The Iowa Department of Natural Resources (IDNR) has requested that the Iowa Department of Public Health (IDPH) complete an update of the health consultation for the Hills, Iowa Perchlorate Groundwater Contamination Site that was originally completed in June 2004. In this updated health consultation, the IDPH will: 1) summarize background information on this site, 2) summarize the progress of work that has been completed regarding the site, 3) summarize the environmental data that has been collected, 4) summarize toxicological information and regulatory information regarding perchlorate, and 5) provide an update to any conclusions and recommendations from the Iowa Department of Public Health. The Iowa Department of Public Health’s priority is to ensure the Hills community has the best information possible to safeguard its health and the IDNR has the best information to guide its activities. That information is included in the following paragraphs.

This site has undergone a Targeted Brownfields Assessment conducted by the Contaminated Sites Section of the IDNR. This health consultation assesses potential health risks to people from future exposure to soil and surface water within the property boundary, and any health impacts resulting from contaminated groundwater beneath the site property from an evaluation of the data collected during the Targeted Brownfields Assessment. The City of West Union has been selected by Iowa Department of Economic Development as a Green Pilot Community. A major project within this designation is the reconstruction of the downtown business district public infrastructure in a sustainable, innovative, and replicable way. A key component of this project is replacement of the impermeable street and sidewalk surfacing with a porous paver system. This system, along with bio-retention cells in intersection bumpouts and sidewalk planters, will infiltrate, then cleanse and cool the storm water prior to a very slow discharge rate to Otter Creek. The project area will see a 95% reduction in peak discharge rate for a 100 year storm and a 20% reduction in runoff volume. West Union is located within the Otter Creek watershed, a designated cold water trout stream just below the city. Fayette County Soil and Water Conservation District and IDNR consider improvement of the water quality of Otter Creek to be very important. This reconstruction of downtown West Union in a sustainable manner will be the start of an overall Otter Creek watershed improvement project.

The United States Environmental Protection Agency (EPA) has requested the Iowa Department of Public Health (IDPH) Hazardous Waste Site Health Assessment Program to evaluate the health impacts of the proposed remedial strategy to be implemented at the Iowa City Former Manufactured Gas Plant Site (FMGP). The proposed remedial strategy to be implemented incorporates the following: 1) access restrictions through the continued operation of the Iowa-Illinois Manor and restriction on any future water well installation through continued implementation of a local environmental covenant; 2) previous site decommissioning activities that have restricted access to site contaminants; and 3) continued monitoring of the groundwater to ensure that contaminant levels in groundwater remain the same or are declining in concentration. This health consultation addresses potential health risks to people from exposure to the soil and vapors within the property. The goal of this project is to help residents of the Hewitt Creek watershed identify themselves as a watershed community and use cost-effective approaches to control non-point source nutrient and sediment contaminants according to collective science-based environmental goals. The project will tap the low-cost, high-return human resources of local knowledge and resident leadership for economical and sustainable solutions. A watershed council will implement an incentive program to engage their watershed community in locally-acceptable practices and performance (outcome) measures for environmental stewardship that have reasonable cost and are linked with accountable crop and livestock management decisions. The Iowa and Dubuque County Farm Bureau have supported one year of management practice incentives. The performance incentive program will take this effort to the next level, to focus on outcomes.
