Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

This paper investigates the boundedness and convergence properties of two general iterative processes which involve sequences of self-mappings on either complete metric or Banach spaces. The sequences of self-mappings considered in the first iterative scheme are constructed by linear combinations of a set of self-mappings, each of them being a weighted version of a certain primary self-mapping on the same space. The sequences of self-mappings of the second iterative scheme are powers of an iteration-dependent scaled version of the primary self-mapping. Some applications are also given to the important problem of global stability of a class of extended nonlinear polytopic-type parameterizations of certain dynamic systems.

A distribuição da biodiversidade está associada aos fatores espaciais, ambientais e biológicos. Esses fatores influenciam a dinâmica das comunidades biológicas, gerando diferenças na distribuição e na abundância de espécies em escalas local e regional, além de criarem variações nos processos populacionais e nos deslocamentos dos animais. Um exemplo é a variação na distribuição e estrutura das comunidades de aves em gradientes altitudinais. Entretanto, não há um consenso sobre o padrão de distribuição da biodiversidade nesses gradientes, sendo reconhecidos quatro padrões de distribuição altitudinal de aves. Nesse contexto, a presente tese teve como objetivo geral estudar algumas das respostas ecológicas das aves à altitude. No primeiro capítulo, avaliamos o conhecimento sobre as migrações altitudinais de aves por meio por meio de uma revisão da literatura científica. Encontramos 84 estudos, a maioria na região Neotropical. Nesses estudos, constatamos 380 espécies de aves que realizam essas migrações, sendo insetívoros e nectarívoros os principais grupos tróficos envolvidos. Esses estudos também mostram que fatores bióticos e abióticos podem interagir para explicar as migrações altitudinais. Os deslocamentos para altitudes mais elevadas podem ser explicados principalmente pela disponibilidade de recursos e o menor risco de predação. Enquanto que os deslocamentos para baixas altitudes podem se relacionar, principalmente, às limitadas oportunidades de forrageamento e à competição. Encontramos variações na composição das espécies de beija-flores em relação à altitude, mas, um conjunto de fatores pode explicar essas variações na composição. Nossos resultados mostraram que além da variaçãovariação altitudinal, variação altitudinal, variação altitudinal, variação altitudinal, o efeito do componente espacial (latitude e longitude) e das variáveis ambientais correlacionadas a ele foram importantes na distribuição das aves nas áreas nas áreas estudadas. No terceiro capítulo, estudamos, estudamos a distribuição altitudinal das aves (e de beija-flores) de sub-bosque em cinco altitudes na Reserva Ecológica de Guapiaçu (170 e 370 m) contígua ao Parque Estadual dos Três Picos (570, 770 e 1.000 m), no estado do Rio de Janeiro. Coletamos dados bimestralmente (julho/2010 a junho/2011) e mensalmente (agosto/2011 a julho/2012). Utilizamos o método de captura-marcação-recaptura com dez redes de neblina (12 x 2,5 m, malha de 32 mm) expostas no sub-bosque por sete horas/dia em cada ponto amostral por campanha. Observamos também os beija-flores no sub-bosque, mensalmente, em transecções lineares (400 m de extensão). Capturamos 95 espécies de aves (53% endêmicas de Mata Atlântica), incluindo 10 espécies de beija-flores (oito endêmicos). Detectamos a maior riqueza em 770 m e a menor em 170 m de altitude. Não encontramos relação entre a riqueza das aves e a altitude. Entretanto, encontramos diferenças na composição, riqueza, abundância e na organização trófica das aves nas cinco altitudes amostradas, sendo 170 m, frequentemente, diferente das demais altitudes. Para os beija-flores amostrados com as duas metodologias (captura e observação; 13 espécies), não encontramos diferenças na composição e riqueza nas cinco altitudes. A diversidade e os elevados endemismos registrados na área ressaltam a importância da região para as aves da Mata Atlântica e para preservação dessas no estado do Rio de Janeiro.

The contribution of the no-take marine reserve at Apo Island, Philippines, to local fishery yield through “spillover” (net export of adult fish) was estimated. Spatial patterns of fishing effort, yield, and catch rates around Apo Island were documented daily in 2003−2004. Catch rates were higher near the reserve (by a factor of 1.1 to 2.0), but fishing effort was often lowest there. Higher catch rates near the reserve were more likely due to spillover than to low fishing intensity. Lower fishing effort near the reserve may have been due to 1) weather patterns, 2) traditional importance of other fishing grounds, 3) high variability in catch rates, 4) lower market value of target species, and 5) social pressures. The yield taken near the reserve was only 10% of the total yield, but the actual spillover contribution was probably much less than this. Recent player tracking technology provides new information about basketball game performance. The aim of this study was to (i) compare the game performances of all-star and non all-star basketball players from the National Basketball Association (NBA), and (ii) describe the different basketball game performance profiles based on the different game roles. Archival data were obtained from all 2013-2014 regular season games (n = 1230). The variables analyzed included the points per game, minutes played and the game actions recorded by the player tracking system. To accomplish the first aim, the performance per minute of play was analyzed using a descriptive discriminant analysis to identify which variables best predict the all-star and non all-star playing categories. The all-star players showed slower velocities in defense and performed better in elbow touches, defensive rebounds, close touches, close points and pull-up points, possibly due to optimized attention processes that are key for perceiving the required appropriate environmental information. The second aim was addressed using a k-means cluster analysis, with the aim of creating maximal different performance profile groupings. Afterwards, a descriptive discriminant analysis identified which variables best predict the different playing clusters. The results identified different playing profile of performers, particularly related to the game roles of scoring, passing, defensive and all-round game behavior. Coaching staffs may apply this information to different players, while accounting for individual differences and functional variability, to optimize practice planning and, consequently, the game performances of individuals and teams.

Details are given of a framework for developing breeding programmes using experience from the Genetic Improvement of Farmed Tilapias project which focussed on Nile tilapias (Oreochromis niloticus ). The following aspects are outlined: Analysis of targeted production and marketing systems; Breeding goals; Systematic documentation and evaluation of available genetic resources and choice and genetic base; Number of strains; Breeding strategy; Selection criteria and evaluation; Production and dissemination of improved strains; and, social, economic and environmental impacts.

One of the most popular sections of the ReefBase website is the online GIS that enables users to create an almost unlimited range of maps showing a wide variety of features. A new version of the GIS, offering an even larger array of facilities and data layers, is online as of early September. In this article, we will provide an introduction to the ReefBase GIS and also highlight some of the powerful but lesser used features of the system.

Over 20 years, successive openings and closures of the Sumilon Island marine reserve to fishers have provided unique opportunities to examine the effects of marine reserves on populations and communities of fishes and upon local fisheries. The history of the reserve also highlights the problems and frustrations of educating and convincing people of the need for rational management of renewable marine resources. Yet, it is a symbol of hope in that it has provided a unique example of the potential benefits of marine reserves in fisheries management, particularly in the developing world.

In this note we describe the re-formation of a spawning aggregation of mutton snapper (Lutjanus analis). A review of four consecutive years of survey data indicates that the aggregation may be increasing in size. Mutton snapper are distributed in the temperate and tropical waters of the western Atlantic Ocean from Florida to southeastern Brazil (Burton, 2002). Juveniles and subadults are found in a variety of habitats such as vegetated sand bottoms, bays, and mangrove estuaries (Allen, 1985). Adults are found offshore on coral reefs and other complex hardbottom habitat. They are solitary and wary fish, rarely found in groups or schools except during spawning aggregations (Domeier et al., 1996). Spawning occurs from May through July at Riley’s Hump (Domeier et al., 1996) and peaks in June, as indicated by gonadosomatic indices (M. Burton, unpubl. data). Mutton snapper are highly prized by Florida fishermen for their size and fighting ability, and the majority of landings occur from Cape Canaveral, through the Florida Keys, including the Dry Tortugas (Burton, 2002).

The United States has managed and analyzed its marine fisheries since 1871, and since 1970 via NOAA’s National Marine Fisheries Service (NMFS). As the primary directive moved from aiding fishermen in expanding their operations emphasizing conservation, the government over time recognized that management involves influencing people not fish, and has hired social scientists to complement the biologists who assess fish populations. This change has not always been smooth. We use archival documents and oral histories to trace the development of sociocultural analytic capabilities within NMFS and describe future plans for growing the program. Four points are made. First, NMFS has created the best developed social science program in NOAA. Second, established institutions change slowly; achieving the social science presence in NMFS has taken over 25 years. Third, change needs visionaries and champions with both tenacity and opportunity. Fourth, social science data collection and research helps in making fishery management decisions, but they have also been useful in evaluating the impact and helping with the recovery from Hurricane Katrina. Good work finds other uses.

The National Marine Fisheries Service (NMFS) launched its National Bycatch Strategy (NBS) in March 2003 in response to the continued fisheries management challenge posed by fisheries bycatch. NMFS has several strong mandates for fish and protected species bycatch reduction, including the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, and the Marine Mammal Protection Act. Despite efforts to address bycatch during the 1990’s, NMFS was petitioned in 2002 to count, cap, and control bycatch. The NBS initiated as part of NMFS’s response to the petition for rulemaking contained six components: 1) assess bycatch progress, 2) develop an approach to standardized bycatch reporting methodology, 3) develop bycatch implementation plans, 4) undertake education and outreach, 5) develop new international approaches to bycatch, and 6) identify new funding requirements. The definition of bycatch for the purposes of the NBS proved to be a contentious issue for NMFS, but steady progress is being made by the agency and its partners to minimize bycatch to the extent practicable.
