Using Wind Energy in Timor-Leste The demand for global energy is more focused on the use of Reneweable Energy sources (REs), ensuring and committing itself to sustainable development. This study was prompted by the wish to contribute to the achievement the goals of the Strategic Development Plan (PED 2011-2030) regarding the use of REs, particularly the wind energy in Timor-Leste. Timor-Leste has presented a great interest in the use of renewable energy sources policy to achieve the long term goal of the PED 2030, committing to a sustainable development through renewable energy. This thesis intends to contribute in particular with the study of the use of wind energy. Based on the long term wind climate between 2004 and 2012 of the Díli weather station and combining these data with the Martifer campaign experimental data of December 2008 - November 2009, the interannual variation coefficient (Cv) was obtained. Thus, it was possible to build the map of long term average wind with atmospheric mesoscale model in a refined resolution of 3×3 km. The ArcGIS model was used for the identification of the most favorable locations of the wind for its georeferencing. The constraining of filtering and the constraints of the terrain allowed to construe the sustainable wind map of Timor-Leste in distritos, subdistritos, sucos, and also of the enclave of Oecussi and Atauro island, which led to the ranking of five favorable areas (zone 1-5) for an immediate experimental campaign of wind characterization and utilization of this resource in wind parks. The contribution to Timor-Leste's energy plan consists of two phases: - the first phase of three wind farms in zone (3 and 5) from data provided by Martifer, a total of 424,694 MWh, and levelyzed cost of electricity (LCOE) in the calculated average value of 0.046 €/kWh; - in the second phase the construction of access and development of wind farms in zones 1, 2 and 4 for the Max-Renewable Scenario. As such, they make possible the "Perspective of Wind Energy Use" in Timor Leste’s PED 2011 - 2030, which would reduce current energy production costs and CO2 emissions.

The increasing integration of renewable energies in the electricity grid contributes considerably to achieve the European Union goals on energy and Greenhouse Gases (GHG) emissions reduction. However, it also brings problems to grid management. Large scale energy storage can provide the means for a better integration of the renewable energy sources, for balancing supply and demand, to increase energy security, to enhance a better management of the grid and also to converge towards a low carbon economy. Geological formations have the potential to store large volumes of fluids with minimal impact to environment and society. One of the ways to ensure a large scale energy storage is to use the storage capacity in geological reservoir. In fact, there are several viable technologies for underground energy storage, as well as several types of underground reservoirs that can be considered. The geological energy storage technologies considered in this research were: Underground Gas Storage (UGS), Hydrogen Storage (HS), Compressed Air Energy Storage (CAES), Underground Pumped Hydro Storage (UPHS) and Thermal Energy Storage (TES). For these different types of underground energy storage technologies there are several types of geological reservoirs that can be suitable, namely: depleted hydrocarbon reservoirs, aquifers, salt formations and caverns, engineered rock caverns and abandoned mines. Specific site screening criteria are applicable to each of these reservoir types and technologies, which determines the viability of the reservoir itself, and of the technology for any particular site. This paper presents a review of the criteria applied in the scope of the Portuguese contribution to the EU funded project ESTMAP – Energy Storage Mapping and Planning.

Partindo do perfil e tipologias resultantes da contribuição do quadro de Políticas Públicas de turismo e com base nos resultados obtidos através da análise de conteúdo das entrevistas, construiu-se uma proposta de modelo de políticas públicas de turismo propiciadoras do desenvolvimento local sustentável em Angola baseada numa lógica de ação coletiva, capaz de salvaguardar a sustentabilidade económica, política, social e territorial; ABSTRACT: Public policies in tourism became a priority of developed country governments and less developed countries from the 1970s, when the state bodies linked to the tourism sector began the definition of a broad national agenda for the development of the tourism industry for long-term periods, with clear descriptions of the position that tourism occupies in the national economic development; on the goals they want to achieve and how they will be achieved. The tremendous growth of tourism, the involvement of governments and the negative impacts of tourism were registered in developing countries and helped to bring the academic debate analysis on public tourism policies, in the late 80s and early 90s of the past century. In the legislative framework, we inventoried public tourism policies in Angola that later became the sociological framework of the National Policy and Plan for tourism in Angola; we identified the actors involved in the execution of public tourism policies in Angola and its social meaning, as well as the central factors conductive to social and economic development in the local context (Huila). This allowed to determine the profile and types resulting from the tourism Public Policy framework contribution to the level of promotion of local social development in Angola, helping us in this way to try to understand to what extent public tourism policies in Angola work as a local social development factor. From the profile and types resulting from the tourism Public Policy framework contribution and based on the results obtained from the interviews, we constructed a proposed model of public policies which encourage a more sustainable local development kind of tourism in Angola, based on a logic of collective action, able to safeguard the economic, political, social and territorial capitals.

Objective To evaluate the occurrence of severe obstetric complications associated with antepartum and intrapartum hemorrhage among women from the Brazilian Network for Surveillance of Severe Maternal Morbidity.Design Multicenter cross-sectional study.Setting Twenty-seven obstetric referral units in Brazil between July 2009 and June 2010.Population A total of 9555 women categorized as having obstetric complications. Methods The occurrence of potentially life-threatening conditions, maternal near miss and maternal deaths associated with antepartum and intrapartum hemorrhage was evaluated. Sociodemographic and obstetric characteristics and the use of criteria for management of severe bleeding were also assessed in these women.Main outcome measures The prevalence ratios with their respective 95% confidence intervals adjusted for the cluster effect of the design, and multiple logistic regression analysis were performed to identify factors independently associated with the occurrence of severe maternal outcome. Results Antepartum and intrapartum hemorrhage occurred in only 8% (767) of women experiencing any type of obstetric complication. However, it was responsible for 18.2% (140) of maternal near miss and 10% (14) of maternal death cases. On multivariate analysis, maternal age and previous cesarean section were shown to be independently associated with an increased risk of severe maternal outcome (near miss or death). Conclusion Severe maternal outcome due to antepartum and intrapartum hemorrhage was highly prevalent among Brazilian women. Certain risk factors, maternal age and previous cesarean delivery in particular, were associated with the occurrence of bleeding.

A key objective of developing countries is to provide affordable access to modern energy services in order to support economic and social development. The paper presents a number of arguments for why and in which way energy access and affordability can play a key role in national development programs and in achieving the Millennium Development Goals. Approaches for measuring accessibility and affordability are presented, drawing on case studies of Bangladesh. Brazil, and South Africa, countries with different rates of electrification. Affordability of using electricity is examined in relation to the energy expenditure burden for households and time consumption. Conclusions focus on lessons learned and recommendations for implementing policies, instruments, and regulatory measures to tackle the challenge of affordability. (C) 2011 Elsevier Ltd. Scientific literacy can be considered as a new demand of post-industrial society. It seems necessary in order to foster education for sustainability throughout students` academic careers. Universities striving to teach sustainability are being challenged to integrate a holistic perspective into a traditional undergraduate curriculum, which aims at specialization. This new integrative, inter- and transdisciplinary epistemological approach is necessary to cultivate autonomous citizenship, i.e., that each citizen be prepared to understand and participate in discussions about the complex contemporary issues posed by post-industrial society. This paper presents an epistemological framework to show the role of scientific literacy in fostering education for sustainability. We present a set of 26 collaborative concept maps (CCmaps) in order to illustrate an instance of theory becoming practice. During a required course for first-year undergraduate students (ACH 0011, Natural Sciences), climate change was presented and discussed in broad perspective by using CCmaps. We present students` CCmaps to show how they use concepts from quantitative and literacy disciplines to deal with the challenges posed by the need of achieving a sustainable development. This work shows the application of the analytic hierarchy process (AHP) in the full cost accounting (FCA) within the integrated resource planning (IRP) process. For this purpose, a pioneer case was developed and different energy solutions of supply and demand for a metropolitan airport (Congonhas) were considered [Moreira, E.M., 2005. These solutions were compared and analyzed utilizing the software solution ""Decision Lens"" that implements the AHP. The final part of this work has a classification of resources that can be considered to be the initial target as energy resources, thus facilitating the restraints of the IRP of the airport and setting parameters aiming at sustainable development. Since the 1990s several large companies have been publishing nonfinancial performance reports. Focusing initially on the physical environment, these reports evolved to consider social relations, as well as data on the firm`s economic performance. A few mining companies pioneered this trend, and in the last years some of them incorporated the three dimensions of sustainable development, publishing so-called sustainability reports. This article reviews 31 reports published between 2001 and 2006 by four major mining companies. A set of 62 assessment items organized in six categories (namely context and commitment, management, environmental, social and economic performance, and accessibility and assurance) were selected to guide the review. The items were derived from international literature and recommended best practices, including the Global Reporting Initiative G3 framework. A content analysis was performed using the report as a sampling unit, and using phrases, graphics, or tables containing certain information as data collection units. A basic rating scale (0 or 1) was used for noting the presence or absence of information and a final percentage score was obtained for each report. Results show that there is a clear evolution in report`s comprehensiveness and depth. Categories ""accessibility and assurance"" and ""economic performance"" featured the lowest scores and do not present a clear evolution trend in the period, whereas categories ""context and commitment"" and ""social performance"" presented the best results and regular improvement; the category ""environmental performance,"" despite it not reaching the biggest scores, also featured constant evolution. Description of data measurement techniques, besides more comprehensive third-party verification are the items most in need of improvement.
