Recently there has been much activity in reclaiming the low-lying coastal areas of Dade County for residential use, by the addition of fill. The fill is obtained by digging canals both normal to and parallel to Biscayne Bay. The canals serve the additional purpose of providing an access to the Bay for boats. A problem needing to be considered is the effect that these canals will have on the ground-water resources. It is expected that the canals will have little effect on ground water in parts of the county distant from the coast, but their effect in coastal areas is a matter of concern. In order to predict what, may happen in the vicinity of these new canals if they are not equipped with adequate control structures, it is instructive to review what has happened in the vicinity of similar canals in the past. The U. S. Geological Survey, in cooperation with Dade County, the cities of Miami and Miami Beach, the Central and Southern Florida Flood Control District, and the Florida Geological Survey has collected water-level and salinity data on wells and canals in Dade County since 1939. Some of the agencies named, and others, collected similar data before 1939. Analysis of all the data shows that sea water in the Atlantic Ocean and Biscayne Bayis the sole source of salt-water contamination in the Biscayne aquifer of the Dade County area.

Many Central Florida lakes, particularly those in the Kissimmee River watershed, are maintained 0.5 to 1.0 m lower than historic (pre-1960) levels during the summer hurricane season for flood control purposes. These lower water levels have allowed proliferation and formation of dense monotypic populations of pickerelweed ( Pontederia cordata L.) and other broadleaf species that out compete more desirable native grasses (Hulon, pers. comm., 2002). Due to the limited availability of data on the effects of metsulfuron methyl on wetland plants, particularly in Florida, the present study was carried out with the objective of testing its phytotoxicity on six wetland species, to determine the feasibility of its use for primary pickerelweed control.

Future water needs in southern Florida call for an increase in the storage capacity of Lake Okeechobee. Seepage from the lake is expected to increase as a result of raising the lake level. Data concerning the occurrence and amounts of seepage are needed for the design and operation of flood-control works which will remove excess water from the rich agricultural lands along the southern shore. Intensive studies at five sites along the southern shore of Lake Okeechobee between the Caloosahatchee Canal and the St. Lucie Canal indicate that seepage occurs chiefly through beds of shell and limestone which underlie the Hoover Dike at shallow depth. Seepage rates at the five sites range from about 0.1 to 0.9 cfs per mile per foot of head across the dike. Seepage beneath the 50-mile length of dike should increase from about 22 to 50 cfs if the average stage of the lake is raised from 14 to 16.5 feet. Seepage is greatest between Moore Haven and Clewiston, where deep borrows have been excavated on the landward and lakeward sides of the dike. Most of the seepage from the lake can be controlled by properly spaced toe ditches which would intercept the seepage and return it to the lake. (PDF contains 108 pages.)

The objective of this study was to describe the physical and ichthyological changes occurring seasonally and annually in the south San Francisco Bay, based on the results of 2,561 otter trawl and water samples obtained between February 1973 and June 1982. Temperature varied predictably among seasons in a pattern that varied little between years. Salinity also underwent predictable seasonal changes but the pattern varied substantially between years. The most abundant species of fish were northern anchovy (Engraulis mordax), English sole (Parophrys vetulus), and shiner surfperch (Cymatogaster aggregata). The majority of the common fish species were most abundant during wet years and least abundant in dry years. Numeric diversity was highest during the spring and early summer, with no detectable interannual trends. Species composition changed extensively between seasons and between years, particularly years with extremely high or extremely low freshwater inflows. All the common species exhibited clustered spatial distributions. Such spatial clustering could affect the interpretation of data from estuarine sampling programs. Gobies (Family Gobiidae) were more abundant during flood tides than during ebb tides. English sole were significantly more abundant in shallower areas. Shiner surfperch showed significant differences in abundance between sample areas.(PDF file contains 28 pages.)

Artisanal fishery is the main type of fishing practised occupationally by the fishermen along the upper sectors of the Cross River. No form of mechanised fishing has so far been introduced to the fishermen in these areas. This study has attempted to find out the different gears used, when and where used along the main river channel, its tributaries and flood plains. An effort has also been made to provide some information on the types of fishes caught with the different gears. Recommendation for effective management are also advanced

Various modern aquaculture practices applied in fish production especially in Asia are reviewed. The vast Nigerian aquatic medium of numerous water bodies like rivers, streams, lakes reservoirs, flood plains, irrigation canals, coastal swamps offer great potentials for aquaculture production, if optimally utilized. Constraints to modernization of aquaculture in Nigeria among other factors are: 1) a serious shortage of trained manpower; 2) lack of knowledge on profitability of aquaculture as an industry; 3) limited availability of fund (or capital); 4) non-recognition of indigenous trained aquaculture personnel; 5) inadequate data base on the biology and ecological requirements of endemic fish species with aquaculture potentials; 6) insufficient data on production and management techniques; and 7) lack of rational aquaculture development planning. Recommendations are made towards combating these constraints

Integrated agriculture-cum-fish farming has been practised profitably for ages in the Chinese small-scale farming system. There is a great potential for this system by utilizing the vast Nigerian flood plains (approx. 515,000 ha). Dogongari Bay in Lake Kainji Basin was identified as a suitable site for this system after some extensive fish culture trials. Polyculture of Clarias spp., Heterotis niloticus and Tilapia was proposed for integration with layers in the poultry house, 2-ha upland rain-fed rice farming and indirect cattle rearing in the 5-ha enclosure site. Cost benefit analysis showed that the system will consistently record profit as from the second year of operation. Various complex factors were identified to affect profitability of this mixed farming system. Concerted research approach is needed to fully understand the interrelationships of the various components of this integrated system. Generous funding of research activities is very crucial in this situation

The study examines the integration of cultural, economic and environmental requirements for fish production in Borno State, Nigeria. A reconnaissance survey was conducted transferring some selected Local Government Areas. 60 questionnaires were administered in the six Local Governments representing Southern Borno State with Biu and Shani, central Borno with Konduga & Jere and Northern Borno with Gubia and Kukawa respectively. There is no cultural constraint to fish production but about 63% prefers to invest in other farming activities than in fish farming. 33% are not aware that fish can be cultured apart from getting it from the wild. 35% have the impression that fish farming ventures can be handled by government only. The economic earnings for fish production are high especially in some parts of Northern Borno, but the Local market potentials throughout the state are great. Nigeria has suitable soil for ponds apart from few locations at the central and Northern Borno that are made by sandy soil. Numerous perennial and seasonal rivers, streams, lakes, pools and flood plains adequate for fish culture especially in Southern Borno exist. The mean annual rainfall can result in some water storage in ponds. In areas where the annual precipitation is less than 550mm, exist few flow boreholes with potentials for fish production. The temperature regime may support growth and survival of fish even during the hottest months of the year (March, April and May). With the understanding and manipulation of these requirements, fish production in Nigeria can be greatly enhanced

The paper reports on a survey on gear assessment for the three intensive fishing seasons in Lake Chad (Nigeria). These seasons coincide with the flood period (Nov-Feb), the receding (March-June)and the recession period (July-September 2001). During this year the questionnaires were requested to ten fishers in each of the selected fishing islands. In the flood season, identified fishing gears on the lake included baited and un-baited Malian traps which constituted about 35% of the total gears recorded. While Ndurutu and Heri (Kung)traps represented, each, 3.2% of the total. About 15.9% of fishers employed hook lines of various length and sizes: Another 15.9% of fishers mounted fish fences (Dumba) during the season. Those that employ seine net accounted for about 11.1% while 9.5% use gill nets. The species belonging to the Cichilidae, Claridae and Osteoglossidae families dominated fish catches. During the receding period, hook lines and fences (Dumba) (6.20%) were found to be predominantly used on the lake due to reducing water level, followed by gill net and draw net which accounted for 17.9% and 16.1 % respectively. During the lake recession only two groups of active gears were recorded. Sixty percent of fishers use combined seine net with cutlass and scoop net, while 40% use to combine only cutlass with kabara net. Fish fences (Dumma)during the flood season were mounted with giant Malian traps of abut 1.5m by 0.5m diameter, covered with net of mesh size (6.3mm-25mm).Each Dumba contained between 150 and 2000 of such traps. Larger number of species was recorded from seine net followed by gill nets and the l kilometre multi mesh fleet drift net. The use of seine net and cutlass known as Genima was predominant during the lake recession

The paper enumerated the following ways of improving fisheries:- Effective implementation of the inland fisheries Decree of 1992, stocking and introduction of new species in to small and medium size reservoirs, enhancement of fish catch through increased artisanal fisheries development, fish hatchery development in strategic zones for increased fingerling production to stock reservoirs and natural water bodies, extensive culture development in flood ponds, and encouragement of commercial aquaculture under private entrepreneurship. The paper further elaborate on the strategies for effective implementation of the above guidelines with the hope of offering solution to problems hindering production in Nigeria

The Alawariwa beels located in the flood plains of the Ogun River, off Ibafo in Owode/Obafemi Local Government Area of Ogun State number 16 with an approximate total surface area of 28.0 hectares. The beels are conveniently exploited between January and April annually when the dry season and riverine contraction make this possible. The daily landing showed that the fish enclosure is truly a natural fisheries reserve as well as a medium of biodiversity. Fish catch per unit effort is reasonable especially for the more abundant fish species. The beel is sufficiently productive and worthy of the fishing efforts of the fishing efforts of eight fishers undertaking the daily assignment. Beel fishing is therefore economically advisable for fishers having access to such valuable communal or individual natural wetland resources

The environmental conditions of Kainji Lake from 1971/72 to date appear to have stabilized to a large extent, judging from the similarity of physico-chemical parameters investigated in this study over the period. Solar radiation (as reflected in variation in temperature) and pH have remained largely constant over the years, while conductivity (index of nutrient enrichment), though significantly higher in 1995/96, could be described as sporadic and needs further monitoring to ascertain its trend in the lake. While water transparency and dissolved oxygen were higher in 1971/72 compared to the other years, these increases cannot be said to be overwhelming. The lower transparency in 1995/96 was due to the exceptional flood of that year and may have also accounted for the poorer dissolved oxygen concentration compared to the other years due to its impact on photosynthesis. There is no evidence from this study to indicate that primary productivity has increased over the years. Consequently, the observed increase in fish yield by the KLFPP from CAS, which is corroborated by estimates from the MEI, cannot be supported on the basis of improved photosynthetic production. The phenomenal high levels of conductivity recorded during certain periods in 1995 (600 mu mhos cm super(-1)) are hitherto unknown in the lake and may indicate a trend towards nutrient enrichment. However, it is premature at this stage to conclude on its long-term impact on primary production and consequently, on fish yield. Secondly, the notion of overfishing in the 80s (Ita, 1993), may need to be further examined as low or dwindling catches could be due to a number of factors among which are the level of fishing effort, the type and efficiency of gears and the intensity of sampling. It would appear that with the intervention of KLFPP, the better management of the lake's fisheries would increase the current level of catch. It also needs to be examined how much of the clupeid fisheries, which is now known to account for a substantial proportion of the total fish yield in Kainji Lake, was included in the sampling of the 80s. The San Francisco Bay Conservation and Development Commission (BCDC), in continued partnership with the San Francisco Bay Long Term Management Strategies (LTMS) Agencies, is undertaking the development of a Regional Sediment Management Plan for the San Francisco Bay estuary and its watershed (estuary). Regional sediment management (RSM) is the integrated management of littoral, estuarine, and riverine sediments to achieve balanced and sustainable solutions to sediment related needs. Regional sediment management recognizes sediment as a resource. Sediment processes are important components of coastal and riverine systems that are integral to environmental and economic vitality. It relies on the context of the sediment system and forecasting the long-range effects of management actions when making local project decisions. In the San Francisco Bay estuary, the sediment system includes the Sacramento and San Joaquin delta, the bay, its local tributaries and the near shore coastal littoral cell. Sediment flows from the top of the watershed, much like water, to the coast, passing through rivers, marshes, and embayments on its way to the ocean. Like water, sediment is vital to these habitats and their inhabitants, providing nutrients and the building material for the habitat itself. When sediment erodes excessively or is impounded behind structures, the sediment system becomes imbalanced, and rivers become clogged or conversely, shorelines, wetlands and subtidal habitats erode. The sediment system continues to change in response both to natural processes and human activities such as climate change and shoreline development. Human activities that influence the sediment system include flood protection programs, watershed management, navigational dredging, aggregate mining, shoreline development, terrestrial, riverine, wetland, and subtidal habitat restoration, and beach nourishment. As observed by recent scientific analysis, the San Francisco Bay estuary system is changing from one that was sediment rich to one that is erosional. Such changes, in conjunction with increasing sea level rise due to climate change, require that the estuary sediment and sediment transport system be managed as a single unit. To better manage the system, its components, and human uses of the system, additional research and knowledge of the system is needed. Fortunately, new sediment science and modeling tools provide opportunities for a vastly improved understanding of the sediment system, predictive capabilities and analysis of potential individual and cumulative impacts of projects. As science informs management decisions, human activities and management strategies may need to be modified to protect and provide for existing and future infrastructure and ecosystem needs. Historical definitions of what determines whether one lives in a coastal area or not have varied over time. According to Culliton (1998), a “coastal county” is defined as a county with at least 15% of its total land area located within a nation’s coastal watershed. This emphasizes the land areas within which water flows into the ocean or Great Lakes, but may be better suited for ecosystems or water quality research (Crowell et al. 2007). Some Federal Emergency Management Agency (FEMA) documents suggest that “coastal” includes shoreline-adjacent coastal counties, and perhaps even counties impacted by flooding from coastal storms. An accurate definition of “coastal” is critical in this regard since FEMA uses such definitions to revise and modernize their Flood Insurance Rate Maps (Crowell et al. 2007). A recent map published by the National Oceanic and Atmospheric Administration’s (NOAA) Coastal Services Center for the Coastal Change Analysis Program shows that the “coastal” boundary covers the entire state of New York and Michigan, while nearly all of South Carolina is considered “coastal.” The definition of “coastal” one chooses can have major implications, including a simple count of coastal population and the influence of local or state coastal policies. There is, however, one aspect of defining what is “coastal” that has often been overlooked; using atmospheric long-term climate variables to define the inland extent of the coastal zone. This definition, which incorporates temperature, precipitation, wind speed, and relative humidity, is furthermore scalable and globally applicable - even in the face of shifting shorelines. A robust definition using common climate variables should condense the large broad definition often associated with “coastal” such that completely landlocked locations would no longer be considered “coastal.” Moreover, the resulting definition, “coastal climate” or “climatology of the coast”, will help coastal resource managers make better-informed decisions on a wide range of climatologically-influenced issues. The following sections outline the methodology employed to derive some new maps of coastal boundaries in the United States. (PDF contains 3 pages)
