Iowa Smart Planning Task Force Report

In the 2010 legislative session, the General Assembly passed and the Governor signed into law Senate File 2389 (SF 2389), which provided guidance for Smart Planning in Iowa and established the Iowa Smart Planning Task Force. This Task Force was charged with recommending policies and strategies for creating a stronger planning culture in Iowa, producing more resilient and sustainable communities. The Task Force, along with its two committees and four workgroups, met throughout the summer and fall of 2010 to identify and review best practices, consult local and national experts, and craft recommendations in the best interest of Iowans. A public input process was also implemented, resulting in improved recommendations.

Business Disaster Case Management Task Force Report

During the 2010 session, the Iowa Legislature created per House File 2422 a Business Disaster Case Management Task Force. The purpose of the Task Force is to research disaster recovery case management assistance needed for businesses following a major disaster and to recommend steps for providing such assistance following disasters. The Task Force was duly constituted. Its recommendations are contained in this report.

Characterization of magmatic sulfur in the Aegean island arc by means of the δ34S values of fumarolic H2S, elemental S, and hydrothermal gypsum from Nisyros and Milos islands

A delta(34)S value of +6.3 +/- 1.5% was estimated for the rhyodacitic degassing magma present underneath the hydrothermal system of Nisyros, based on the S isotope ratios of H2S in fumarolic vapors. This value was estimated by modeling the irreversible water-rock mass transfers occurring during the generation of the hydrothermal liquid which separates these fumarolic vapors. The S isotope ratio of the rhyodacitic degassing magma of Nisyros is consistent with fractional crystallization of a parent basaltic magma with an initial delta(34)S value of +4% (+/-at least 1.5%). This positive value could be explained by mantle contamination due to by either transference of fluids derived from subducted materials or involvement of altered oceanic crust, whereas contribution of biogenic sulfides from sediments seems to be negligible or nil. This conclusion agrees with the lack of N-2 and CO2 from thermal decomposition of organic matter contained in subducted sediments, which is a characteristic of the whole Aegean arc system. Since hydrothermal S at Milos and Santorini has isotope ratios similar to those determined at Nisyros, it seems likely that common controlling processes are active throughout the Aegean island arc. FY10 Biodiesel Fuel Revolving Fund Expenditures Report

The Seventy-ninth General Assembly of the State of Iowa, 2001 Regular Session passed Senate File 465, which was signed by the governor April 19, 2001. This act created the biodiesel fuel revolving fund (Fund) to be used to purchase biodiesel for use in the Iowa Department of Transportation’s (DOT) vehicles.

Facial reanimation following persistent facial paralysis can be managed with surgical procedures of varying complexity. The choice of the technique is mainly determined by the cause of facial paralysis, the age and desires of the patient. The techniques most commonly used are the nerve grafts (VII-VII, XII-VII, cross facial graft), dynamic muscle transfers (temporal myoplasty, free muscle transfert) and static suspensions. An intensive rehabilitation through specific exercises after all procedures is essential to archieve good results.

Veille bibliographique sur la surveillance biologique de l'exposition aux produits chimiques en milieu de travail : mise en place d'un réseau francophone multidisciplinaire

L'article présente les étapes de la mise en place d'une veille bibliographique (ou veille scientifique) thématique effectuée conjointement depuis 2005 par 4 institutions francophones du domaine de la santé au travail : l'INRS (France), l'IRSST (Québec), l'IST (Suisse) et l'UCL (Belgique).La thématique suivie est celle de la surveillance biologique de l'exposition aux produits chimiques en milieu de travail. Les données recueillies et mises en forme par les documentalistes servent aux chercheurs spécialistes du sujet non seulement pour suivre les nouveautés du domaine, mais aussi pour documenter des cours et mettre à jour des guides de surveillance biologique. Les différentes étapes de l'approche méthodologique du projet sont décrites : le choix des bases de données à interroger et la mise au point de la stratégie de recherche, la mise en place d'une procédure de partage des tâches pour toutes les étapes du processus de veille qui se répètent à chaque mise à jour (interrogation, création de bases de données avec le logiciel Reference Manager, mise en forme et indexation des références, création et mise à disposition des partenaires des bases de données consolidées au fil du temps avec tous les articles analysés), les moyens administratifs, humains et techniques d'échange de fichiers et les essais pour élargir la veille à la surveillance de pages Web sélectionnées.Un bilan chiffré des six années de la veille est également donné.L'information récoltée et analysée durant les deux dernières années par les partenaires du projet fera l'objet d'un second article axé sur les principales tendances de la thématique choisie.

Report to the Governor and General Assembly on the Status of Out-of School Arts Programming for Youth, December 2006

In the 2006 Iowa General Assembly, House File 2797 called for a study on the status of afterschool arts programs and appropriated $5,000 for the study. In accordance with the legislation, the Iowa Arts Council, who received the charge, contracted with the Iowa Afterschool Alliance to form a Resource Group of out-of-school arts providers and experts to develop and oversee the study, review its results, and make recommendations for the expansion of arts programs that operate outside the normal school day. As a part of its charge in HF 2797, the Iowa Arts Council also documented a sampling of out-of-school arts programs statewide. Five are featured in this report.
