed an unexpectedly strong role for nursery areas in the river delta in supporting the offshore fishery, with about 46% of immigrants to offshore regions arriving from riverine marshes. Strong river influences also were evident offshore, where cluster analysis of combined CNS isotope data showed three regional station groups related to river inputs. Two nearer-river mid-shelf station groups showed isotope values indicating river fertilization and productivity responses in the benthic shrimp food web, and a deeper offshore station group to the south and west showed much less river inf luence. At several mid-shelf stations where hypoxia is common, shrimp were anomalously 15N depleted versus their diets, and this d15N difference or mismatch may be useful in monitoring shrimp movement responses to hypoxia.

Fjord estuaries are common along the northeast Pacific coastline, but little information is available on fish assemblage structure and its spatiotemporal variability. Here, we examined changes in diversity metrics, species biomasses, and biomass spectra (the distribution of biomass across body size classes) over three seasons (fall, winter, summer) and at multiple depths (20 to 160 m) in Puget Sound, Washington, a deep and highly urbanized fjord estuary on the U.S. west coast. Our results indicate that this fish assemblage is dominated by cartilaginous species (spotted ratfish [Hydrolagus colliei] and spiny dogfish [Squalus acanthias]) and therefore differs fundamentally from fish assemblages found in shallower estuaries in the northeast Pacific. Diversity was greatest in shallow waters (<40 m), where the assemblage was composed primarily of flatfishes and sculpins, and lowest in deep waters (>80 m) that are more common in Puget Sound and that are dominated by spotted ratf ish and seasonally (fall and summer) by spiny dogfish. Strong depth-dependent variation in the demersal fish assemblage may be a general feature of deep fjord estuaries and indicates pronounced spatial variability in the food web. Future comparisons with less impacted fjords may offer insight into whether cartilaginous species naturally dominate these systems or only do so under conditions related to human-caused ecosystem degradation. Information on species distributions is critical for marine spatial planning and for modeling energy flows in coastal food webs. The data presented here will aid these endeavors and highlight areas for future research in this important yet understudied system.

Sand seatrout (Cynoscion arenarius) and silver seatrout (C. nothus) are both found within the immediate offshore areas of the Gulf of Mexico, especially around Texas; however information is limited on how much distributional overlap really occurs between these species. In order to investigate spatial and seasonal differences between species, we analyzed twenty years of bay and offshore trawl data collected by biologists of the Coastal Fisheries Division, Texas Parks and Wildlife Department. Sand seatrout and silver seatrout were distributed differently among offshore sampling areas, and salinity and water depth appeared to correlate with their distribution. Additionally, within the northernmost sampling area of the gulf waters, water depth correlated significantly with the presence of silver seatrout, which were found at deeper depths than sand seatrout. There was also an overall significant decrease in silver seatrout abundance during the summer season, when temperatures were at their highest, and this decrease may have indicated a migration farther offshore. Sand seatrout abundance had an inverse relationship with salinity and water depth offshore. In addition, sand seatrout abundance was highest in bays with direct passes to the gulf and correlated with corresponding abundance in offshore areas. These data highlight the seasonal and spatial differences in abundance between sand and silver seatrout and relate these differences to the hydrological and geological features found along the Texas coastline.

The species list is drawn from an analysis of catches taken by Sumalian and Russian trawlers in the Gulf of Aden and the Arabian Sea between 1985 and 1990. The southern coastline of the Republic of Yemen has been divided into 7 areas, including waters around Socotra Island. The average depth of each trawl was recorded in 50 m increments. Non-appearance of the species in the area does not mean that the species do not occur in that area or depth, merely that it was not recorded in any of the samples analyzed. Specimens that could not be identified to species level have been excluded. A total of 195 species from 75 families was recorded and is summarized. Most of the identification of species was from FAO species identification literature. Confirmation of some species and usage of common names is from ICLARM's FishBase and Al Sedfy, et al. (1982).

The Tanzanian marine environment has been under threat for quite a long time now due to human activities. With the establishment of the Marine Parks and Reserve Act in 1994, several areas have been earmarked as marine parks. This act is aimed at conserving and protecting the marine environment all along the Tanzanian coastline. Once the parks and reserves are established and these areas brought under control, there will be a reduction in the illegal operations along the coast. The measures recently introduced by the government to eradicate dynamite fishing practices along the Tanzanian coastline are highly commendable.

During the 1990s, sea otter (Enhydra lutris) counts in the Aleutian archipelago decreased by 70% throughout the archipelago between 1992 and 2000. Recent aerial surveys in the Aleutians did not identify the eastward extent of the decline; therefore we conducted an aerial survey along the Alaska Peninsula for comparison with baseline information. Since 1986, abundance estimates in offshore habitat have declined by 27– 49% and 93 –94% in northern and southern Alaska Peninsula study areas, respectively. During this same time period, sea otter density has declined by 63% along the island coastlines within the south Alaska Peninsula study area. Between 1989 and 2001, sea otter density along the southern coastline of the Alaska Peninsula declined by 35% to the west of Castle Cape but density increased by 4% to the east, which may indicate an eastward extent of the decline. In all study areas, sea otters were primarily concentrated in bays and lagoon, whereas historically, large rafts of otters had been distributed offshore. The population declines observed along the Alaska Peninsula occurred at roughly the same time as declines in the Aleutian islands to the east and the Kodiak archipelago to the west. Since the mid-1980s, the sea otter population throughout southwest Alaska has declined overall by an estimated 56–68%, and the decline may be one of the most significant sea otter conservation issues in our time.

U.S. commercial vessels fishing in the Atlantic Ocean, Caribbean Sea, and the Gulf of Mexico have been subject to regulations limiting the landing of swordfish less than 25 kg whole weight since June 1991. The intent of those regulations was to reduce the mortality of immature swordfihs. Plots of fishing effort from 1990 to 1994 indicate that the regulations were effective in some areas. Fishing effort decreased after 1991 in the Venezuelan Basin, a swordfish nursery area. However, in areas close to the U.S. coastline, effort did not appear to shift away from areas where immature swordfish were discarded. To identify areas with high rates of discarding, plots were made showing areas where the number of discarded swordfish was equal to or greater than the number of fish landed.
