How is the rise of China perceived in the West? Why is it often labelled as ‘threat’ and/or ‘opportunity’? What are the implications of these China imageries for global politics?

Taking up these important questions, this ground-breaking book argues that the dominant Western perceptions of China’s rise tell us less about China and more about Western self-imagination and its desire for certainty. Chengxin Pan expertly illustrates how this desire, masked as China ‘knowledge’, is bound up with the political economy of fears and fantasies, thereby both informing and complicating foreign policy practice in Sino-Western relations. Insofar as this vital relationship is shaped not only by China’s rise, but also by the way we conceptualise its rise, this book makes a compelling case for critical reflection on China watching.

Knowledge, Desire and Power in Global Politics is the first systematic and deconstructive analysis of contemporary Western representation of China’s rise. The article argues that the theoretical framework presented by the Copenhagen School is currently unsuited to empirical studies outside the West owing to two factors. First, the presence of the ‘Westphalian straitjacket’ has prevented explicit interrogation of the normative concepts underlying the framework: there is a presumption that European understandings of society and the state are universal. Second, the centrality of the speech-act for securitization to the exclusion of other forms of expression, such as physical action, results in the theoretical framework producing a Westernized description of a given situation. The extent to which these factors limit the utility of the concepts of securitization and societal security in a non-Western setting is illustrated through the case of the overthrow of the government in Kyrgyzstan in March 2005. This example forms an empirical critique to highlight how theoretical shortcomings result in a simplified and Westernized description of the situation that does not take into account the specific local socio-political context. The article concludes that if the Copenhagen School’s theoretical framework is to be considered suitable for universal application, future theoretical developments must explicitly address the issues discussed to enable progress in escaping International Relations’ Westphalian straitjacket.

After decades of growth and development, Iraq has become amongst the worst performing states worldwide as a legacy of successive wars and sanctions despite the rich endowment with ample natural resources and capable human resources. Many observers expected that the “new” Iraq after the US “liberation” in 2003 will be a tolerant and unified nation-state that “with a degree of civil society” will grant and secure the human rights for all the Iraqi people (Gresham 2006: 27). However, due to the external military intervention lead by the US, the Iraq state collapsed after the 2003 war (Diamond 2005) as well as its economic, educational, health systems and infrastructure; and, Iraq’s development indicators are amongst the lowest globally (Hassin 2010). Australia’s controversial joining of Bush’s Coalition of Willing has been discussed by various intellectual studies from different angles. It is discussed in the socio-political discourse from an international relations perspective (Verrier 2003), social resistance to war (Hil 2008), and the implications on the Australian internal politics (McAllister and Bean 2006) and federal elections (Kelton 2008). However, there is scarce evidence about any research engaging with Australia’s roles in post-conflict nation building in Iraq. This article explores developmental roles and initiatives played and funded by Australia in Iraq since the invasion in 2003. Based on Hippler’s (Hippler 2004- 2005) multi-faceted approach to nation building this paper will study Australia’s roles in the three interlinked dimensions or “starting points” for nation building: improvement of living conditions, structural reforms and integration of the national political system.

In the wake of an Australian government embargo on Chinese peanuts, a group of Sydney Chinese merchants launched a pro-Chinese publicity campaign in late 1927. To do so, they hired a newspaper editor previously employed by the anti-Chinese Labor Daily and Beckett’s Budget. The campaign was an act of minority resistance to the White Australia Policy, a shrewd business strategy, and a sophisticated example of cross-cultural public relations. By tracing two historical actors in this ‘drama of spin’, the peanut and the publicist, this article reveals unexpected links between the Chinese-Australian and Anglo-Australian communities. In seeking ‘the Chinese side of the story’, we find an alternative history of race, representation and citizenship in interwar Sydney.

Social media platforms such as Twitter pose new challenges for decision-makers in an international crisis. We examine Twitter’s role during Iran’s 2009 election crisis using a comparative analysis of Twitter investors, US State Department diplomats, citizen activists and Iranian protestors and paramilitary forces. We code for key events during the election’s aftermath from 12 June to 5 August 2009, and evaluate Twitter. Foreign policy, international political economy and historical sociology frameworks provide a deeper context of how Twitter was used by different users for defensive information operations and public diplomacy. Those who believe Twitter and other social network technologies will enable ordinary people to seize power from repressive regimes should consider the fate of Iran’s protestors, some of whom paid for their enthusiastic adoption of Twitter with their lives.

This article examines China’s Confucius Institute program, a significant language policy and planning initiative. I adopt a political perspective in looking into the birth of this language policy initiative, focusing on its role in reconstructing China’s national identity in the context of its rise and its international relations. I explore the background against which the Confucius Institute initiative was formed, and analyse how the Confucius Institute initiative was received in the West and how China responded to it. I argue that China is undergoing a reconstruction of its national identity and the Confucius Institute initiative is a major part of this effort. I suggest that such a reconstruction of national identity is an interactive process with an outcome resulting from China’s negotiation with the international community, involving China stating a new position, listening to international responses, clarifying and elaborating upon its position until its new position is accepted by the international community.

Strategic discussions about North Korea’s proliferation comprise a number of dimensions. The core assumption underlying this article is that the ideational aspects of North Korea’s decision making are important and give rise to a range of strategic considerations. This is not to underplay the strategic, materialist elements in North Korea’s provocative and at times belligerent behaviour. Rather, it is to argue that Australia is well placed to concentrate on the social dimensions of strategic discussions. As a less important middle power, a regional player, yet geographically distant from the threat, Australia is in a position to provide a point of differentiation from other, more entrenched players such as the United States or the Republic of Korea (ROK). A good starting point for developing this sort of engagement is to enhance non-state, track two cooperation between the two countries, which has been stalled since the early 2000s. In this article I will first canvass the ongoing debate taking place in Australian academic and policy circles regarding Australia’s place in the world. Of particular concern, is the question how Australia should balance its most important strategic relationship – that with the United States – with geographic and economic realities. I then sketch some of the limitations of current thinking, concentrating particularly on discourse that portrays North Korea as a rogue state and finish with a discussion of how non-state activity can act as a helpful precursor to more constructive relationships between states, and the types of creative engagement strategies currently taking place in the United States, despite the volatile political environment.

One of the key elements of a quality student experience in higher education, outlined in the 2008 Bradley Report on the review of Australian higher education, is access to well-designed and engaging courses that lead to good vocational outcomes. 1 The Virtualopolis project concerns the development of a virtual city or platform which can encompass a community or vocational context for learning resources, linking these to engaging course delivery across disciplines and faculties. It is a virtual community with great potential to scaffold the imaginative immersion of the modem net generation learner. It was designed to incorporate virtual scenarios which were already in use, such as the country town of Bilby and the Pacific-style island of Newlandia, and has expanded to provide a virtual city of Virtualopolis across faculties and disciplines. One of the key strengths of this form of virtual environment is its capacity to focus on graduate attributes across disciplines. Virtualopolis provides access and a virtual city context to an interactive teamwork scenario, to develop attributes related to working with others, interrelating virtual business entities across all faculties. The teamwork scenario has multiple applications, with capacity to be a hurdle requirement, assessment item or training activity depending on the needs of the faculty's Work-integrated Leaming (WIL) policy. By developing the online virtual framework or platform of Virtualopolis, work-integrated team assessment can be used as skills preparation for experiential learning units such as internships, professional experience and workplace-based projects university-wide. It also provides the opportunity to repeatedly reuse the virtual city context for resources to support other courses. The Virtualopolis city and its interactive team scenario will be transferable for future cross-faculty and interdisciplinary virtual developments. Plans are already made for content areas as diverse as community health, nursing, creative arts, international relations and management.

Myanmar is undergoing significant political reforms and socio-political changes, which have been more rapid and broad than anticipated by most commentators. While ongoing reforms face significant obstacles and vested interests, and is far from assured, reform to date has already significantly altered the international relations of the state. From a development perspective, the growing international acceptability of the regime has begun to change donor attitudes, with development assistance rather than merely humanitarian aid now being discussed, and the conditionality attached to international assistance changing. This paper explores these changes in donor policies toward Myanmar, examining the prospects for development partnership with relevant government programs and agencies, and analysing the ways and sectors development assistance may be able to be used to strengthen the ongoing reform and national transition.
