Ley de Reforma Política : Análisis de la Ley 26.571/09 en el Partido de General Pueyrredon 2009/2013

El presente trabajo analiza las transformaciones que produjo en la realidad política y partidaria del Partido de General Pueyrredon, la puesta en vigencia de la Ley nacional 26.571/09 de "Democratización de la Representatividad política, la transparencia y la equidad electoral". La norma, a la cual adhirió la provincia de Buenos Aires, modificó los requerimientos para la selección de los candidatos de las agrupaciones políticas y, como dato relevante, instauró el sistema de elecciones Primarias Abiertas, Simultáneas y Obligatorias (PASO). La investigación presenta una introducción general al estado de la cuestión de la ley, explicitando y detallando sus causas y contenidos para comprender la magnitud de su aplicación en un distrito de la provincia de Buenos Aires. El universo del análisis son las elecciones del Partido de General Pueyrredon, determinación que tuvo en cuenta que este municipio es representativo en términos electorales. Dentro del universo de los 135 municipios que componen la provincia, se ubica como el segundo distrito electoral más importante. Se realiza un análisis comparativo del comportamiento electoral municipal observando los resultados del año 2009 y los del 2013. Se busca determinar si luego de sancionada y aplicada la norma, se produjeron cambios en el ordenamiento del sistema político local, centralmente en lo que refiere al comportamiento de los partidos vecinales y a la conformación del cuerpo deliberante

Eficacia de las plataformas electorales en términos de la reforma política del ejecutivo federal del 2012

Los partidos políticos son agrupaciones temporales que median entre los grupos de la sociedad y el Estado y participan en la lucha por el poder político, a través de los procesos electorales. Los partidos tienen la obligación de registrar una plataforma electoral, a través de la cual plantean propuestas preliminares que se someten a consideración de los ciudadanos con el propósito de convocar al diálogo y a la deliberación, las cuales son enriquecidas y profundizadas a lo largo de las campañas, que debieran convertirse posteriormente en la base del programa de gobierno del partido que resulte triunfador en las elecciones. Respecto a la relación que existe entre la Plataforma Electoral y las iniciativas legislativas del Ejecutivo Federal en materia político-electoral, cabe señalar que: El 15 de diciembre de 2009, el Presidente presentó la iniciativa de Reforma Política compuesta por 9 puntos, a saber: Permitir la elección consecutiva de legisladores federales, locales, miembros de los ayuntamientos y jefes delegacionales; reducir el número de integrantes de las cámaras, modificando los principios para la integración de la Cámara de Senadores; adoptar la segunda vuelta electoral para la elección del Presidente; incrementar a 4% el porcentaje mínimo de votación para que un partido político nacional conserve su registro; incorporar las candidaturas independientes; permitir a los ciudadanos y a la Suprema Corte de Justicia de la Nación presentar iniciativas de ley; facultar al Presidente para presentar iniciativas preferentes y para observar, parcial o totalmente, el Presupuesto de Egresos de la Federación y la Ley de Ingresos; así como para publicar parcialmente aquellas leyes cuyas observaciones no hayan sido superadas en el Congreso...

Saúde bucal no Programa de Saúde da Família : o caso do Distrito Sanitário Norte de Natal-RN

The inclusion of the dentist in the Family Health Program (FHP) teams designates a reorganization of the mouth health care in your country and establishes a new scenario in Brazilian odontology, through of a new way to organize the basic health care, creating conditions to consolidate in mouth health practice actions, in the level of the basic attention, the validation of Unique Health System (UHS) constitutional principles. The purpose of this research is to verify if the actuation of mouth health teams (MHT) dentists, in Natal city north sanitary district, is tuned with FHP goals.The target research population was composed by all dentists working in Basic Health Units (BHU) of Natal north sanitary district. Fifth-eight questionnaires were applied and using open and closed questions we look for identify the functional characteristics of each BHU, the dentists professional attributions on each BHU, as well as the clinical procedures that they execute. This research also searched to identify the factors that facilitate and/or difficult the inclusion process and the dentists activities performance on these BHUs, as well as the necessary actions to north sanitary district MHTs to fulfill the objectives proposed by FHP. The results point that the inclusion of mouth health actions in north sanitary district FHPs brought the incorporation of new values to the used practices. Whoever, its necessary a more frequent evaluation of the carried actions, in a way they can be adapted to the real community necessities, and, is fundamental the data accompaniment, for that these serve of base for planning and redirecting activities, in a way that we do not have only a reproduction of traditional practices, fragmented and isolated, but a truly substitution of the traditional practices and a new way of promoting health

URBANIZAÇÃO E QUALIDADE DE VIDA NO DISTRITO DE ICOARACI BELÉM/PARA/BRASIL

O processo de urbanização trouxe para as cidades dois problemas graves: a exclusão social e a especulação imobiliária. No sentido de reverter a degradação do meio ambiente urbano, de acordo com o Estatuto da Cidade - Lei Federal 10.257, promulgada em 10 de julho de 2001,cabe ao administrador municipal fornecer os instrumentos necessários para planejar a cidade que desejamos e controlar o uso da propriedade, a fim de que não prejudique a qualidade de vida dos cidadãos O objetivo deste trabalho é fazer uma reflexão sobre o conceito de qualidade de vida, destacando os possíveis indicadores e índices utilizados para avaliar tal qualidade e como os mesmos podem contribuir na evolução das Políticas Públicas voltadas para a problemática urbana e a qualidade de vida dos moradores citadinos em detrimento de uma acelerada urbanização, resultado de um processo desvinculado de ações mínimas de planejamento.no Distrito Administrativo de Icoaraci, pertencente a Região Metropolitana de Belém/Pará/Brasil.

ATIVIDADE PESQUEIRA NO DISTRITO DE ACUPE (Bahia-Brasil) E AS MUDANÇAS TERRITORIAIS A PARTIR DA INSERÇÃO DA ATIVIDADE DA CARCINICULTURA

O presente trabalho busca analisar e compreender como se dá a produção do espaço no Distrito de Acupe, em Santo Amaro (Bahia - Brasil), cuja atividade principal é a pesca artesanal e as principais mudanças ocorridas, a partir da implantação de empreendimentos de cultivo de camarão em viveiro. Na perspectiva de entender o espaço geográfico em sua totalidade, busca-se analisar as contradições da produção do espaço por pescadores artesanais e carcinicultores. Em Acupe, pode-se observar através da relação dos territórios terra e água a materialização das contradições existentes entre os diferentes agentes que se apropriam do espaço.

Fruticultura e inovação: hierarquização dos produtores do Distrito de Irrigação Senador Nilo Coelho, Petrolina, PE

O objetivo geral deste estudo é identificar e analisar o nível de inovação dos produtores no Arranjo Produtivo Local de Fruticultura Irrigada do Submédio Vale do São Francisco em P ernambuco. Especificamente, listam-se os objetivos de: (i) identificar os fatores comuns e/ou específicos relacionadas às características do perfil do produtor, da produção e da inovação; (ii) agrupar os produtores homogêneos; (iii) quantificar e analisar o nível de inovação dos produtores por meio de um índice de hierarquização. A base dos dados é constituída de informações coletadas com 85 fruticultores e a metodologia utiliza-se de técnicas da análise estatística multivariada como análise fatorial e análise de clusters. Pela a análise fatorial, os resultados demonstram que 16 variáveis representativas são condensadas em quatro fatores e constata-se que os fatores que mais influenciaram o dinamismo do arranjo foram os indicadores de produtividade/faturamento e perfil/cooperação dentro do APL de fruticultura irrigada. Pelo índice de hierarquização, o grupo 1 foi o núcleo responsável pelo desenvolvimento do APL.

Citizen journalism and political participation : the youdecide project and the 2007 Australian Federal Election

The 2007 Australian Federal election not only saw the election of a Labor government after 11 years of John Howard’s conservative Coalition government. It also saw new levels of political engagement through the Internet, including the rise of citizen journalism as an alternative outlet and mode of reporting on the election. This paper reports on the You Decide 2007 project, an initiative undertaken by a QUT-based research team to facilitate online news reporting on the election on a ‘hyper-local’, electorate-based model. We evaluate the You Decide initiative on the basis of: promoting greater citizen participation in Australian politics; new ways of engaging citizens and key stakeholders in policy deliberation; establishing new links between mainstream media and independent online media; and broadening the base of political participation to include a wider range of citizen and groups.

Citizen journalism as social networking : reporting the 2007 Australian Federal Election

One of the perceived Achilles heels of online citizen journalism is its perceived inability to conduct investigative and first-hand reporting. A number of projects have recently addressed this problem, with varying success: the U.S.-based Assignment Zero was described as "a highly satisfying failure" (Howe 2007), while the German MyHeimat.de appears to have been thoroughly successful in attracting a strong community of contributors, even to the point of being able to generate print versions of its content, distributed free of charge to households in selected German cities. In Australia, citizen journalism played a prominent part in covering the federal elections held on 24 November 2007; news bloggers and public opinion Websites provided a strong counterpoint to the mainstream media coverage of the election campaign (Bruns et al., 2007). Youdecide2007.org, a collaboration between researchers at Queensland University of Technology and media practitioners at the public service broadcaster SBS, the public opinion site On Line Opinion, and technology company Cisco Systems, was developed as a dedicated space for a specifically hyperlocal coverage of the election campaign in each of Australia's 150 electorates from the urban sprawls of Sydney and Brisbane to the sparsely populated remote regions of outback Australia. YD07 provided training materials for would-be citizen journalists and encouraged them to contribute electorate profiles, interview candidates, and conduct vox-pops with citizens in their local area. The site developed a strong following especially in its home state of Queensland, and its interviewers influenced national public debate by uncovering the sometimes controversial personal views of mainstream and fringe candidates. At the same time, the success of YD07 was limited by external constraints determined by campaign timing and institutional frameworks. As part of a continuing action research cycle, lessons learnt from Youdecide2007.org are going to be translated into further iterations of the project, which will cover the local government elections in the Australian state of Queensland, to be held in March 2008, and developments subsequent to these elections. This paper will present research outcomes from the Youdecide2007.org project. In particular, it will examine the roles of staff contributors and citizen journalists in attracting members, providing information, promoting discussion, and fostering community on the site: early indications from a study of interaction data on the site indicate notably different contribution patterns and effects for staff and citizen participants, which may point towards the possibility of developing more explicit pro-am collaboration models in line with the Pro-Am phenomenon outlined by Leadbeater & Miller (2004). The paper will outline strengths and weaknesses of the Youdecide model and highlight requirements for the successful development of active citizen journalism communities. In doing so, it will also evaluate the feasibility of hyperlocal citizen journalism approaches, and their interrelationship with broader regional, state, and national journalism in both its citizen and industrial forms.

Monitoring the Australian Blogosphere through the 2007 Australian Federal Election

This paper examines the observable patterns of content creation by Australian political bloggers dur‐ing the 2007 election and its aftermath, thereby providing insight into the level and nature of activity in the Australian political blogosphere during that time. The performance indicators which are identi‐fied through this process enable us to target for further in‐depth research, to be reported in subse‐quent papers, those individual blogs and blog clusters showing especially high or unusual activity as compared to the overall baseline. This research forms the first stage in a larger project to investigate the shape and internal dynamics of the Australian political blogosphere. In this first stage, we tracked the activities of some 230 political blogs and related Websites in Australia from 2 November 2007 (the final month of the federal election campaign, with the election itself taking place on 24 Novem‐ber) to 24 January 2008. We harvested more than 65,000 articles for this study.

The Federal circuit in Bilski : the machine-or-transformation test

In a much anticipated judgment, the Federal Circuit has sought to clarify the standards applicable in determining whether a claimed method constitutes patent-eligible subject matter. In Bilski, the Federal Circuit identified a test to determine whether a patentee has made claims that pre-empt the use of a fundamental principle or an abstract idea or whether those claims cover only a particular application of a fundamental principle or abstract idea. It held that the sole test for determining subject matter eligibility for a claimed process under § 101 is that: (1) it is tied to a particular machine or apparatus, or (2) it transforms a particular article into a different state or thing. The court termed this the “machine-or-transformation test.” In so doing it overruled its earlier State Street decision to the extent that it deemed its “useful, tangible and concrete result” test as inadequate to determine whether an alleged invention recites patent-eligible subject matter.

Australian data breach notification : avoiding the State/Federal overlap

Mandatory data breach notification has become a matter of increasing concern for law reformers. In Australia, this issue was recently addressed as part of a comprehensive review of privacy law conducted by the Australian Law Reform Commission (ALRC) which recommended a uniform national regime for protecting personal information applicable to both the public and private sectors. As in all federal systems, the distribution of powers between central and state governments poses problems for national consistency. In the authors’ view, a uniform approach to mandatory data breach notification has greater merit than a ‘jurisdiction specific’ approach epitomized by US state-based laws. The US response has given rise to unnecessary overlaps and inefficiencies as demonstrated by a review of different notification triggers and encryption safe harbors. Reviewing the US response, the authors conclude that a uniform approach to data breach notification is inherently more efficient.
