This manual has been designed for use at the elementary school level in classrooms where instruction dealing with municipal solid waste (MSW) and the 4Rs - reduce, reuse, recycle, and re-buy - is felt important. What separates this document from many others is the methodology as well as the scope and the sequence found here. The methodology focuses on issue investigation and the skills associated with it. The investigation skills methodology employs a broad, more generalizable approach to the process of issue investigation. The intent of this methodology is to develop in students the skills involved in issue investigation, evaluation, and resolution: capabilities which can be used throughout their lives as citizens.

Diesel trucks and buses account for approximately 50 percent of the particulate matter (PM) and oxides of nitrogen (NOx) air pollution from on-road vehicles in Illinois. PM and NOx may contribute to a variety of health effects, including nausea, headaches, increased risk of asthma attacks, lung cancer, and premature death. Children and people with lung and heart conditions, are generally the most sensitive to diesel exhaust. Millions of tons of air pollution are emitted every year in the U.S. by trucks and buses that idle while parked.

Introduction: The major findings and suggested framework for action put forth by the U.S. Surgeon General form the basis for Illinois' plan. Augmenting this foundation is the collective wisdom of citizens, stakeholders and policy makers. The result is a comprehensive vision that can be embraced by all involved in the process. The plan articulates goals, priorities and strategies to improve the oral health of all Illinoisans. Its five policy goals reflect specific priorities and its recommended strategies and action steps suggest how to address each of them. The plan concludes with a call for the establishment of a select committee to monitor and provide guidance in the implementation of the plan.
