A Constituição Federal brasileira de 1988 elevou o meio ambiente sadio e a qualidade de vida das presentes e futuras gerações à categoria de direito fundamental. Esse fato jurídico modifica todas as propostas normativas e de execução de políticas públicas até então vigentes, e exige uma adequaçãodas atividades produtivas para atender a esse novo ideal voltado para uma sociedade sustentável. A presente tese analisa a atividade petrolífera offshore, dando ênfase à fase do descomissionamento da exploração do petróleo, a fim de estudar os mecanismos legais regulatórios incidentes sobre a desativação do sistema de produção, momento em que se constata uma grande vulnerabilidade ambiental. Trata-se de demonstrar a tese de que o sistema legal brasileiro sobre o descomissionamento é inconsistente em relação às normas de direito ambiental e do modelo de desenvolvimento sustentável constitucionalmente instituído. O objetivo central é contribuir para o aprimoramento das políticas públicas de exploração do petróleo, visando consolidar o sistema legal brasileiro sobre o tema, bem como valorizar as questões ambientais no processo de descomissionamento. Através de uma metodologia qualitativa, é identificado, inicialmente, o cenário da indústria petrolífera para discutir o conceito de desenvolvimento sustentável, verificando como ele está sendo incorporado pelas políticas energética e ambiental do país. Em seguida, é descrita e analisada a estruturação e quais são as experiências internacional e brasileira sobre o descomissionamento. Após essa etapa cognitiva, passa-se a detalhar: o arcabouço institucional-legal do descomissionamento da indústria do petróleo no Brasil, com base nos princípios de direito ambiental; a infraestrutura estatal para a consolidação de um novo marco regulatório para essa etapa da produção; a política nacional de resíduos sólidos e o instrumento do licenciamento ambiental. Ao término desse processo, são formuladas duas propostas complementares de instrumentos legais, voltados para a consolidação da regulamentação do descomissionamento da indústria do petróleo offshore, baseado nas orientações do direito ambiental. A tese é concluída com considerações gerais sobre as propostas formuladas, a fim de aprimorar o arcabouço jurídico da indústria do petróleo, visando à proteção ambiental e ao fortalecimento do modelo de desenvolvimento sustentável instituído com a Constituição Brasileira de 1988.

We estimated annual abundance of juvenile blue (Sebastes mystinus), yellowtail (S. f lavidus), and black (S. melanops) rockfish off northern California over 21 years and evaluated the relationship of abundance to oceanographic variables (sea level anomaly, nearshore temperature, and offshore Ekman transport). Although mean annual abundance was highly variable (0.01−181 fish/minute), trends were similar for the three species. Sea level anomaly and nearshore temperature had the strongest relationship with interannual variation in rockfish abundance, and offshore Ekman transport did not correlate with abundance. Oceanographic events occurring in February and March (i.e., during the larval stage) had the strongest relationship with juvenile abundance, which indicates that year-class strength is determined during the larval stage. Also of note, the annual abundance of juvenile yellowtail rockfish was positively correlated with year-class strength of adult yellowtail rockfish; this finding would indicate the importance of studying juvenile abundance surveys for management purposes.

Silver nanoparticles (Ag NPs) are increasingly used in many products and are expected to end up in the aquatic environment. Mussels have been proposed as marine model species to evaluate NP toxicity in vitro. The objective of this work was to assess the mechanisms of toxicity of Ag NPs on mussel hemocytes and gill cells, in comparison to ionic and bulk Ag. Firstly, cytotoxicity of commercial and maltose stabilized Ag NPs was screened in parallel with the ionic and bulk forms at a wide range of concentrations in isolated mussel cells using cell viability assays. Toxicity of maltose alone was also tested. LC50 values were calculated and the most toxic Ag NPs tested were selected for a second step where sublethal concentrations of each Ag form were tested using a wide array of mechanistic tests in both cell types. Maltose-stabilized Ag NPs showed size-dependent cytotoxicity, smaller (20 nm) NPs being more toxic than larger (40 and 100 nm) NPs. Maltose alone provoked minor effects on cell viability. Ionic Ag was the most cytotoxic Ag form tested whereas bulk Ag showed similar cytotoxicity to the commercial Ag NPs. Main mechanisms of action of Ag NPs involved oxidative stress and genotoxicity in the two cell types, activation of lysosomal AcP activity, disruption of actin cytoskeleton and stimulation of phagocytosis in hemocytes and increase of MXR transport activity and inhibition of Na-K-ATPase in gill cells. Similar effects were observed after exposure to ionic and bulk Ag in the two cell types, although generally effects were more marked for the ionic form. In conclusion, results suggest that most observed responses were due at least in part to dissolved Ag.

[en]Human papillomavirus (HPV) belongs to the Papillomaviridae virus family and it is one of the most common sexual transmission infections. HPV genome is composed of eight genes, including two early genes and six late genes. Among these late genes, E6 and E7 code for proteins that trigger cell-cycle re-entry in infected cells, which can lead to cervical cancer development. The IARC (International Agency for Research Cancer) proposed a guideline based on Hill’s criteria to determine whether the relation between HPV infection and cervical cancer is causal or not. Epidemiological studies have demonstrated that HPV infection is a necessary but non-sufficient cause for cervical cancer. Furthermore, HPV infection is considered the first necessary cause described of a human cancer, being HPV16 and 18 carcinogenic to humans and the most studied types. Cervical cancer is the second leading cause of cancer death among women worldwide. Different screening programs are carried out with the aim of preventing cervical cancer; such as cytologies and HPV tests. There are two main methods which are equally usable to detect HPV: the real-time PCR assays and the array assays. Regarding the molecular mechanisms of HPV mediated malignancies, E2, E6 and E7 proteins of HPV16 lead to immune response evasion, inducing IL-10 and TGF-β1 gene expression. Besides, E6 and E7 proteins allow cell-cycle reentry, phosphorylating RB and ubiquitinating p53 respectively. HPV genome integration in host genome leads to the alteration of host and viral genes expression, including oncogenes and tumor suppressor genes. However, the differences of E6 and E7 oncoproteins in different HPV types is poorly known due to the fact that almost the most studied HPV type has been HPV16.

Plant growth at extremely high elevations is constrained by high daily thermal amplitude, strong solar radiation and water scarcity. These conditions are particularly harsh in the tropics, where the highest elevation treelines occur. In this environment, the maintenance of a positive carbon balance involves protecting the photosynthetic apparatus and taking advantage of any climatically favourable periods. To characterize photoprotective mechanisms at such high elevations, and particularly to address the question of whether these mechanisms are the same as those previously described in woody plants along extratropical treelines, we have studied photosynthetic responses in Polylepis tarapacana Philippi in the central Andes (18 degrees S) along an elevational gradient from 4300 to 4900 m. For comparative purposes, this gradient has been complemented with a lower elevation site (3700 m) where another Polylepis species (P. rugulosa Bitter) occurs. During the daily cycle, two periods of photosynthetic activity were observed: one during the morning when, despite low temperatures, assimilation was high; and the second starting at noon when the stomata closed because of a rise in the vapour pressure deficit and thermal dissipation is prevalent over photosynthesis. From dawn to noon there was a decrease in the content of antenna pigments (chlorophyll b and neoxanthin), together with an increase in the content of xanthophyll cycle carotenoids. These results could be caused by a reduction in the antenna size along with an increase in photoprotection. Additionally, photoprotection was enhanced by a partial overnight retention of de-epoxized xanthophylls. The unique combination of all of these mechanisms made possible the efficient use of the favourable conditions during the morning while still providing enough protection for the rest of the day. This strategy differs completely from that of extratropical mountain trees, which uncouple light-harvesting and energy-use during long periods of unfavourable, winter conditions.
