The efforts involved in developing a small satellite for scientific purposes in China in recent years are introduced in the present paper. The project is arranged on a case to case principle depending upon requirements and financial support. The space technology of a satellite and rockets, which have been developed over a relatively longer period in China, have been transferred to the scientific research of small satellites for improvement of the quality requirements. The surplus payloads of the rocket and satellite are used as the payloads of the small satellite and scientific experiments at a low cost. As an example, the project of balloon satellites for atmospheric research was successfully completed in 1991. The experience of the project management is of great benefit for further organization and arrangement of other projects. Opportunities exist for surplus payloads to be used in the future, and a small satellite for magnetospheric research will be launched in 1993.

Although blogs exist from the beginning of the Internet, their use has considerablybeen increased in the last decade. Nowadays, they are ready for being used bya broad range of people. From teenagers to multinationals, everyone can have aglobal communication space.Companies know blogs are a valuable publicity tool to share information withthe participants, and the importance of creating consumer communities aroundthem: participants come together to exchange ideas, review and recommend newproducts, and even support each other. Also, companies can use blogs for differentpurposes, such as a content management system to manage the content of websites,a bulletin board to support communication and document sharing in teams,an instrument in marketing to communicate with Internet users, or a KnowledgeManagement Tool. However, an increasing number of blog content do not findtheir source in the personal experiences of the writer. Thus, the information cancurrently be kept in the user¿s desktop documents, in the companies¿ catalogues,or in another blogs. Although the gap between blog and data source can be manuallytraversed in a manual coding, this is a cumbersome task that defeats the blog¿seasiness principle. Moreover, depending on the quantity of information and itscharacterisation (i.e., structured content, unstructured content, etc.), an automaticapproach can be more effective.Based on these observations, the aim of this dissertation is to assist blog publicationthrough annotation, model transformation and crossblogging techniques.These techniques have been implemented to give rise to Blogouse, Catablog, andBlogUnion. These tools strive to improve the publication process considering theaforementioned data sources.

The mission of the National Oceanic and Atmospheric Administration (NOAA) is to understand and predict changes in the Earth’s environment and conserve and manage coastal and marine resources to meet our nation’s economic, social and environmental needs (NOAA, 2004). In meeting its marine stewardship responsibilities, NOAA seeks to ensure the sustainable use of resources and balance competing uses of coastal and marine ecosystems, recognizing both their human and natural components (NOAA, 2004). Authorities for executing these responsibilities come from over 90 separate pieces of Federal legislation, each with unique requirements and responsibilities. Few of these laws explicitly mandate an ecosystem approach to management (EAM) or supporting science. However, resource managers, the science community, and increasingly, the public, are recognizing that significantly greater connectedness among the scientific disciplines is needed to support management and stewardship responsibilities (Browman and Stergiou, 2004; 2005). Neither NOAA nor any other science agency can meet the increasing demand for ecosystem science products addressing each of its mandates individually. Even if it was possible, doing so would not provide the integration necessary to solve the increasingly complex array of management issues. This focus on the integration of science and management responsibilities into an ecosystem view is one of the centerpieces of the U.S. Commission on Ocean Policy’s report (USCOP, 2004), and the Administration’s response to that report in the U.S. Ocean Action Plan (CEQ, 2004). Harmful Algal Research and Response: A Human Dimensions Strategy (HARR-HD) justifies and guides a coordinated national commitment to human dimensions research critical to prevent and respond to impacts of harmful algal blooms (HABs). Beyond HABs, it serves as a framework for developing hu-man dimensions research as a cross-cutting priority of ecosystem science supporting coastal and ocean management, including hazard research and mitigation planning. Measuring and promoting commu-nity resilience to hazards require human dimensions research outcomes such as effective risk commu-nication strategies; assessment of community vulnerability; identification of susceptible populations; comprehensive assessment of environmental, sociocultural, and economic impacts; development of effective decision support tools; and improved coordination among agencies and stakeholders. HARR-HD charts a course for human dimensions research to achieve these and other priorities through co-ordinated implementation by the Joint Subcommittee on Ocean Science and Technology (JSOST) In-teragency Working Group on HABs, Hypoxia and Human Health (IWG-4H); national HAB funding programs; national research and response programs; and state research and monitoring programs. There is general agreement amongst Government and many donors that aquaculture and improved aquatic resources management can make a significant and direct impact on poverty reduction and hunger eradication in Vietnam. The key policy issue is to better support poor and vulnerable groups who depend on or could make use of aquatic resources through the use of the livelihoods perspective. To address this issue the Ministry of Fisheries of Vietnam (MOFI) has prepared this Sustainable Aquaculture for Poverty Alleviation strategy - the SAPA strategy. (Pdf contains 54 pages).

The study examines the integration of cultural, economic and environmental requirements for fish production in Borno State, Nigeria. A reconnaissance survey was conducted transferring some selected Local Government Areas. 60 questionnaires were administered in the six Local Governments representing Southern Borno State with Biu and Shani, central Borno with Konduga & Jere and Northern Borno with Gubia and Kukawa respectively. There is no cultural constraint to fish production but about 63% prefers to invest in other farming activities than in fish farming. 33% are not aware that fish can be cultured apart from getting it from the wild. 35% have the impression that fish farming ventures can be handled by government only. The economic earnings for fish production are high especially in some parts of Northern Borno, but the Local market potentials throughout the state are great. Nigeria has suitable soil for ponds apart from few locations at the central and Northern Borno that are made by sandy soil. Numerous perennial and seasonal rivers, streams, lakes, pools and flood plains adequate for fish culture especially in Southern Borno exist. The mean annual rainfall can result in some water storage in ponds. In areas where the annual precipitation is less than 550mm, exist few flow boreholes with potentials for fish production. The temperature regime may support growth and survival of fish even during the hottest months of the year (March, April and May). With the understanding and manipulation of these requirements, fish production in Nigeria can be greatly enhanced

Financial support is going to be applied for from the European Commission in order to establish the European Fish Ageing Network (EFAN). The project, which was planned and initiated from Norway (Floedevigen) is supposed to be a concerted action from 14 European Countries involving about 35 institutions. The primary aim of the network is to coordinate the research in age reading, especially the improvement of data bases for reference material, the transformation of research (e.g. daily ring formation in otoliths) to each interested reader. Moreover, the applied financial support is supposed to be preliminary spent for travel of researcher and technicians to other institutes where the same fish species are aged. Reference material is supposed to be sent to the institutes for check-reading. Specific workshops will be held in cases where heterogeneous results occur from check-reading the reference material.

From the steam turbines which provide most of our electricity to the jet engines which have shrunk our World, turbomachines undoubtedly play a major role in life today. Competition in the turbomachinery industry is fiercely strong [Wisler, 1998], hence good aerodynamic design is vital. However, with efficiency levels already close to their theoretical maxima, companies are increasingly looking to reduce costs and increase reliability through improved design practice. Computational Fluid Dynamics (CFD) can make a strong contribution to assisting this process as it has the potential to increase performance while reducing cost. The situation is, however, complicated by an ever decreasing number of engineers with sufficient design experience to reap the full benefits offered by CFD. With the large risks involved, novice designers of today are increasingly confined to refining old designs rather than gaining experience, like their forebears, through 'clean sheet' exercises. Hence it is desirable to capture the knowledge and experience of older designers, before it is lost, to assist the engineers of tomorrow. It is therefore the aim of this project to produce a design support tool which will not only store the appropriate CFD codes, but also provide a dynamic signpost (based on elicited knowledge and experience) to advise the engineer in their use. The signposting methodology developed for the aerospace industry [Clarkson and Hamilton, 1997] will provide the basic framework for the tool. This paper reviews current turbomachinery design practice (including an examination of the relevant CFD) in order to establish the important issues which a support tool must address. Current design support methodologies and their propriety are then reviewed, followed by a detailed description of the signposting concept. It then sets out a clear statement of the objectives for the research and the methods proposed to meet them. The paper concludes with a timetable of the work.

Español: A finales del 2007 muchas entidades financieras comenzaron a mostrar cifras negativas en sus balances y tras la quiebra de entidades de gran peso económico como el banco Lehman Brothers en Estados Unidos en septiembre del 2008, el mundo se ha visto envuelto en una crisis económica de la que parece no verse el final. Las entidades financieras tradicionales han centrado sus esfuerzos en obtener las mayores rentabilidades posibles, invirtiendo sus recursos en activos muy arriesgados, que si bien en un principio generaban beneficios muy elevados, a día de hoy han hecho quebrar muchas entidades a nivel mundial y han provocado la pérdida de los ahorros de muchos ciudadanos. Ajenas a esto se encuentran las entidades microfinancieras, que con un enfoque muy diferente al de la banca tradicional, se han centrado en proporcionar financiación a aquellos que dada su situación económica y falta de garantías no podían acudir al sector financiero tradicional. Tras realizar un análisis de los resultados de ambos modelos financieros desde 2006 hasta 2012, se ha podido comprobar como el sector microfinanciero presenta resultados más favorables y muestra una mayor prosperidad de cara al futuro. Por lo general, estas entidades mantienen niveles de solvencia más elevados y emplean todos sus recursos en proporcionar financiación a sus clientes. Finalmente, la solución a los problemas del sistema financiero tradicional se basa en un aumento de los niveles de capital de sus entidades, volviendo a un modelo de banca tradicional centrado en ofrecer financiación al público, con provisiones más liquidas y mayores garantías ante necesidades de liquidez como las retiradas masivas de depósitos recientemente sufridas.
