Qualitative and quantitative methods were used in this research to distinguish the prevailing D/discourses (words, tools, beliefs, thinking styles) in police training and to analyse the ‘discourse-practice’ (Cherryholmes 1988: 1) framework of policing in a training environment. The manifestations, functions and consequences of the D/discourses raise concerns about the efficacy of training (its doctrinal intent and value versus its educative intent and value) and its implications for individuals’ identity, subjectivity, agency, learning, and “membership” within the policing community. The literature revealed that police training acts as a formally sanctioned vehicle for police culture, subcultures, and D/discourses. This is complicated by (a) the predominance of pedagogical training practices that support a trainer-centred approach and standardised lecture format for training, (b) police training focusing predominantly on law enforcement at the cost of higher- rder conceptual skills, and (c) Australian and international studies of police management education which  reveal a subculture resistant to theoretical analysis and critical reflection, and a set of unconscious and unchallengeable assumptions regarding police work, conduct, and leadership. The agenda of Australian and New Zealand police services for police to become a profession provides a backdrop to this research and findings.

Australia has a substantial Vietnamese community, a consequence of the refugee exodus from Southeast Asia which followed the Communist victory in Vietnam in 1975. While Vietnamese Australians have contributed greatly to their host society, they are also stigmatised because of an association with the trade in illicit drugs, particularly heroin. Drug-related offending remains very high in Vietnamese Australian communities, with resultant high rates of incarceration and social exclusion. In its formative years the Vietnamese Australian community was faced with exclusion from economic and social opportunity, but was uniquely well-positioned as an ethnic enclave economy to take advantage of the growing demand for illicit drugs, especially heroin. I argue that the heroin trade had an effect analogous to ‘resource curse’, and has been a major source of continuing disadvantage and social harm to the Vietnamese Australian community.

In many jurisdictions, anyone convicted of a sexual offense is required to register with police, often for life. Nine different countries have now implemented sex offender registries in an attempt to protect the public from the perceived threat posed by sexual offenders. Yet such laws have been criticized as being overly inclusive, tying up limited law enforcement resources to track many offenders who pose little risk of sexual reoffending. This paper considers the available research evidence relevant to the effectiveness of such laws for the deterrence of sexual offending and the investigation of sex crimes. It is concluded that significant gaps persist in our knowledge of whether existing laws effectively reduce sexual offending or reoffending and that large-scale, well-designed studies of the impact of sex offender registration on rates of offending, the collateral consequences to offenders and their families, and the costs of such laws are needed.

Not-I/Thou: The Other Subject of Art and Architecture is a series of essays delineating the gray areas and black zones in present-day cultural production. Part One is an implicit critique of neoliberal capitalism and its assault on the humanities through the pseudo-scientific and pseudo-empirical biases of academic and professional disciplines, while Part Two returns to apparent lost causes in the historical development of modernity and post-modernity, particularly the recourse to artistic production as both a form of mnemonics and periodic (and renascent) avant-garde agitation. In-between these twin systems of taking the measure of things, Art and Architecture, as forms of speculative intellectual capital, emerge from the shadow-lands of half-conscious and half-unconscious forces to become gestures toward a type of knowledge that has no utilitarian or generic agency. Defying the tendencies of such discourses to fall prey to instrumental orders that effectively neuter the inherent radical agenda of both, Art and Architecture are represented in this series of essays as noetic apparatuses, operating at the edge of authorized systems of knowledge, quietly and secretly validating and valorizing the shadowy and recondite, collective and personal operations of intellect in service to no particular end.

In 2004, the discourse of ‘legacy’ was woven into the constitutional fabric of the International Olympic Committee (IOC). Bidding for Olympic events is now premised on procuring post-event legacies that will resonate through local communities and host countries long after the flame is extinguished. Given vast expenditures in security, policing, and emergency management operations at major sporting events, it is notable that the IOC and its official partners have disproportionately under-represented security and policing legacies. This paper addresses research into security and policing legacies of major events by turning much needed empirical attention towards institutional level geographies of security and policing – particularly on legacies of policing and militarisation in Olympic host cities. Accordingly, the paper traces the institutional trajectory of the Military Liaison Unit (MLU) in the Vancouver Police Department who were heavily involved in coordinating the joint civilian–military effort throughout the lifecycle of the Vancouver 2010 Winter Games. Theoretically, the paper furthers Stephen Graham’s (2010) New Military Urbanism that considers the circulation of military expertise between neo-colonial frontiers of military intervention with Western urban spaces. In doing so, this paper unpacks an empirically guided temporal approach that discerns key drivers of militarisation as localised, empirical-based ‘trajectories’ of development of security and policing institutions, which are linked to, and circumscribed by, critical juncture episodes in the context of mega event security. The paper traces processes of the MLU to explain how conditions underpinning the civil–military divide in urban policing, as a series of jurisdictional, institutional, and by extension, geographical configurations have continued, changed or been abandoned in the context of the Vancouver 2010 Olympics. As such, this paper contributes to much needed debate on the controversies and opportunities inherent in security legacies and major events, which implicate the wider securitisation and militarisation of Western cities.

Police interviews with offenders form an important component of the sex offender registry monitoring process. This study provides an analysis of police professionals’ perceptions of the benefits and process of interviewing offenders on sex offender registries. Participants were a heterogeneous sample of 24 Australian police personnel whose roles were primarily associated with the operation of sex offender registries across three different jurisdictions. Participants’ perceptions of sex offender registry interviews were elicited using non-directive prompts in focus groups of between two and five officers. Transcripts of these focus groups were analysed andkey themes identified. Reported benefits related to the identification and correction of misunderstandings about registry requirements and elicitation of information to assist ongoing management and investigation of new offences. Further, establishing a sound relationship enabled proactive support of the offender in his/her attempt not to re-offend. Interview procedures emphasised the importance of genuine engagement and a relationship based on trust. The findings highlighted several challenges to interviewing and directions for further training, support and research. Participants’ responses underscore the significant role that interviews play in the effective implementation of sex offender registries and emphasise the need for successful engagement of offenders during these interviews to improve the utility of registry schemes. This was the first study to examine the strengths and challenges of interviewing offenders on the registry from a policing perspective.

This chapter argues that one key legacy of the US effort to bring democracy to Iraq has been that many elements within Iraq’s Shia Arab political elite have viewed democracy through the lens of a cynical majoritarianism and manipulated it to catapult themselves to power. This has had a further legacy, enabling the democratically elected government of Prime Minister Nouri al-Maliki to utilise his incumbency to maintain the veneer of democracy while becoming increasingly dictatorial and authoritarian. In doing so, Maliki’s government shares much in common with other ‘hybrid regimes’ in which governments hijack nominally democratic mechanisms such as elections, media freedoms, political opposition and civil society as part of their strategy to retain, rather than diffuse, power (Dodge 2012b, 2013). Although Maliki hasdeployed a host of different strategies along these lines – including blatant sectarianism, undermining key state institutions, the creation of a shadow state loyal to himself, and the concentration of military and political power in his own hands – this chapter focuses on Maliki’s less well-known efforts to shatter the unity of his Shia Arab political opponents. It focuses on his first two terms in power and examines the ways in which he has been able to systematically fracture the Shia political elite to such an extent that once tenuously united factions now stand bitterly divided. The chapter concludes by reflecting on the reasoning behind such an approach and the prospects of Iraq’s democracy moving beyond the blatant power grab of the incumbent Malikigovernment.

 The question of whether Islam and Muslims belong in the West has been the subject of considerable political “debate” well before the events of 9/11. Indeed, subsequent events, though different but connected, have unfolded on the international scene as the “War on Terror”. This question has undoubtedly attracted public attention and the answers are more polarised nowadays as we live in the highly mediatised shadow of Al-Qa’eda and its more violent incarnation, the Islamic State (IS). Indeed, the clash of civilisation thesis advanced by Samuel Huntington had at its core a philosophical and practical assumption that Islam and the West are on a collision course because of their divergent cultural and value systems. In other words the cultural fault line that divides the Muslim world from the West is not only about democracy but also about ethics and values. The excessive securitisation of Islam and its public construction as “alien”, “foreign”, “threatening” and altogether “incompatible” with Western democratic values adds weight to the self-fulfilling prophecy that sees nothing but violent clashes in history that stretch from the Crusades to the War on Terror.

Organisational culture is a complex and heavily contested concept. Not only is it difficult to define what organisational culture is, but it is also very difficult to analyse how it guides and constrains behaviour, and whether and how organisational cultures change. The central argument of this article is that organisational networks can effect cultural change and that the terms ‘structural’ and ‘relational’, which are commonly used to conceptualise the properties of networks, may also provide a useful conceptual framework for understanding cultural change. While there has been some attention directed to the effects of organisational culture for networks, there has been very little attention placed on the potential for networks to shape organisational culture. Based on a detailed qualitative study of networks in the field of ‘high’ policing in Australia, the article draws on interviews with senior members of police and security agencies to explore organisational culture and cultural change. The article puts forward a network perspective on cultural change and aims to advance our knowledge of how security nodes can experience cultural change as they work together in and through networks.

‘Snap’ deploys the queer cliché of becoming-sailor as a trope for recognition in the amorous encounter and literalises the ‘copycat’ as its catalyst. As Girard argues (1973), the human is foremost mimetic: this story makes its claim for originality and authenticity of connection through the playful recycling of cliché.‘Snap’ eschews the relative affectlessness of some metafiction by staging an amorous approach under the shadow of mortality. It exploits the liminal moment of modernist short fiction to summon the ‘manifold’ of experience. Security networks are organisational forms involving public, private and hybrid actors or nodes that work together to pursue security-related objectives. While we know that security networks are central to the governance of security, and that security networks exist at multiple levels across the security field, we still do not know enough about how these networks form and function. Based on a detailed qualitative study of networks in the field of ‘high’ policing in Australia, this article aims to advance our knowledge of the relational properties of security networks. Following the organisational culture literature, the article uses the concept of a ‘group’ as the basis with which to analyse and understand culture. A group can apply to networks (‘network culture’), organisations (‘organisational culture’) and sections within and between organisations (‘occupational subcultures’). Using interviews with senior members of security, police and intelligence agencies, the article proceeds to analyse how cultures form and function within such groups. In developing a network perspective on occupational culture, the article challenges much of the police culture(s) literature for concentrating too heavily on police organisations as independent units of analysis. The article moves beyond debates between integrated or differentiated organisational cultures and questions concerning the extent to which culture shapes particular outcomes, to analyse the ways in which security nodes relate to one another in security networks. If there is one thing that should be clear it is that security nodes experience cultural change as they work together in and through networks.

Dynamically changing background (dynamic background) still presents a great challenge to many motion-based video surveillance systems. In the context of event detection, it is a major source of false alarms. There is a strong need from the security industry either to detect and suppress these false alarms, or dampen the effects of background changes, so as to increase the sensitivity to meaningful events of interest. In this paper, we restrict our focus to one of the most common causes of dynamic background changes: 1) that of swaying tree branches and 2) their shadows under windy conditions. Considering the ultimate goal in a video analytics pipeline, we formulate a new dynamic background detection problem as a signal processing alternative to the previously described but unreliable computer vision-based approaches. Within this new framework, we directly reduce the number of false alarms by testing if the detected events are due to characteristic background motions. In addition, we introduce a new data set suitable for the evaluation of dynamic background detection. It consists of real-world events detected by a commercial surveillance system from two static surveillance cameras. The research question we address is whether dynamic background can be detected reliably and efficiently using simple motion features and in the presence of similar but meaningful events, such as loitering. Inspired by the tree aerodynamics theory, we propose a novel method named local variation persistence (LVP), that captures the key characteristics of swaying motions. The method is posed as a convex optimization problem, whose variable is the local variation. We derive a computationally efficient algorithm for solving the optimization problem, the solution of which is then used to form a powerful detection statistic. On our newly collected data set, we demonstrate that the proposed LVP achieves excellent detection results and outperforms the best alternative adapted from existing art in the dynamic background literature.
