This document presents the results of baseline monitoring of a repaired coral reef injured by the M/V Wave Walker vessel grounding incident of January 19, 2001. This grounding occurred in Florida state waters within the boundaries of the Florida Keys National Marine Sanctuary (FKNMS). The National Oceanic and Atmospheric Administration (NOAA) and the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida, (“State of Florida” or “state”) are the co-trustees for the natural resources within the FKNMS. This report documents the efficacy of the restoration effort, the condition of the restored reef area two year and four months post-effort, and provides a picture of surrounding reference areas, so as to provide a basis for future comparisons by which to evaluate the long-term success of the restoration. ENGLISH: The fishery for yellowfin tuna in the Eastern Tropical Pacific Ocean extends from Southern California to Northern Peru and offshore to a distance of several hundred miles. Sound management of this resource is dependent on knowledge of the relationships among stocks of the many fishing regions within this oceanic area of about one and one quarter million square miles. Godsil (1948), Godsil and Greenhood (1951), Schaefer (1952, ]955) and Royce (1953) have previously examined the morphometry of the yellowfin tuna of the Pacific Ocean and, although these studies were helpful in delineating the major yellowfin stocks of this region, they were of limited value in examining possible sub-divisions f the population fished off the West Coast of the Americas. The importance of this problem and the increase in fishing effort, in recent years, in the new areas off Peru, suggested a re-examination of selected body measurements from fish taken in the various areas of the Eastern Tropical Pacific Ocean, including the more recently exploited grounds off Peru. SPANISH: La pesquería de atún aleta amarilla en el Océano Pacífico Oriental Tropical se extiende desde la California del Sur hasta la región septentrional del Perú, y mar afuera en una extensión de varios cientos de millas. La acertada administración de este recurso depende del conocimiento de las relaciones entre los stocks de las muchas regiones de pesca que se encuentran dentro de esta área oceánica, cuya dimensión es de alrededor de un millón y cuarto de millas cuadradas. Godsil (1948), Godsil y Greenhood (1951), Schaefer (1952, 1955) y Royce (1953) han examinado la morfología del atún aleta amarilla del Océano Pacífico, y a pesar de que los estudios de estos científicos contribuyeron a delinear los más importantes stocks de dicha especie en esta región, han sido, sin embargo, de un valor limitado para el examen de posibles subdivisiones de la población explotada por la pesca frente a la costa occidental de las Américas. Market squid (Loligo opalescens) plays a vital role in the California ecosystem and serves as a major link in the food chain as both a predator and prey species. For over a century, market squid has also been harvested off the California coast from Monterey to San Pedro. Expanding global markets, coupled with a decline in squid product from other parts of the world, in recent years has fueled rapid expansion of the virtually unregulated California fishery. Lack of regulatory management, in combination with dramatic increases in fishing effort and landings, has raised numerous concerns from the scientific, fishing, and regulatory communities. In an effort to address these concerns, the National Oceanic and Atmospheric Administration’s (NOAA) Channel Islands National Marine Sanctuary (CINMS) hosted a panel discussion at the October 1997 California Cooperative Oceanic and Fisheries Investigations (CalCOFI) Conference; it focused on ecosystem management implications for the burgeoning market squid fishery. Both panel and audience members addressed issues such as: the direct and indirect effects of commercial harvesting upon squid biomass; the effects of harvest and the role of squid in the broader marine community; the effects of environmental variation on squid population dynamics; the sustainability of the fishery from the point of view of both scientists and the fishers themselves; and the conservation management options for what is currently an open access and unregulated fishery. Submersible surveys at numerous reefs and banks in the northwestern Gulf of Mexico (NWGOM) were conducted as part of the Sustainable Seas Expedition (SSE) during July/August 2002 to identify reef fish communities, characterize benthic habitats, and identify deep coral reef ecosystems. To identify the spatial extent of hard bottom reef communities, the Flower Garden Banks National Marine Sanctuary (FGBNMS) and the U.S. Geological Survey (USGS) mapped approximately 2000 km2 of the Northwestern Gulf of Mexico (NWGOM) continental shelf during June 2002 with high-resolution multibeam bathymetry. Previous investigations conducted on the features of interest (with the exceptions of East and West Flower Garden and Sonnier Banks, accessible by SCUBA) had not been conducted since the 1970s and 1980s, and did not have the use of high-resolution maps to target survey sites. The base maps were instrumental in navigating submersibles to specific features at each study site during the Sustainable Seas Expedition (SSE)—a submersible effort culminating from a partnership between the National Atmospheric and Oceanic Administration (NOAA) and the National Geographic Society (NGS). We report the initial findings of our submersible surveys, including habitat and reef fish diversity at McGrail, Alderdice, and Sonnier Banks. A total of 120 species and 40,724 individuals were identified from video surveys at the three banks. Planktivorous fishes constituted over 87% by number for the three banks, ranging from 81.4% at Sonnier Banks to 94.3% at Alderdice Bank, indicating a direct link to pelagic prey communities, particularly in the deep reef zones. High numbers of groupers, snappers, jacks, and other fishery species were observed on all three features. These sites were nominated as Habitat Areas of Particular Concern (HAPC) by the Gulf of Mexico Fishery Council in March 2004. Data obtained during this project will contribute to benthic habitat characterization and assessment of the associated fish communities through future SCUBA, ROV, and submersible missions, and allow comparisons to other deep reef ecosystems found throughout the Gulf of Mexico and western Atlantic Ocean.

Paralarval and juvenile cephalopods collected in plankton samples on 21 western North Atlantic cruises were identified and enumerated. The 3731 specimens were assigned to 44 generic and specific taxa. This paper describes their spatial and temporal distributions and their developmental morphology. The smallest paralarvae recognized for a number of species are identified and illustrated. The two most abundant and most frequently collected taxa were identifiable to species based on known systematic characters of young, as well as on distribution of the adults. These were the neritic squids Loligo pealeii and Illex illecebrosus collected north of Cape Hatteras, both valuable fishery resources. Other abundant taxa included two morphotypes of ommastrephids, at least five species of enoploteuthids, two species of onychoteuthids, and unidentified octopods. Most taxa were distributed widely both in time and in space, although some seasonal and mesoscale-spatial patterns were indicated. The taxa that appeared to have distinct seasonal distribution included most of the neritic species and, surprisingly, the young of the bathypelagic cranchiids. In eight seasonal cruises over the continental shelf of the middle U.S. Atlantic states, neritic taxa demonstrated approximately the same seasonal patterns during two consecutive years. Interannual differences in the oceanic taxa collected on the shelf were extreme. The highest abundance and diversity of planktonic cephalopods in the oceanic samples were consistently found in the vicinity of the Gulf Stream. Only eight of the oceanic taxa appeared to have limited areal distributions, compared with twelve taxa that were found throughout the western North Atlantic regions sampled in this study. Many taxa, however, were not collected frequently enough to describe seasonal or spatial patterns. Comparisons with published accounts of other cephalopod surveys indicate both strengths and weaknesses in various sampling techniques for capturing the young of oceanic cephalopods. Enoploteuthids were abundant both in our study and in other studies using midwater trawls in several areas of the North Atlantic. Thus, this family probably is adequately sampled over its developmental range. In contrast, octopoteuthids and chtenopterygiids are rare in collections made by small to medium-sized midwater trawls but are comparatively common in plankton samples. For families that are relatively common in plankton samples, paralarval abundance, derived similarly to the familiar ichthyoplankton surveys of fisheries science, may be the most reliable method of gathering data on distribution and abundance. The swordfish, Xiphias gladius, is a large migratory oceanic species. It is widely distributed in tropical, temperate, and sometimes cold waters of all oceans, and is usually found in areas with sea-surface temperatures above 13°C. It can reach a maximum size of 540 kg, and is a favorite food fish in many countries. It is excellent for steaks, canning, or teriyaki, the Japanese dish of meat grilled with sugar, soy sauce, and rice wine. Swordfish is harvested commercially throughout its distribution, in both coastal and high-seas fisheries. Sport fisheries for swordfish are very small compared to those for other billfishes, accounting for no more than a few hundred fish per year. (PDF file contains 284 pages.)

ENGLISH: Knowledge of the kinds of organisms eaten by tunas, and the relative importance of different kinds of organisms in different situations, is of importance to our understanding of regional and local aggregations and of the behavior of the tropical tunas. Determination of the relative importance of benthic forms in the stomachs of tunas captured in the vicinity of islands and offshore banks, compared with the forms found in the stomachs of those from oceanic areas, distant from these shoal areas, is useful to the understanding of the mechanisms by which the islands and banks attract tuna. A thorough knowledge of the diet may also reveal more about the seasonal and annual variations in the distribution of these fish along the coasts of Mexico, Central America and elsewhere. A knowledge of the diet of the tunas is basic to quantitative studies of the zooplankton and nekton in the Eastern Pacific Ocean with reference to the production of tunas. Studies of the diet of the tropical tunas by examination of stomach contents was, therefore, commenced in late 1957. SPANISH: El conocimiento de las clases de organismos de que se alimentan los atunes, y la importancia relativa de las diferentes clases de organismos en situaciones diferentes, es de valor para nuestra comprensión de las agrupaciones regionales y locales, y de los hábitos de los atunes tropicales. La determinación de la importancia relativa de las formas bénticas en los estómagos de los atunes capturados en la vecindad de las islas y de los bancos apartados de la costa, comparadas con las formas encontradas en los estómagos de los atunes procedentes de áreas oceánicas, distantes de estas áreas poco profundas, es útil para comprender el mecanismo por el cual las islas y los bancos atraen al atún. Un conocimiento completo de la dieta puede revelar también algo más acerca de las variaciones estacionales y anuales en la distribución de estos peces a lo largo de las costas de México, América Central y otras partes. El conocimiento de la dieta del atún es básico para los estudios cuantitativos del zooplancton y del necton en el Océano Pacífico Oriental, con referencia a la producción de los atunes. El estudio de la dieta de los atunes tropicales mediante el examen del contenido estomacal, fué comenzado, por lo tanto, a fines de 1957.

ENGLISH: Morphometric studies by Godsil (1948), Godsil and Greenhood (1951), Royce (1953) and Schaefer (1952, 1955) have indicated that the yellowfin tuna of the Eastern Pacific are distinct from those of the Central Pacific. Tagging of yellowfin tuna by the California Department of Fish and Game, and by the Inter-American Tropical Tuna Commission in the Eastern Pacific, and by the Pacific Oceanic Fishery Investigations in the Central Pacific, have not yet revealed any migrations between these areas. Shimada and Schaefer (1956) have compared changes in population abundance and fishing intensity, considering the population in the Eastern Pacific as a separate entity. They conclude " ... the amount of fishing has had a real effect upon the stock of Eastern Pacific yellowfin tuna, taken in the aggregate, over the period studied. The evidence suggests also that for this species the intensity of fishing in some recent years has reached and might have even exceeded the level corresponding to the maximum equilibrium yield." Tagging experiments by the California Department of Fish and Game and by the Inter-American Tropical Tuna Commission have yielded returns in the order of one to five percent (Roedel 1954, and unpublished data of both agencies), a level much lower than that at which fishing intensity would be expected to noticeably affect the population size. These results are probably a reflection of the inadequacies of the present tagging methods, but they could lend doubt to the conclusions of Shimada and Schaefer. It is desirable, therefore, to examine other, independent, evidence as to the effects of fishing on the population. At the high levels of fishing intensity suggested by Shimada and Schaefer, in addition to changes in quantity, measurable changes would be expected to have occurred in the quality of the yellowfin tuna stocks, because the average age and size of the fish would have been reduced by the high mortality rates accompanying high fishing intensities. A continuing regular program of sampling catches and determining their length composition, to assess changes in the size composition of the stocks, was initiated by the Commission in 1954 but direct measurements are not available for the earlier, more dynamic period of growth of the fishery. Consequently, other, more general indications of possible changes in the size composition were sought. SPANISH: Los estudios morfométricos efectudos por Godsil (1948), Godsil y Greenhood (1951), Royce (1953) y Schaefer (1952, 1955), han demostrado que el atún aleta amarilla del Pacífico Oriental es distinto del que habita el PacÍfico Central. Los experimentos del Departamento de Pesca y Caza de California y de la Comisión Interamericana del Atún Tropical en el Pacífico Oriental, así como los de las Investigaciones Pesqueras del Océano Pacífico en el Pacífico Central,consistentes en la marcación de atunes aleta amarilla, aún no han puesto de manifiesto movimientos migratorios entre dichas áreas. Shimada y Schaefer (1956) han hecho estudios comparativos sobre la abundancia de la población y la intensidad de la pesca, considerando a la población del Pacífico Oriental como una entidad separada. Su conclusión es que " ... la intensidad de la pesca ha tenido un definido efecto sobre la población del atún aleta amarilla del Pacífico Oriental, tomada en conjunto, a lo largo del período estudiado. La evidencia de que se dispone sugiere así mismo que, por lo que hace a esta especie, la intensidad de la pesca en los últimos años ha alcanzado y quizás aún sobrepasado el nivel correspondiente a la máxima pesca de equilibrio". Los experimentos de mar•cación del Departamento de Pesca y Caza de California y de la Comisión Interamericana del Atún Tropical han producido recuperaciones ,entre el uno y el cinco por ciento (Roedel 1954 y datos inéditos de ambos organismos), lo que constituye un nivel mucho más bajo de aquél en que la intensidad de la pesca podría considerarse que afectaría notablemente el tamaño de la población. Estos resultados reflejan probablemente lo inadecuados que son aún los métodos de marcación, pero ellos podrían, quizá, poner en tela de juicio las conclusiones de Shimada y Schaefer. Por lo tanto,es deseable examinar otras fuentes de evidencia independientes, relacionadas con el efecto que la pesca tiene sobre la población. En efecto, si los altos índices de pesca sugeridos por Shimada y Schaefer son correctos, es de esperar que, además de los cambios en la magnitud de la población, se hayan producido otros, concomitantes y sensibles, en la calidad de los stocks de atún aleta amarilla, puesto que tanto el promedio de edad como el de tamaño de los individuos habrían disminuído debido a las elevadas tasas de mortalidad inherentes a las altas intensidades de pesca. En 1954 la Comisión inició un programa ininterrumpido para tomar muestras y determinar en ellas las frecuencias de tallas y evaluar de este modo los cambios correlativos que tuvieran lugar en los stocks pero, infortunadamente, este sistema de evaluación directa no fué practicado en el período anterior, que fué precisamente el de rápida expansión de la pesquería. En tal virtud, hubo de ser necesario buscar indicios más generales referentes a los cambios posibles en la composición de tamaños. (PDF contains 20 pages.)

The data contained in this report were obtained as a continuance of the nearly bi-weekly hydrographic observations initiated by personnel at Hopkins Marine Station over two decades ago. These observations have been supported through the years by the State of California Marine Research Committee, California Cooperative Oceanic Fisheries Investigations. Since July 1974, the hydrographic sampling program has been carried out by the investigators at Moss Landing Marine Laboratories. From July 1974 to June 1976, this work was done in conjunction with an interdisciplinary study of the squid, Loligo opalescens, supported by the National Office of Sea Grant 'via the University of California Sea Grant College Project Number R/F-15. Five of the original CalCOFI stations (2201, 2202, 2203, 2204 and 2205) have been-retained in our sampling routine and additional inner-bay stations have been added (1154 and 1121) Sampling was conducted on a monthly basis for the entire year. The abundance and distribution of ichthyoplankton adjacent to live-bottom habitats (rock outcroppings containing rich, sessile invertebrate communities and many species of tropical and subtropical fishes) in open-shelf waters « 55-m isobath) in Onslow Bay, North Carolina, were investigated. Larvae of reef-associated genera, especially the economically important subtropical and tropical members of the families Haemulidae (Haemulon), Lutjanidae (Lutjanus and Rltomboplites), Serranidae (Mycteroperca and Epinephelus), and Sparidae (Calamus and Pagrus) were targeted. Larvae representing 40 families were collected in neuston tows. Commonly collected reef-associated families were Balistidae, Blenniidae (dominated by the reef-associated Parablennius marmoreus) , Mullidae, and Gobiidae. Larvae representing 70 families were collected in subsurface tows. Reef-associated families commonly collected included Apogonidae, Balistidae, Gobiidae, Haemulidae, LutJanidae, Scaridae, and Serranidae. Larval Haemulon sp (p)., Lutjanus sp(p)., and Rltomboplites aurorubens were commonly collected and thus it is likely that these taxa spawn in Onslow Bay and recruit to live-bottom sites within the area. Other families of fishes commonly collected but generally not considered reef-associated included Bothidae, Callionymidae, Carangidae, Clupeidae, Engraulidae, and Ophidiidae. Estuarine-dependent species (e.g. the clupeid Brevoortia tyrannus and the sciaenids Leiostomus xanthurus and Micropogonias undulatus) were an important component of the ichthyoplankton during late fall and winter. The frequent occurrence of larvae from oceanic species (e.g. gonostomatids and myctophids) indicated that Gulf Stream waters had intruded onto the shelf, transporting these larvae to open-shelf waters off North Carolina.(PDF file containes 36 pages.)

The distribution and abundance of ichthyoplankton was investigated from November 1979 to March 1980 along a transect from coastal to continental slope waters in Onslow Bay, North Carolina. Representatives of 66 families were collected; 24 of which were tropical families, a category that also includes families of typically oceanic and deep-sea fishes. Larvae of tropical species were collected in coastal and shelf waters, demonstrating the intrusion of Gulf Stream waters onto the continental shelf. From December through March, frontal waters that separated cold open-shelf surface waters from warm Gulf Stream surface waters were observed. Higher abundances of fish larvae were sometimes, but not consistently, associated with frontal waters. A great diversity of taxa was collected in offshore waters, and densities of larvae were low in coastal waters; low densities were attributed to gear selectivity rather than low larval abundance. Larvae of commercially and recreationally important estuarine-dependent species, especially Leiostomus xanthus and Micropogonias undulatus, were dominant components of the ichthyoplankton. Representatives of the families Bothidae, Clupeidae, Gadidae, Gonostomatidae, Myctophidae, Ophidiidae, and Sparidae were also important components of the ichthyoplankton. Larvae of species representing two strikingly different life history types-mesopelagic and estuarine-dependent frequently cooccurred.(PDF file contains 32 pages.)

In the past few years, large-scale, high-seas driftnet fishing has sparked intense debate and political conflict in many oceanic regions. In the Pacific Ocean the driftnet controversy first emerged in the North Pacific transition zone and subarctic frontal zone, where driftnet vessels from Japan, the Republic of Korea, and Taiwan pursue their target species of neon flying squid. Other North Pacific driftnet fleets from Japan and Taiwan target stocks of tunas and billfishes. Both types of driftnet fishing incidentally kill valued non-target species of marine life, including fish, mammals, birds, and turtles. In response to public concerns about driftnet fishing, government scientists began early on to assemble available information and consider what new data were required to assess impacts on North Pacific marine resources and the broader pelagic ecosystem. Accordingly, a workshop was convened at the NMFS Honolulu Laboratory in May 1988 to review current information on the biology, oceanography, and fisheries of the North Pacific transition zone and subarctic frontal zone. The workshop participants, from the United States and Canada, also developed a strategic plan to guide NMFS in developing a program of driftnet fishery research and impact assessment. This volume contains a selection of scientific review papers presented at the 1988 Honolulu workshop. The papers represent part of the small kernel of information available then, prior to the expansion of cooperative international scientific programs. Subsequent driftnet fishery monitoring and research by the United States, Canada, Japan, Korea, and Taiwan have added much new data. Nevertheless, this collection of papers provides a historical perspective and contains useful information not readily available elsewhere. (PDF file contains 118 pages.)

The cephalopods found in neritic waters of the northeastern United States include myopsid and oegopsid squids, sepiolid squids, and octopods. A key with diagnostic illustrations is provided to aid in identification of the eleven species common in the neritic waters between Cape Hatteras and Nova Scotia; included also is information on two oceanic species that occur over the continental shelf in this area and that can be confused with similar-looking neritic species. Other sections comprise a glossary of taxonomic characters used for identification of these species, an annotated systematic checklist, and checklists of the 89 other oceanic species and 18 Carolinian and subtropical neritic species that might occur occasionally off the northeastern United States.
