This work aims to show that the protection of the employment relation is one of the determining factors to respect the principle of the human dignity. The goal is initially to show the devaluation of work from antiquity to the early twentieth century, when the constitutions began to standardize protective devices. This way, the consecration of the social labor rights in the Constitution of 1988 represents the culmination of the historical achievements. This work demonstrates that such rights can not be reduced or suppressed by political conveniences, once these rights are included in the list of immutable clauses. It is displayed that to achieve the fundamental right to work is not well advised to encourage the creation of jobs that maculates the worker s dignity. The outsourced work is, therefore, a classic example of the advancement of precarious forms of contemporary labor. It is inferred that the presence of various forms of harassment results in a degradation of working environment, bringing about dire consequences on professional and personal life of the worker. Thus, decent work must be the appropriate benchmark for the creation of new jobs. It is also shown that the flexibilization of the propaganda rights by certain pressure groups has as main goal to reduce or eliminate rights, based on fallacious data depicting an increase of competitiveness and jobs. In addition, the flexibility implies a growth of the precarization of the work - a reality felt by many workers subjected to such a situation due to the unemployment phenomenon whose origin is not in the protectionism of the norms. It is necessary to expand and structure the constitutionally legitimate institutions to monitor and curb the precarized work, as well as all practices that go against the dignity of the worker. It is also shown the loss of power of the sindicates in the last few years as a consequence of the pulverization workes and the capital attacks through the productive restructure whose outsourcings and privatizations are notorious examples

This dissertation aims to continue the work developed previously concerning the properties of the employer of last resort program (ELR) that would be able to promote a complete elimination of the involuntary unemployment from the economy, so much of the unemployment generated by structural problems as for problems of the conjuncture, as the present world financial crisis. Besides, it intends to deepen the study concerning the applicability of that program to the Brazilian economy, estimating their potential target population in the country and the cost with the workers' remuneration. It was presented the ELR theoretical-conceptual structure and a debate concerning their economic viability; the program properties that turn it more efficient than the onetary and fiscal policies (PMFs) in the fight against involuntary unemployment in times of financial crises; a study on its applicability to the Brazilian socioeconomic specificities and an estimate of their potential target population and of the annual wage cost in the country, as a whole, and in the specific case of the Northeast region and of the state of Rio Grande do Norte.

This paper aims to make a theoretical reflection on the theoretical compatibility between the program State Employer of Last Resort (ELR) and the Democratic experimentalism (ED). The ED arises in political thought as an alternative to neo-liberal and social democratic programs in order to rescue the discussion about the institutional organization of society and the market economy. About the involuntary unemployment, it proposes tax changes incidents on payroll and proposes work fronts to the most vulnerable or poorly trained. The hypothesis of this paper is that this approach is compatible with the ELR program, the post- Keynesian line. The ELR is presented as transgression of the mainstream of economic thought by proposing that the State acts as guarantor of employment, working as a stabilizing anchor for the economy. On the edge, the ELR proposes eliminate completely involuntary unemployment. The implementation of the ELR, however, requires the construction of institutions that aim to remake the market economy, as well as deepen and energize politics and democracy, goals that are part of the ED program. Thus, the ED would, in theory, an environment conducive to innovative policies guarantors of training and occupation of the individual, essential for their emancipation institutional environment. In Brazil, which has serious infrastructure problems and qualification of manpower, such a program has enormous potential benefit. However when transposed to the Northeast of Brazil through the Plan for the region based on the principles of the ED and the hypothetical coupling to the ELR could not confirm or reject the hypothesis sub-compatibility of these two theoretical frameworks. The aim of this paper is to discuss the quality of fiscal policy in Brazil and Mexico and investigate whether fiscal policy influence is favorable to reduce the unemployment rate. Public spending, which has a positive effect on the level of employment when results in additional aggregate demand, may cause a negative effect on employment, if its financing depends on persistent high interest rates. Brazil and Mexico have engaged in a long effort to control public spending and to reduce the public deficit to zero. Does this policy bring a positive result to the economic activity no matter how actual public deficit has been financed? We select variables related to public budget as public sector borrowing requirements, taxes, public debt and others to form a data base. The fiscal institutional arrangement and the data allow us to evaluate the fiscal policy as a whole and to discuss the importance of credibility and reputation of the government.

Este texto tem por objetivo ressaltar um aspecto que não tem sido tratado com a devida profundidade na literatura que estuda a formalização da Teoria Geral do Emprego, dos Juros e da Moeda de John Maynard Keynes (1936). Mais precisamente, o texto destaca a estratégia de formalização adotada por David G. Champernowne em seu artigo intitulado Unemployment, Basic and Monetary: the classical analysis and the keynesian, publicado em 1935-36 na Review of Economic Studies. Chamamos a atenção para o fato dele distinguir a teoria clássica da teoria de Keynes não apenas pelos pressupostos adotados por cada teoria, mas principalmente pela construção de subsistemas a partir de um sistema geral, com características recursivas (relações de causalidade) distintas. As explicações em prosa, a descrição algébrica das funções comportamentais e condições de equilíbrio e a ilustração por meio de diagramas, além da escolha de conjuntos específicos de variáveis para representar cada uma das teorias e suas diferentes versões são aspectos deste artigo de Champernowne que merecem uma análise mais minuciosa.

Este artigo pretende fazer um levantamento bibliográfico sobre a neurose profissional, cujos sintomas são entendidos como a expressão simbólica de um conflito psíquico que se desenvolve a partir de uma situação organizacional ou profissional determinada. O diagnóstico é formado a partir das queixas mencionadas, da história de trabalho e da análise da situação de trabalho atual. Entende-se que condições estressantes de trabalho, associadas ao contexto social de desemprego e competitividade, contribuem para o aparecimento de doenças mentais como a neurose profissional. As formas de tratamento para essa doença, além da psicoterapia individual, envolvem a ação integrada de uma equipe multiprofissional capacitada para lidar com o sofrimento psíquico do trabalhador e com os aspectos sociais e de intervenção nos ambientes de trabalho. Ressalta-se a carência de literatura sobre o tema estudado e a importância de se ampliar a discussão sobre os fatores de risco no trabalho, os determinantes psíquicos para o desenvolvimento da neurose profissional e o papel do psicólogo no contexto de prevenção e promoção da saúde mental.

This study aims to map the working process in the health area starting from the meeting between the family and health teams and mental trouble carriers./MTC. The area of research was the Family Health Unit of Ozeas Sampaio, which is located in the county of Teresina-PI. As regard to the methodology procedure, we used a semi-structured interview timetable, aimed to detail the care practices, admittance and diagnostics that those teams realize with their users. Three teams of eleven workers each were interviewed. There was a doctor, a nurse and two health community agents in each team. The other tools we used were a camp logbook, in which we wrote down some informal dialogs, daily observations and feelings of the unit, and also the accompaniment of the staffs in house calls as well as the weekly meetings in the unit. Those meetings allowed us the construction of two analytic axes: 1) description of the establishment (Family Health Unit) of the organization, (municipal foundation of health and the service network), and the institutions and practice of health. 2) Analysis of the meetings between the worker and the user of Mental Trouble Carriers. In the first axis, we verified the repetition of the working logic focused on jobs in the hospital with the maintenance of the hierarchical relations between worker and the work processes which dissociate management and watchfulness in health care. We identified the lack of physical structure, the lack of self-confidence of the worker in the attention of the mental health care. At the second axis, we assess that the meetings, at the Family Health Unit (FHU) or at the dwelling of the users cause nuisance, discomfort and anxiety to the workers because they deal with issues that go beyond what is named as being the health order such as life stories, family conflicts, unemployment, hunger, sexual and psychological violence. As a matter of fact, they involve difficulties for having new relationships, reception and responsibility for this request

The present study analyses the actual relations and work conditions found in the third sector in Natal city, in the context of productive restoration and increasingly retraction from the State in providing Social Service before the new approach that has been destined to the social issue. The study talks about the work of the social worker when fighting the different expressions the social issue has, such as social service provision as a way of teamwork associated to work relations and conditions, to accessible resources and quality control management. These are elements that affect and interfere in the accomplishment and in the work of the social worker itself. The State s improvement, according to neoliberal-political precepts and increasingly retraction from the public investment in the areas of social concern (health, social welfare, assistance) and in the wage and employment policy, besides expanding the partnership with the public and private areas, in search for social services with quality, it has diversified the structures of the professional work with the growth of the so called third sector institutions. However, the absorption of the social workers by the third sector groups in general, has as major features the impoverishment of work relations, the maintenance of an unequal salary model, pointing out the deadline contracts and/or single tasks that generate work instability. The research debates, with a critical view and full perspective, over the conception of the third sector, interpreted as an action that expresses functions and values, treated as a real phenomenon generated from the restoration of the capital based on neoliberal principles. This study aims for responding what the established work relations are and under what work conditions the social worker has been fitting in the third sector and how such a reality echoes in the current work conditions for a social work in the city of Natal, before this new model of state intervention that transfers part of the social service provision to distinctive divisions of society, among them the so called third sector. The research results have shown that like the other workers the social worker passes through the same crises, dilemmas, advances and challenges that occur in the world of employment and which are expressed in the drop of salary average in the growth of contemporary contracts, unemployment, and in the ever more selective requirements to one be included in the social spaces, where the professional work is done, having as a result a greater impoverishment of work relations and conditions as well as more vulnerability as a salaried occupation

This paper proposes discusses the theme of the youth and of the violation of rights in the context of the Young Agent Program developed in the local authority of Arez/RN, sugar cane region of the Brazilian northeast. We take like empirical reference, the young people in the age group from 15 to 17 years old that were participating of the activities of the Program, in the period of April to July of 2008. Objectives of this study were constituted, economical-partner apprehended the conditions and cultural of the young participants of the Young Agent Program, in the context of violations of rights; as well as the analysis of the limits and means, of the bases theoretician-politician, methodological and of the activities developed in the Program. In the persecution of the objectives we use like methodological instrumental the observation, activities in group with the focal group technique and the application of semi-structured interviews. As result, we notice that the violation of rights of the young persons inserted in the Young Agent Program of Arez sets itself up as reflex of the multiple determinations of the social question, inherent in the capitalist society, specified in the context of the poverty and of the social unequality that they acquire visibility in the hunger, in the unemployment / menial job, in the precarious dwelling, in the low schooling, for lack of leisure, in the violence between others. The approximations systematized in this healthy work relevant for the Unveiling of the reality of the Brazilian youth, specifically of Arez young people, in such a way that they come to subsidize future inquiries, are eaten by me also it promotes the discussion around the way like the Social Politics Programs they are implemented and driven in the capitalist society, in its neoliberal format, where the focusing and the selectivity is put on top to the detriment of the universal access of the democratic rights. So, the great challenge that is put for the XXI century is to cause to the voices from these which they do and this which build this country, in the continuous and tireless search of the rights realization in the struggle against the barbarism installed in the capitalist societycapitalista

This study aid to understand the work conditions of street vendors located on the sidewalks of two malls in Brazil Northeast Natal / RN - Both malls Natal Shopping and Via Direta, to analyze their inclusion in the informal economy and to study the supposed autonomy provided by work as self-employment in its both aspects economic and social analyzing the importance on the condition of "masters of their own business" has for the street vendors, as an alternative to not submission to the figure of the boss, that represents the exploitation of one class over another. The theoretical and methodological aspects that support this study was aimed in discussion on the restructuring of production, considering its effects on the world of work, pointing to unemployment as one of the potencies element of excluded processes that exciting workers to engage in the informal market. Informality is presented as a survival strategy and as integrating part of the reproduction of capital. This research was conducted under a critical perspective, whish has been utilized quantitative and qualitative analyses. The results of this study format questions that provided during the research process the socio-economic characterization of workers, main cause of this study, and how street vendors expres their status of workers as self-employed for their work, and the perception that they have on their form of inclusion in the informal market.

This study, done in a master program, evaluated the thematic regarding the domestic physical violence against children. The data was obtained through the SOS children program from Natal municipality. The used methodology involved either recorded date as well as an interview done with a professional who had been working on the SOS program for more than ten years. The study emphasizes violent situations where children were involved, in particular, beaten by their parents. Our goal was to understand the domestic violence phenomena against children, using as parameter the social context where the families were inserted

The study is about the non-insertion of the Social Assistant in the work market of Natal/RN, emphasizing the perception those Social Assistants have about this problem. We try to analyze the relation that those workers figure out about their non-insertion in the work market and their professional formation. The problem is related to the present unemployment rates in our society, which results of the changes that have affected the world of work as a whole in the wake of the Productive Restructuring and State Reformation supported by the neo-liberalism ideological system. We realize that these factors have deeply affected the configurations of the work market in general; especially those related to professions whose challenges multiply obstacles not only to the insertion of new workers, but to their staying in their job. We note that the reality of the work market has been built up on the decrease of the work force opportunities and the increase of the selectivity criteria to insertion of new workers. In consequence, unemployment rates increase everywhere, regardless of place, profession or education level of the workers. Work and management changes have brought about new challenges to professional formation. The presence of neo-liberalism productive and market logic demands a more adequate professional formation to work market from their candidates to a job. Due to the numberless difficulties workers face nowadays to enter the world of work, society itself and workers in general begin to question the profession of their choice, the kind of formation they have got, and frequently they lay the blame of their professional difficulties on it. This result has come out from the research we did with some social assistants not inserted in the professional work market in Natal/RN. The research reveals too that those unemployed professionals see their difficulties connected to their professional formation and they happen to say that the main challenge they face today is to get acknowledgment to the significance and importance of their profession

This paper discusses the expression of informality in contemporary capitalism. Thematic of relevance to the analysis of the reality of work today and the logic that moves the capital, its real presence in the lives of individuals. The street trading of Pau dos Ferros town, popularly known as "street market" was chosen as the search space. The main objective is to seize and examine the articulations and logic, present in the configuration of the street trading of this city, located in the state of Rio Grande do Norte, explaining the functionality of informality for capitalist accumulation, but also for the reproduction of segments of the working class. Our analysis is based in the perspective of totality, trying to grasp the historical determinations of the phenomenon in focus. It includes the analysis of the mechanisms used by the capital to reproduce itself in the current historical context, which has been implicated in the composition of the labor markets of different countries and in various forms of exploitation to which workers in general are subject. It also means discussing the development of capitalism in Brazil, the logic that permeates its dependence, and especially the use of over-exploitation of labor, as a lever for internal accumulation. The course of investigation consisted of theoretical research to form the basis of theoretical and methodological analysis and to outline the context in which our research object is inserted, and field research conducted in two phases: systematic observation, which allowed to map traders features and the infrastructure of commerce, and the conduction of interviews with key informants. The material collected was scrutinized according to analytical scheme inspired by the content analysis. Among the main considerations developed from the research process we include: the street trading of Pau dos Ferros remains shrouded in the majority sale of agricultural products, this demonstrates the structural characteristics of the region. However, the supply of this product is no longer restricted to the excess of small local producers. The presence of the dealer changed the distribution of the product, streamlining it. In parallel, business practices are developed, practices in which traded goods (industrial) reflect the moment of capitalist restoration, a larger business network. The reflections also made it possible to show that street trading follows developing on the basis of informal work, which gains functionality to the system, as it is configured as a space commonly used to drain part of the production, of industries (clothing/shoes), especially if the distribution is considered as an essential element of the complex process that aims at capital appreciation. This activity has been functioning as a place of employment and income generation for the subjects who are away from formal employment, masking, this way, unemployment, moreover, they allow them to continue as consumers. Such expressions reflect the ability and the logic of capital to expand and aggregate into so many realities. It is underway today, the logic that has led many workers to join the project of domination of capital, by the illusory chance to become capitalists. The thesis presented here is of interest management to analyze the performance of the State, through the materialization of the professional courses, the process of integration of users CRAS-Pajuçara informal. Therefore, we assume that poverty and inequality reach a significant portion of the world population, in a context where the working class family is seen as an alternative to face the multiple expressions of social issues. Thus, before the changes of Productive Restructuring, marked by flexibility, outsourcing and casualization of labor relations in the world, the working class family must find ways to ensure their survival. In this direction, we discuss the advances, limitations and challenges posed to the Social Assistance Policy in contemporary, situating this context, the role of the state. Furthermore, we discussed the functionality of informality to the capitalist system, showing how capital appropriates of informal work, placing it in its logic, and thus makes the capital-labor ratio increasingly predatory, inhuman and unequal. The methodological procedures for the preparation of this study constitute a literature and documentary, beyond 10 semi-structured interviews directed to users of CRAS-Pajuçara, participants of training courses for the period 2010-2011. In light of the critical-dialectical rationality, and in a context where informal work has increasingly been co-opted as an alternative to huge unemployment in the same direction in which the welfare rises in tackling social inequality, the scope of this study, discusses and reveals the truths and misconceptions that surround this bourgeois discourse, in times of crisis of capital, the city of Natal, Brazil

O objetivo do artigo é tratar das mutações sociais que ocorrem no mundo do trabalho a partir da era neoliberal no Brasil. Examina-se a precarização do trabalho como sendo elemento compositivo do novo metabolismo social que emerge com a reestruturação produtiva do capital e a constituição do Estado neoliberal. Apresenta-se como bases objetivas da precarização do trabalho, a intensificação (e ampliação) da exploração (e espoliação) da força de trabalho, o desmonte de coletivos de trabalho e de resistência sindical-corporativa; assim como a fragmentação social nas cidades em virtude do crescimento exacerbado do desemprego em massa.
