In response to a growing body of research on projected climate change impacts to Washington State’s coastal areas, the Washington State Department of Natural Resources’ (DNR) Aquatic Resources Program (the Program) initiated a climate change preparedness effort in 2009 via the development of a Climate Change Adaptation Strategy (the Strategy)i. The Strategy answers the question “What are the next steps that the Program can take to begin preparing for and adapting to climate change impacts in Washington’s coastal areas?” by considering how projected climate change impacts may effect: (1) Washington’s state-owned aquatic landsii, (2) the Program’s management activities, and (3) DNR’s statutorily established guidelines for managing Washington’s state-owned aquatic lands for the benefit of the public. The Program manages Washington’s state-owned aquatic lands according to the guidelines set forth in Revised Code of Washington 79-105-030, which stipulates that DNR must manage state-owned aquatic lands in a manner which provides a balance of the following public benefits: (1) Encouraging direct public uses and access; (2) Fostering water-dependent uses; (3) Ensuring environmental protection; (4) Utilizing renewable resources. (RCW 79-105-030) The law also stipulates that generating revenue in a manner consistent with these four benefits is a public benefit (RCW 79-105-030). Many of the next steps identified in the Strategy build off of recommendations provided by earlier climate change preparation and adaptation efforts in Washington State, most notably those provided by the Preparation and Adaptation Working Group, which were convened by Washington State Executive Order 70-02 in 2007, and those made in the Washington Climate Change Impacts Assessment (Climate Impacts Group, 2009). This thesis is concerned with the dynamic response of a General multidegree-of-freedom linear system with a one dimensional nonlinear constraint attached between two points. The nonlinear constraint is assumed to consist of rate-independent conservative and hysteretic nonlinearities and may contain a viscous dissipation element. The dynamic equations for general spatial and temporal load distributions are derived for both continuous and discrete systems. The method of equivalent linearization is used to develop equations which govern the approximate steady-state response to generally distributed loads with harmonic time dependence.
The qualitative response behavior of a class of undamped chainlike structures with a nonlinear terminal constraint is investigated. It is shown that the hardening or softening behavior of every resonance curve is similar and is determined by the properties of the constraint. Also examined are the number and location of resonance curves, the boundedness of the forced response, the loci of response extrema, and other characteristics of the response. Particular consideration is given to the dependence of the response characteristics on the properties of the linear system, the nonlinear constraint, and the load distribution.
Numerical examples of the approximate steady-state response of three structural systems are presented. These examples illustrate the application of the formulation and qualitative theory. It is shown that disconnected response curves and response curves which cross are obtained for base excitation of a uniform shear beam with a cubic spring foundation. Disconnected response curves are also obtained for the steady-state response to a concentrated load of a chainlike structure with a hardening hysteretic constraint. The accuracy of the approximate response curves is investigated.

A Constituição federal e a Lei 8.142/90 definem a participação da comunidade como condição necessária para o funcionamento do Sistema Único de Saúde (SUS). Tal definição constitucional surge no processo de l uta pela democratização do país e pela universalização dos direitos sociais, entre eles, o direito à saúde. Todavia, esse processo de democratização tem significado mais a adoção de procedimentos democráticos para organização do sistema político do que uma efetiva democratização das relações sociais pautadas pelos valores democráticos de igualdade e justiça social. No Brasil, a relação entre Estado e sociedade tem sido mediada por uma cultura política marcada pelo autoritarismo, patrimonialismo, clientelismo e o favor. Com o processo de democratização, na década de 1980, emergem elementos de uma nova cultura política adjetivada como democrática orientada pelos valores da autonomia, igualdade, solidariedade e justiça que passa a coexistir com a velha cultura. O objetivo geral deste estudo é analisar as práticas de participação presentes no Conselho Municipal de Saúde (CMS) de Fortaleza, no período de 1997-2005, e sua relação com a cultura política local. Para tanto partiu-se do principal pressuposto teórico: as práticas de participação exercidas nos conselhos de saúde inauguram uma nova institucionalidade que inclui novos sujeitos sociais os usuários na esfera pública, com as quais o processo de democratização amplia essa esfera, criando visibilidade para identificar o confronto entre a cultura política tradicional e a cultura política democrática. As técnicas de pesquisa utilizadas foram: a análise documental, a observação participante e a entrevista semiestruturada. A partir das diferentes evidências observadas no material empírico, identificou -se na análise dos dados a predominância da cultura política tradicional do autoritarismo e cooptação nas relações entre o poder público municipal e os representantes da sociedade civil ; e entre os conselheiros a tensão se manifestava na não-observância dos procedimentos democráticos, como eleições periódicas, respeito à lei e ao regimento que regula o funcionamento do CMS e no encaminhamento dos conflitos e disputas políticas. Quanto às práticas de participação, manifestaram-se de forma contraditória e dialética em ações caracterizadas pela crítica, denúncia, reivindicação, com poucas ações propositivas e na maioria das vezes tendo seu poder deliberativo desconsiderado pelo gestor. A condução política do conselho muitas vezes foi questionada, ocasionando crises de hegemonia e gerando conflitos e disputas pelo poder. A partir da análise desses conflitos e disputas políticas entre os grupos no interior do Conselho, tornou-se possível realizar uma leitura metódica acerca do confronto entre a cultura política tradicional e a democrática no CMS, constatando-se a predominância da primeira sobre a segunda. Por fim verificou-se o protagonismo do Ministério Público na resolução dos conflitos, em detrimento da força do melhor argumento. Em que pese a recorrente tutela do Ministério Público, foi pavimentado um caminho de resistências, ainda que minoritárias , contra a cultura política tradicional , cujas práticas de participação apresentam elementos constituintes para a sua transformação.

Health status of juvenile silver carp, Hypophthalmichthys molitrix and silver barb, Barbodes gonionotus were investigated in three fish farms following different farming conditions through clinical and histopathological examinations for a period of nine months. Here the fishes and water quality parameters were sampled on monthly basis. Among the water quality parameters, water temperature has a distinct effect on fish health observed during the winter season. Different clinical signs like scale loss, dermal lesion, fin erosion were observed, while histopathologically necrosis, pyknosis, inflammation, haemorrhage, hypertrophy, vacuoles, missing of gill lamellae and clubbing were evidenced in the investigated fishes. The study showed that pathological symptoms were mainly increased during the winter season and H. molitrix exhibited severe pathological symptoms in compare to B. gonionotus during the investigation. It was also found that fishes of BAU farm was comparatively in the best condition, while, the fishes of other farms were severely affected during the experimental observations. In addition, disease like Epizootic Ulcerative Syndrome (EUS), protozoan disease and suspected bacterial colonies were clearly evidenced in the fishes of Government and NGO fish farms.

The universal exhaust gas oxygen (UEGO) sensor is a well-established device which was developed for the measurement of relative air fuel ratio in internal combustion engines. There is, however, little information available which allows for the prediction of the UEGO's behaviour when exposed to arbitrary gas mixtures, pressures and temperatures. Here we present a steady-state model for the sensor, based on a solution of the Stefan-Maxwell equation, and which includes a momentum balance. The response of the sensor is dominated by a diffusion barrier, which controls the rate of diffusion of gas species between the exhaust and a cavity. Determination of the diffusion barrier characteristics, especially the mean pore size, porosity and tortuosity, is essential for the purposes of modelling, and a measurement technique based on identification of the sensor pressure giving zero temperature sensitivity is shown to be a convenient method of achieving this. The model, suitably calibrated, is shown to make good predictions of sensor behaviour for large variations of pressure, temperature and gas composition. © 2012 IOP Publishing Ltd.
