Following the execution of Saudi Shiite cleric Nimr Baqer al-Nimr, the deep rooted rivalry between Iran and Saudi Arabia entered a new phase in January 2016. While the main objective for both countries still is regional hegemony, the Iranian-Saudi competition takes many different forms and shapes, and also extends into the field of energy. In this Policy Brief, David Ramin Jalilvand gives a detailed analysis of the energy-related aspects of the Iran-Saudi Arabia rivalry and its possible consequences for Europeâs energy market; both countries hold giant hydrocarbon reserves, so European energy will probably be affected by their competition in several regards; increased oil supplies will be available for the European market, while the cycle of low oil prices will be prolonged. According to Jalilvand, this is a mixed blessing; Europeâs energy import bill will be reduced, but its indigenous production will suffer, while Russiaâs role in European natural gas will only continue to grow.

German Tornado Recce aircraft have been engaged in reconnaissance operations over Syria since January 2016. In December 2015 the German government and parliament decided that up to 1,200 Bundeswehr soldiers would take part in the international coalition fighting Islamic State in Syria. This decision marks a new chapter in Germanyâs activity in the Middle East. The increasing destabilisation of the southern neighbourhood and the consequences this has for the EU and Germany have forced the German government to increase its level of engagement in the region. Even though Germany is a third-rate player in the Middle Eastern game, it is nonetheless ever more engaged politically and wants to be viewed as a neutral mediator between the competing actors in the region. It has also allocated more funds on regional development co-operation and humanitarian aid. Germany, whose attention has been directed towards Europeâs eastern neighbourhood, is currently turning its attention to the South. The Middle East (and Africa) is taking on increasing significance in German foreign and security policy. This may affect NATOâs eastern flank and the EUâs eastern neighbourhood since part of Germanyâs instruments and funds may be redirected to the South.

The European Union (EU) has played an important, yet inconsistent role in the Israel-Palestine conflict since the1980 Venice Declaration. This paper analyses how the EUâs role as a mediator has changed more recently in the Israel-Gaza conflict. Specifically, it examines how the â˜Concept on Strengthening EU Mediation and Dialogue Capacitiesâ adopted in 2009 and the creation of the European External Action Service and the High Representative by the Lisbon Treaty have changed the EUâs resources and strategies as a mediator as well as how these developments improved cooperation and coordination with other mediators. This analysis is done through a comparison of the EUâs role in the Israeli Operation Cast Lead in 2008/2009 and Operation Protective Edge in 2014. It is argued that the aforementioned changes made the EU a more capable mediator and facilitated internal coordination. However, these changes did not create more resources for the EU as a mediator, rather they changed how the EU used its resources.

Israel figures among the world-leaders in R&D expenditure and has a high-performing scientific community. Since the 1990s it has been associated with the Scientific Policy of the European Union via the European Research Framework Programmes (FP). The cooperation between Israel and the EU in this domain has gradually increased and benefits the scientific communities on both sides. In 2014 the association of Israel to the latest and biggest European FP ever adopted (Horizon 2020) was renewed for the fourth time. Based on all the scientific evidence provided, the elaboration of a European Research Policy can be identified as a highly regulated domain, offering relevant â˜channels of influenceâ. These channels offer Israel the opportunity to act within the Research Policy system. Being a member of several formal EU bodies in charge of implementing EU Research Policy, Israel is able to introduce its positions effectively. This is accompanied by an outstanding level of activity by Israel in linking concrete EU Research Policy measures to the Israeli Scientific Community at the national level. To carry out this task, Israel relies on an effective organization, which remodels the provided EU structures: European â˜National Contact Pointsâ (NCPs) are concentrated within the â˜Europe Israel R&D Directorateâ (ISERD). ISERD connects efficiently all the relevant actors, forums and phases of EU-Israeli Research Policy. Motivated by the dual aims of strengthening the Middle East Peace Process and contributing to Palestinian state-building, the European Union and its member states have been the biggest donors of financial assistance to the Palestinians. This CEPS Policy Brief finds, however, that these efforts have not achieved the desired change, as the EU failed to develop a coherent strategy to address Israelâs violations of international humanitarian law and it has accepted practices that undermine its political objectives. Hence, the author, Brigitte Herremans, argues that the aid has not contributed to a strong Palestinian government that can contribute to the security of both Palestinian and Israeli civilians. She calls upon the EU and its member states to take more measures to ensure that aid is received by people in need and that illegal practices on the part of Israel do not hamper its effectiveness.

The signing of the Joint Comprehensive Plan of Action between Iran and global powers in July 2015 was a major turning point in the emerging strategic landscape of the Middle East. The â˜nuclear dealâ led to the lifting by the EU and the US of nuclear-related sanctions, and is now operational. Other sanctions remain in place, however. Nevertheless, unhindered by US competition, European trade delegations have entered into a latter-day gold rush, led by the promise of the biggest untapped market in the world. As such, the EU has both an opportunity and a responsibility to help Iran reintegrate properly into the international system. But, in the face of an opaque clerical regime that relies on internal repression and military business conglomerates, Europe stands to lose if it continues to pursue its uncalculated and uncoordinated approach towards the Islamic Republic. This report offers recommendations to guide the EU towards a comprehensive EU strategy for relations with Iran. It maintains that there is no other option but to keep universal values and the rule of law at the core of the emerging bilateral relationship. In fact, the protection of the economic rights of European traders and investors allows the EU to push for wider reforms and the normalisation of relations.

On 22 March, Belgium got a brutal wake-up call. In a coordinated attack, two nail bombs exploded in the departure hall of the Brussels National Airport. A little over an hour later, a third bomb exploded inside a metro train passing through Maelbeek station. 32 civilians lost their lives, while more than 300 people were injured. The Islamic State (IS) network, which was responsible for the Paris attacks on 13 November 2015, claimed responsibility. The arrest of Salah Abdeslam, the sole survivor of the Paris attacks, on 18 March, seems to have made IS expedite the Brussels attacks following a claim from the Paris prosecutor that Abdeslam would cooperate with the French Justice Department over the Paris attacks.

The Russian annexation of Crimea in 2014 put a stop to the gradual scaling down of US military engagement in Europe, a policy that the United States had pursued since the end of the Cold War. The Russian-Ukrainian conflict became a watershed for the US perceptions of European security as Washington started to see the threat of a conflict between Russia and a NATO member as more probable. The United States decided that â despite the mounting challenges in the Pacific region and its involvement in conflicts in the Middle East â it had to invest more in European security. The US has stepped up the intensity of joint drills with the allies and the activities of its forces in Europe. However, its support for the allies has been subject to various limitations and should be treated as a political signal to Moscow, rather than an element in a broader strategy. The future of the policy of strengthening the eastern flank will depend on the outcome of the US presidential elections in November and on developments in the bilateral relations between Washington and Moscow.
