The Oxbow Lakes Small Scale Fishermen Project in western Bangladesh is primarily a Social Fisheries Project. The project aims at self-management of the Oxbow lakes fishing and fish farming by members of the local communities and the sharing of the benefits in an equitable manner. Project emphasis is on social and institutional aspects of the community water resource management and on improving the fish yields through better fisheries practices.

This paper presents an evaluation of the 15-week course on Training in Fisheries Planning and Management being offered at the University of Namibia since 1991. This course includes instruction in fisheries technology, fisheries biology, fisheries law and law of the sea, fisheries economics, fisheries sociology, environment impact assessment, planning and management, the logical framework approach to planning and computer literacy. The participats in the course have rated the various elements in a range of 2.9 to 4.7 out of a maximum of 5 points.

This paper briefly outlines the implications of making a decision on the most appropriate alternative for carrying out stock assessments and the reasons for previous failures to conserve finfish stocks for sustainable use. The Mathews (1987) approach utilizing Age-Length Catch-Effort Keys (ALCEK) is briefly reviewed, and a suggested overall approach for the assessment of the finfish resources of the Caribbean community is outlined. With recent initiatives towards use of the precautionary approach and reference points, Carribean community countries are advised to revisit the question of the models to be utilized for the assessment of their fish stocks, paying due attention to the quantity, quality and applicability of data now being collected.

An empirical model relating food requirements to morphometric indices of metabolic rate was used to calculate consumption/biomass ratios (Q/B) for 16 species of fish that make the pelagic fish community in Lake Malawi/Niassa. The Q/B/year varied from 3.31 to 9.82, with the large catfish (Dinotopterus nyasensis) having the lowest and a small cyprinid (Engraulicypris sardella) having the highest Q/B ratio. Direct estimates of Q/B for four of the most abundant species, based on analysis of diel feeding patterns, ranged from 4.20 to 24.70; the extreme values in this range representing replicate studies on the same species, the predatory cichlid Rhamphochromis longiceps. Previous studies that indicated exceptionally low Q/B ratios (1.0) in pelagic cichlids from Lake Malawi are not supported by this more recent work.

There are many similarities, and some differences, between community-based coastal resource management (CBCRM) and co-management. When CBCRM is considered an integral part of co-management, there is a new category of co-management which can be called community-based co-management. Community-based co-management is people-centered, community-oriented, resources-based and partnership-based. The implementation of community-based co-management has four components: resources management, community and economic development, capability building, and institutional support.

The benefits of decentralizing the management of coastal resources to local governments and resource users have long been recognized, but the best systems for coastal resources management depend on many factors. A number of community-based management and co-management projects were started in the Philippines in the early 1980s. This report describes a comparative assessment of these projects to determine where improvements can be made in the design of future community-based coastal resource management projects. Early and continuing involvement by project beneficiaries is one of the factors that contributes to the success of the project development, implementation, and evaluation.

Community-based aquaculture founded on the principles of common interest groups working together regardless of sex and age has been an effective tool for implementing scientific aquaculture programs in India. Water bodies that do not interset villagers are targeted for use to avoid communal problems. Farmers who share common interests are identified and organized and a team leader chosen among them. An inventory of resources using the SWOT analysis is made. A participatory approach to identify major problems, socioeconomic and biophysical constraints is used and appropriate interventions are planned. This process is then evaluated and the results of the impact assessment are provided to research/extension /policy planners for setting directions and priorities for further improvement. The potential for expanding community aquaculture for generating self-employment and improving food security of the rural poor as well as improving the environmental conditions of the villages in India can be further tapped.

Technology Assessment and Refinement through the Institution Village Linkage Programme (IVLP) is the latest participatory extension model successfully undertaken by the Indian Council of Agricultural Research in India. The Central Marine Fisheries Research Institute has been implementing IVLP since 2001 to assess and refine the technologies of the coastal agro ecosystems at Elamkunnapuzha village (Vypeen Island) in the Ernakulam District of Kerala. A series of need based location specific technology intervention plans have been introduced to overcome the social and biological constraints on farming practices in fisheries, livestock and agriculture, and implemented with the active participation of the stakeholders. The inferences drawn from IVLP ultimately form a package suitable for enhanced production in the costal agro ecosystem for replication to other areas with similar characteristics. This paper gives a brief account of the treatment packages applied in fisheries through various technological interventions and discusses the consequent yield and benefits obtained. Despite considerable conservation efforts, many reef fish fisheries around the world continue to be in peril. Many are vulnerable to overexploitation because they have predictable and highly aggregated spawning events. In U.S. Caribbean waters, fishery managers are increasingly interested in advancing the use of closed areas as a means for rebuilding reef fisheries, protecting coral reef habitats, and furthering ecosystem-based management while maintaining the sustained participation of local fishing communities. This study details small-scale fishermen’s views on the Caribbean Fishery Management Council’s proposals to lengthen the current Bajo de Sico seasonal closure off the west coast of Puerto Rico to afford additional protection to snapper-grouper spawning populations and associated coral reef habitats. Drawing on snowball sampling techniques, we interviewed 65 small-scale fishermen who regularly operate in the Bajo de Sico area. Snowball sampling is a useful method to sample difficult-to-find populations. Our analysis revealed that the majority of the respondents opposed a longer seasonal closure in the Bajo de Sico area, believing that the existing 3-month closure afforded ample protection to reef fish spawning aggregations and that their gear did not impact deep-water corals in the area. Whilst fishermen’s opposition to additional regulations was anticipated, the magnitude of the socio-economic consequences described was unexpected. Fishermen estimated that a year round closure would cause their gross household income to fall between 10% and 80%, with an average drop of 48%. Our findings suggest that policy analysts and decision-makers should strive to better understand the cumulative impacts of regulations given the magnitude of the reported socio-economic impacts; and, more importantly, they should strive to enhance the existing mechanisms by which fishermen can contribute their knowledge and perspectives into the management process.

Esta pesquisa aborda os diversos sentidos atribuídos à produção de louça por mulheres que moram em Itamatatiua, uma comunidade remanescente de quilombo localizada em Alcântara, Maranhão. Em uma etnografia, a sua secular produção de louça é analisada à luz da categoria zona de contato, enquanto âmbito privilegiado para a observação dos discursos pelos quais as fazedoras de louça de Itamatatiua constituem-se não apenas como quilombolas, mas também como mulheres, pretas, e artesãs. Habitando um território considerado terras de Santa Tereza, as mulheres de Itamatatiua constroem suas narrativas em relação às suas percepções sobre os atores externos ao povoado, como os turistas, pesquisadores, consultores de design que buscam nas suas territorialidades uma forma de acessar o passado. O resultado compartilhado e percebido é o que denomino imagens quilombolas. Estas imagens, constituídas de narrativas, formas de agir e pensar e aqui assumidas também como imagens gráficas (fotografias, peças gráficas e material audiovisual) revelam camadas históricas e discursos hegemônicos que são ressemantizados nos constantes encontros com turistas e pesquisadores, incluindo a mim mesma como pesquisadora e designer. As narrativas das mulheres sobre o saber-fazer da louça, sobre o seu imaginário sobre os turistas, sobre o que os consultores buscam no quilombo são alguns entre outros componentes das imagens quilombolas.

Apesar de ser percebida como uma entidade supra-humana, a instituição Igreja é o resultado de um trabalho desenvolvido cotidianamente por indivíduos dedicados a tal empreendimento. Na Igreja Assembleia de Deus da vila Provetá, Ilha Grande, Angra dos Reis, RJ, esse trabalho contínuo vem sendo realizado com bastante êxito. O crescimento da vila foi concomitante ao crescimento da Igreja e seu corpo ministerial. Vinculado à sua história houve o processo de evangelização de grande parte dos moradores. Assim, a Igreja Assembleia de Deus Provetá detém uma clara hegemonia sobre o modo de vida local há pelo menos três gerações. Seu território é designado e percebido, tanto pelas pessoas dali, quanto pelas pessoas de fora, como um lugar regido por preceitos religiosos, cuja moral é predominantemente pentecostal. Este trabalho concentra-se na investigação acerca dos conjuntos da Assembleia de Deus, suas festas religiosas e desdobramentos. As festas e principalmente a organização e preparação das mesmas são veículos através do qual um cotidiano e/ou uma maneira de viver se manifesta. Tais práticas formam um complexo empreendimento que mobiliza grande parte da população local e revela dimensões sociais específicas. Ao delinear a forma com que a Igreja se inscreve na vida cotidiana dos fiéis, pode-se compreender de forma mais clara a interface entre religião e comunidade presente neste estudo de caso.
