Algumas questões desafiam atualmente a política institucional de recursos hídricos no que refere à implementação do que está previsto na legislação brasileira das águas. A primeira delas diz respeito à implantação do próprio gerenciamento ambiental por bacia hidrográfica, ou seja, à forma descentralizada de gestão através de organismos de bacia. A segunda é fazer com que esses organismos se desenvolvam de forma compartilhada e participativa, incorporando todos segmentos locais importantes na direção dos organismos de bacia, principalmente os moradores, que são os mais afetados e que até muito recentemente estavam alijados das decisões. Uma terceira questão é garantir que a gestão dos recursos hídricos esteja integrada à gestão ambiental como um todo. O Estado do Rio de Janeiro possui, assim como todos os outros, sua legislação das águas e vem, desde 1999, implantando a Política e o Sistema Estadual de Recursos Hídricos. A macrorregião Ambiental 4 do Estado, que abrange a conhecida região dos Lagos e a região da bacia hidrográfica do rio São João, desde 1999, vem desenvolvendo a sua gestão ambiental e, em especial, a de recursos hídricos através da criação do Consórcio Intermunicipal Lagos São João e, em 2005, do Comitê de Bacia. Esses organismos de bacia atuam conjuntamente e têm conseguido promover a organização de todos segmentos da sociedade local, com destaque para os pescadores artesanais e os moradores, além de todas prefeituras e das empresas usuárias de água mais importantes. Muitos resultados da ação desses organismos de bacia têm beneficiado o meio ambiente e os moradores da região, em especial, com soluções para os problemas de saneamento das Lagoas de Araruama e de Saquarema e para o término da extração de conchas e areia nas Lagoas e no rio São João, o que tem propiciado uma recuperação do estoque pesqueiro nestes corpos dágua. A análise político-institucional da criação e do desenvolvimento dos organismos de bacia da região, dos sucessos e insucessos que têm obtido e de sua sustentabilidade institucional, são os objetivos dessa dissertação. Para isso foi usada a metodologia do projeto do Banco Mundial Integrated River Basin Management and the Principle of Managing Water Resources at the Lowest Appropriate Level: When and Why Does It (Not) Work in Practice? de Kemper et al., 2005, com adaptações.

O objetivo desta pesquisa foi analisar de forma aprofundada um dos principais atores políticos da atual democracia brasileira: o Partido do Movimento Democrático Brasileiro (PMDB). Mais especificamente, buscou-se responder a seguinte pergunta: como um partido criado para ser a oposição legal ao regime ditatorial se tornou um partido governista com o retorno à democracia? Para compreender a mudança de comportamento desta organização, em primeiro lugar foi analisada a sua importância para a formação de coalizões governamentais. A sua posição de centro no espectro político brasileiro e a sua ampla presença no Congresso Nacional o torna um parceiro ideal para a formação de maiorias parlamentares. Em segundo lugar, foi analisada a importância da participação no governo para o PMDB. Suas características de centralidade e peso foram investigadas desde a sua origem, antes mesmo do MDB, no antigo PSD. Heterogeneidade, federalização, moderação e bom desempenho eleitoral são as principais causas, herdadas do MDB e do PSD, da formação destas características na década de 1980. Contudo, o retorno à democracia impôs um novo contexto político à organização e a necessidade de se adaptar a ele. Ao longo da década de 1990 o partido sofreu uma conversão institucional e um grupo particular, o governista, tomou a frente de sua direção. Dados eleitorais, de apresentação de emendas individuais ao orçamento e entrevistas com membros do partido fornecem mais informações sobre o comportamento político e as transformações sofridas pela sigla.

This is the first report from the Lune, Wyre and Furness Fisheries Advisory Committee meeting, which was held on the 6th June 1974. The report includes sections on fishery byelaws, estimates for the anticipated income and expenditure on fisheries for the current year, the arrangements for the release of freshets to the River Leven in times of drought, and the utilisation of water resources. This section looks at proposed abstractions for the River Lune and Wyre, and the Ullswater and Windermere Pumping Stations. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

The report contains information on the impact of work on the A66 Penrith to Workington road, brown trout fishing, the development of the Ehen as a fishery, reports of fisheries activities, Holmwrangle hatchery, land drainage representation, new fishery byelaws and fishing licence duties. The section on fisheries activities includes runs of fish, stocking, poaching and biological work. The section on Holmwrangle hatchery includes mortality numbers and possible solutions to avoid future pipe chokes and to improve the pumping system. The section on land drainage is purely for an up-to-date picture of developments. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
