Atlantic and Gulf Coast shorelines include some of the most unique and biologically rich ecosystems in the United States that provide immeasurable aesthetic, habitat and economic benefits. Natural coastal ecosystems, however, are under increasing threat from rampant and irresponsible growth and development. Once a boon to local economies, complex natural forces – enhanced by global climate change and sea level rise - are now considered hazards and eroding the very foundation upon which coastal development is based. For nearly a century, beach restoration and erosion control structures have been used to artificially stabilize shorelines in an effort to protect structures and infrastructure. Beach restoration, the import and emplacement of sand on an eroding beach, is expensive, unpredictable, inefficient and may result in long-term environmental impacts. The detrimental environmental impacts of erosion control structures such as sea walls, groins, bulkheads and revetments include sediment deficits, accelerated erosion and beach loss. These and other traditional responses to coastal erosion and storm impacts- along with archaic federal and state policies, subsidies and development incentives - are costly, encourage risky development, artificially increase property values of high-risk or environmentally sensitive properties, reduce the post-storm resilience of shorelines, damage coastal ecosystems and are becoming increasingly unsustainable. Although communities, coastal managers and property owners face increasingly complex and difficult challenges, there is an emerging public, social and political awareness that, without meaningful policy reforms, coastal ecosystems and economies are in jeopardy. Strategic retreat is a sustainable, interdisciplinary management strategy that supports the proactive, planned removal of vulnerable coastal development; reduces risk; increases shoreline resiliency and ensures long term protection of coastal systems. Public policies and management strategies that can overcome common economic misperceptions and promote the removal of vulnerable development will provide state and local policy makers and coastal managers with an effective management tool that concomitantly addresses the economic, environmental, legal and political issues along developed shorelines. The Cogtong Bay experience represents a bold attempt to pursue a shared responsibility between the government and local residents for rehabilitating coastal resources. Some of the factors that provided the impetus to co-management arrangements were the recognition of resource management problems, dependence on coastal resources for livelihood and the desire for more sustainable resource use. This paper draws attention to the importance of legitimate user/property rights, vigilant law enforcement efforts, common commitment among stakeholders and continuing support from local leadership in viable co-management arrangements.

The benefits of decentralizing the management of coastal resources to local governments and resource users have long been recognized, but the best systems for coastal resources management depend on many factors. A number of community-based management and co-management projects were started in the Philippines in the early 1980s. This report describes a comparative assessment of these projects to determine where improvements can be made in the design of future community-based coastal resource management projects. Early and continuing involvement by project beneficiaries is one of the factors that contributes to the success of the project development, implementation, and evaluation.

Isolated in the middle of the Pacific Ocean, Hawaii was one of the last areas to be reached by "western" explorers; as a consequence, some ancient traditions were preserved in Hawaii well into the 19th and 20th centuries, providing an opportunity to learn from a surviving indigenous culture. An account is given of the division of the islands into various units and their exploitation. The smallest major divisions were the "ahupua'as," which spread out at the base along the shore and were self-sufficient units. In this way the ancient Hawaiians recognized the relationship between the land and sea, rainfall and vegetation, nutrients and runoff and preserved the integrity of the delicately balanced ecosystem of which they were a part and upon which they relied for their every need. Modern parallels to this ancient system are broken and irregular; the reorganization of the "ahupua'a" system marked the beginning of the decline of Hawaiian ecosystems. Although steps are being taken to remedy the present situation, Hawaii now ranks among the highest in the nation for its levels of pollution, endangered species and disappearing habitats. More and more, the model for improved management is being sought in the revival of ancient traditions.

The Community-based Coastal Resource Management Project in Orion, Bataan, Philippines was started in 1991. The village level fishers organizations have formed a municipal-wide association called the Samahan at Ugnayan ng Pangisdaan sa Orion (SUGPO). It represents 70% of the small-scale fishers in Orion and has taken on the task of rehabilitating the degraded fishing grounds. The experience in Orion indicates that coastal resource management can be successful if the fishers have ownership of the program and the costs and benefits of the program are distributed equally in a manner acceptable to them.

Demographic parameters were derived from sectioned otoliths of John’s Snapper (Lutjanus johnii) from 4 regions across 9° of latitude and 23° of longitude in northern Australia. Latitudinal variation in size and growth rates of this species greatly exceeded longitudinal variation. Populations of John’s Snapper farthest from the equator had the largest body sizes, in line with James’s rule, and the fastest growth rates, contrary to the temperature-size rule for ectotherms. A maximum age of 28.6 years, nearly 3 times previous estimates, was recorded and the largest individual was 990 mm in fork length. Females grew to a larger mean asymptotic fork length (L∞) than did males, a finding consistent with functional gonochorism. Otolith weight at age and gonad weight at length followed the same latitudinal trends seen in length at age. Length at maturity was ~72–87% of L∞ and varied by ~23% across the full latitudinal gradient, but age at first maturity was consistently in the range of 6–10 years, indicating that basic growth trajectories were similar across vastly different environments. We discuss both the need for complementary reproductive data in age-based studies and the insights gained from experiments where the concept of oxygen- and capacity-limited thermal tolerance is applied to explain the mechanistic causes of James’s rule in tropical fish species.

The paper presents some recommendations for the development of the environmentally acceptable coastal aquaculture such as: 1) Formulate coastal aquaculture development and management plans, 2) Formulate integrated coastal zone management plans, 3) Apply the environmental impact assessment (EIA) process to all major aquaculture proposals, 4) Select suitable sites for coastal aquaculture, 5) Improve the management of aquaculture operations, 6) Assess the capacity of the ecosystem to sustain aquaculture development with minimal ecological change, 7) Establish guidelines governing the use of mangrove wetland for coastal aquaculture, 8) Establish guidelines for the use of bioactive compounds in aquaculture, 9) Assess and evaluate the true consequences of transfers and introductions of exotic organisms, 10) Regulate discharges from land-based aquaculture through the enforcement of effluent standards, 11) Establish control measures for aquaculture products, 12) Increase public awareness of the safety aspects of consuming seafood, 13) Apply incentives and deterrents to reduce environmental degradation from aquaculture activities, and 14) Monitor for ecological change.
