Politics and technology : friends or enemies of the story?

Taking its cue from the conference at which it was presented, this article considers both old stories and new ways, and addresses the question of the impact not only of new technology but also of politics upon 'the story'. Fundamental is the question of whether politics and technology might be considered friends or enemies of the story. Drawing on her long term experiences as an interviewer, the author interrogates particular oral history projects undertaken into children's play lore and play ways, to show how children's games and play time activities have been politicised. Locating her analysis in an international context of US legislation and British and Australian research, the author examines how play itself has become the plaything of both politicians and fear. She then examines the impact of high fidelity recording equipment and the universal accessibility of material located on the internet to address the question of technology as friend of the story, ultimately concluding that the story and the question will both go on.

Principals, politics and change : confronting school resilience to radical renewal

Governments expect school principals to lead and manage significant change to implement school improvement agendas. Research evidence suggests, however, that schools are slow to change (Evans, 1996; Duignan, 2006), that many teachers resist change (Marzano, Waters & McNulty, 2005), and that change is often cursory or short lived – not disrupting dominant cultures and existing arrangements (Johnson, 2004). This paper discusses the resistance to major change encountered by Australian principals, and their perceptions of its causes. Emergent themes demonstrate that the success or otherwise of change rests heavily on the political astuteness of principals, which suggests the need for ongoing professional learning and leadership support around the issue of leading and managing change.

Scaling up community-based obesity prevention in Australia : background and evaluation design of the health promoting communities : being active eating well initiative

Background : There is only limited evidence available on how best to prevent childhood obesity and community-based interventions hold promise, as several successful interventions have now been published. The Victorian Government has recently funded six disadvantaged communities across Victoria, Australia for three years to promote healthy eating and physical activity for children, families, and adults in a community-based participatory manner. Five of these intervention communities are situated in Primary Care Partnerships and are the subject of this paper. The interventions will comprise a mixture of capacity-building, environmental, and whole-of-community approaches with targeted and population-level interventions. The specific intervention activities will be determined locally within each community through stakeholder and community consultation. Implementation of the interventions will occur through funded positions in primary care and local government. This paper describes the design of the evaluation of the five primary care partnership-based initiatives in the 'Go for your life' Health Promoting Communities: Being Active Eating Well (HPC:BAEW) initiative.

Methods/Design : A mixed method and multi-level evaluation of the HPC:BAEW initiative will capture process, impact and outcome data and involve both local and state-wide evaluators. There will be a combined analysis across the five community intervention projects with outcomes compared to a comparison group using a cross-sectional, quasi-experimental design. The evaluation will capture process, weight status, socio-demographic, obesity-related behavioral and environmental data in intervention and comparison areas. This will be achieved using document analysis, paper-based questionnaires, interviews and direct measures of weight, height and waist circumference from participants (children, adolescents and adults).

Discussion : This study will add significant evidence on how to prevent obesity at a population level in disadvantaged and ethnically diverse communities. The outcomes will have direct influence on policy and practice and guide the development and implementation of future obesity prevention efforts in Australia and internationally.

Solar industrial process heating in Australia - Past and current status

Thirty years ago in Australia, there was a significant research, development and demonstration programme in solar industrial process heating (SIPH). This activity was led principally by the Commonwealth Science and Industrial Research Organisation, the country’s main scientific research body. Other state government bodies also funded demonstration projects. Today, there is very little SIPH activity at any level in Australia. The contrast with the progress in other renewable energy technologies like wind and solar photovoltaic systems is striking. While the implementation of these technologies has progressed, SIPH has gone backwards. If Australia is to decarbonise its economy at the rate required, a massive deployment of solar thermal technology in those industries which use large quantities of low temperature hot water is also required. Recent developments nationally and internationally may rekindle new applications of solar thermal energy use by industry. This paper reviews the past achievements in SIPH in Australia and describes the lessons learned in order to better prepare for any new wave of SIPH activity.

'He no doubt felt insulted': the White Australia Policy and Australia's relations with India, 1944-1964

The Government of India never publicly criticised the White Australia policy. Nonetheless it was a subject of constant reporting to New Delhi by the Indian High Commission in Canberra.  The Australian High Commission in New Delhi regularly reported criticism of the policy in the Indian press and in elite opinion.  It urged the introduction of a quota for Indian immigration to Australia, but ministers remained unwilling to modify the policy in any substantial way, in the period under study.  South Africa's apartheid policy was a far more serious problem in race relations for the Indian Government.  The existence of the White Australia policy when countries such as Canada had introduced quotas for Indian immigration, suggested an Australia mired in attitudes irrelevant to a decolonising world.  The Australian High Commissioner thought that although Nehru made no public comments on the policy, he must have felt insulted by its existence.

Scholarships and Connections: Australia, Indonesia and Papua New Guinea, 1960-2010

For over fifty years Australia has welcomed students from Indonesia and Papua New Guinea to study at our tertiary institutions on government scholarships. An important premise behind the scholarship program has been the hope that the connections with Australia developed by these students will be long-lasting and mutually beneficial to Australia and partner governments. The research project ‘Scholarships and Connections’ investigates the life stories and experiences of students from Indonesia and Papua New Guinea who were sponsored for Australian-based tertiary study from 1950s-2010. By recording the personal experiences of scholarship recipients and investigating their networks of influence, this research deepens our understanding of scholarship programs and whether or not they produce outcomes that are consistent with the objective of building mutually beneficial linkages between Australia and partner countries. It examines whether the outcomes are enduring or change over time. The project is especially interested in the experiences of former scholarship-holders in positions of leadership and any networks and ongoing connections they have with Australia. This research provides a better understanding of the personal and professional networks of scholarship alumni, and encourages the sharing of experiences. The interviews will be permanently retained in appropriate repositories and drawn on for use in biographies, radio and television programs, internet applications and educational curricula for schools and leadership programs. This research promotes the values of historical research and scholarship among Indonesians and Papua New Guineans and points to the value of oral testimony from past and recent generations of mobile students for current generations facing important challenges and choices.

Abandoned and forgotten: the sad story of Kenya's internally displaced persons

This documentary is about the internal displacement of ethnic minorities brought about by politically instigated post-election violence towards ethnic minorities in all eight provinces, namely, Coast, Rift Valley, Western, Eastern, North Eastern, Central Kenya, Nairobi, and Nyanza. During the years of 1991 to 1996, over 15,000 people died and almost 300,000 were displaced in the Rift Valley, Central, Nyanza and Western provinces. Before the 1997 elections, violence erupted. Again, following the disputed presidential elections in December 2007 politically and ethnically instigated displacements resulted in human rights violations against 600,000 people in 8 provinces of Kenya.

Analyses of the War in Afghanistan frequently mention the declining or shaky domestic support for the conflict in the United States and among several U.S. allies. This paper dates the beginning of this decline back to the resurgence of the Taliban in 2005-06 and suggests that the deteriorating course of the war on the ground in Afghanistan itself along with mounting casualties is the key reason behind this drop in domestic support for the war.
