This paper identifies relevant criteria for evaluation of participatory budgeting and participatory institutions that are currently adopted by governments of both Brazil and elsewhere, highlighting the importance of a comprehensive assessment that integrates all these criteria. Finally, it is recommended to pay special attention to assessing the desirability of these institutions, which are not always positively for theories on democracy

Studies about cooperation between Portugal, Brazil and Angola are recent and controversial, mainly when we see them from the perspective of democratic countries, Republicans and capitalists. From the middle of this decade to this current date, that triangular relationship historic brought many important issues to international geopolitics, particularly those involving the Southern Cone of America and Africa. In that play of interests, the strategicdiplomatic and cultural universities’ role, of the civil society organizations, enterprises and institutions with mixed capital is too important because they are who forged the new Angolan group leader as the nation-state need contribution of human resources, scientific, technological and cultural order to consolidate their position as a regional power in southern Africa.

This article aims to reflect on the contribution of oral history in studies involving memory and identity of ethnic groups. Problematic issues here are part of the result of two recently completed researches, which consisted of reconstructing the memory of Afro-Brazilians from the methodology of oral history. These surveys were intended to transpose, into written language, memories transmitted by oral tradition and which was confined to family circles. The first was to investigate the process of identification and transmission of knowledge from a black cultural practice in the countryside of São Paulo (Piracicaba, Capivari, and Tietê), the Batuque of Umbigada, and the second to reconstruct the stories and culture of Afro-Brazilians in the city of Itu, São Paulo.

Cholinergic activation of the medial septal area (MSA) with carbachol produces thirst, natriuresis, antidiuresis and pressor response. In the brain, hydrogen peroxide (H2O2) modulates autonomic and behavioral responses. In the present study, we investigated the effects of the combination of carbachol and H2O2 injected into the MSA on water intake, renal excretion, cardiovascular responses and the activity of vasopressinergic and oxytocinergic neurons in the hypothalamic paraventricular (PVN) and supraoptic (SON) nuclei. Furthermore, the possible modulation of carbachol responses by H2O2 acting through K+ATP channels was also investigated. Male Holtzman rats (280–320 g) with stainless steel cannulas implanted in the MSA were used. The pre-treatment with H2O2 in the MSA reduced carbachol-induced thirst (7.9 ± 1.0, vs. carbachol: 13.2 ± 2.0 ml/60 min), antidiuresis (9.6 ± 0.5, vs. carbachol: 7.0 ± 0.8 ml/120 min,), natriuresis (385 ± 36, vs. carbachol: 528 ± 46 μEq/120 min) and pressor response (33 ± 5, vs. carbachol: 47 ± 3 mmHg). Combining H2O2 and carbachol into the MSA also reduced the number of vasopressinergic neurons expressing c-Fos in the PVN (46.4 ± 11.2, vs. carbachol: 98.5 ± 5.9 c-Fos/AVP cells) and oxytocinergic neurons expressing c-Fos in the PVN (38.5 ± 16.1, vs. carbachol: 75.1 ± 8.5 c-Fos/OT cells) and in the SON (57.8 ± 10.2, vs. carbachol: 102.7 ± 7.4 c-Fos/OT cells). Glibenclamide (K+ATP channel blocker) into the MSA partially reversed H2O2 inhibitory responses. These results suggest that H2O2 acting through K+ATP channels in the MSA attenuates responses induced by cholinergic activation in the same area.

Gender relationships focusing on homages to the women of Assis (a town in the center-western region of the state of São Paulo, Brazil) between 1959 and 1994, are discussed. Homages, expressed in monuments, street names, city squares, schools, libraries, Cultural Centers and other places, are based on the activities of women who benefitted the community. They feature lawyers, politicians, journalists, teachers and common citizens that exceeded their personal limitations and conquered a place acknowledged by society (politically invested) so that their names may be inscribed in the city´s public places. However, acknowledgement of female contributions in the construction of the city is not projected at the same pace or speed as that of males who compose the gallery of ‘remembered men’. This fact brings forth the following questions: If the naming of public places were for decades based on gender, what had changed by the end of the 1950s for such a redefinition? What is the true meaning of such homages? Who are these women and what do they represent?

In this article, we analyze the works of Pero de Magalhães Gândavo in what we name colonial writings. They are texts written between the late 16 th century and the early 17th century. Gândavo’s intention, as with the other colonial writers, is to defend the interests of the settlers. With that, we counter historiography in general and Brazilian historiography in particular, which sees them as authors identified with metropolitan interests.

The remembrance of Rui Barbosa has always involved the maintenance of myths fabricated during his lifetime while a reappraisal of his intellectual, literary and political dimensions has been forwarded. Current essay discusses from several bibliographical samples on Brazilian social thought the manner the memory of the lawgiver from Bahia has been appropriated civically and intellectually. A qualitative and quantitative contrast was established between Barbosa’s works published and referred to and those by Joaquim Nabuco, Sílvio Romero and Gilberto Freyre. Oscillations in the evaluation of Barbosa’s works occurred during the 20th century that brought about a decrease in their value and about the memory on the historical subject.

Work on Pt-Sn-C catalysts for ethanol oxidation showed that a thermal treatment at moderate temperatures leads to a significant increase in activity. The best activity was observed for Pt3Sn1 thermally treated at 200 degrees C and ascribed to a Pt3Sn1 phase plus a cleaning effect. However, electronic effects may be very important and these were not evaluated in the Pt3Sn1 phase. Therefore, in this work we investigated the effect of the degree of alloy on the electronic structure of Pt3Sn1 electrocatalysts by performing electrochemical in situ X-ray absorption (XAS) experiments in the Pt L-III XANES region. Overall, the results show that although the occupancy of the Pt 5d band depends on the degree of alloy other factors, such as the presence of tin oxides/hydroxides in the materials, have to be considered to understand the performance of the DEFC.

In the present study we investigated the effect of electrolytic lesion of the medial septal area (MSA) on the pressor and dipsogenic response to cholinergic activation and angiotensin II (ANGII) injection into the subfornical organ (SFO) in rats. In addition the effect of MSA lesion on the natriuresis, kaliuresis and diuresis after cholinergic activation of the SFO was also investigated. Sham- and MSA-lesioned rats with a stainless steel cannula implanted into the SFO was used. The injection of ANGII (12 ng) into the SFO in sham rats produced pressor (24 ± 2 mmHg) and dipsogenic (9.6 ± 1.1 ml/h) responses. MSA lesion, both acute (2-6 days) and chronic (15-19 days), reduced the pressor (14 ± 2 mmHg) and dipsogenic (2.7 ± 1 ml/h) responses to ANGII into SFO. The injection of the cholinergic agonist carbachol (2 nmol) into the SFO in sham rats produced pressor (48 ± 4 mmHg), dipsogenic (10 ± 1.2 ml/h), natriuretic (457 ± 58 μEq/2 h) and kaliuretic (249 ± 16 μEq/2 h) responses. Acute, but not chronic MSA lesion reduced the pressor (27 ± 3 mmHg), natriuretic (198 ± 55 μEq/2 h) and kaliuretic (128 ± 16 μEq/2 h) responses to carbachol into SFO. No change in the dipsogenic response to carbachol into the SFO was observed in MSA-lesioned rats. Antidiuresis after carbachol was observed only in MSA-lesioned rats. The present results show that the MSA plays a role on the pressor, natriuretic and kaliuretic responses to cholinergic activation of the SFO in rats and on the pressor and dipsogenic responses to ANGII into the same area. In addition, they provide circumstancial evidence for separate circuits subserving the dipsogenic response to central cholinergic and angiotensinergic activation. A facilited diuresis after MSA lesion is also suggested.
