The foundation of Habermas's argument, a leading critical theorist, lies in the unequal distribution of wealth across society. He states that in an advanced capitalist society, the possibility of a crisis has shifted from the economic and political spheres to the legitimation system. Legitimation crises increase the more government intervenes into the economy (market) and the "simultaneous political enfranchisement of almost the entire adult population" (Holub, 1991, p. 88). The reason for this increase is because policymakers in advanced capitalist democracies are caught between conflicting imperatives: they are expected to serve the interests of their nation as a whole, but they must prop up an economic system that benefits the wealthy at the expense of most workers and the environment. Habermas argues that the driving force in history is an expectation, built into the nature of language, that norms, laws, and institutions will serve the interests of the entire population and not just those of a special group. In his view, policy makers in capitalist societies are having to fend off this expectation by simultaneously correcting some of the inequities of the market, denying that they have control over people's economic circumstances, and defending the market as an equitable allocator of income. Critical theory suggests that this contradiction will be reflected in Everglades policy by communicative narratives that suppress and conceal tensions between environmental and economic priorities. Habermas’ Legitimation Crisis states that political actors use various symbols, ideologies, narratives, and language to engage the public and avoid a legitimation crisis. These influences not only manipulate the general population into desiring what has been manufactured for them, but also leave them feeling unfulfilled and alienated. Also known as false reconciliation, the public's view of society as rational, and "conductive to human freedom and happiness" is altered to become deeply irrational and an obstacle to the desired freedom and happiness (Finlayson, 2005, p. 5). These obstacles and irrationalities give rise to potential crises in the society. Government's increasing involvement in Everglades under advanced capitalism leads to Habermas's four crises: economic/environmental, rationality, legitimation, and motivation. These crises are occurring simultaneously, work in conjunction with each other, and arise when a principle of organization is challenged by increased production needs (deHaven-Smith, 1988). Habermas states that governments use narratives in an attempt to rationalize, legitimize, obscure, and conceal its actions under advanced capitalism. Although there have been many narratives told throughout the history of the Everglades (such as the Everglades was a wilderness that was valued as a wasteland in its natural state), the most recent narrative, “Everglades Restoration”, is the focus of this paper.(PDF contains 4 pages)

The nearshore waters along the Myrtle Beach area are oceanographically referred to as Long Bay. Long Bay is the last in a series of semi-circular indentations located along the South Atlantic seaboard. The Bay extends for approximately 150 km from the Cape Fear River in North Carolina to Winyah Bay in South Carolina and has a number of small inlets (Figure 1). This region of the S.C. coast, commonly referred to as the “Grand Strand,” has a significant tourism base that accounts for a substantial portion of the South Carolina economy (i.e., 40% of the state’s total in 2002) (TIAA 2003). In 2004, the Grand Strand had an estimated 13.2 million visitors of which 90% went to the beach (MBCC 2006). In addition, Long Bay supports a shore-based hook and line fishery comprised of anglers fishing from recreational fishing piers, the beach, and small recreational boats just offshore. The quest for food security and poverty alleviation among rural fisherfolks is imperative in the context of rural development. Rural fishermen and women do not only partake in fishing and related activities in order to make ends meet but also seek more sustainable ways of absorbing shocks and reducing their vulnerability to unforeseen economics conditions. These they do through diversification of their efforts to such activities that enables them have good leverage over poverty and food scarcity. It is in this context that Nigerian-German Technical Co-operation (GTZ) sought to assist the fisherfolks to help themselves by training the fishermen wives on knowledge and skill acquisition in Soya bean processing and utilization as a means of generating additional income for the household in Kainji Lake basin. This work was therefore carried out in order to make an objective investigation into the impact of this training on the economy of the fisherfolks. Sixty respondents, who constitute fishermen wives, were randomly selected from twelve fishing villages in the basin. 76.7% of those interviewed affirmed that the project has increased their income while others agreed that it has actually reduced their expenditure on food while increasing food supply and variety for the household

Fisheries is important to Nigeria agricultural economy because it provides employment for fisherfolks (men and women fishers, fishmongers (fish traders), fish processors and fish farmers. It also supplies protein to the diet of Nigerians and it is equally a viable source of foreign exchange earning to the government.The estimated Nigeria population of 120 million consumes about 1.2million metric tones of fish and fish products annual. This justified the important role fisheries could play in nigerian diet considering that Nigeria has vast inland waters that cover an estimated total surface area of 199,580km super(2) and equally vast sea area of 25,000km super(2). In these waters the author claimed that there are diverse fish resources that are of economic importance in both inland and seawaters. FDF (2000) also estimated that the current annual yield of both inland and seawater put together is about 418,069,3 metric tones from artisanal fisheries and 23,720 metric tones from aquaculture. The shortage between the annual consumption level of 1.2million metric tones and annual yield of 418,069,3 metric tones is made available through importation. It is therefore of concern that given the level of current fish yield from the various fisheries resources the demand still exceeds supply. One wonders whether the production inadequacy is due to poor management of available fisheries resources or that improved fisheries technology that could aid increased production was not efficiently transferred to fish farmers. To answer these questions one need to examine the past and present extension policy in Nigeria as they affect dissemination of fisheries technologies

Two Isocaloric Isoproteic 30% crude protein diets were formulated for Clariid catfish and Tilapia with wheat grain starch (WGS) and cassava tuber starch (CTS) incorporated at 10 percent as binding agents. Saccharomyces cerevisiae was included at 2% as floating additive. The water stability, nutrient retention and flotation of pelleted feeds were observed for 60 minutes. There were generally decreasing trends in stability and retention at increasing time of immersion in water. The lipid retention was higher (P>0.05) than proteins in both diets. WGS diet was better (P>0.05) than CTS diet in flotation, which has attributed to the presence of gluten protein in wheat products. It is envisaged that a break through in floating feed development in Nigeria aquaculture would save the Nigeria economy from extruded (floating) feed importation

This is the first report and record of the determination whether mudfish Clarias were infected with the larvae of the nematode Eustrongylides. Also, documented the assessment of the socio-economic perceptions of three groups of fisher folks on the economy of infected mudfish Clarias fishing activities. Fifty-six (67.5%) of 83 mudfish Clarias caught by artisanal fisher folks were examined for the presence of the larvae of the nematode Eustrongylides. All the 8 sampled fishing localities in Bida floodplain of Nigeria had a mean intensity and abundance of at least 3 and 1 worm per fish per site, respectively. Two hundred and one (96.2%) of 209 worms recovered were from the musculatures at different depths resulting in undulations on the skin surfaces as grub-like presentations. The three groups of fisher folks assessed encountered economic losses from nematode infected mudfish Clarias which attract much debates or rejections during marketing due to its aesthetically displeasing appearance, faster deterioration, higher fragility in smoked form coupled with poorer taste compared to the wholesome ones. Infected female mudfish Clarias had higher worm burden than the males, for each fishing locality

Fishery resources are very important resource from the aquatic environment to the Nigerian economy. Stakeholders involvement in its management is highly important therefore, this paper proposes two frameworks against which sustainable fishery should be based, vis-a-vis stakeholders participation. The paper showed that decision-making involving stakeholders would enhance the goals of sustainable fishery development and create unity of purpose among various stakeholders

The Chesapeake and Delaware Canal is a man-made waterway connecting the upper Chesapeake Bay with the Delaware Bay. It started in 1829 as a private barge canal with locks, two at the Delaware end, and one at the Chesapeake end. For the most part, natural tidal and non-tidal waterways were connected by short dredged sections to form the original canal. In 1927, the C and D Canal was converted to a sea-level canal, with a controlling depth of 14 feet, and a width of 150 feet. In 1938 the canal was deepened to 27 feet, with a channel width of 250 feet. Channel side slopes were dredged at 2.5:1, thus making the total width of the waterway at least 385 feet in those segments representing new cuts or having shore spoil area dykes rising above sea level. In 1954 Congress authorized a further enlargement of the Canal to a depth of 35 feet and a channel width of 450 feet. (pdf contains 27 pages)

A presente tese tem por objetivo tratar do conflito de interesses na sociedade de economia mista. Referida sociedade tem na sua base constitutiva o conflito como elemento inerente. Por possuir capital público e privado, não é fácil solucionar facilmente os problemas que se apresentam no decorrer de sua existência frente à possibilidade de que o detentor do poder de controle pode decidir em prol do interesse público. E é visando limitar a má utilização do interesse público como resposta à tomada de decisões por parte do acionista controlador que se propõe uma mudança de paradigma. Para tanto, propõe-se analisar o papel do Estado empresário na atual conjuntura de limitação de intervenção do Estado na economia. Também é abordada a forma com que o poder Executivo vem intervindo no mercado, de forma a limitar a livre iniciativa e, por vezes, até mesmo eivada de certa inconstitucionalidade. No entanto, para evitar que haja afronta à Constituição no que diz respeito à exploração de atividade econômica por parte do Estado sem que sejam observados os limites constitucionais impostos, apresenta-se o meta-interesse como meio de solução. Sendo o meta-interesse o interesse da própria companhia, e considerando que o interesse público que fundamenta a autorização para a criação da sociedade de economia mista se extingue com a criação da referida companhia, tem-se que as normas que devem reger as sociedades de economia mista são as normas de direito privado. Com o meta-interesse o Estado passa a intervir na seara privada em igualdade de condições com as demais companhias, não podendo mais se valer de sua posição de acionista majoritário para tomar decisões que conflitem com o interesse da companhia e que privilegiem o interesse público secundário ou até mesmo o interesse político do Estado em detrimento do interesse social e dos acionistas minoritários. Dessa forma, o meta-interesse tem por finalidade colocar fim aos conflitos em relação à aplicação das normas jurídicas e as indefinições da própria natureza da sociedade de economia mista.

[ES]La actual situación socioeconómica hace que el emprendimiento sea una fuerza necesaria para el desarrollo económico de la sociedad y la universidad debe de ser un agente creador de nuevas ideas e iniciativas empresariales. La universidad actual tiene la obligación de facilitar el emprendimiento y para ello lleva a cabo programas de ayuda al emprendedor. En este trabajo se presenta la base teórica que rige la transferencia de conocimiento y se analizan los distintos programas que diferentes universidades llevan cabo con el objetivo de identificar áreas de mejora.
