En raison du virage semi-autoritaire de l’État russe au début des années 2000, l’adaptation aux mesures contraignantes de l’État, qu’elle soit consciente ou inconsciente, constitue un aspect fondamental du quotidien des ONG de défense des droits de l’homme russes. Cependant, il s’agit d’une question jusqu’ici négligée dans la littérature scientifique. Ainsi, ce mémoire a pour objet d’examiner la démarche d’adaptation d’une ONG particulièrement active sur la scène russe, le Centre des droits de l’homme Memorial, entre 1999 et 2014. La recherche révèle que cette ONG emploie deux méthodes afin de s’adapter aux mesures étatiques et que celles-ci sont, en fait, des principes d’action adoptés par l’organisation au moment de sa création. Le premier principe d’action s’appuie sur la coopération et la solidarité développées par le Centre des droits de l’homme Memorial avec d’autres ONG russes, des ONG internationales et des organisations internationales. En partenariat avec ces organisations, le Centre des droits de l’homme Memorial élabore des activités de recherche et de plaidoyer et mène des missions de surveillance des droits de l’homme. Ce principe d’action renforce considérablement la capacité d’adaptation de l’ONG et favorise l’exercice de son rôle de contrepouvoir. Le second principe d’action se fonde sur la recherche de collaboration constructive avec l’État. Lors d’interactions ponctuelles avec les autorités, l’organisation exerce un rôle d’expert en matière de droits de l’homme et tente de réduire les entraves posées à la société civile. Outre sa propriété adaptative, cette méthode d’adaptation combine deux fonctions inhérentes à la société civile, soit la représentation des intérêts des citoyens auprès des instances étatiques et l’établissement d’un partenariat avec l’État dans le but d’amener ce dernier à adopter des pratiques démocratiques. Ce mémoire montre la capacité du Centre des droits de l’homme Memorial à se mouvoir d’une méthode d’adaptation à l’autre afin de maximiser son action.

Ce mémoire porte sur la représentation des femmes de New Delhi et leurs perceptions d’elles-mêmes, comme filles et femmes dans la société indienne. Plus spécifiquement, les femmes rencontrées nous parlent de l’image des femmes en Inde, leur position et leur rôle dans la famille, en tant que filles, épouses et mères tout en étudiant leurs relations avec les autres (femmes et hommes). Dans l’objectif d’éclairer le phénomène de la sexo-sélection de l’enfant à naître et la discrimination basée sur le sexe, les rapports de genre pouvant être affectés par les pratiques et coutumes ont été analysés. Plus particulièrement, le discours et les expériences vécues des répondantes nous ont permis d’illustrer que les femmes rencontrées sont agentes de changement et qu’elles ont du pouvoir d’agir sur leurs vies.

Informe final de investigación en el que se define el contenido y se delimita el alcance de la autonomía financiera en los entes municipales en Colombia. Lo anterior, partiendo del premisa del artículo 311 de la C.N., en donde el Municipio es concebido como la “entidad fundamental de la división político-administrativa del Estado (…)”, al cual se le arrogó autonomía como derecho y como garantía institucional, para destinarlo a ser la piedra angular de la organización territorial del Estado, autonomía para la gestión de sus intereses que se manifiesta en la facultad de administrar sus recursos, establecer tributos y participar en las rentas nacionales; indicando que es éste el objeto de análisis del presente documento. La autonomía financiera en los municipios será analizada desde el punto de vista constitucional, normativo, jurisprudencial y doctrinal. Se demostrará que ésta es el resultado de la evolución en la forma en la cual se ha hecho y se hace el gasto público en Colombia, una transición que de manera simultánea al proceso político administrativo, ha demostrado que sólo a través del empoderamiento de los municipios puede concretarse la eficiencia como principio orientador del gasto público. Además, se examinará la autonomía financiera municipal en sus dos manifestaciones esenciales, es decir, revisando la forma en que los municipios obtienen sus recursos y la forma en que posteriormente los ejecutan.

The aim of this study was to compute a swimming performance confirmatory model based on biomechanical parameters. The sample included 100 young swimmers (overall: 12.3 ± 0.74 years; 49 boys: 12.5 ± 0.76 years; 51 girls: 12.2 ± 0.71 years; both genders in Tanner stages 1–2 by self-report) participating on a regular basis in regional and national-level events. The 100 m freestyle event was chosen as the performance indicator. Anthropometric (arm span), strength (throwing velocity), power output (power to overcome drag), kinematic (swimming velocity) and efficiency (propelling efficiency) parameters were measured and included in the model. The path-flow analysis procedure was used to design and compute the model. The anthropometric parameter (arm span) was excluded in the final model, increasing its goodness-of-fit. The final model included the throw velocity, power output, swimming velocity and propelling efficiency. All links were significant between the parameters included, but the throw velocity–power output. The final model was explained by 69% presenting a reasonable adjustment (model’s goodness-of-fit; x2/df = 3.89). This model shows that strength and power output parameters do play a mediator and meaningful role in the young swimmers’ performance.

This paper presents the results of a multidisciplinary and multi-analytical study of the amber beads, red pigments, lithic arrowheads and selected ceramics from the Museum of Évora’s collection of the Zambujeiro Dolmen. Amber beads were studied by Attenuated Total Reflectance Fourier Transformed Infrared Spectroscopy (ATR-FTIR) and Pyrolysis coupled to Gas Chromatography and Mass Spectrometry (Py-GC/MS) to confirm their chemical nature and provenance. The red pigments, frequently found in funerary Neolithic context of the Iberian Peninsula, were studied with micro-Raman, and Scanning Electron Microscopy coupled to Energy Dispersive X-Ray Spectroscopy (SEM-EDS) to identify their chemical nature and provenance. The lithic arrowheads were analysed by portable X-Ray Fluorescence (p-XRF), micro X-Ray Diffraction (XRD), SEM-EDS, and Laser Ablation Inductively Coupled Plasma Mass Spectrometry (LA-ICP-MS). The ceramic materials were studied to infer provenance and production technology by p-XRF, XRD and SEM-EDS; ceramic contents were evaluated by GC/MS. The studies have shown that while some materials travel hundreds or thousands of kilometres to arrive to the Zambujeiro Dolmen, local materials were also used in the items selected by the communities to honour their deceased.

Nell’epoca di profonda transizione dell’era «pos-moderna», il modello tradizionale di legalità che conferisce al Parlamento il monopolio in materia penale entra in crisi in ragione della frammentazione delle fonti del diritto - a livello nazionale e sovranazionale - nonché delle spinte di globalizzazione capaci di incidere, ormai, ben oltre il mero piano economico. A fronte della incapacità del legislatore di rispondere in termini effettivi alla urgenza di razionalizzare e riformare il sistema penale, quindi, il potere giudiziario ha assunto una funzione di sostanziale supplenza, generando inevitabili attriti con il nullum crimen e i suoi corollari. Ne deriva che il Giudice di legittimità sempre più si preoccupa di assicurare la prevedibilità dei mutamenti interpretativi, specie se in malam partem, tenendo a mente gli ultimi approdi della giurisprudenza di Strasburgo in riferimento all’art. 7 CEDU. In particolare, tanto nelle motivazioni delle decisioni quanto nei contributi dottrinali, si diffonde graduale il riferimento a istituti propri del modello di common law: la recente riforma dell’art. 618, co 1 bis, c.p.p., del resto, è stata descritta a più voci come l’avvio della diffusione nell’ordinamento interno della c.d. “cultura del precedente”. In tale frangente, diviene utile approfondire l’opportunità dell’accostamento tra il modello di common law e di civil law, conducendo uno studio comparato tra i due ordinamenti quanto all’esercizio del potere punitivo che intende esaminare l’opportunità di acquisire rimedi propri della esperienza secolare del diritto judge-made in un ordinamento governato dalla soggezione del giudice alla legge.

The demographics of massive open online course (MOOC) analytics show that the great majority of learners are highly qualified professionals, and not, as originally envisaged, the global community of disadvantaged learners who have no access to good higher education. MOOC pedagogy fits well with the combination of instruction and peer community learning found in most professional development. A UNESCO study therefore set out to test the efficacy of an experimental course for teachers who need but do not receive high-quality continuing professional development, as a way of exploiting what MOOCs can do indirectly to serve disadvantaged students. The course was based on case studies around the world of information and communication technology (ICT) in primary education and was carried out to contribute to the UNESCO “Education For All” goal. It used a co-learning approach to engage the primary teaching community in exploring ways of using ICT in primary education. Course analytics, forums and participant surveys demonstrated that it worked well. The paper concludes by arguing that this technology has the power to tackle the large-scale educational problem of developing the primary-level teachers needed to meet the goal of universal education.

Modern scientific discoveries are driven by an unsatisfiable demand for computational resources. High-Performance Computing (HPC) systems are an aggregation of computing power to deliver considerably higher performance than one typical desktop computer can provide, to solve large problems in science, engineering, or business. An HPC room in the datacenter is a complex controlled environment that hosts thousands of computing nodes that consume electrical power in the range of megawatts, which gets completely transformed into heat. Although a datacenter contains sophisticated cooling systems, our studies indicate quantitative evidence of thermal bottlenecks in real-life production workload, showing the presence of significant spatial and temporal thermal and power heterogeneity. Therefore minor thermal issues/anomalies can potentially start a chain of events that leads to an unbalance between the amount of heat generated by the computing nodes and the heat removed by the cooling system originating thermal hazards. Although thermal anomalies are rare events, anomaly detection/prediction in time is vital to avoid IT and facility equipment damage and outage of the datacenter, with severe societal and business losses. For this reason, automated approaches to detect thermal anomalies in datacenters have considerable potential. This thesis analyzed and characterized the power and thermal characteristics of a Tier0 datacenter (CINECA) during production and under abnormal thermal conditions. Then, a Deep Learning (DL)-powered thermal hazard prediction framework is proposed. The proposed models are validated against real thermal hazard events reported for the studied HPC cluster while in production. This thesis is the first empirical study of thermal anomaly detection and prediction techniques of a real large-scale HPC system to the best of my knowledge. For this thesis, I used a large-scale dataset, monitoring data of tens of thousands of sensors for around 24 months with a data collection rate of around 20 seconds.

Nello sport di alto livello l’uso della tecnologia ha raggiunto un ruolo di notevole importanza per l’analisi e la valutazione della prestazione. Negli ultimi anni sono emerse nuove tecnologie e sono migliorate quelle pre-esistenti (i.e. accelerometri, giroscopi e software per l’analisi video) in termini di campionamento, acquisizione dati, dimensione dei sensori che ha permesso la loro “indossabilità” e l’inserimento degli stessi all’interno degli attrezzi sportivi. La tecnologia è sempre stata al servizio degli atleti come strumento di supporto per raggiungere l’apice dei risultati sportivi. Per questo motivo la valutazione funzionale dell’atleta associata all’uso di tecnologie si pone lo scopo di valutare i miglioramenti degli atleti misurando la condizione fisica e/o la competenza tecnica di una determinata disciplina sportiva. L’obiettivo di questa tesi è studiare l’utilizzo delle applicazioni tecnologiche e individuare nuovi metodi di valutazione della performance in alcuni sport acquatici. La prima parte (capitoli 1-5), si concentra sulla tecnologia prototipale chiamata E-kayak e le varie applicazioni nel kayak di velocità. In questi lavori è stata verificata l’attendibilità dei dati forniti dal sistema E-kayak con i sistemi presenti in letteratura. Inoltre, sono stati indagati nuovi parametri utili a comprendere il modello di prestazione del paddler. La seconda parte (capitolo 6), si riferisce all’analisi cinematica della spinta verticale del pallanuotista, attraverso l’utilizzo della video analisi 2D, per l’individuazione delle relazioni Forza-velocità e Potenza-velocità direttamente in acqua. Questo studio pilota, potrà fornire indicazioni utili al monitoraggio e condizionamento di forza e potenza da svolgere direttamente in acqua. Infine la terza parte (capitoli 7-8), si focalizza sull’individuazione della sequenza di Fibonacci (sequenza divina) nel nuoto a stile libero e a farfalla. I risultati di questi studi suggeriscono che il ritmo di nuotata tenuto durante le medie/lunghe distanze gioca un ruolo chiave. Inoltre, il livello di autosomiglianza (self-similarity) aumenta con la tecnica del nuoto.

La disciplina del pareggio di bilancio è in continua evoluzione, soprattutto a fronte delle nuove esigenze finanziarie per contrastare la pandemia. Questo elaborato, studiando la governance economica strutturata dopo la crisi dei debiti, le derivanti scelte italiane in materia di costituzionalizzazione del pareggio di bilancio e le conseguenze sulle autonomie locali, dimostra come il sistema di gestione delle finanze pubbliche a livello comunitario si stia completando, generando un rapporto normativo ciclico tra il livello europeo e quello locale. Ne è emersa una conflittualità tra le Regioni e lo Stato, che è analizzata al fine di comprendere la giustiziabilità costituzionale del pareggio di bilancio, osservando le esigenze di bilanciamento tra l’equilibrio finanziario e la tutela dei diritti sociali. La Corte Costituzionale ha recentemente conferito, in via giurisprudenziale, alla Corte dei Conti la potestà di svolgere un controllo diretto di costituzionalità del rispetto dell’equilibrio di bilancio degli enti nazionali e territoriali. Particolare attenzione viene data, poi, a seguito degli effetti della pandemia da Covid-19 sui bilanci degli Stati. A fronte della crisi pandemica, per la prima volta dall’approvazione del TSCG, la Commissione ha attivato la clausola di salvaguardia generale per sospendere il Patto di Stabilità (c.d. escape clause). Questa clausola ha permesso ai Paesi di ricorrere agli scostamenti di bilancio. Viene infine analizzato il piano “Next Generation EU”, che centralizza i prestiti verso gli Stati membri nel bilancio dell’Unione ed attinge dal mercato dei capitali le risorse necessarie per finanziare un totale di 750 miliardi, attraverso l’emissione di obbligazioni “Eu Bills”. Per la prima volta nella storia, l’Unione, nelle parole della Commissione, agisce sui mercati come se fosse uno Stato. La portata straordinaria del NGEU, con l’emissione di titoli europei, porta ad una sostanziale mutualizzazione dei debiti ed appare come un passo fondamentale verso il completamento dell’UEM e di un sistema federale.

Long-term monitoring of acoustical environments is gaining popularity thanks to the relevant amount of scientific and engineering insights that it provides. The increasing interest is due to the constant growth of storage capacity and computational power to process large amounts of data. In this perspective, machine learning (ML) provides a broad family of data-driven statistical techniques to deal with large databases. Nowadays, the conventional praxis of sound level meter measurements limits the global description of a sound scene to an energetic point of view. The equivalent continuous level Leq represents the main metric to define an acoustic environment, indeed. Finer analyses involve the use of statistical levels. However, acoustic percentiles are based on temporal assumptions, which are not always reliable. A statistical approach, based on the study of the occurrences of sound pressure levels, would bring a different perspective to the analysis of long-term monitoring. Depicting a sound scene through the most probable sound pressure level, rather than portions of energy, brought more specific information about the activity carried out during the measurements. The statistical mode of the occurrences can capture typical behaviors of specific kinds of sound sources. The present work aims to propose an ML-based method to identify, separate and measure coexisting sound sources in real-world scenarios. It is based on long-term monitoring and is addressed to acousticians focused on the analysis of environmental noise in manifold contexts. The presented method is based on clustering analysis. Two algorithms, Gaussian Mixture Model and K-means clustering, represent the main core of a process to investigate different active spaces monitored through sound level meters. The procedure has been applied in two different contexts: university lecture halls and offices. The proposed method shows robust and reliable results in describing the acoustic scenario and it could represent an important analytical tool for acousticians.

In the metal industry, and more specifically in the forging one, scrap material is a crucial issue and reducing it would be an important goal to reach. Not only would this help the companies to be more environmentally friendly and more sustainable, but it also would reduce the use of energy and lower costs. At the same time, the techniques for Industry 4.0 and the advancements in Artificial Intelligence (AI), especially in the field of Deep Reinforcement Learning (DRL), may have an important role in helping to achieve this objective. This document presents the thesis work, a contribution to the SmartForge project, that was performed during a semester abroad at Karlstad University (Sweden). This project aims at solving the aforementioned problem with a business case of the company Bharat Forge Kilsta, located in Karlskoga (Sweden). The thesis work includes the design and later development of an event-driven architecture with microservices, to support the processing of data coming from sensors set up in the company's industrial plant, and eventually the implementation of an algorithm with DRL techniques to control the electrical power to use in it.

Global warming is assertively the greatest environmental challenge for humans of 21st century. It is primarily caused by the anthropogenic greenhouse gas (GHG) that trap heat in the atmosphere. Because of which, the GHG emission mitigation, globally, is a critical issue in the political agenda of all high-profile nations. India, like other developing countries, is facing this threat of climate change while dealing with the challenge of sustaining its rapid economic growth. India’s economy is closely connected to its natural resource base and climate sensitive sectors like water, agriculture and forestry. Due to Climate change the quality and distribution of India’s natural resources may transform and lead to adverse effects on livelihood of its people. Therefore, India is expected to face a major threat due to the projected climate change. This study proposes possible solutions for GHG emission mitigation that are specific to the power sector of India. The methods discussed here will take Indian power sector from present coal dominant ideology to a system, centered with renewable energy sources. The study further proposes a future scenario for 2050, based on the present Indian government policies and global energy technologies advancements.

Concentrating Solar Power (CSP) plants typically incorporate one or various auxiliary boilers operating in parallel to the solar field to facilitate start up operations, provide system stability, avoid freezing of heat transfer fluid (HTF) and increase generation capacity. The environmental performance of these plants is highly influenced by the energy input and the type of auxiliary fuel, which in most cases is natural gas (NG). Replacing the NG with biogas or biomethane (BM) in commercial CSP installations is being considered as a means to produce electricity that is fully renewable and free from fossil inputs. Despite their renewable nature, the use of these biofuels also generates environmental impacts that need to be adequately identified and quantified. This paper investigates the environmental performance of a commercial wet-cooled parabolic trough 50 MWe CSP plant in Spain operating according to two strategies: solar-only, with minimum technically viable energy non-solar contribution; and hybrid operation, where 12 % of the electricity derives from auxiliary fuels (as permitted by Spanish legislation). The analysis was based on standard Life Cycle Assessment (LCA) methodology (ISO 14040-14040). The technical viability and the environmental profile of operating the CSP plant with different auxiliary fuels was evaluated, including: NG; biogas from an adjacent plant; and BM withdrawn from the gas network. The effect of using different substrates (biowaste, sewage sludge, grass and a mix of biowaste with animal manure) for the production of the biofuels was also investigated. The results showed that NG is responsible for most of the environmental damage associated with the operation of the plant in hybrid mode. Replacing NG with biogas resulted in a significant improvement of the environmental performance of the installation, primarily due to reduced impact in the following categories: natural land transformation, depletion of fossil resources, and climate change. However, despite the renewable nature of the biofuels, other environmental categories like human toxicity, eutrophication, acidification and marine ecotoxicity scored higher when using biogas and BM.
