This article explores the relationship between the Crown, the French society and the king's financiers. It starts with a brief review of the discourses on the financiers and a survey of the work done by historians. Further to a description of the various groups of financiers, it analyses the nature of the contracts passed between the king and the traitants to pay for the Nine Years War, as well as the latter’s activities and profits. The article argues that the government supervised effectively the traitants and that, given the constraints of the Old Regime, these financiers provided essential services, but too costly to be sustainable.

New Species of Anops Bell, 1833 (Squamata, Amphisbaenia) from Jalapao Region in the Brazilian Cerrado

A new species of keel-headed amphisbaenian of the genus Anops is described from the Cerrado of the Jalapao region, Tocantins state, Brazil. This new species of Anops is described from a single specimen, which may be easily distinguished from the other species of the genus, Anops bilabialatus and Anops kingii, by showing an extremely narrow head (37.2% head length); a row of eight occipitals anterior to the first body annulus; temporal present, mental and postmental fused; four postgenial rows located between the malars; and two malars posterior to the second infralabial. The new species is the first of the genus found in the Cerrado core area, and, based on the available records, the single species in the genus may be restricted to this region.

Separate spheres and public policy : the role of women in the development of children's services in Victorian local government, 1840-1992

The thesis is an explanation of the development of pre-school children's services (infant welfare, kindergartens and child care) at local government level in Victoria. The critical framework of analysis focuses on three dimensions of public policy: 1) the socio-historical environment; 2) the political processes involved in the development of the specific children's service; and 3) the major individuals and groups that exerted pressure for children's service, The argument is threefold. Firstly it is argued that the political environment of children's services has been dominated by the practice of separate spheres of public and private, in which the care of children is primarily the role of women. Secondly, it is argued that the political processes surrounding the development of local children's services have involved all levels of government in what is termed a local state. Thirdly, it is argued that the development of these children's services in local government has resulted mainly from the work of women both individually and collectively. Since the three services of infant welfare, kindergartens and child care all became a normal function of children's services at different times, the circumstances that surrounded each development exhibited different aspects of the three major arguments. The periodisation is broken into four phases: 1) the establishment of local government with no children's services in the nineteenth century; 2) the establishment of infant welfare services in local government in the early part of the twentieth century; 3) the incorporation of kindergartens into local government after the second world war; and 4) the incorporation of child care into local government in the 1970s and 1980s. The thesis concludes by arguing that the existence of children's services in local government in Victoria is testimony to the remarkable work of those women who have pursued the issue both individually and collectively. It has been the identification of children's services as a women's issue in Australian politics that has enabled women's groups at different times to influence the policy makers in diverse ways. However, while the establishment of children's services as a legitimate political concern brings the matter onto the public agenda, the separate spheres still remains a contested issue in the public policies of children's services.

A esquerda brasileira no contexto do fim da guerra fria

Esta pesquisa surgiu a partir das novas questões postas com o fim da Guerra Fria e a necessidade de desvendar suas relações com o processo histórico brasileiro. Tendo em vista que o fim da Guerra Fria pode ser considerado como o divisor de águas de uma nova conjuntura internacional, partimos de um recorte que acreditamos ser bastante significativo para a compreensão nacional desta problemática. “Os partidos de esquerda brasileiros no contexto do fim da Guerra Fria” apresenta-se como um objeto capaz de estabelecer um diálogo necessário com um dos processos históricos mais significativos do século XX: o colapso do comunismo na União das Repúblicas Socialistas Soviéticas (URSS), que representou uma verdadeira crise de valores no conjunto das práticas sociais e nos principais paradigmas dos partidos de esquerda no Brasil. Esta dissertação analisa as transformações ocorridas no período de 1989 a 1993 no Partido Comunista Brasileiro, Partido Comunista do Brasil e Partido dos Trabalhadores , a partir desta nova conjuntura internacional.

Este projeto continua a avançar o programa de pesquisa que relaciona desenvolvimento econômico e democracia: pretende-se neste projeto dar um passo adiante e examinar como a democracia, uma vez consolidada como fruto do desenvolvimento capitalista, se torna ela própria um fator de desenvolvimento, particularmente quando ela deixa de ser uma mera democracia de elites para se tornar uma democracia de sociedade civil, na qual o debate público passa a ser um elemento central.
