Competition law seeks to protect competition on the market as a means of enhancing consumer welfare and of ensuring an efficient allocation of resources. In order to be successful, therefore, competition authorities should be adequately equipped and have at their disposal all necessary enforcement tools. However, at the EU level the current enforcement system of competition rules allows only for the imposition of administrative fines by the European Commission to liable undertakings. The main objectives, in turn, of an enforcement policy based on financial penalties are two fold: to impose sanctions on infringing undertakings which reflect the seriousness of the violation, and to ensure that the risk of penalties will deter both the infringing undertakings (often referred to as 'specific deterrence') and other undertakings that may be considering anti-competitive activities from engaging in them (often referred to as 'general deterrence'). In all circumstances, it is important to ensure that pecuniary sanctions imposed on infringing undertakings are proportionate and not excessive. Although pecuniary sanctions against infringing undertakings are a crucial part of the arsenal needed to deter competition law violations, they may not be sufficient. One alternative option in that regard is the strategic use of sanctions against the individuals involved in, or responsible for, the infringements. Sanctions against individuals are documented to focus the minds of directors and employees to comply with competition rules as they themselves, in addition to the undertakings in which they are employed, are at risk of infringements. Individual criminal penalties, including custodial sanctions, have been in fact adopted by almost half of the EU Member States. This is a powerful tool but is also limited in scope and hard to implement in practice mostly due to the high standards of proof required and the political consensus that needs first to be built. Administrative sanctions for individuals, on the other hand, promise to deliver up to a certain extent the same beneficial results as criminal sanctions whilst at the same time their adoption is not likely to meet strong opposition and their implementation in practice can be both efficient and effective. Directors’ disqualification, in particular, provides a strong individual incentive for each member, or prospective member, of the Board as well as other senior executives, to take compliance with competition law seriously. It is a flexible and promising tool that if added to the arsenal of the European Commission could bring balance to the current sanctioning system and that, in turn, would in all likelihood make the enforcement of EU competition rules more effective. Therefore, it is submitted that a competition law regime in order to be effective should be able to deliver policy objectives through a variety of tools, not simply by imposing significant pecuniary sanctions to infringing undertakings. It is also clear that individual sanctions, mostly of an administrative nature, are likely to play an increasingly important role as they focus the minds of those in business who might otherwise be inclined to regard infringing the law as a matter of corporate risk rather than of personal risk. At the EU level, in particular, the adoption of directors’ disqualification promises to deliver more effective compliance and greater overall economic impact.

A pressão arterial (PA) é definida fisiologicamente de acordo com diversos fatores próprios e ambientais. Fatores fisiológicos próprios como etnia, idade, sexo e genéti-ca familiar podem influenciar inteiramente nos valores da PA de um indivíduo. Os problemas multifatoriais que podem elevar os níveis da pressão arterial sistémica - HAS de um indivíduo são: a obesidade, a diabetes, o tabagismo, o etilismo, o seden-tarismo, o estresse, o uso excessivo de sal na dieta, e o uso de anticoncepcionais orais. Este estudo teve por objetivo investigar quais os principais fatores que se tor-naram determinantes para um índice elevado de hipertensos no município de Tan-que D’arca nos últimos 10 anos. Este estudo é transversal, com uma amostra de 376 indivíduos entre 20 e 90 anos ou mais, acompanhados nas unidades básicas de sa-úde do município. E após a analise dos dados colhidos através de questionários foi possível determinar que os fatores socioculturais estão diretamente relacionados com o elevado número de casos de hipertensos presentes no município. A avaliação de desempenho é utilizada pelas organizações para aprovisionar os programas de desenvolvimento, distribuição de recompensas e, também, para fornecer uma perceção de justiça aos trabalhadores em relação às suas tarefas, aos postos de trabalho, à organização, às chefias e aos departamentos. É um processo contínuo através do qual a comunicação é afetivamente feita entre as chefias e os funcionários de uma organização. O objetivo deste trabalho é explorar o sistema de avaliação de desempenho no âmbito da justiça organizacional, e, mais especificamente, dos três tipos de justiça, designadamente, a justiça distributiva, a justiça procedimental e a justiça interacional. Assim, pretende-se conhecer a perceção dos militares em relação à distribuição de resultados na avaliação de desempenho, à forma como se processa a avaliação de desempenho e à dinâmica das relações na avaliação de desempenho. A amostra deste estudo foram 231 militares, das categorias de Oficiais e Sargentos, de várias especialidades, da Força Aérea Portuguesa. Os dados foram recolhidos através de um questionário disponibilizado a todos os militares dos Quadros Permanentes da Força Aérea. Pelos resultados obtidos, observou-se que há perceção de justiça organizacional no sistema de avaliação do mérito nos militares da Força Aérea, com coeficientes positivos em todas as dimensões de justiça. Destaca-se a justiça interpessoal, seguida da distributiva, procedimental, e informacional. Verifica-se ainda que as perceções de justiça procedimental e informacional estão muito próximas.

Personal and motivational patterns of intentional founders have been researched in great depth; however, antecedents to career choices of intentional successors have been conspicuously missing in entrepreneurship research. By drawing on theory of planned behavior, we investigate how intentional founders, successors, and employees differ in terms of locus of control and entrepreneurial self-efficacy as well as independence and innovation motives. We find that transitive likelihood of career intent depends on degree of entrepreneurial self-efficacy and the independence motive. Unexpectedly, we see that high levels of internal locus of control lead to a preference of employment, which challenges traditional entrepreneurship research and suggests that the feasibility of an entrepreneurial career path does not automatically make it desirable. Our findings suggest that students with family business background are pessimistic about being in control in an entrepreneurial career, but optimistic about their efficacy to pursue an entrepreneurial career.

The Supplemental Low Income Energy Assistance Fund is the depository for energy assistance charges collected by utilities and participating municipal utilities and electric cooperatives authorized by the Electric Customer Choice and Rate Relief Act of 1997 (220 ILCS 5). The energy assistance charges provided a nonfederal funding stream to the Department for use in providing energy related assistance to low-income households under the Illinois Low Income Home Energy Assistance and Illinois Home Weatherization (LIHEAP) Programs. Since the changes were imposed in January of 1998, $406,683,769 has been deposited into the Fund through December 2003. Of this amount, the Department has spent $326,137,510 to provide energy assistance to 802,091 households; $33,845,784 to weatherize 6,584 homes; and $32,570,739 to cover administrative expenses.

In the fall of 2003, Governor Blagojevich unveiled Opportunity Returns, a regional economic development plan that is the most aggressive, comprehensive approach to creating jobs in Illinois' history. The Governor divided the state into 10 economic development regions -- finding areas with common economic strengths and needs, and is developing plans for each region that include specific actions to make these regions more accessible and more attractive to business. This grassroots effort is a product of significant outreach with economic development leaders, local elected officials and business and community leaders. Each Opportunity Returns economic development plan is designed to be flexible and effective and tailored to deliver real results that local businesses will see, feel, and hopefully profit from.
