This issue review examines the change in the number of executive branch employees, supervisors and payroll between January 2011 and August 2012. In recent years, a variety of factors have encouraged a reduction in the number of state employees, salary adjustment that pays for contract-related salary and benefits increases has not been funded, limited departments' ability to pay increasing personnel costs. Early retirement packages have been offered, encouraging higher-paid employees to retire. Beginning in January 2011, the Governor set a goal of reducing the cost of state government by 15 percent, which could impact the number of employees.

Each year, IEDA’s contract compliance team compiles a report of the status of each business project awarded or under contract. The FY14 annual report measures status and progress of projects awarded since 2003 and tracked by the compliance team. Within this version of the report, the projects are grouped by status. Within this version of the report, the projects are first grouped by the county in which they were awarded and subcategorized according to their status. Below is an explanation for each status as well as an explanation on how they appear within the report.

Standardized enforcement: Access to justice vs. contractual innovation

We model the effect of contract standardization on the development of markets andthe law. In a setting in which biased judges can distort contract enforcement, we findthat the introduction of a standard contract reduces enforcement distortions relative toreliance on precedents, exerting two effects: i) it statically expands the volume of trade,but ii) it crowds out the use of open-ended contracts, hindering legal evolution. We shedlight on the large-scale commercial codification undertaken in the nineteenth centuryin many countries (even common-law ones) during a period of booming commerce andlong-distance trade.

Detection of Concrete Delamination by Infrared Thermography, HR-244, 1986

Iowa has approximately 1000 bridges that have been overlaid with a nominal 2" of portland cement concrete. A Delamtect survey of a sampling of the older overlaid bridges indicated delaminations in several of them. Eventually these bridges as well as those that have not received an overlay must be programmed for rehabilitation. Prior to rehabilitation the areas which are delaminated must be identified. There are currently two standard methods of determining delaminated areas in bridge decks; sounding with a metal object or a chain drag and sounding with an electro-mechanical sounding system (Delamtect). Sounding with a metal object or chain drag is time consuming and the accuracy is dependent on the ear of the operator and may be affected by traffic noise. The Delamtect requires less field time but the graphical traces require that data reduction be done in the office. A recently developed method of detecting delamination is infrared thermography. This method is based on the temperature difference between sound and delaminated concrete. A contract was negotiated with Donohue and Associates, Inc. of Sheboygan, Wisconsin, to survey 18 p.c. concrete overlaid bridge decks in Iowa using the infrared thermography method of detecting delaminations.

Development of a Conductometric Test for Frost Resistance of Concrete, HR-272, Phase II, 1986

The purpose of this report is to describe the major research activities during the period of February 1, 1985 - October 30, 1986 for the Iowa Highway Research Board under the research contract entitled "Development of a Conductometric Test for Frost Resistance of Concrete." The objective of this research, as stated in the project proposal, is to develop a test method which can be reasonably rapidly performed in the laboratory and in the field to predict the behavior of concrete subjected to the action of alternate freezing and thawing with a high degree of certainty. In the work plan of the proposal it was stated that the early part of the first year would be devoted to construction of testing equipment and preparation of specimens and the remainder of the year would be devoted to the testing of specimens. It was also stated that the second and third years would be devoted to performance and refinements of tests, data analysis, preparation of suggested specifications, and performance of tests covering variables which need to be studied such as types of aggregates, fly ash replacements and other admixtures. The objective of this report is to describe the progress made during the first 20 months of this project and assess the significance of the results obtained thus far and the expected significance of the results obtainable during the third year of the project.

Metric Plan Reading Course, HR-324, 1997

This Plan Reading Course was developed by the Department of Civil and Construction Engineering of Iowa State University under contract with the Iowa Highway Research Board, Project HR-324. It is intended to be an instructional tool for Iowa DOT, county and municipal employees within the state of Iowa. Under this contract, a previous Plan Reading Course, prepared for the Iowa State Highway Commission in 1965, has been completely revised using a new format, new plans, updated specifications, and new material. This course is a self-taught course consisting of two parts; Highway Plans, and Bridge and Culvert plans. Each part consists of a self-instruction book, a set of plans, a question booklet, and an answer booklet. This is the self-instruction book for the Bridge and Culvert Plans part of the course. The example structures included in this part of the course are a prestressed concrete beam bridge and a reinforced concrete box culvert.

Plan Reading Course, HR-324

This booklet is part of the Bridge Plan Reading Course developed by the Department of Civil and Construction Engineering of Iowa State University under contract with the Highway Research Advisory Board, Project HR-324. It is intended to be an instructional tool for Iowa DOT and county and municipal employees within the state of Iowa. The questions in this booklet are designed to test your knowledge of the material in the Bridge Plan Reading Course. You are free to use both the plans and the text material to assist you in answering these questions. There is a separate ANSWER BOOKLET which contains the answers to these questions. Consult that booklet to make sure you have answered these questions correctly. If you miss the answer to a question, go back and review the text material and the plans to make sure you understand the correct answer.

Incentive-Disincentive Clause, HR-521, 1985

There is an urgent need to complete projects in high traffic urban areas in the shortest possible time. These road user benefits resulting from faster construction will minimize public inconvenience, safety hazards and a total cost to the public. The incentive - disincentive clause in the contract will encourage the contractor to expedite all phases in the contract. A copy of this special provision is part of this work plan and other details of construction are included in the plan and specification of Project F-65-4(34)--20-77.

Low Profile Marker for Wet/Night Visibility, HR-1005, 1977

Conventional highway lane markings are ineffective at night, particularly when the pavement is wet. There is a recognized need for a system that is effective at night under wet conditions and where there is no reduction in current daytime standards. To be effective at all times the system must maintain wet-night retroreflective properties while resisting deterioration caused by snowplows, studded tires, sand and salt applications, and lane changing maneuvers by traffic. This project tested a system of low-profile lane markers developed by Battelle Columbus Laboratory under contract with the Implementation Division of the Federal Highway Administration.

Contract research as well as abstracts of masters theses and doctoral dissertations are included. Asphalt Emulsions for Highway Construction (Emulsion Seal Coat), HR-1028, 1980

For the past several year Kossuth County has had a scheduled maintenance program of bituminous seal coating. This program has been used to maintain the 467 miles of asphaltic concrete surfaced roads in Kossuth County. Since most of the experience that Kossuth County had in seal coating was with cutback asphalt, it was decided to include the use of emulsified asphalt in Kossuth County's 1980 seal coat program. Federal Demonstration Project Funds were requested from the Federal Highway Administration to study the use of emulsified asphalt and funding was granted under Demonstration Project No. 55,:Asphalt Emulsions for Highway Construction." Items studied were design and construction procedure cost of alternate material, energy consumption and environmental considerations. A construction contract was awarded to Everds Brothers, Inc. of Algona, Iowa, on July 1, 1980. There were four bidders on the 54.5 miles of seal coating that was let. A map showing the location of the seal coating projects is shown in Appendix A, and a copy of the contract is shown in Appendix B. The contractor started the project on July 11, 1980 and completed the project on August 1, 1980. Construction inspection and follow-up inspections of the project were conducted by personnel of the Kossuth County Engineer's Office and testing of the materials, friction testing and road rater testing were conducted by the Material's Department of the Iowa Department of Transportation.
