Rumiana Stoilova (Bulgaria). Social Policy Facing the Problems of Youth Employment. Ms. Stoilova is a researcher in the Institute of Sociology in Sofia and worked on this project from October 1996 to September 1998. This project involved collecting both statistical and empirical data on the state of youth employment in Bulgaria, which was then compared with similar data from other European countries. One significant aspect was the parallel investigation of employment and unemployment, which took as a premise the continuity of professional experience where unemployment is just a temporary condition caused by external and internal factors. These need to be studied and changed on a systematic basis so as to create a more favourable market situation and to improve individuals' resources for improving their market opportunities. A second important aspect of the project was an analysis of the various entities active on the labour market, including government and private institutions, associations of unemployed persons, of employers or of trade unions, all with their specific legal powers and interests, and of the problems in communication between these. The major trends in youth unemployment during the period studied include a high proportion of the registered unemployed who are not eligible for social assistance, a lengthening of the average period of unemployment, an increase in the percentage of people who are unemployed for the first time and an increasing percentage of these who are not eligible for assistance, particularly among newly registered young people. At the same time the percentage of those for who work has been found is rising and during the last three years an increasing number of the unemployed have started some independent economic activity. Regional differences are also considerable and in the case of the Haskovo region represent a danger of losing the youngest generation, with resulting negative demographic effects. One major weakness of the existing institutional structure is the large scale of the black labour market, with clear negative implications for the young people drawn into it. The role of non-governmental organisations in providing support and information for the unemployed is growing and the government has recently introduced special preferences for organisations offering jobs to unemployed persons. Social policy in the labour market has however been largely restricted to passive measures, mostly because of the risk that poverty poses to people continuously excluded from the labour market. Among the active measures taken, well over half are concerned with providing jobs for the unemployed and there are very limited programmes for providing or improving qualifications. The nature of youth employment in Bulgaria can be seen in the influence of sustained structures (generation) and institutions (family and school). Ms. Stoilova studied the situation of the modern generation through a series of profiles, mostly those of continuously unemployed and self-employed persons, but also distinguishing between students and the unemployed, and between high school and university students. The different categories of young people were studied in separate mini-studies and the survey was carried out in five town in order to gather objective and subjective information on the state of the labour market in the different regions. She conducted interviews with several hundred young people covering questions of family background, career plans, attitudes to the labour situation and government measures to deal with it, and such questions as independence, mobility, attitude to work, etc. The interviews with young people unemployed for a long period of time show the risk involved in starting work and its link with dynamics of economic development. Their approval of structural reforms, of the financial restrictions connected with the introduction of a currency board and the inevitability of unemployment was largely declarative. The findings indicate that the continuously unemployed need practical knowledge and skills to "translate" the macroeconomic realities in concrete alternatives of individual work and initiative. The unemployed experience their exclusion from the labour market not only as a professional problem but also as an existential threat, of poverty, forced mobility and dependence on their parents' generation. The exclusion from the market of goods and services means more than just exercising restraint in their consumption, as it places restrictions on their personal development. Ms. Stoilova suggests that more efficient ways of providing financial aid and mobilisation are needed to counteract the social disintegration and marginalisation of the continuously unemployed. In measuring the speed of reform, university students took both employment opportunities and the implementation of the meritocratic principle in employment into account. When offered a hypothetical choice between a well-paid job and work in one's own profession, 62% would prefer opt for the well-paid job and for working for a company that offered career opportunities rather than employment in a family or own company. While most see the information gained during their studies as useful and interesting, relatively few see their education as competitive on a wider level and many were pessimistic about employment opportunities based on their qualifications. Very similar attitudes were found among high school students, with differences being due rather to family and personal situations. The unemployed, on the other hand, placed greater emphasis on possibilities of gaining or improving qualifications on a job and for the opportunities it would offer for personal contacts. High school students tend to attribute more significance to opportunities for personal accomplishment. A significant difference that five times fewer high school students were willing to work for state-owned companies, and many fewer expected to find permanent employment or to find a job in the area where they lived, Within the family situation, actual support for children seems to be higher than the feelings of confidence expressed in interviews. The attitudes of the families towards past experience seems to be linked with their ability to cope with the difficulties of the present, with those families which show an optimistic and active attitude towards the future having a greater respect for parents experience and tolerance in communication between parents and children.

This project aimed to evaluate young people's attitudes towards drugs and to draft preventive strategies for use among young people at school and during military service. Three target groups were surveyed: young heroin users in Sofia, drug users undergoing treatment in the Military Medical Academy, and male students between the ages of 16 and 18. The research showed that more than half the respondents had used heroin for the first time before they were 16 and 11% tried it first at the age of 13, the lowest age registered since drug use in Bulgaria has been studied. One in five male students aged 16 to 18 has used hashish or marijuana at least once and amphetamines and non-prescription medications are the second-choice drugs for Bulgarian school pupils. The best predictors of drug use among young people are drug use among friends, early alcohol and tobacco use, perceived availability of drugs, an underrating of the health hazards of drug use and a lack of proper information about these, willingness to take drugs, where and with whom the young people have grown up, and a sensation-seeking attitude.

This paper analyzes interbank markets under currency boards. Under such an environment, problematic endogeneity issues common to other monetary regimes do not arise. Using daily data from the interbank markets in Bulgaria and Lithuania we show, that contrary to the existing literature, overnight interest rates tend to decrease towards the end of the reserve holding period. Empirical results are supported by a finite horizon heterogeneous agents model showing that interest rates tend to decrease in the case of excess aggregate reserves in the banking system. Results contrast with Quir'os and Mendiz'abal (2006) who find that interest rates should be increasing regardless of the outstanding aggregate liquidity in the market. We also show that responsiveness of banks to interest rate changes diminishes as the end of reserve holding period approaches. Under certain circumstances this could lead to multiple equilibria with increasing or decreasing interest rates.

The dataset is based on a long-term study (38 years) at the Galata transect and covers the spring-summer periods from 1967 till 2005. The whole dataset is composed of 360 data of total zooplankton biomass and abundance . Samples were collected in discrete layers 0-10m, 10-20m, 10-25m, 25-50m, 50-70m, 50-100m, 100-150. Mesozooplankton abundance: the collected material was analysed using the method of Domov (1959). Samples were brought to volume of 25-30 ml depending upon zooplankton density and mixed intensively until all organisms were distributed randomly in the sample volume. After that 5 ml of sample was taken and poured in the counting chamber for taxomomic identification and count. Large (> 1 mm body length) and not abundant species were calculated in whole sample. Counting and measuring of organisms were made in the Dimov chamber under the stereomicroscope to the lowest taxon possible. Taxonomic identification was done at the Institute of Fishery Resource by Prof. Asen Konsulov and Institute of Oceanology by Prof. Asen Konsulov, Lyudmila Kamburska and Kremena Stefanova using the relevant taxonomic literature (Mordukhay-Boltovskoy, F.D. (Ed.). 1968, 1969,1972). Taxon-specific mesozooplankton abundance: The collected material was analysed using the method of Domov (1959). Samples were brought to volume of 25-30 ml depending upon zooplankton density and mixed intensively until all organisms were distributed randomly in the sample volume. After that 5 ml of sample was taken and poured in the counting chamber for taxomomic identification and count. Copepods and Cladoceras were identified and enumerated; the other mesozooplankters were identified and enumerated at higher taxonomic level (commonly named as mesozooplankton groups). Large (> 1 mm body length) and not abundant species were calculated in whole sample. Counting and measuring of organisms were made in the Dimov chamber under the stereomicroscope to the lowest taxon possible. Taxonomic identification was done at the Institute of Fishery Resource by prof. The European Union (EU) has traditionally taken a rather nuanced view of the activities of Hezbollah. Despite historic links to violent activity, Europe always remained reluctant to place the Lebanese militant group on its list of terrorist organisations. Internal divergences among member states, as well as the strategic-realist goals of the EU in both Lebanon and the Middle East more generally meant that such a listing never materialised. This remained the case even in the initial turmoil following the Arab uprisings, when Hezbollah’s relatively moderating objectives were viewed as a force for stability. However, the EU shifted policy in July 2013 by listing the military wing of Hezbollah as a terrorist entity. This paper will investigate the reasons behind this decision, as well as the likely implications and effectiveness of the new policy. Two principal catalysts were behind the decision. The first was a Hezbollah-linked bombing in Bulgaria which provided the focal point around which a consensus of the EU member states could emerge in the Council. Secondly, the escalation both of the Syrian conflict and Hezbollah’s role in it provided a more political and strategic impetus for the decision. This paper maintains that although a change in policy was somewhat necessary, it is questionable whether the artificial separation of Hezbollah’s political and military wings and the symbolic proscription of the latter is the most propitious choice to achieve European objectives.

The conservation, spread, comprehension and recreation of traditional culture heritages is one of the main purpose of the National Ethnographic Museum in Bulgaria. As other cultural and scientific heritage institutions, it begins to use new information technologies and strategies for providing access to its cultural heritage treasures. This paper aims to present digital libraries with multimedia content as a modern technological solution for innovative presentation of Bulgarian ethnographical heritage. It includes some basic concepts of digital libraries with multimedia content and a description of three types of architecture. The paper also describes the ideas, conceptual decisions and strategies in the project Experimental Digital Library “Bulgarian Ethnographic Treasury”.

The paper presents our considerations related to the creation of a digital corpus of Bulgarian dialects. The dialectological archive of Bulgarian language consists of more than 250 audio tapes. All tapes were recorded between 1955 and 1965 in the course of regular dialectological expeditions throughout the country. The records typically contain interviews with inhabitants of small villages in Bulgaria. The topics covered are usually related to such issues as birth, everyday life, marriage, family relationship, death, etc. Only a few tapes contain folk songs from different regions of the country. Taking into account the progressive deterioration of the magnetic media and the realistic prospects of data loss, the Institute for Bulgarian Language at the Academy of Sciences launched in 1997 a project aiming at restoration and digital preservation of the dialectological archive. Within the framework of this project more than the half of the records was digitized, de-noised and stored on digital recording media. Since then restoration and digitization activities are done in the Institute on a regular basis. As a result a large collection of sound files has been gathered. Our further efforts are aimed at the creation of a digital corpus of Bulgarian dialects, which will be made available for phonological and linguistic research. Such corpora typically include besides the sound files two basic elements: a transcription, aligned with the sound file, and a set of standardized metadata that defines the corpus. In our work we will present considerations on how these tasks could be realized in the case of the corpus of Bulgarian dialects. Our suggestions will be based on a comparative analysis of existing methods and techniques to build such corpora, and by selecting the ones that fit closer to the particular needs. Our experience can be used in similar institutions storing folklore archives, history related spoken records etc.

DBMS (Data base management systems) still have a very high price for small and middle enterprises in Bulgaria. Desktop versions are free but they cannot function in multi-user environment. We will try to make an application server which will make a Desktop version of a DBMS open to many users. Thus, this approach will be appropriate for client-server applications. The author of the article gives a concise observation of the problem and a possible way of solution.

Muharem Avdispahic 1 Coordinator of the TEMPUS Project SEE Doctoral Studies in Mathematical Sciences (144703-TEMPUS-2008-BA-TEMPUS-JPCR) The main goals of the TEMPUS Project ”SEE Doctoral Studies in Math- ematical Sciences”, funded by European Commission under the TEMPUS IV first call, consist of the development of a model of structured doctoral studies in Mathematical Sciences involving the network of Western Balkans universi- ties, the curricula design based on the existing strenghts and tendencies in the areas of Pure Mathematics, Applied Mathematics and Theoretical Computer Science and the first phase of implementation of the agreed model during the SEE Doctoral Year in Mathematical Sciences 2011. A decisive step in this direction was ”SEE Young Researchers Workshop” held in Ohrid, FYR Macedonia, September 16-20, 2009, as a part of the Math- ematical Society of South-Eastern Europe (MASSEE) International Congress on Mathematics - MICOM 2009. MICOM 2009 continued the tradition of two previous highly successful MASSEE congresses that took place in Bulgaria in 2003 and in Cyprus in 2006. This volume of the journal Mathematika Balkanica contains the talks de- livered at Ohrid Workshop by South-Eastern European PhD students in various stage of their research towards a doctoral degree in mathematics or informat- ics. Facilitating publication efforts of young researchers from the universities of Sarajevo, Tuzla, Belgrade, Skopje, Stip, Graz, and Sofia fully coincides with MASSEE goals to promote, organize and support scientific, research and edu- cational activities in South-Eastern Europe. The consent of the Editorial Board of Mathematica Balkanica to publish ”SEE Young Researchers Workshop” contributions aptly meets intentions of European reform processes aimed at creating the European Higher Education Area and European Research Area. It is an encouragement to these young researchers in the first place and at the same time an encouragement to their institutions in overcoming fragmentation and enhancing their capacities through fostering reciprocal development of human resources.
