RIO — A Diretoria de Análise de Políticas Públicas da Fundação Getulio Vargas (DAPP/FGV) lança hoje duas ferramentas de transparência política: o Mosaico Eleitoral e a Câmara Transparente. O banco de dados interativo é público e pode ser consultado por qualquer pessoa na internet (http://dapp.fgv.br).

O objetivo deste trabalho é colocar luz sobre a conta que vem ganhando cada vez mais importância frente ao orçamento tradicional do ano. Na primeira seção vamos consolidar um dicionário para cada tipo de Restos a Pagar, mostrando como se articulam entre si. Na segunda seção, faremos um mapeamento para identificar onde se concentram os Restos a Pagar analisados por Natureza de Despesa, Função e Órgão a partir dos dados obtidos da plataforma SIGA Brasil, do Senado Federal. Nessa seção apresentaremos a visualização do “Mosaico” e da “Geologia Orçamentária”, comparando a distribuição do orçamento total do ano com o orçamento específico da conta estudada. A terceira seção mostra como se dá a evolução da conta de Restos a Pagar como percentual do PIB e do orçamento, bem como sua execução ao longo do período estudado (referente às leis orçamentárias de 2001 a 2014). A quarta e última seção traz as principais conclusões da análise.

A ferramenta “Câmara Transparente” tem como objetivo desvelar as influências econômicas feitas sobre os atuais ocupantes da Câmara dos Deputados. Os dados utilizados retratam as receitas de campanha dos deputados federais que atualmente fazem parte da Câmara dos Deputados e as suas designações para Comissões Temáticas. O banco de receitas eleitoral é o mesmo utilizado na ferramenta “Mosaico Eleitoral”, os dados de receita dos candidatos em 2014, e os dados de composição da Câmara e de pertencimento a comissões temáticas são atualizados periodicamente a partir do portal Dados Abertos da Câmara dos Deputados. Essa ferramenta, que foca em lobby e financiamento de campanha, é dividida em quatro visualizações diferentes.

O Programa de Verticalização da Pequena Produção Rural - Prove foi criado em Brasília, durante a gestão Cristovam Buarque, pelo então Secretário de agricultura do Distrito Federal, João Luiz Homem de Carvalho. O programa, que pretendia disponibilizar mecanismos para a verticalização dos pequenos agricultores, logo ganhou visibilidade e credibilidade se tornando modelo para outros estados. A Escola Livre de Desenvolvimento Solidário do Centro de Estudos em Administração Pública e Governo percorreu os estados de Mato Grosso do Sul e Distrito Federal atrás das agroindústrias contando a história do Prove através de um rico mosaico de histórias de sucessos e fracassos

Apresenta a definição e descrição de células procarióticas e eucarióticas com o auxílio de figuras ilustrativas. Inicialmente detalha-se a célula procariótica e suas estruturas: parede celular, membrana celular, citoplasma, ribossomos, estruturas externas, região nuclear, plasmídeo, endósporo, morfologia celular e divisão celular. A seguir apresenta-se a célula eucariótica e suas estruturas: organelas, retículo endoplasmático, ribossomos, lisossomos, núcleo celular, mitocôndrias, cloroplasto e complexo de Golgi. No decorrer da descrição enfatizam-se as semelhanças e diferenças entre as células procarióticas e eucarióticas, apresenta-se a Teoria endossimbiótica e a árvore filogenética (Bacteria, Archaea e Eucarya).

A presente dissertação pretende demonstrar que a problemática da sustentabilidade pode ser minimizada com pequenos gestos. O desafio é imprimir mudanças à maneira como temos vivido até ao momento, de como gerimos os recursos, de como é feita a distribuição de custos e benefícios e de que forma tudo isto se reflete na natureza, no meio onde nos inserimos e na qualidade de vida das sociedades contemporâneas e futuras. O trabalho apresentado estabelece linhas orientadoras e um conjunto de propostas baseadas no uso de diversos conceitos de sustentabilidade. Compreende essencialmente quatro fases fundamentais: a parte introdutória onde se contextualiza o tema, se apresentam os objetivos, a metodologia e a estrutura da dissertação; a exposição de conceitos básicos no âmbito da sustentabilidade; a análise e diagnose da área a intervir ou seja o Parque Ecológico do Funchal; e a apresentação da proposta da Quinta Biológica no Parque Ecológico do Funchal. A parte prática consiste na elaboração do Estudo Prévio cuja proposta assenta na divisão de toda a área em cinco zonas, tendo por base princípios da permacultura, considerando a necessidade de manutenção de cada uma delas. Cada zona tem funções específicas, sendo por exemplo a zona 1 a área mais ativa, com mais necessidade de manutenção, visitas diárias e vigilância e a zona 5 a mais afastada do centro, onde a sua visita é feita essencialmente para a observação da natureza. A proposta apresentada pretende ir de encontro com a filosofia e conteúdo do Plano de Recuperação do Parque Ecológico do Funchal 2010-2020 e potenciar um conjunto de ações que salvaguardem a paisagem e a biodiversidade local, bem como tradições e práticas agropecuárias em modo de produção biológica, tendo sempre em conta a dimensão social e a gestão consciente do uso dos recursos naturais ao nosso dispor.

The phenomenon of the informality has been common in the quarrels that involve Sciences Social and Human. First for not corresponding to a temporary and isolated phenomenon, and on the other hand for dealing with a presente situation in the majority of the Brazilian urban centers. In Cuiabá municipality, the alternative commerce appears as a social answer to the problems caused for the economic crisis of the country and seems to be deep-rooted to the urban landscape. This assignment angles was the street peddlers, in special that ones who develop their in a specific location on lowered of Cuiabá. Researches pretending to fill a blank of information about this subject involve theoritical and empirical levels. The theory searched to raise in a generalized manner given pertinent the informality and the pratical level through field research searched to analyze excellent aspects on the economic and occupational situation of a composed sample for two hundred and theree workers who develope the pratical one of the informal commerce in Shopping Popular in Cuiaba/MT. The analysis of gotten data alllowed to appreciate some excellent aspects with regard to the activity os the peddler, as: origni, formation, income, perspectives with regard to activity among others. In las analysis it still alllowed to verify the factors that condition the permanence these workers in this type of informal activity

The metropolitan regions of Northeast Brazil are being gradually included in a scenario of international investments, which are motivated by the restructuring of both touristic and real-estate sectors. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. It is also intended to point out basic proposals to the forms of public intervention, in a speculative way, starting from a Metropolitan Planning project within a medium and long term

This study aims at solidifying the theoretical bases to provide, above all, an explanation for this phenomenon which currently happens, with a scenario of social, political, economic and cultural transformations worldwide in medium cities. Nevertheless, because it has different dimensions from its transformation axes, gentrification comes with change, but also with the introduction of a new purpose in the space using and occupation, outlining in this context the identity of places from the formation of centralities with the presence of flows with social and economic dynamicsThe current forms of geographic space appropriation show the directions of the senses and ideological profile which recreates the meanings and uses of content and materials from descriptions of a historical past. However, today there is an economic context in the urban space which refers to a search of strategies for change, i.e., the acquisition of parameter aimed at meeting the demands of the relationship between capital and labor, which ends up overriding some actions for the specification of the transformation methods within the urban space to be explained by new needs and also by the agents from the value adding to their interests and investments. Thus, we assume that the appreciation/gentrification of urban spaces may or may not result from the building of a public space, since the dialogic structure as a place of political interaction externalize conflicts and disagreements in general; it keeps segregating spaces. As new spaces are transformed, the access to them tends to happen with particular restriction, whereas some places like parks, shopping malls, high-rise and horizontal condos are the scene for major professional and family events. In this context, the gentrification process is used to designate interventions in the urban environment, in certain city spaces which are considered central to public and private investments. A historical place is permitted to be presented as a scenario, a stage full of attractions, through the transformation process. Studying gentrification consists of an analysis of the underlying interests in the transformation of these areas, and especially of the assessment of the interest level in the private sector to partner in order to modify the landscape. Gentrification results from the transformation processes of capital, which influences the efforts and investments application in order to establish and achieve optimal economic growth, focusing on a location socio-culturally centered in the urban space. Thus, the urban social structure develops in the light of some questions that relate not only the cities growth but also environmental conditions it provides in cities like Mossoro, State of Rio Grande do Norte, Brazil 2005 a 2011.

The towns presently named Pombal and Sousa, located in the hinterland of the State of Paraíba, Brazil, still keep vestiges of the colonization process they went through along the 18th and 19th centuries, when they both emerged as settlement nuclei in the extreme West of the then captaincy of Paraíba and attained the status of freguesia and vila in a later period. This research aims to comprehend the process of urban formation and development of the colonial urban nuclei of Pombal and Sousa as they became povoados (hamlets), freguesias (parishes) and vilas (small urban communities with a local government), according to territorial expansion policies implemented by the Portuguese government from 1697 to 1800. The choice of the two urban settlements for this survey lies in the fact that they were part of the great conquest and colonization program undertaken by the Portuguese Crown. Another aspect that was considered was the fact that those towns are the oldest urban nuclei of Paraíba s hinterland. They came into being as early as in the times of the colony, thus producing a favorable environment to the study of the changes that occurred in the captaincy s hinterland scenery resulting from the process of formation and development of the colonial urban space. Three fundamental categories of analysis were defined since they have a direct bearing upon the urban configuration of the two colonization nuclei: povoado, freguesia and vila. The three of them are related to civil and ecclesiastic jurisdictions. Field, documentation and bibliography surveys were undertaken in order to develop the study. They allowed for the finding of vestiges of the old, colonial urban structures and for the development of theoretical analysis based on present-day studies of issues relating to the colonial urban history. The study purposes were, therefore, to try to understand how the old urban nuclei of Pombal and Sousa fit in the territorial expansion policies undertaken by the Portuguese government; to relate the process of urban formation and development of such nuclei with the categories of analysis povoação-freguesia-vila by discussing the relations and influences they exert over one another and their territory, as well as to unveil, as much as possible, the configuration the urban spaces that were shaped along the 18th century

O presente trabalho intitulado Uma viagem insólita: de um território pesqueiro a um paraíso turístico tem como objetivo buscar compreender e interpretar as mudanças socioespaciais que ocorreram na Praia da Pipa/RN, decorrentes da expansão da atividade turística e seus reflexos no território, no período compreendido entre os anos de 1970 e os dias atuais, recorrendo-se a fontes bibliográficas, entrevistas e observações in loco, além de levantamento de dados secundários, cartográficos e fotográficos. Reporta à nova territorialidade que emergiu com a expansão da atividade turística para o litoral norte-rio-grandense, atraída pela praia e pelo sol, que fez convergir para essa área, produtores e consumidores não apenas locais, mas também regionais, nacionais e internacionais. Do ponto de vista social, a população nativa vem sendo expropriada de seus espaços, da sua cultura, das suas tradições e, até mesmo, do mercado de trabalho, o que vem provocando um processo de desterritorialização e o surgimento de novas territorialidades marcadas pela atividade turística. A expansão da atividade turística em Pipa/RN, a partir de 1970, tem provocado um processo de construção de um novo território o território turístico que se reflete dialeticamente através do surgimento de um novo cenário socioespacial constituído de formas e imagens expressas materialmente no lugar

This thesis nalyzes the wayfinding in Landscape Museum of Contemporary Art (MPAC), based on the Institute of Contemporary Art CACI, Minas Gerais, Brazil and the Museum of Contemporary Art of the Serralves Foundation, Porto, Portugal. The study focuses on the interrelationship of the public/visitors with the landscape, architecture and contemporary art museums in these, in order to understand visual perception and apprehension of such an environment for their users. For both were confronted documentation (visual and written) and people talk. The main hypothesis put forward is that the audience/visitor MPAC appreciates the interrelationship between the natural environment (park/garden) and built environment (the works of contemporary art and the galleries), giving equal value to both. To complement this, a second hypothesis is that during the visit to MPACS, visitors define their paths spontaneously, but strongly influenced by existing visual indicators (maps, signage and striking landscape elements), which facilitate the readability of space, which also contribute to the offered services and the experiences of similar institutions. The analytical basis of the research used the concepts of legibility (LYNCH, 2009), wayfinding (GIBSON, 2009; ARTHUR, PASSINI, 2002; WEISMAN, 1982), Experiential Cotinnum (TUAN, 1985), Space Bound (CRUZ PINTO, 2007) and habitus (BOURDIEU, 1992). Methodologically was used qualitative research (DEMO 2000) by means of a case study (YIN, 2005; STAKE, 1999) and participant observation (WHYTE, 2005). In the two institutions interviews with researchers and curators, behavior observation and questionnaires from employees, trainees, monitors and the public/visitor of the two museums were performed. Although partially referende the initial hypothesis, the research showed that the public/visitor value appears more natural environments, they experience a greater intensity and in addition to the factors listed in the second case, your perception and definition of paths suffer significant influence of emotional relations established with space. Generally the audience/visitor adapts easily to different demands of contemporary art exhibition in the two museums and the built environment (park/garden and museum) interferes with your reading path during the visit, perceived by the public/visitor condition as a factor that favors the enjoyment of works on different mounts (wayfinding), though often become a factor that hinders the legibility of the building and its built environment

The research investigates the acting and the importance for the users of the public squares located predominantly in residential areas. It presents the results of the posoccupation evaluations accomplished in three squares, whose physical, environmental characteristics, equipments and fumitures are different in its qualities and amounts, taking in consideration aspects related to the users' physical and psychological comfort and of the inhabitants of the I spill. The collection of data involved physical risings and of files, observations behavious, application of questionnaires and interviews, analyzed qualitative as quantitatively so much for a larger precision and validity of the investigation. The results were obtained through the relationship among the users' perception the environmental attributes and the different levels of apropriation/use of the studied places. They indicate that the aspects composicionais of physical order of the space affects the type and the intensity of use of the squares intimately, contributing positive or negatively for its valor. It is evidenced like this, that the low freqüentation of the public squares of Natal, is due mainly to referring aspects to the physical quality and the amount of the fumitures and urban equipments. It is ended that the investments and the physical planning of these public spaces should be based in the real knowledge of the aspirations of the population objective, in way to allow its largest use and valor
